A RESOLUTION APPROVING SUPPLEMENTAL BUDGET NO. 05, CY 2021, IN THE
AMOUNT OF SEVENTY-TWO THOUSAND NINETY-ONE THOUSAND AND 47/100 (P
72,091.47) ONLY OF BARANGAY CAMBALOCTOT, MUNICIPALITY OF SAN JOSE,
NEGROS ORIENTAL
WHEREAS, in accordance with the Statement of Funding Sources of Barangay
Cambaloctot, this Municipality, and as duly noted by the Barangay Treasurer and the Punong
Barangay, it has an Unexpended Balance – 5% Disaster Risk Reduction Management Fund
from CY 2012 – 2015 in the amount of P 72,091.47;

WHEREAS, the said amount for purposes of reversion appropriated as follows:

WHEREAS, a preliminary review from the Municipal Budget Office states that the said
appropriation shows substantial compliance with the provisions of RA 7160. Furthermore, the
program/projects and activities are appropriate in accordance with Memorandum Circular No.
2012 – 3 on Utilization of Local Disaster Risk Reduction and Management Fund, as reviewed
and certified by the Municipal Local Disaster Risk Reduction Office.

NOW THEREFORE, after thorough discussion and deliberation on motion of

A RESOLUTION APPROVING THE RECLASSIFICATION AMOUNTING TO ONE HUNDRED
TEN THOUSAND NINE HUNDRED FIFTY-ONE AND 63/100 (P 110,951.63) FROM CAPITAL
OUTLAY (CO)TO MAINTENANCE AND OTHER OPERATING EXPENSES (MOOE) OF
BARANGAY SIAPO, MUNICIPALITY OF SAN JOSE, NEGROS ORIENTAL
WHEREAS, according to Barangay Resolution, during the formulation of the Barangay
Annual Budget for CY 2021 the five percent (5%) counterpart intended for the Barangay
Disaster Risk Reduction Management Fund (BDRRMF) in the amount of P 158,502.63, was
discovered that the seventy percent (70%) allocation of the Barangay Disaster Risk Reduction
Management Fund (BDRRMF) was classified under Capital Outlay instead of MOOE;
WHEREAS, it hereby requests this Sannguniang Barangay thru the Barangay
Resolution for the reclassification of the seventy percent (70%) allocation of the Barangay
Disaster Risk Reduction Management Fund (BDRRMF) in the amount of P 110,951.63 under
Capital Outlay to Maintenance and Other Operating Expenses (MOOE);
WHEREAS, a preliminary review from the Municipal Budget Officer states that the said
appropriation shows substantial compliance with the provisions of RA 7160;
NOW THEREFORE, after thorough discussion and deliberation on motion of

A RESOLUTION CONCURRING THE APPOINTMENT OF MR. MARK JOVAN __ ACIBO AS
MUNICIPAL GOVERNMEN DEPARTMENT HEAD AT THE OFFICE OF THE MUNICIPAL
ACCOUNTANT, MUNICIPALITY OF SAN JOSE, PROVINCE OF NEGROS ORIENTAL
SUBJECT TO CIVIL SERVICE COMMISSION LAWS, RULES AND REGULATIONS
WHEREAS, received by the Sangguniang Bayan for appropriate action is the letter from
the Municipal Mayor Atty. Mel Nick S. Logronio dated _______ requesting to pass a resolution
concurring the appointment of Mr. Mark Jovan __ Acibo as the Municipal Accountant of this
Municipality;

WHEREAS, the Local Government Code states that heads of departments and offices
shall be appointed by the Municipal Mayor with the concurrence of the majority of all the
sangguniang bayan members, subject to civil service law, rules and regulations;

WHEREAS, the Local Government Code further states that no person shall be
appointed accountant unless he is a citizen of the Philippines, a resident of the local
government unit concerned, of good moral character, and a certified public accountant. He must
have acquired experience in the treasury or accounting service for at least five (5) years in the
case of the provincial or city accountant, and three (3) years in the case of the municipal
accountant;

WHEREAS, the position of Municipal Government Department Head in the Office of the
Municipal Accountant was vacated due to the retirement of Mr. Paulino S. Sechico last
November 12, 2021;

WHEREAS, from the documents submitted to the Office of the Sangguniang Bayan, the
appointee, Mr. Mark Jovan __ Acibo had shown to have met the qualifications set forth in the
Local Government Code of 1991;

WHEREAS, the documents submitted thereof are also in order of compliance with
existing Civil Service Commission Laws, Rules and Regulations;

NOW THEREFORE, after thorough discussion and deliberation on motion of

RESOLVED AS IT IS HEREBY RESOLVED, that the resolution concurring the
appointment of Mr. Mark Jovan __ Acibo by the Municipal Mayor Atty. Mel Nick S. Logronio, as

Regulations, is hereby approved;
