PREFACE
This is the Version 2.0 of Manual on Communication, Navigation and Surveillance Services
Volume I to VIII is prepared and maintained by the Directorate of CNS-OM, CHQ, on
behalf of the Airports Authority of India for the use and guidance of executives and staff of
AAI. Version 1.0 of the Manual was published in 2006. In Version 2.0, the Manual has been
revised comprehensively.
The Manual provides processes, procedures and instructions that are essential for the
provision of safe and efficient air services within the airspace under the jurisdiction of AAI
and at airports where Aeronautical Telecommunication services are provided by Airports
Authority of India including coordination with neighbouring / adjacent states.
In addition to CNS Manual Volume I to VIII, airport specific CNS Manuals (called Station
CNS Manual) have been developed by CNS-in-Charges of various airports as part of the
above mentioned documentation process. Station CNS Manual contains information,
guidance, procedures and instructions applicable to the CNS units of those particular airports
and are maintained by CNS-in-Charges of the concerned airports.

Chapter 1
Document Identification and Control
1 Title:
2 Purpose:
2.1 Purpose of this document is to establish CNS procedures and to provide information and
instructions pertaining to CNS facilities, which are essential for the provision of safe and
efficient air traffic services by Airports Authority of India. It is published for use and
guidance of its CNS Maintenance personnel.
2.2 The CNS in-charge of the station will ensure that the processes, procedures and
instructions contained in this manual for the provision of CNS facilities are strictly complied
with by all concerned.
3.2 The Executive Director (CNS-OM) is responsible for the approval of documentation &
amendments and publication of CNS-Manual.
4 Interpretation of Words:
4.1 To avoid any misunderstanding within CNS, certain words are to be interpreted as having
following specific meanings when they are the operative words in an instruction.

5.1 Effective date of an instruction is indicated at the foot of the page.

Amendments and corrigenda page’.
6.2 Version 1.0 of the Manual was published in 2006. In Version 2.0, the Manual has been

Chapter 2
Regulatory Requirements
The Ministry of Civil Aviation is responsible for formulation of national policies and
programmes for the development and regulation of the Civil Aviation sector in the
country. It is responsible for the administration of the Aircraft Act, 1934, Aircraft
Rules, 1937 and various other legislations pertaining to the aviation sector in the
country.
The Aircraft Act, 1934 confers power to the central government to regulate the Civil
Aviation in India through formulation of various policies, rules and acts by
notification in the Official Gazette of India. Section 4 of the Aircraft Act, 1934
enables the Central Government to make rules to implement the Convention relating
to International Civil Aviation signed at Chicago on the 7th day of December, 1944
including any Annex thereto relating to International standards and recommended
practices as amended from time to time. Section 5A of the said Act empowers the
Director General of Civil Aviation (DGCA) to issue directions for securing the safety
of aircraft operations. Aircraft Act, 1934 is available on MOCA website
www.civilaviation.gov.in.
The CNS/ATM functions of AAI are governed under section 4A, 5(1), 5(2)(gb), 5A
of the Aircraft Act, 1934 and are enumerated below:-

4A. Safety oversight functions.- The Director General of Civil Aviation or any other
officer specially empowered in this behalf by the Central Government shall
perform the safety oversight functions in respect of matters specified in this Act
or the rules made thereunder.

(1) the Central Government may, by notification in the Official Gazette, make
rules regulating the manufacture, possession, use, operation, sale, import or
export of any aircraft or class of aircraft and for securing the safety of aircraft
operation.
(2) Without prejudice to the generality of the foregoing power, such rules may
provide for -
(2) Every direction issued under sub-section (1) shall be complied with by the
person or persons to whom such direction is issued].

In exercise of the powers conferred by sections 5 and 7 and sub-section (2) of section
8 of the Aircraft Act, 1934 (XXII of 1934) and section 4 of the Indian Telegraph Act,
1885 (XIII of 1885), and in supersession of the Indian Aircraft Rules, 1920, with the
exception of Part IX thereof, the Central Government has made the Aircraft Rules,
1937.
Rule 29C of the Aircraft Rules 1937 enables DGCA to lay down standards and
procedures not inconsistent with the Aircraft Act, 1934 and the rules made thereunder
to carry out the Convention and any ICAO Annexes. Aircraft Rules, 1937 are
available on MOCA website www.civilaviation.gov.in.
For certification of CNS or ATM Facilities, Government of India vide its Gazette
Notification G.S.R.31(E) amended the Aircraft Rules, 1937, now called the Aircraft
(Amendment) Rules, 2015 as indicted in Part XII-A, Rule 119 to 132 and schedule IV
is inserted after schedule III in Aircraft rules, 1937. As per this amendment no person

Government of India vide its Gazette Notification S.O.84(E) confers AAI the
responsibility for issuing the No Objection Certificate (NOC) on behalf of the Central
Govt. in respect of civil aerodromes including the State Government aerodromes and
the Private aerodromes where civil commercial flights are operating. The term
aerodrome includes civil/ defence airports, airstrips, heliports, Communication,
Navigation and Surveillance (CNS) facilities used for the aeronautical purposes in
India. As per order no structure shall be constructed/ erected or any tree planted/
grown on any land within the limits, specified in Notification, of civil and defence
aerodromes without obtaining ‘No Objection Certificate (NOC) for height clearance.
For this purpose, structure includes building, mast, tower, chimney, poles,
transmission lines, roads, bridges, rail lines, wind forms and all other man-made

