DRAFT : AN ORDINANCE PROVIDING BASIC ENVIRONMENTAL

EDUCATION PROGRAM FOR PRIVATE AND PUBLIC ELEMENTARY


SCHOOLS WITHIN THE TERRITORIAL JURISDICTION OF
ANGELES CITY .
WHEREAS, the City Government of Angeles thru the leadership of Hon. Carmelo G.
Lazatin Jr. , has continuously implementing its environmental program as embodied in
City Ordinance No. 431 Series of 2017 or the Angeles City Environmental Code
particularly on Solid Waste Management Program in consonance with R.A. 9003 or the
Ecological Solid Waste Management Act of 2000 .

WHEREAS, the local city government seeks to inculcate the importance of


environmental protection and self-discipline thru education in the formative years
particularly the students from the private and public elementary schools within the
jurisdiction of Angeles city.

WHEREAS , one of the key components in the implementation of the city’s


environmental program on solid waste management is proper segregation, timely
collection and proper disposal. The city’s economic progress and the maintenance of
ecological balance will be realized by adopting new methods in environmental campaign
or information dissemination thru formal or structured learning as the city and its
constituents adopts the “new normal” brought by the health crisis.

WHEREAS, the Environmental Education Program for the City of Angeles (hereinafter
referred to as the Program), which is a strategic, systematic, and concerted
information-education activities in all schools in the City, aims at promoting the Solid
Wastes Program and its 3r’s Reduce ,Re-use and Recycle.

WHEREAS, the local city government unit firmly believes that program will raise the
level of elementary student’s consciousness and discipline in environmental protection
(waste segregation, climate change and water quality management) thereby giving
them sense of concern, social responsibility, and active participation in the City’s
environmental programs that will eventually cascaded to the family members, relatives,
and friends in their respective communities and the city as a whole.

WHEREAS, Now, to effectively and successfully achieve administration’s pursuit of its


environmental agenda, the Sangguniang Panglungsod members in fulfilling its mandate
to the people of Angeles City , THEREFORE, be it enacted by the Sangguniang
Panglungsod in session assembled, that:
SECTION 1. TITLE. This Ordinance shall be known as Basic Environmental Education
Program for the City of Angeles

SECTION 2. SCOPE. This Ordinance shall cover elementary students attending online
classes both public and private schools within the territorial jurisdiction in the City of
Angeles

SECTION 3. IMPLEMENTING AGENCY. The City Environment and Natural resources


Office (CENRO) with the support of the City Information Office shall be the lead
agencies in the implementation of this Ordinance, and shall likewise provide speakers,
lecturers and information materials vis-à-vis the City’s information and education
campaign on environment.

SECTION 4. PRODUCTION OF INSTRUCTIONAL RESOURCES. The City Environment and


Natural Resources Office and the City Information Office shall work hand-in-hand in the
production of educational modules and audio-visual presentations containing the
policies, goals, projects, developments, projects, ordinances, rules and regulations on
the integrated environmental programs of the City of Angeles.

SECTION 5. TIME ALLOTMENT DURING CLASS HOURS. Thru the Solid Waste
Management Board wherein Public Elementary Schools are represented by the DEPED
Division Superintendent or its authorized representative and Private Elementary School
are represented by their Owners/Administrators or authorized representatives shall be
consulted and encouraged to attend coordination meetings to discuss the unified action
plan and synchronized implementation in their respective schools .

(1) To allot a minimum of thirty (30) minutes of their ONLINE classes, particularly
during the time of Values Education, or MAPEH subjects by online teaching with the use
of audio-visual presentation to be provided by CENRO in coordination with the CIO
regarding the environmental programs being implemented by the city,

SECTION 6. TRAINING FOR TEACHERS AND TRAINORS. The City Government shall
provide the necessary technical capabilities and trainings using the online platforms thru
its Information and Communication Technology Department (ICTD) and be made
available to elementary teachers handling the subjects values education, social sciences
and MAPEH, thereby, becoming significant partners in the environment protection.

SECTION 7. FUNDING. The funding for the implementation of this ordinance shall come
from the appropriation of both the City Environment and Natural Resources Office and
City Information Office or thru funds available from the Office of the City Mayor.
SECTION 8. SEPARABILITY. If for any reason, any provision , section, or part of this
ordinance is declared not valid by a Court of competent jurisdiction, suspended, or
revoked by the Sangguniang Panglungsod such judgment shall not affect or impair the
remaining provisions, sections, or parts thereof, which shall remain or continue to be in
full force and effect.

SECTION 9. EFFECTIVITY. This Ordinance shall take effect upon approval.
