Certification Guidelines

Introduction

The Mayflower Law Enforcement Training Institute Certified Guidelines are applicable to
all individuals who have been issued a Certification by the Law Enforcement Training
Institute. The Certification Guidelines are expected to be abided by at all times. We implore
all individuals who have a Certification to review the guidelines, which have been updated
to abide by S.B. 39 ‘Certification Securities and Procedures Act’, passed by the Eighth
Congress of the State of Mayflower.

SECTION I: DEFINITIONS
A. A ‘type 1 prescribed offence’ is one which, if an individual commits while not on duty as
part of an LEA, he will be liable for a certification suspension.
The list of Type 1 proscribed offences is as follows;
(i) Felony Evasion
(ii) Impersonation
(iii) Obstruction of Justice
(iv) Unlicensed possession of non-civilian equipment
(v) Extortion
(vi) Bribery
B. A ‘type 2 prescribed offence’ is one which, if an individual commits while not on duty as
part of an LEA, he will be liable for either a certification revocation or certification
suspension.
The list of Type 2 proscribed offences is as follows;
(i) Espionage
(ii) Felony Misconduct
(iii) Gross Misconduct
(iv) Treason
(v) Any offence which involved the unlawful transfer of state equipment from
the possession of the offender to another individual or from the possession of the
offender to any vehicle, place, person, or storage medium under their control.
Commonly referred to as ‘dealing’.
SECTION II: SUSPENSIONS, REVOCATIONS AND BLACKLISTS
LETI is afforded the right to suspend any certification issued by the institute for an
indefinite period provided at least one of the following criteria is met;
(i) The individual holding the certification committed a criminal offence
whilst on duty as a member of any LEA or while acting in his capacity as a member
of that LEA out of game.
(ii) The individual holding the certification was subject to moderation action
which prevents them from entering the boundaries of the state.
(iii) The individual was deported.
(iv) The individual committed a crime which is listed as either a type 1 or
type 2 prescribed offence.
(v) Where the individual requests that their certification be suspended
LETI will be afforded the right to revoke any certification issued by the institute for
an indefinite period provided at least one of the following criteria is met;
(i) The individual committed a crime which is listed as a type 2 prescribed offence.
(ii) The individual was deported.
(iii) The individual holding the certification was subject to moderation action which
prevents them from entering the boundaries of the state.
(iv) Where the individual requests that their certification is revoked.

Only the following individuals are permitted to suspend and/or revoke certifications for the
reasons aforementioned within SECTION II;
Director NinWin1,
Associate Director MaximusGXL,
Chief Instructor TheOneUnknownPilot,
Chief Instructor sosibleed,
OR by the Complaints and Appeals Division.

The ability to blacklist individuals for the reasons aforementioned within SECTION II shall
be afforded to all individuals aforementioned EXCLUDING the Complaints and Appeals
Division. Blacklists may be issued under the reasoning as listed under LETI’s right to
revoke.

SECTION III: APPELLATE PROCESS

Within the Institute, individuals are able to initiate the appellate process by;
The Command Team, as well as the Complaints and Appeals Division reviews
blacklist appeals. The appeal form is listed on the website or the #help-and-links channel in
the LETI Discord Server. If your appeal is accepted, you must retake LETI in its entirety,
unless otherwise specified by the Director. Once your appeal has been accepted or denied,
you will be sent more information pertaining to it’s acceptance or denial. If denied, we ask
that you refrain from submitting an appeal for an appropriate amount of time since the
denial.

Outside the Institute, individuals are able to initiate the appellate process by appealing to
the following bodies;
Via the district courts. The district courts may, additionally, choose to upgrade the
certification suspension to a certification revocation should the institute choose to request
such a decision.
OR
Via the Senate committee on Public Safety and Law Enforcement. Only where the
committee holds a hearing which concerns the certification in question and votes
unanimously to unsuspend the certification. This provision shall be extended to any
committee established by the Senate which supersedes the Public Safety and Law
Enforcement committee S.B. 39 provided the Public Safety and Law Enforcement
committee is disbanded as a result of said superseding committee being created.