The Directorate General of Civil Aviation is the regulatory body in the field of Civil
Aviation primarily responsible for regulation of air transport services to/from/within
India and for enforcement of civil air regulations, air safety and airworthiness
standards. The regulations are in the forms of the Aircraft Act, 1934, the Aircraft
Rules, the Civil Aviation Requirements (CARs), the Aeronautical Information
Circulars (AIC). The Advisory and guidance material is in the form of circulars.
In accordance with rule 133A of the Aircraft Rules, 1937, the Director General may
issue, interalia, Civil Aviation Requirements not inconsistent with the Aircraft Act,
1934 and the rules made thereunder. While the broad principles of law are contained
in the Aircraft Rules, 1937, Civil Aviation Requirements are issued to specify the
detailed requirements and compliance procedures so as to –
a) fulfil the duties and obligations of India as a Contracting State under the
convention relating to International Civil Aviation signed at Chicago on the 7th
day of December, 1944.
b) standardize and harmonize the requirements taking into account the rules and
regulations of other regulatory authorities.

The Civil Aviation Requirements (CARs) are promulgated under the following
sections:-

CNS/ATM functions of AAI are regulated by CARs under Section 9: Air Space and
Air Traffic Management (ATM) Series D – Navigation, landing and Communication
Aids. Some CAR related to CNS are available in Section-4 “Aerodrome Licensing “
and Section – 5 “Air Safety”.

7. ICAO
Airports Authority of India provides Aeronautical Telecommunication services in
accordance with Annex 10 to the Chicago Convention. These services are
Aeronautical Fixed service, Aeronautical Mobile Service, Aeronautical Radio
Navigation service and Aeronautical broadcasting service. In order to achieve the
objective of Aeronautical Telecommunication service there is a need to specify
procedures necessary for the safety of air navigation for the uniform application
throughout India.
Maintaining the acceptable levels of safety requires standardization and quality
assurance in every sub system of Aeronautical Telecommunication System at one end
and maintaining harmony with the ICAO standards and recommended practices at the
other. The manual of Communication, Navigation and Surveillance Services Volume
I to VIII has been developed by Airports Authority of India as a part of
comprehensive documentation of the Aeronautical Telecommunication
procedures, processes and facilities supporting conformance to organizational
requirements and compliance with National Regulations and Standards &
Recommended Practices of ICAO Annex 10, DOC 8071 and other ICAO documents
relevant to the provision of Aeronautical Telecommunication Services that are
uniformly applicable to all the airports.
The Purpose of CNS Manual is to establish procedures, provide information and
guidelines which are essential for the provision of safe and efficient Aeronautical
Telecommunication services in the Indian airspace and at airports where such services
are provided by Airports Authority of India. It is published for use and guidance of its
CNS personnel.
Differences from ICAO Standards and Recommended Practices of ICAO Annex 10
are published in AIP India. Wherever there is a difference between a Standard
prescribed by ICAO and one in CNS Manual, the standard prescribed in CNS manual
shall prevail.

3. Meeting of Standards
3.1 (a) As a signatory to the Chicago Convention, AAI subscribes to the relevant
ICAO definitions and standards unless differences have been published in
AIP. As a necessary supplement to ICAO standards and as a mature
provider of telecommunication, radio navigation and surveillance services,
AAI has implemented a range of services mentioned in para 2, consistent
with ICAO requirements.
(b) Conformance with these standards is achieved through the AAI
implementation of the relevant Technical Standards and Practices (TSPs),
Maintenance Schedules, CNS Circulars and periodic flight inspections of
facilities.
3.2 For the above clause “Standards” mean any of the following standards that
apply to a service or facility:
(a) An ICAO standard;
(b) Civil Aviation Requirement (CAR) promulgated by DGCA India;
(c) Any other standard included in this CNS Manual.

4.1.3.1 Provision for the battery back-up is made at the airports for all
essential CNS facilities according to the requirements of each
airport. The battery back-up system is located centrally at a
suitable location in the equipment room and extended to
required communication channels and master slave clock system.
Suitable battery back up is provided at each navigational site. In

4.1.4.1 Multi-pair non- exchange lines are laid between different units for
control, display of status, inter unit-communication, drop circuits,
recording of voice and data monitoring of channels and dedicated
speech circuits.
4.1.5.1 The DSC and telephones are provided by out side agencies and
maintained by them on rental basis.

4.2.2.1 The equipment at the required location is installed, site tested and
commissioned by technical experts of Radio Construction and `
Development Units (RCDU ) of AAI as per the instructions
contained the technical manual of the equipment. CNS equipment
procured under turn key project are installed and commissioned by
the original equipment manufacturer (OEM) or its authorized
representative.

Unless differences from the applicable ICAO standards, recommended practices and
procedures have been published, AAI subscribes to the relevant ICAO standards and
CAR for performance values of service.
6 Technical Descriptions
6.1 Station CNS Manual of each ACS shall describe the following items:
(a) The type and location of each facility;
(b) The Technical specification of each kind of facility;
(c) How each facility inter-connects with other facility or service;
(d) The way in which each station monitors each facility to ensure that it is
operating in accordance with its technical specification.

