Lingayen

Officially the Municipality of Lingayen is a 1st class municipality and capital of

the province of Pangasinan, Philippines. According to the 2020 census, it has a

population of 107,728 people. It is the capital and the seat of government of the

province of Pangasinan. Lingayen was a strategic point during World War II.

Lingayen became the capital of Pangasinan when the province became

an encomienda.

It is located along the Lingayen Gulf, the Agno River and

the Limahong Channel. It has a land area of 62.76 square kilometers consisting of

32 barangays and also has 7 sitios. Its terrain is flat, suitable for farms and

fisheries. Lingayen weather is cool from December to February, warm from

March to April, and the wet season is between May and October. Also, the dry

season will be from November to April.

The town has a land area of 3,180 hectares or 47.5% of the total land area

of the municipality used for agriculture by a land survey conducted by Municipal

Planning Team. Rice, being the major crop produced, have 1,500 hectares/

22.42% of the total land area of the municipality. Corn come next with 341.50

hectares/ 5.11%, with peanut comes third with 136.6 hectares/2.04% while the

rest of about 253.225 hectares or 3.78% is planted to different crops such

as mongo, camote, eggplant, and other crops

The municipality has many attractions: Lingayen Beach, the Provincial

Capital, Urduja House, the World War II Memorabilia Ground Site, Sison

Auditorium, the Narciso Ramos Sports Complex and Civic Center and the

Limahong Channel Tourism Center located at Lingayen Bay Walk beside Agno

River, the center will have its own river cruise, tourism building center and river

esplanade that is under construction and is set to commence its opening of Phase 1

in January 2021, while the Phase 2 and 3 of the tourism center awaits funding.

It also has two parks: the Town Park also known as Plaza de Lingayen and

the Capitol Grounds. The town celebrates its Town Fiesta in honor of the Three

Kings every first Friday, Saturday & Sunday of January; also celebrates

"Bagoong Festival" to promote the main product of the town, happens a week

after the town fiesta celebration; and joins to celebrate Pista'y Dayat (Beach

Festival) which is being celebrated in the entire province of Pangasinan.

Lingayen población has two portions, architecturally and culturally

different from each other: Spanish and American because of the large influence of

both two major colonizers. The older portion influenced by Spanish is located in

the southern part. The infrastructure that the Spanish planned was all town

buildings face each other around a town plaza. The buildings include the Three

Kings Parish Church and the Municipal Hall. The American one built near

the Provincial Capital and Urduja House, all located in the Capitol Grounds.

2. Data Gathering Tools and Procedures

2.1 Objective 1: Site and Building Aspect

2.1.1 Physical/Site Conditions

Site Conditions means the condition of the Lands, including the

physical, geophysical, climatic, ecological, environmental,

geotechnical and archaeological conditions.

2.1.4 Interior And Exterior Form

This section shows the shape and configuration of the proposed

building. The form is one of the essential principles we have to

consider while designing. Sullivan's famous axiom, "form follows

function," became the touchstone for many architects. It means that

the purpose of a building should be the starting point for its design

iii. Questionnaire

Questionnaires will be distributed to gather information

among various locals and tourists engaged in the project to help

the Researcher produce high-quality experiences providing

attractions.

2.1.5 Urban Planning

. Urban renewal is a strategy for revitalizing underutilized and

degraded sections of an inner city in the hopes of reducing crime,

enhancing the environment, preventing further depreciation of land

values, and stimulating economic activity. Many urban renewal

projects in the past, however, have been associated with substantial

6

Lingayen

demolition of properties, the displacement of residents, expensive

infrastructure, and the gentrification of the urban renewal site.

In this study, urban renewal schemes in Lingayen, Philippines, are

explored to determine the appropriate developments for identified

urban renewal sites that are situated on the fringes of its affluent

sections. The urban renewal proposals seek to involve the

participation of the residents of the blighted areas so that they

themselves can benefit from the revitalization initiatives. The

conceptualized “shared growth” urban renewal initiatives will attempt

to minimize dislocation, encourage investment, improve the urban

environment, create a more vibrant neighborhood, and spread the

economic benefits of the initiatives to the original residents of the

redevelopment sites.

