CDPL Level 3 Plan

Interpretation on the Level 3 Plan compiling of CDPL

In order to ensure the smooth implementation of the plan, the following issues
need to be properly resolved

1. Design progress
According to the plan proposed by the design contractor on the addendum
contract, the design drawings should be completed in June 2021 except for
some drawings affected by the manufacturer's information, but as of now the
design progress is only 80% complete, and the general progress is seriously
falling behind again. The Client is requested to urge the design contractor to
complete all the manufacturer's documents approval and all the drawings
approval at the end of December 2021.

2. Confirmation of the remaining contractors


The completion schedule of PIDS, SCADA, and telecom shall be 12 months
from the date of issuance of Notification of Award (NOA). Considering the
work period of punch list rectification, System's joint debugging and
commissioning, if the Notification of Award (NOA) of the above projects
cannot be done before the end of November 2021, the construction of which
cannot be guaranteed to be completed on December 31, 2022 as well,
according to the completion schedule in the contract.

3. KMC shall begin to carry out the Land delivery to the contractors step
by step for line sweeping and other operations.

Most of the contractors have started to enter the site. Considering the line
contractor's work period is 10 months (300 days), if we calculate from
September 6, 2021, the last contractor’s NOA time (Section 4 BARAKA), the
completion date of which will be July 5, 2022. Moreover, KMC has not yet
started to handover the land to the contractors for construction. Deducting the
subsequent system commissioning for 2 to 3 months, the remaining
completion period will be 11 months only to December 2022. In light of the
above, KMC must be required to handover the land to line contractors within
limited time schedule.

In order to ensure the work commencement of construction contractors with


the least delay possible, KMC shall be required to complete the land handover
of 5km per section from the end of November to mid-December, 2021 to the
contractors, so that they could start clearing, grading, and to carry out various
preparations before welding such as pipeline transportation and pipe-laying as
to start the project. Afterwards, at least the land handover of 10km per section
should be completed in the following month to ensure continuous construction
of the contractors, with all the remaining land handover completed in the
fourth month.

The attachment is the L3 plan. Due to the uncertainty of the completion date
of design, land acquisition, bidding, etc., it needs to be confirmed by the
Client. This plan will be regarded as the control plan of the project after the
approval, and the contractors will further prepare their own plans within the
time scope. PMC will then integrate, adjust and prepare the final L4 execution

plan of the project, which will be applied to supervise and monitor the actual
progress of each contractor, as well as identify problems of the contractors
and to supervise them timely to accelerate the project progress.

Remarks.
The time periods in this plan are only the adjustment and matching of the
relevant schedules in combination with the current actual situation on site and
the perspective of the overall project from the acknowledgement of PMC. The
difference between the time period of some works in the plan and that in the
contract are not permitted to be regarded as the basis of changing the
contract. We hereby clarify the above information.