8.4.1 CNS Workshop: - Every ACS under the control of AAI has a workshop
for repairing the faulty modules. The workshop is equipped with test benches, DC
Power supplies and Test Equipments. Component level of minor system or defect of
minor nature is repaired in the workshop.
Equipment Station
The Central Radio Stores Depot (CRSD) located at New Delhi, stocks Spares/
PCBs /Modules /Discreet Components of some of the CNS equipment and provides
them to the stations on demand. CRSD on demand also procures some of the spares
PCBs /Modules /Discreet Components of the CNS equipment and provides them to
the stations.
AAI has prepared Safety Management Manual. The manual provides the details of
AAI Safety Management System (SMS) requirements under each of the safety
objectives. These requirements ensure that AAI meets its regulatory obligations,
that it meets its “due diligence” requirements in relation to the safety management
of the services and regulatory authority which it provides.

All personnel display attitudes and behaviours which reflect the primacy of
safety in AAI operations, each person has a duty to identify and report factors
or events which may impact safety of operations.
10. Agreements
11.1.1 To follow the instructions/guidelines a per DGCAs Air Safety Circulars which
are applicable to CNS/ATM in ASC 05 of 2014 - Preservation and Replaying of ANS
and Aerodrome related Recording Media for Investigation of
Accidents/Incidents/Occurrences.
11.1.2 Any other guidelines issued by Regulatory or any other competent Authority
11.1.3 The CNS/ATM facilities likely to involved in accident /incident will be held
secured till its inspection is completed. Para 11.2 may be seen below.
11.1.4 Multi channel tapes will be sealed. In case of DVTR the DAT will be taken
out from the recording system and sealed.
11.1.5 Recording of Voice / Surveillance Data on multi channel Voice / Data
recorders of ATC automation system, if applicable, shall be sealed.

11.1.6 Duty officer logbook, maintenance records, maintenance schedules and fault
log books shall be sealed.
The sealed records should be kept secured till suitable instructions are
received. Further details may be seen at CNS Manual Vol. VI Chapter 2.15.
11.2 After an aviation accident or incident occurs and before any action is taken that
could change the facility’s performance, a special performance inspection shall be
performed as soon as practicable :-
The inspection shall be:
(a) Conducted by experts duly authorized by competent authority in
accordance with equipment maintenance schedules & instructions
given by the DGCA;
(b) The inspection shall be witnessed by suitably nominated CNS
maintenance personnel.
11.3 A Report of the performance inspection shall be supplied to the regulatory
authority:-
11.4 Where the performance inspection shows that the facility contributes to a
hazard, it shall not be used until it is operating within its technical specification
and confirmed by flight check unit.
11.5 The TSP on Post Accident investigation may be seen in CNS Manual Vol. VI
Chapter 2.8.
12.1 The following instructions and standards are required to be followed by the stations
for the control, calibration and maintenance of test equipment:-
Calibrated test equipment is used in maintenance of a service or facility.
Calibration is carried out at prescribed intervals for each type of test equipment
and the measurement standards should be better than the accuracy standards
prescribed by the manufacturers.
Records of the calibration of each item of test equipment should be retained at
station level.
Each item of test equipment should carry a visual identification of its calibration
status, the date that the equipment was last calibrated, and the prescribed
calibration periodicity
The calibration of test equipment is highly specialized function and should be
undertaken by specialized agencies that are certified as meeting the general
requirements for the competence of testing and calibration laboratories of national
level.

12.2 CNS Circular 01 of 2012: Maintenance and Calibration of Test Equipments used
for operation and maintenance of CNS/ATM Automation associated facilities,
detailed guidelines have been issued in this regard.

15 Security Program
Within India, Aeronautical Telecommunication, Radio Navigation and Surveillance
facilities are owned and / operated by AAI, and as such are subject to the Security
Program requirements of the AAI.
Each site where services are situated is subject to a specific periodic inspection of
physical security measures by the Station – in - Charge.

4.5.3 The CNS facilities are maintained & operated by about 1851
Electronics/Technical personnel and about 203 Communication (Operational)
personnel.
5.1 Training Philosophy: - Presently personnel at the level of Junior Executive Trainee
(JET) are inducted in the CNS department by direct recruitment. The basic qualification
of JET is Graduate in Engineering (Electronics & Communication). They are deputed for
ab-initio training at CATC (Civil Aviation Training College) Allahabad. On Successful
completion of training they are deputed to the field stations for the CNS Maintenance &
Operation duties. After gaining sufficient field experience these executives are deputed
for training on concept and module level maintenance and operational courses of CNS
facilities. They are declared proficient after successful completion of concept and module
level courses.
5.2.1.1 ab-Initio Courses in-line with ICAO Training Manual Doc-7192 (E2)
The ab-Initio courses at CATC have been updated to meet the standards of training
recommended by ICAO in its Training Manual ICAO Doc-7192 (E2) so that the CNS
personnel involved in the maintenance and installation of CNS/ATM systems are trained
to uniform requirements on a worldwide basis. As per ICAO all personnel directly
engaged in operation, maintenance and installation activities of CNS/ATM systems
should be qualified for their job functions. Air Traffic Safety Electronics Personnel
(ATSEP) is the ICAO-recognized terminology for personnel involved in the operation,
maintenance and installation of a CNS/ATM system. In order to cover the various

