1.0 Emergency Response Plan

INTRODUCTION

The Emergency Response Plan details the Emergency Preparedness, Arrangement &
Management for Qiddiya Project.

PURPOSE

The purpose of this plan is to ensure that the Qiddiya Project site is capable of
responding effectively in case of an emergency, to mitigate the impact of an emergency
event, and to ensure the protection of people, assets, environment, and Client
reputations. To successfully evacuate all personnel from the project, during an
emergency situation.

Priorities

The Emergency Preparedness & Response Plan considers the following PEAR
priorities throughout the emergency response process:

 Safeguard People

 Protect the Environment

 Protect Assets

 Protect Reputation

ROLES & RESPONSIBILITY

Team Member Responsibility

1. Ensures the requirements of this Plan are implemented, including training of


employee, Responsible for managing the Emergency Response Coordinator in
the execution of their duties.
HSE OFFICER
2. Liaise with Company Emergency Response Advisor on regular basis.
3. Assists Site Management with implementation of this plan.
4. Coordinate and support emergency response measures.

1. Shall be ultimately responsible for the implementation of the Emergency


PROJECT MANAGER
Response Plan on the project.

MALE NURSE
1. Review and update the Emergency Response Plan as necessary.
2. Conduct Medical Response Drills to test internal response time of the Medical
team.
3. Ensure that the Medical facilities are equipped with the equipment and
consumables to accommodate trauma and emergency cases and capable of
stabilizing patients and sustaining life. In cases where medical facilities do not
exist on the projects the patients will be transferred to appropriate medical
facilities.
4. Ensure that Medical staffs are trained and capable of handling all medical
emergencies as necessary.
5. Liaise with project personnel and administration in establishing contracts with
the local facilities.
6. Collate information and lessons learned gained from field experiences
implementing this procedure and initiate periodic audits to identify opportunities
for improvement.
7. Assist HSE officer in concluding the investigation and compiling the medical

sections for the reports.


8. Ensure that all necessary forms and reports are filled out and documented.
Copies of these reports to be sent to the HSE Officer / Project Manager /
Personnel and administration as per the Accident / Incident Investigation and
reporting procedure.
9. Report all major medical cases to the HSE Officer, Project Manager and
administration department immediately.
10. Shall ensure that patient is under complete medical control at all times.
11. Once the medical evacuation is decided, he shall be responsible to notify all
project staff involved and established contact with local hospitals to brief and
follow up the receiving senior medical officer on the medical condition, needs
and treatment.
12. Take decision to medical evacuation patients. The decision has to be
coordinated with project management and personnel and administration
departments. The decision is a medical decision and is based on but no limited
to the following criteria.

Designate the team to accompany the patient

1. Call the Emergency Response to report any emergency


INCIDENT WITNESS 2. Call the Supervisor, Safety Officer, Male Nurse or Engineer and advise him of
the incident.

MUSTER WARDEN
1. The Muster Warden is the HSE Officer or Supervisor in a specific area present
at the time of an incident.
2. He has been designated as a potential Muster Warden within his area of
responsibility.
3. On hearing the alarm or on instruction to muster he moves to the Assembly
Point.
4. He makes and maintains communications with Emergency Response Team.
5. He, and other leaders, exercise firm control of the personnel at the Assembly
Points.
6. Do NOT count the personnel – identify which person is NOT present and
report to Emergency Response Team.
7. Ensure that the personnel sit in orderly lines with the Supervisors and Foremen
to the front.
8. Identify any Injured Persons, instruct Male Nurse or First Aiders to provide
first aid, place casualties in optimum position for rapid evacuation.
9. Keep the assembly personnel informed, display leadership and prevent disorder
or panic.
10. If required, transition to another Assembly Point or into the Evacuation Areas.
Explain this to the personnel.
11. Organize the safe evacuation of the personnel to another Assembly Point or to
the Safe Havens.

1. The company is the designated HSE Officer or Supervisor in a specific area


present at the time of an incident.
2. He receives the initial information from the witness, moves to the incident
location, and sizes up the situation and immediately calls the Emergency
Response Team.
3. He reports situation status to the Emergency Response Team with the details
and location of the incident, using the nearest Emergency Location Grid or
Emergency Reference Point that can be used to guide emergency responders
and vehicles to the exact area of the incident.
4. He leads and directs a team and takes action to minimize injuries and loss to
people, environment and property. Actions include:
 Take any safe action to prevent further injury to personnel or damage to
property.
 Cordon off the direct Incident area and remove non-essential personnel.
 Clear the access to the Incident Site and keep the access open for
Emergency Services.
SUPERVISOR  If Safety authorizes, carry out isolation of mechanical and electrical
equipment.
 Injured persons are only to be moved - prior to the arrival of the
emergency response personnel - if their current position is unsafe.
5. He evaluates the situation and implements operational response to bring the
incident under control.
6. He reports to and briefs the Emergency Service personnel on his arrival on the
following points :
 Details of the Emergency Situation and actions already taken.
 All personnel accounted for, if not - last known location of missing
personnel.
 Details of Injured personnel and any treatment given.
 Any Identified or probable hazards.
 Any specialized equipment available.
7. He continues to work closely with the Emergency Service and provide him
with support and information as needed.

