Subject: Repeated request on Issuance of EMPLOYER's Letter of Reference and Works

Certification to GECI Shpk; Contract-A.

Ref: Contractor Letter Ref 461-L l/MTN Date 11.02.2020

Dear Sir,

Following our previous communication, the Contractor has submitted a request as per above mention
Letter Reference on Works Certification which has been submitted by us via letter Ref 461-L l/MTN
date 11.02.2020 .

Therefore, via this second letter the contractor is requesting the following Letter Reference and Works
Certification based on GCC where references are made over Taking Over Certificate procedures of
Contract B.

With reference to the Contract Dated 23 January 2017 between JV Geci & Bioliap A.T.E.V.E and
Albanian Road Authority (ARA), Geci Shpk as legal representative, member of JV and Approved
Subcontractor as per ARA Ref Letter 3189 Date 05/05/2020 is hereby issuing a Declaration that as of
present date GECI shpk has successfully completed a share of 80% of the overall activities assigned
to the JV as per above mentioned contract.

Following this declaration of the achievement of such a milestone for our company we are also kindly
requiring hereby from the Employer to issue a Letter of Reference and Works Taking Over
Ce1iification for the construction activities carried out successfully by Geci Shpk as per Contractual
requirements and Specifications.

In total the value of the works perfo1med to date by N GECI & BIOLIAP A.T.E .V.E in Contract A
is 13,498,754.30 Euro in reference to latest IPC N.43 August 2020, from which 80% (Eighty
Percent) equal to 10,799,003.44 Euro are successfully carried to completion by GECI Shpk.

The reference is required for the following works carried out by Subcontractor and Member GECI
Shpk alone within the N for which the Employer may issue the certification as per Contract:
Contract A
1. Rehabilitation Works consist in Capital Pavement and Other than Pavement works
2. Emergency Works
3. Improvement Works
4. Network Performance Services

As per above financial figures the works quantities carried out by Geci Shpk is 10,799,003.44 Euro
out of a total of 13,498,754.30 Euro performed by the JV GECI & BIOLIAP A.T.E.V.E in Contract
A. This figure of activities pertaining to GECI shpk represents 80% (Eighty Percent) of the total
certified amount of the JV.