Basic training (Phase-I): Fundamental knowledge and skills appropriate to the discipline
to be pursued in the CNS/ATM environment.
System and equipment rating training (also referred to as “Specific training”) (Phase-
III): System and equipment knowledge and skills leading to recognized competency.
The ab-Initio courses at CATC have been organized to meet the ICAOs Phase-I Basic
Training Requirement. The training objectives in phase one basic training are related to
general duty: the design, installation, operation, maintenance and repair of air traffic
control and air navigation systems. The training objectives in the phase two qualification
training will be related to the specific tasks of the job duties. The phase one basic training
course is all the prerequisite knowledge needed in order to prepare the CNS personnel
(ATSEP) for the next phase of training, phase two qualification training.
The phase one basic training is designed to give an overview of the overall CNS/ATM
technical and operational environment, as well as an overview of the most important
systems and equipment, and the role of all the operators within this complex environment.
In order for the ATSEP to perform their role and duties, it is important that they
understand each of the essential system components. This phase one has been split into
three sub-sections with the possibility of teaching each chapter separately.
Besides CATC, there are four Regional Training Centre (RTC) located at Delhi,
Mumbai, Chennai and Kolkata. These RTCs conduct training under guidance of CATC.
They provide supplementary role to CATC in conducting training. The
Maintenance/operation courses of equipments which are not available at CATC are
conducted at RTC.

5.3.4 Course Examination at CATC & RTC: - At the end of every training Programme,
the trainees have to pass a written Examination, as well as practical examination,
including viva-voce.
5.4.1 Ab-initio courses :-The CNS officers during the middle of their ab-initio courses at
CATC are required to undergo on-the-job training (OJT) at field stations for a specified
period. After returning from OJT, the trainees are required to give a group presentation
on the OJT undergone by them on CNS Equipment.
5.4.2.CATC courses:- For Module level maintenance courses, the OJT is imparted on
CNS Equipment installed at CATC.
5.4.3 RTC Courses:- For courses being held at RTC, the OJT is imparted on
equipments available at SMU otherwise OJT is imparted on equipments installed at
respective ACS.
5.4.4 Proficiency through open examination:- CNS personnel are encouraged to acquire
adequate knowledge and skill on the maintenance and operation of CNS facilities by self

learning. For the purpose sufficient hard copies of technical manuals are provided. To
ascertain their knowledge and skills, open examination is conducted which consists of:-
A written examination
Practical & Viva-voce .
CNS personnel who pass the aforesaid examination are declared proficient.
Detailed procedures for acquisition of proficiency are described in CNS Manual Vol. VI
Chapter-1.11.
5.5 On Job training Instructor (s) :-CNS Circular 04 of 2012 lays down the
criteria/procedure for empanelment of OJT instructors for CNS/ATM Automation
systems/equipments and their duties and responsibilities. T
5.6 Annual Training Programme at CATC & RTC: - The annual training Programme
of CATC and RTC is prepared by Principal CATC in consultation with CHQ and General
Manager (CNS) in charge of RTCs. The training Programme is approved by CHQ.
Records of all trained CNS personnel at CATC and RTC are maintained in computer
Data Base at CHQ and CATC. A File of training record is also maintained.

Chapter 5
1 General:
1.1 The purpose of the document is to provide General guidelines for the selection of site
for the installation of CNS Facilities. Detail technical information on siting criteria for
CNS facilities is provided in CNS manual Vol. III. The information on criteria for
issuance of NOC is described in CNS Manual Vol. VI Chapter 1.13. The detail procedure
for site selection of CNS facilities is given in CNS Manual Vol. III.
1.3 After the requirement of a CNS facility at a station is approved, the process of site
selection for siting the facility shall be initiated by ED, CNS (P) by referring it to the
Siting committee.
Executive Director (CNS-P) will initiate action for constitution of site selection
committee.
2.2 The Team Leader of the CHQ Siting committee shall forward the required
information (including maps and charts) relating to preliminary site selection to
preliminary Site Survey committee at RHQ to determine suitability of one or more
probable sites.

3.1 The preliminary site survey committee shall carry out the preliminary site survey and
submit a detailed report to team leader of CHQ Siting Committee indicating clearly the
recommended site.
3.2 The report shall be analyzed by the CHQ Siting Committee and shall recommend one
of the proposed sites, if found suitable. If considered necessary, some of the CHQ Siting
committee shall visit the station to finalize the site.
3.3 On the recommendation of the Siting Committee, Executive Director (CNS-P) shall
formally obtain No Objection Certificate (NOC) from the concerned Directorate before
conveying the approval of the selected site. The location of approved site shall be
Communicated by ED (CNS -P) To ED (ATM), ED (RCDU), concerned Region and the
station.
3.4 On receipt of location of approved Site, ED (ATM) will take action for preparation of
IAL procedure. ED (CNS-P) will follow up the matter with ED (ATM) for expeditious
completion of the task.
3.5 On receipt of location of approved site, ED (RCDU) shall prepare & issue list of civil
& Electrical works to concerned Region and Station for initiating related works.