EMERGENCY PLANNING

The Safety Officer along with the project medical staff will prepare a
emergency response plan in accordance with the Client Emergency
Procedure instructions, to be followed to ensure maximum evacuation
efficiency and minimum harm or illness.

In case of severe injuries this plan specifies coordination of relevant


information to all related persons to act upon the situation.

The Plan includes but is not limited to:

 Emergency Training
 First Aid
 Persons to Contact

Potential scenarios applicable to the Qiddiya Project could include, but are
not limited to:

 Incident resulting in multiple serious illnesses, injuries, or fatalities


 Road Transportation incident
 Fire
 Serious weather events (e.g., sandstorm)

The Project Manager / HSE Officer / his designee will provide his home
address and telephone number to the company’s representative, so that he
may be contacted after working hours in case of an emergency involving
ACES job or equipment.

EMERGENCY PROCEDURE AND REQUIREMENT

1. Emergency Response Procedures and Reference Points drawings shall be


posted on site bulletin boards, and will include:

a) Site layout – updated satellite image, if possible


b) Emergency Location Grids
c) Emergency Exits
d) Location of Fire Extinguisher
e) Street and Avenue names
f) Assembly Point allocated for site facilities
g) Emergency routs leading to the designated assembly point.
h) Site road numbers and names
i) Emergency telephone number
j) First Aid Station location

2. Upon hearing the alarm, personnel will stop ALL activities immediately,
all equipment will be shut down and all personnel shall proceed to the
assembly points.

3. The following action will be taken at Assembly Points:

a) Head Count (negative)


b) Details of missing person/s
c) Standby to evacuate or Stand Down

4. When Transmitting a message by telephone, radio, or messenger, to ensure


the messenger clearly identifies himself by giving:

 His Name
 Badge / ID Number
 Exact Location
 Nature of Emergency
 Seriousness of the Emergency

5. No one is permitted to re-enter the incident site until notification has been
received from Emergency Services or the Supervisor.

6. If any personnel are found to be missing, the Emergency Services shall be


informed immediately of the person’s name, staff number, and last known
location.

7. No attempt will be made to locate missing personnel until a search is


authorized by Emergency Services

8. No vehicles other than emergency vehicles will be driven in an emergency.

9. An Emergency number, advertised throughout the Project Site, that all


personnel are to use in any situation requiring any form of emergency
response.

10. Act as a single point of inquiry and assistance for all emergency response,
and safety efforts associated with the Qiddiya Project.

11. Ensure that the Client is rapidly and fully informed of any incident or
accident that impacts on any Project activity.

12. Provide an accurate, timely and effective Information Cascade to


appropriate emergency agencies and personnel by mobile, radio, e-mail
and SMS’s in a pre-determined sequence.

13. Appropriate training / information should be provided to all personnel to


ensure that they understand their responsibilities in the event of an
emergency.

14. The required permit to work shall be obtained from client prior to
commencement of work.

15. Access to work area for unauthorized persons shall be restricted by


fencing, barriers, warning signs, and controlled by close supervision.

16. The Training / Information should address the Nearest Emergency


Facilities, Emergency Numbers, identification of alarm, proper response to
alarm, evacuation routes, assemble points, incident notification
requirements etc. Training record should be maintained for all personnel.

17. Fire, Safety and Medical assistance are available to any location. So do
not move an injured employee other than life saving measures.

18. Do not attempt to fight a fire if there is any threat to you. Also do not alter
an accident scene, such as moving vehicle or equipment.

19. The rule during an emergency is NOT TO TAKE UNNECESSARY


CHANCES. Evacuate the area, call for assistance and assist the injured.

20. Call the emergency telephone number according to the type of disaster or
failure.

COMMUNICATION:

The mean of communication that may be used during emergencies are, but not limited to,
the followings:

Mobile Phones
Radios
Alarms
Whistles

Following the announcement of an alarm, radio traffic will be confined to emergency


communications only.

Telephone lines shall be used only by those authorized (HSE Officer / Male Nurse /
Engineer / Supervisor) to use them for the purpose of dealing with the emergency.