2.1.6 Space Planning

Public spaces range in form from informal street corners to grand civic set
pieces. At a larger scale, formal public spaces have long had an important
role as the perceived centers of settlements of all types and as the focus for
public life, activities and events. At a smaller scale, they might simply be
somewhere to rest, hang out, or play whilst providing a visual pause in the
flow of streets through urban areas. They encompass everything from
traditional squares, to incidental urban spaces, to a range of new sorts of
spaces that challenge our perceptions physically, socially and in terms of
their management—about what public spaces should be.

For example we can see the road leading to The Provincial Capitol in the
Governor Aguedo F. Agbayani Park near the Baywalk

among various locals and tourists engaged in the project to help

the Researcher produce high-quality experiences providing

attractions.

II.1.7 Building Envelope

The building envelope is the physical barrier between

the exterior and interior environments enclosing a
structure. Generally, the building envelope is comprised
of a series of components and systems that protect the
interior space from the effects of
the environmentlike precipitation, wind, temperature,
humidity, and ultraviolet radiation. The internal
environment is comprised of the occupants, furnishings,
building materials, lighting, machinery, equipment, and
the HVAC (heating, ventilation and air conditioning)

system Improving the building envelope of houses is

one of the best ways to get better energy efficiency.

significant idea of what amenities the Researcher should provide

on the proposed project’s planning and design.

2.3 Objective 3: Environmental Aspect

2.3.1 Material Sustainability:

i. Existing Data

This involves adding notes to previous data or

study. Any notable and related valuable information that

may be applicable for the proposal that can be

economically cheap, but extremely versatile and

reinventing the normal means of construction. This may

fall under the use of library resources, media and the

internet taken from exemplary projects or even past

research studies that has the same planning and design

process. The needed data on the materials that are most

commonly known in the Municipality of Lingayen or

within the reach of Pangasinan that is best suited for the

construction or renovation of any building type for this

proposed thesis project. Existing common materials for

construction will be further taken into consideration as a

12
Paragon City: A Proposed Holistic Approach on Sustainable Redevelopment for the City of
Lingayen

viable comparison with alternative materials that may be

more sustainable.

2.3.2 Water and Energy Efficiency:

i. Existing Data

Relatable information that can be applicable for the

proposal of the project, where it may be effective in the

environment of Lingayen. The things needed to be

considered for the sources or examples to be used, is that it

should closely be similar to the tropical atmosphere of the

local Municipality and to see what options may be best

suitable. The use of past projects or plates may also be a

form of review in understanding and applying the possible

solutions to the project. With the gathered information to

the introduction of already established data, possible new

questions may arise to add to the original source where it

was gathered.

ii. Observation

13
Paragon City: A Proposed Holistic Approach on Sustainable Redevelopment for the City of
Lingayen

This will be done by using digital cameras,

camcorders, or preferably digital phones that can do both

tasks. The advantage of using gadgets for this project, is

that we can transmit the images or videos with audio to a

monitor screen when the need arises, taken from the

environment of Lingayen that may be a factor that can

assist with the planning of the proposal. This data

collection method is used by which information through the

nature of the observer.

iii. Procedure

By using a form list to note the state of region, this

allows the project to gather much needed information and

create hypothesis or judgements on what should be done in

connection with the probable outcome of the project plan.

This may also be done, with evaluating the environment in

the city with the use of different forms of site analysis

maps.

2.3.3 Land Use and Ecology

i. Data reporting

14
Paragon City: A Proposed Holistic Approach on Sustainable Redevelopment for the City of
Lingayen

The gathered data will be further subjected to

analysis. Contained reports from website articles, archived

records, or from any Non-Governmental Organizations

(NGO) in relations with the area’s ecology. Also, any

charts, tables, and visualizations on the natural habitat of

the city of Lingayen that is crucial and needed to be taken

into consideration for the planning of the proposal.