Chapter 6
Radio Construction and Develop Unit (RCDU) based at New Delhi shall be
responsible for carrying out in house installations, testing and commissioning of Radio
Communication, Navigational & Surveillance facilities at all the airports in India under
the control of AAI except the turn-key projects. Installation and Commissioning of
Turn Key projects will be carried out by supplier of equipment or their authorized
agency.
2 List of Works:
RCDU shall issue detailed list of civil and electrical works on receipt of approval of
selected site for the proposed facility. List of Civil and Electrical works in respect of
CNs facilities under turn key projects shall be prepared in consultation with CNS-P,
RCDU and executing agency.

In respect of turn key projects the Civil and Electrical works will be carried out as
per agreed list of works by authorized agency indicated in agreement.
3 Installation of a facility:
3.1 Installation Team: ED (RCDU) will nominate a Project officer. The installation
team shall be constituted by ED (RCDU) and will consist of the following:
a. Technical/Electronics executives
b. Mast riggers
c. Staff from mechanical section.
3.1.1 Technical Personnel from the concerned ACS will also be attached with the
RCDU team during the period of installation.
3.2.1.1 General installation guidelines for the Specific CNS equipment – this will
be in accordance with the installation manual supplied by the manufacturer.
3.2.1.2 Site Specific Installation guidelines: For each selected site a site specific
guidelines will be prepared which will consist of information regarding
equipment layout, Lightning and Surge protection system, about R.F and remote
cable layout, termination boxes and other information related to the installation at
the site. These guidelines will be prepared by RCDU.

3.3.2 For commissioning of a CNS facility which does not require flight inspection
following action shall be taken:-
(i) After completion of ground tests and adjustments of facility under
installation as per Equipment manual, all equipment parameters and field readings
shall be recorded and preserved for future reference and comparison during
maintenance.
(ii) Debriefing reports of the facility are to be taken regarding performance of
the facility from the users.
Once the site of installation of N & S facility is approved, a parallel action is taken
by ED (FIU & RCDU) for installation and flight inspection of the facility and by ED
(ATM) for preparation of IAL procedure. By the time the facility is installed and flight
inspected, IAL procedure is prepared and kept ready by ATM Dte.

On receipt of information about the successful flight inspection of the facility, the
IAL procedure is forwarded to DGCA for carrying out the flight trials by Airline
operator. On completion of flight trials, and approval by DGCA, the Navigation and
Surveillance facility is commissioned by issuance of suitable Notam.

Chapter 7
Procedures of Flight Inspection
1 Introduction
1.1 Flight Inspection of Radio and Visual 'Navigation Aids’ involves flight evaluation and
certification of the signal-in-space. The evaluation process utilizes specially equipped
instrumented aircraft which carries out specific flight maneuvers. Data acquired thus on
the quality of signal in space, shall be analyzed to arrive at the specific performance
Parameters. These parameters, in turn, shall determine the certification of facility status
for which Flight inspection is mandatory as per International Civil Aviation
Organization (ICAO).
1.2 Airports Authority of India has its own Flight Inspection Unit (FIU) based at Delhi
and is headed by Executive Director. Flight Inspection Unit has a fleet of flight inspection
aircrafts equipped with fully automatic computerized flight inspection systems (AFIS –
200). All types of Navigation Aids including CAT-III ILS can be inspected with the
system available. Directorate of CNS Planning & Directorate of RC & DU also
coordinate with FIU for scheduling of flight inspection of newly installed facilities and
for trans-installed facilities.
1.3 The flight inspection is carried out as per standards mentioned in CNS Manual Vol.
IV, Doc. 8071 and Annex 10 Vol. I
2 Type of Inspection
2.1 As needed the flight inspection team may be required to undertake any of the
following inspection:
a. Site Evaluation: to determine the suitability of a site, if required
b. Commissioning / Re-commissioning: to commission a facility
after the installation is completed.
c. Routine: to check the facility as per specified periodicity.
d. Special: to check the facility after a major maintenance and on
special request.
3 Periodicity
3.1 Following periodicities shall be followed by AAI

d. Visual Aids ( PAPI/APAPI) As per associated Navaid facility.
3.2 Monitor Alarms of the facility may be checked during alternate flight inspection of
the facility.

4.1 Localizer Flight Inspection: Following Flight Inspection Checks shall be carried

All DME Checks shall be carried out in conjunction with checks on their associated facilities
(VOR & ILS).
Note: Flight inspection tests can be added or skipped based on the type of flight
inspection.
6.1.2 Distance accuracy: The indicated Slant range distance must be within the
limits
6.1.3 Coverage: The area of coverage of the DME shall be at least that of its
associated facility (VOR & ILS)
6.1.4 Signal Strength (AGC): The signal strength must be at least –82 dBm
throughout the area of coverage.
6.1.5 Squitter Rate: The normal squitter rate should be 2700 90 pps. On certain type
of facilities, rates as low as 700 pps are normal.
6.1.6 False replies: No false replies should be present which could result in false
locks-on within the area of coverage. This may occur at any location especially in the
presence of vertical nulls.
NDB are not subjected to flight inspection except where operationally required.

