Resolution - Sept 13&20
WHEREAS, per review of the AIP 2021 and the annual budget, there is a need to allocate funds
addendum to the AIP 2021 particularly on the Manpower Support Program and for support to the various
services of the Local Government Unit;
WHEREAS, per review of the AIP 2021 and the annual budget, there is a need to allocate funds

WHEREAS, this Office granted the Authority of the Honorable Mayor Shiela B. Ruiz to enter
into a Memorandum of Agreement (MOA) with the Provincial Government of Negros Oriental
represented by the Honorable Governor Roel R. Degamo for the Financial Assistance in the Amount of
One Million Pesos (P 1,000,000.00) for COVID – 19 Related Expenditures and Projects;
WHEREAS, this Office also granted authority of the Honorable Mayor to enter into another
MOA with the Provincial Government for additional Financial Aid in the amount of One Million Pesos (P
1,000,000.00) intended for the same purpose however with amendments as to the include hiring of
personnel/job order to secure the border, provide provision of food for front liners assigned to the borders,
and provide transportation or transportation allowance to and from the border;
WHEREAS, per review of the AIP 2021 and the annual budget, there is a need to allocate funds
addendum to the AIP 2021 particularly on the COVID – 19 Related Expenditures and Projects, making
the total amount of Two Million Pesos (P 2,000,000.00) from the Provincial Aid as available funds for
appropriation intended for the above-stated purpose;
WHEREAS, according to NORECO II the said request cannot be considered since it was neither
considered nor included in NORECO II’s forecasted capital expenditure projects for 2019 – 2022;
WHEREAS, in lieu thereof, it is agreed upon that, the cost of the back job labors/man hours,
additional materials and fuel/oil to the following Sitios/Barangays who have existing lines for rerouting,
transferring and reconstructing be shouldered by NORECO II;
WHEREAS, it is also agreed upon that it will be the Local Government Unit’s counterpart to
fully fund the material cost of all the project costs;
WHEREAS, under RA 8425 Social Reform and Poverty Alleviation Act, the National Anti-
Poverty Commission (NAPC), is hereby created under the Office of the President, which shall serve as
the coordinating and advisory body for the implementation of the Social Reform Agenda (SRA);
WHEREAS, The SRA shall have a multi-dimensional approach to poverty consisting of the
following reforms:
WHEREAS, this MOA which this Municipality intends to enter is an embodiment of the
mandate of RA 8425 to let NAPC coordinate with different national and local government agencies and
private sector to ensure full implementation of all social reform and poverty alleviation programs,
specifically the SAMBAYANIHAN framework under its core program ADAPT 40-10-10 as its anti-
poverty program;
WHEREAS, this Municipality has an estimated Internal Revenue Allotment share amounting to
P 125,192,609.00 and 20% of which is the Development Fund share amounting to P 25,038,521.80;
WHEREAS, in accordance with the ELA 2020-2022, the Municipal Development Council
prioritized three (3) areas to be funded:
a. Social Development;
b. Economic Development and
c. Environmental Management
WHEREAS, the 20% Development Fund Share, CY 2022 of this Municipality appropriates the
amount of P 25,038,521.80, for the following appropriations as follows:
Social Development P 13,600,000.00
Economic Development 9,030,000.00
Environment Management 2,408,521.80
TOTAL P 25,038,521.80
WHEREAS, this Municipality for CY 2022 has the 5% Municipal Disaster Risk Reduction Fund
amounting to P 6,779,837.88;
WHEREAS, 70% of the said amount, amounting to P 4,745,886.51 will be allocated for pre-
disaster projects and activities, whereas 30% of the said amount, amounting to P 2,033,951.37 will be
appropriated for quick-response;
WHEREAS, in accordance with MDC Resolution No. 07, Series of 2021, which adopted the
MDRRMFIP CY 2022 of the above-mentioned amount, found that the pre-disaster phase activities and
mitigation projects prioritized, including preparedness for the emerging and re-emerging infectious
diseases, prevention and control stated in the MDRRMFIP CY 2022 are responsive to the present needs
of this Municipality;
NOW THEREFORE, after thorough discussion and deliberation on motion of

RESOLVED, that the said appropriation shows substantial compliance with the provisions of the
Local Government Code of 1991;
