4.1 INTRODUCTION

◼ Saudi Arabia is a leading oil producer and exporter of oil. It has the second-largest crude oil reserves globally, after Venezuela. Though the economy of Saudi Arabia
is still dependent on petrochemicals and oil, it recognizes the significance of having a diversified energy mix for economic growth. The country is also considering
alternative energy sources, like wind and solar.

◼ Due to the increase in population and electricity demand, the country is cutting down its oil export volumes and export earnings. In order to reduce the consumption
of oil in power generation, Saudi Arabia is in the process of restructuring the power sector, which is driving the renewable energy market.

◼ The country was one of the largest renewable production capacities in the Gulf Cooperation Council (GCC) in 2020. Saudi Arabia has plans to deploy more renewable
energy programs and has successfully tendered large-scale projects in wind and solar power. In early 2020, Saudi Arabia launched the third round of its renewable
energy program, which is expected to add a total capacity of 1.2 GW of solar photovoltaic power to the grid. It also conducted an open bidding for six solar energy
projects, with a combined capacity of 1.2 GW.

◼ The country has a high potential for renewable energy production, focusing on solar power, as it lies in the middle of the “sunbelt,” and wind power, as the annual
average onshore wind speed is relatively high and well above the standard for most countries. The government’s commitment to unlocking the renewable energy
sector is in line with one of the goals of Saudi Vision 2030: to achieve environmental sustainability. Saudi Arabia is ranked sixth for solar energy potential worldwide
and thirteenth for wind potential.

◼ The Government of Saudi Arabia has initiated several policies under the Ministry of Energy to improve its renewable energy capacity. Under the Saudi Arabia National
Renewable Energy Program, a target has been set to generate 58.7 GW of renewable energy by 2030, with 40 GW of this energy coming from solar power.

5.1.1 SOLAR
 By the end of 2019, the country had a total renewable energy capacity of 397 MW, with more than 95% of it being solar. The country is thriving in its strategy for
sustainability, reduced dependency on oil, and diversification of its energy mix and economy. Saudi Arabia’s National Renewable Energy Program (NREP) aims to
install energy capacities of 27.3 GW by 2024 and 58.7 GW by 2030. This includes 40 GW of solar PV and 2.7 GW of CSP.

 The Saudi Arabian government plans to decrease the heavy reliance of oil in power generation and produce one-third of the nation’s electricity from solar power. This
is expected to drive the demand for solar energy, and in turn, renewable energy.

 The construction boom and the growing population of Saudi Arabia are raising the country’s electricity demand. The ongoing high loads require appropriate and
adequate power generation.

 The Electricity & Cogeneration Regulatory Authority (ECRA) launched a long-awaited regulatory framework for addressing household and small-scale solar
distribution systems connected to the utility grid. A formal introduction of net billing and a cap for each solar system’s capacity per facility was included, ranging from
1 kW to 2 MW. However, the total installed small-scale solar PV system capacity was expected to not exceed 15% of a substation’s transformer rated capacity. This
regulation was issued with immediate effect on July 1, 2020.

 In April 2021, the Saudi Arabian energy company, ACWA Power, announced the opening of a utility-scale solar renewable energy project in the country. The 300 MW
Sakaka PV independent power producer (IPP), which was built with an investment of SAR 1.2 billion (USD 319 million), was inaugurated by the Crown Prince,
Mohammed bin Salman. The renewable energy branch of Larsen and Toubro’s (L&T) Power Transmission and Distribution business has secured an engineering,
procurement, and construction (EPC) contract for a solar photovoltaic (PV) plant in Saudi Arabia. With a power purchase agreement (PPA) in place, the 1.5GW Sudair
project is claimed to be the largest solar PV plant in Saudi Arabia and one of the largest in the world.