Chapter 8
Document Availability and Control at the Station
1. Standards:
The stations shall keep those documents that are necessary as basic references for
the CNS services and functions. Comprehensive guidelines on the control and
management of CNS documents have been provided in the CNS Manual Volume –
VIII: Document Management Manual.
2. Station CNS Manual :- The Station CNS Operations Manual in addition to any other
relevant information shall contain the following information/ particulars, namely:-
(a) General. – General information including purpose and scope of the Operations
Manual, Organization and Management of Station.
(d) Technical Description of facility – The station CNS Manual shall include the basic
performance descriptors (functional specification) for each of the Communication,

(e) Facility Operation and Maintenance Plan - Station CNS Manual shall contain the
facility operation and maintenance plan for each of the Communication, Navigation,
Surveillance or Air Traffic Management facility at an Aeronautical Telecommunication
Station. The facility operation and maintenance plan may be derived from the facility
manufacturer’s documentation, relevant ICAO Annexes or DOCs or may be developed
or varied by the certificate holder based on its knowledge of the performance and
maintenance requirements of each facility ;
(f) Safety Management System –Station CNS shall contain information about the
Safety Management System (SMS) of the Communication, Navigation, Surveillance or
Air Traffic Management facility at an Aeronautical Telecommunication Station;
(g) Test Equipments – Station CNS Manual shall have the details of test and measuring
equipments necessary for the operation, performance inspection, and maintenance, of all
of its facilities. The facility operation and maintenance plan (and/or the operating and
maintenance instructions for each facility) should specify the test equipment requirements
for all levels of operation and maintenance;
(h) Interruption to Service - The Station CNS Manual shall have the details of the
procedure to be used if a Communication, Navigation, Surveillance or Air Traffic
Management facility at an Aeronautical Telecommunication Station service is
interrupted;
(i) Changes Procedure - The Station CNS Manual shall include the means by which
changes are to be made to the procedures established under the facility operation and
maintenance Plan. The change procedures should establish an appropriate authority
within the certificate holder’s organisation to assess and authorise any changes to
operation and maintenance procedures; the procedures for removal and return of facilities
to operational service; the logistics support of services; and the amendment of relevant
documentation including the operations manual.
(j) Document Control - The Station CNS Manual shall describe the service certificate
holder’s document control processes concerning the requirements in this regard.
(k) Quality control:- The Station CNS Manual shall describe for the use and guidance of
its personnel, details of information concerning policies, procedures, practices and
quality control methods relating to provision of Communication, Navigation,
Surveillance and Air Traffic Management facilities equipments and activities of that
organization.
(l) Security Program :- The Station CNS Manual shall describe the security program
established by a certificate holder which should be based on a risk assessment of the
possibility of intrusion by unauthorised persons and animals. Certificate holder must
establish appropriate physical security measures for all Communication, Navigation,
Surveillance and Air Traffic Management facilities . It will generally be necessary to

Officer-in-Charge, ACS shall ensure that each executive posted at a station studies and
comprehends the Station CNS manual within a period of one month from the date of reporting
at the station. For this purpose a copy of station CNS Manual shall be made available. A
certificate from the executive shall be obtained stating clearly that he has read and understood
all the provisions of Station CNS Manual.

Chapter 9
Record Systems Related to Maintenance of Facilities
1. General:-
1.1 Adequate and accurate records are necessary elements of a safety management of the
system. Every station is required to have a Record System to identify, collect, index, store
and maintain records necessary to provide a traceable history over the complete life cycle
of services and facilities. The record kept shall include the following:

Chapter -11
1 Introduction
These standards provide a reference level of service against which facilities are
designed and delivered. The performance of technical assets is monitored, reviewed
and reported against these standards.
The standards help to ensure that safety critical services are being delivered to an
appropriate standard.
2 Purpose
2.1 This document sets out the key requirements, principles, and standards applying to
CNS Facilities
2.2 The values for each of the following basic parameters, as relevant to each service
type, shall be checked and calculated for analysis, review and corrective action.
3 Process
3.1 To review the performance targets for each facility, every station is required to
generate the following:-
N.B :- MTBF is to be calculated separately for each channel of the facility and
for the complete system which may be having redundancy.

3.2 The aforesaid parameters are to be calculated as per method described in Para 4.1
and 4.2 of this document.
3.3 The report shall be submitted to GM (N&S) by 15th January every year.
For Precision Landing navigation aids, these standards come from ICAO Annex
10. For Non-Precision navigation aids, the quoted MTBO figures are
recommendations only based on aviation experience.
4.1 Availability

Ao = Ta/Tt where
Ao = Operational Availability,
Ta = the total time that the service is actually available, and
Tt = the total time period that the service is required to be
available.
N.B
1. It may be noted that the total time (Tt) includes non operating time. Non
operating time consists of scheduled shutdown period and failure period.
2. Facilities at some of the station are not operated on H24 basis due to limited
hours of operation of the station. For such facility time Tt will not include the
period during which facility is switched off or not provided.

N.B :-
1)Station maintenance personnel are to take adequate, effective and timely
action with regard to points b), c), d), e), f) and g).
Definition :- The actual operating time of a facility divided by the total number
of failure of the facility during that period of time.
Note :-1) the operating time is in general chosen so as to include at least five ,and
preferably more, facility failures in order to give reasonable measure of
confidence in the figure arrived.
2. This parameter is to be calculated for each channel and for the complete
facility.
MTBF= T/5
N.B :- If total number of failure is less than five in a calendar year, M.T.B.F
need not be calculated by station and only the number failures in the
calendar need be sent.

