INTRODUCTION
The Emergency Response Plan details the Emergency Preparedness, Arrangement &
Management for Qiddiya Project.
PURPOSE
The purpose of this plan is to ensure that the Qiddiya Project site is capable of
responding effectively in case of an emergency, to mitigate the impact of an emergency
event, and to ensure the protection of people, assets, environment, and Client
reputations. To successfully evacuate all personnel from the project, during an
emergency situation.
Priorities
The Emergency Preparedness & Response Plan considers the following PEAR
priorities throughout the emergency response process:

MALE NURSE
1. Review and update the Emergency Response Plan as necessary.
2. Conduct Medical Response Drills to test internal response time of the Medical
team.
3. Ensure that the Medical facilities are equipped with the equipment and
consumables to accommodate trauma and emergency cases and capable of
stabilizing patients and sustaining life. In cases where medical facilities do not
exist on the projects the patients will be transferred to appropriate medical
facilities.
4. Ensure that Medical staffs are trained and capable of handling all medical
emergencies as necessary.
5. Liaise with project personnel and administration in establishing contracts with
the local facilities.
6. Collate information and lessons learned gained from field experiences
implementing this procedure and initiate periodic audits to identify opportunities
for improvement.
7. Assist HSE officer in concluding the investigation and compiling the medical
MUSTER WARDEN
1. The Muster Warden is the HSE Officer or Supervisor in a specific area present
at the time of an incident.
2. He has been designated as a potential Muster Warden within his area of
responsibility.
3. On hearing the alarm or on instruction to muster he moves to the Assembly
Point.
4. He makes and maintains communications with Emergency Response Team.
5. He, and other leaders, exercise firm control of the personnel at the Assembly
Points.
6. Do NOT count the personnel – identify which person is NOT present and
report to Emergency Response Team.
7. Ensure that the personnel sit in orderly lines with the Supervisors and Foremen
to the front.
8. Identify any Injured Persons, instruct Male Nurse or First Aiders to provide
first aid, place casualties in optimum position for rapid evacuation.
9. Keep the assembly personnel informed, display leadership and prevent disorder
or panic.
10. If required, transition to another Assembly Point or into the Evacuation Areas.
Explain this to the personnel.
11. Organize the safe evacuation of the personnel to another Assembly Point or to
the Safe Havens.
EMERGENCY PLANNING
The Safety Officer along with the project medical staff will prepare a
emergency response plan in accordance with the Client Emergency
Procedure instructions, to be followed to ensure maximum evacuation
efficiency and minimum harm or illness.

Persons to Contact
Potential scenarios applicable to the Qiddiya Project could include, but are
not limited to:
The Project Manager / HSE Officer / his designee will provide his home
address and telephone number to the company’s representative, so that he
may be contacted after working hours in case of an emergency involving
ACES job or equipment.
2. Upon hearing the alarm, personnel will stop ALL activities immediately,
all equipment will be shut down and all personnel shall proceed to the
assembly points.

5. No one is permitted to re-enter the incident site until notification has been
received from Emergency Services or the Supervisor.
10. Act as a single point of inquiry and assistance for all emergency response,
and safety efforts associated with the Qiddiya Project.
11. Ensure that the Client is rapidly and fully informed of any incident or
accident that impacts on any Project activity.
14. The required permit to work shall be obtained from client prior to
commencement of work.
17. Fire, Safety and Medical assistance are available to any location. So do
not move an injured employee other than life saving measures.
18. Do not attempt to fight a fire if there is any threat to you. Also do not alter
an accident scene, such as moving vehicle or equipment.
20. Call the emergency telephone number according to the type of disaster or
failure.
COMMUNICATION:
The mean of communication that may be used during emergencies are, but not limited to,
the followings:
Mobile Phones
Radios
Alarms
Whistles
Telephone lines shall be used only by those authorized (HSE Officer / Male Nurse /
Engineer / Supervisor) to use them for the purpose of dealing with the emergency.