It may be seen at 4.3 that adjustment of MTBF will produce the desired degree of
reliability. Factors which affect MTBF and hence facility reliability are:
a) Inherent equipment reliability;
b) Degree and type of redundancy;
c) Reliability of the serving utilities such as power and telephone or control
lines;
d) Degree and quality of maintenance;
e) Environmental factors such as temperature and humidity
Important:
1) The contribution of station maintenance personnel to increase MTBF is
particularly on account of c), d) and e) above and hence proper, effective and
timely action should be taken in this regard.
2) With regard to items at a) and b) CNS-P directorate will take action to procure
equipment having high reliability and adequate redundancy.
4.3 Reliability:
Definition: The probability that the ground installation operates within the
specified tolerances.
4.3.1 Calculation
The reliability R in percentage is given by
R= 100 e –t/m
The reliability for 24 hrs of operation for 1000 hours of MTBF calculated from the
above formula is approx 97.5 % i.e the likely hood of facility failure during 24 hrs
period is 2.5%.
Note that the reliability figure for 1000 hrs for the same MTBF of 1000 hrs will be
37%.
Reliability should be calculated for both individual facilities, and for the total
population of a particular type. Calculating both values provides information on
the type as a whole, and also allows identification of individual facilities which
may be under performing.

4.5 Integrity:
This is a measure of the ability of the service to provide a warning to users when
the service should not be used, or when the error has occurred in the data transfer
or computation. Integrity may be computed and presented in a variety of ways,
e.g., as a Go/No Go warning based on internally measured parameters that utilize
built-in test equipment or self monitoring systems. Integrity values for radio
navigation services are often stated as a probability of the loss of integrity over a
number of events.

Procedure for Approval of CNS Training Course Materials
To meet the regulatory and various audit requirements following CNS Training Course
Approval procedure will be followed:-
(i) GM (CNS), CATC will submit Course flow, Content and Syllabus in respect of
these courses.
(ii) CHQ will approve Course flow, Content and Syllabus in respect of these courses.
(iii) Courseware for these courses will be prepared at CATC by respective experts and
will be scrutinized and vetted by GM (CNS), CATC in accordance with
guidelines of Train Air Plus.
(iv) Vetted course material will be forwarded to CHQ for final approval.
(v) Final approval of the course by CHQ will be the authority of approval/
authentication of the course.
(i) GM (CNS), CATC will submit Course flow, Content and Syllabus in respect of
these courses.
(ii) CHQ will approve Course flow, Content and Syllabus in respect of these courses.
(iii) Courseware for these courses will be prepared at CATC.

Maintenance
To ensure availability of Preventive maintenance schedules of CNS and Airport
Security equipments installed at the ACS and Airports and CNS circulars issued
from time to time to the units;
To ensure availability of relevant ICAO Annex and documents at all ACS;
To ensure availability of technical manuals to the ACS for module level
maintenance;
To supervise for strict adherence to preventive maintenance schedules, their
related documentation and guidelines of the CNS circulars in respect of
CNS/ATM systems and security equipments;
Carry out annual review of preventive maintenance schedules in consultation
with his subordinates and provide his inputs to corporate headquarter and advise
remedial action to ACS;
To keep main and standby channel of a facility always serviceable at the Stations
under his control by:-
a) Organize timely actions to procure adequate spare parts/modules within his
power;
b) Project requirements of spare modules/parts sufficiently in advance to
corporate head quarter (CHQ)/ central Radio stores depot (CRSD) for their
timely procurement;
To take adequate advance actions for renewal of maintenance contracts under his
delegation of powers, if required.
Carry out annual evaluation of the performance of CNS facilities in his region
and;
(i) Advise station for corrective action
(ii) Recommend to CHQ actions to improve their performance or
replace them if service life exceeds its specified life time;
To organize preparation of survey reports of decommissioned and to be discarded
CNS and Airports security equipment in his region within a time frame of one
month from the date of decommissioning;
To monitor the performance of HF communication channels, and AFTN channels
and take action for upgrading or additional channels if congestion is above
AAI/ICAO limits;
To coordinate and liaison with external service providers of communication
facilities;
To initiate action for preliminary site selection of CNS and associated facilities
and as per CHQ directions forward reports in this regard to CHQ.
To monitor the working of the Notam Offices at the Airports within region.
Coordinate with FIU and CHQ for flight inspection of Navigation facilities within
its specified time period.
To organize with all concerned for annual physical verification of CNS assets.
To monitor that MIS and other reports are regularly received from the stations and
take action based on these reports.
To generate and forward MIS and other reports/returns to CHQ on regular basis.
Yearly review of Station CNS manuals under his control.
Ensure adherence to safety management requirements of the CNS/ATM systems
and Airport security equipments at ACS and airports within his control.

training calendar;
Administrative function
Conducts interactive meeting with staff once every month and take follow up

To assist GM (CNS) in taking further action on survey reports of decommissioned
and discarded CNS/ATM systems and security equipments received from stations
for processing at RHQ level;
To review the flight inspection periodicity of all Nav- aids and to take up with
FIU in consultation with GM (CNS) for timely completion of flight check;
To monitor action for early commissioning of installed CNS/ATM systems and
security equipments at stations in the region and to bring into notice of GM (CNS)
required action at regional/CHQ level in this regard;
To supervise that current data base regarding CNS/ATM systems and Airport
Security equipments is maintained at RHQ in all aspects;
To take action on the MIS reports received from stations/regions and to present
relevant data to GM (CNS);
To participate in Technical evaluation committees, Technical specifications
committees and other technical committees in respect of CNS/ATM Systems at
regional level;

In case of Major break down of CNS systems at the stations to coordinate with
CRSD, SMU, RCDU, FIU and external agencies, if required, for early restoration
of facility;
To assist GM (CNS) in monitoring the performance of HF communication
channels, AFTN channels and other communication systems for upgrading or
additional channels if congestion is above ICAO limits;
Monitoring corrective taken on the aviation safety reports of field stations
received from DGCA/Aviation Safety Directorate in respect of CNS/ATM
facilities and to bring into notice of GM (CNS) requiring action at regional/CHQ
level;
Monitoring maintenance and availability of communication systems like EPABX
in the region and to take action for up gradation/replacement of same.

accordingly;
Carry out flight inspection of the facility and to take coordination action that flight
inspection is carried out within the stipulated time;
To go through the shift log books of maintenance staff on regular basis and take
remedial measures for the problems maintenance difficulties encountered by shift
staff and bring the same in the notice of DGM/Jt. GM;
To visit field units regularly at least once daily and keep a record of same;
To keep main and standby channel of a facility always serviceable and
(i) Provide effective guidance to his subordinates.
(ii) Take actions for immediate dispatch of unserviceable modules to Special
Maintenance Unit (SMU) and coordinates for return of serviced modules from

Training
To access the training needs for staff and officers working directly under him and
recommend training to JtGM/DGM
Administrative function
To prepare the duty roster for the unit in consultation with JtGM/DGM
(Surveillance).
To recommend leaves of all officers of the unit for approval by the concerned
JtGM/DGM.
To maintain and preserve attendance/leave registers and all files/records
pertaining to the Surveillance Unit.
To verify Over time/Out of pocket allowance statements of staff and officers of
Unit for approval by JtGM/DGM and GM (CNS).
To coordinate, if assigned with additional responsibility, with all concerned for
project related work pertaining to Surveillance and brief the same to concerned
JtGM/DGM.
Ensure attendance for staff and officers
Ensure wearing of uniform by staff and officers
Takes actions to promote harmonious relation among the employee.
He acts as the reporting officer for all Managers / AM/ Superintendent/ Sr
Assistants for ACRs in the Unit
To groom/ guide officers under him to take independent responsibilities in future
on promotion

Maintenance
To ensure availability of Preventive maintenance schedules of CNS and Airport
Security equipments installed at the ACS/Airport and CNS circulars issued from
time to time to the units;
To ensure availability of relevant ICAO Annex and documents ACS/airport;
To ensure availability of technical manuals to the ACS/Airport for module level
maintenance;
To supervise for strict adherence to preventive maintenance schedules, their
related documentation and guidelines of the CNS circulars in respect of
CNS/ATM systems and security equipments;
Carry out annual review of preventive maintenance schedules in consultation
with his subordinates and provide his inputs to Regional headquarter ;
To keep main and standby channel of a facility always serviceable at the Stations
under his control by:-
a) Organize timely actions to procure adequate spare parts/modules within his
power;
b) Project requirements of spare modules/parts sufficiently in advance to
Regional head quarter (RHQ)/ central Radio stores depot (CRSD) for their
timely procurement;
To take adequate advance actions for renewal of maintenance contracts under his
delegation of powers, if required.
Carry out annual evaluation of the performance of CNS facilities in his region
and;
(i) Advise station for corrective action
(ii) Recommend to RHQ actions to improve their performance or
replace them if service life exceeds its specified life time;
To organize preparation of survey reports of decommissioned and to be discarded
CNS and Airports security equipment at Airport/ACS within a time frame of one
month from the date of decommissioning;
To monitor the performance, if available, of HF communication channels, and
AFTN channels and take action for upgrading or additional channels if congestion
is above AAI/ICAO limits;
To coordinate and liaison with external service providers of communication
facilities;
To initiate action for preliminary site selection of CNS and associated facilities
and as per CHQ directions forward reports in this regard to RHQ.
To monitor the working of the Notam Office at the Airport.
Coordinate with RHQ for flight inspection of Navigation facilities within its
specified time period.
To organize with all concerned for annual physical verification of CNS assets.
To generate and forward MIS and other reports/returns to RHQ/CHQ on regular
basis.
Yearly review of Station CNS manuals under his control.

Training
To deploy trained or proficient manpower for the maintenance works by:-
a) Organize actions to work out requirement of annual training of station
maintenance personnel after transfers preferably in the month of August and
forward the requirement to CATC and RHQ;
b)To nominate CNS personnel for training in CATC/RTC as per approved
training calendar;

Conducts interactive meeting with staff once every month and take follow up
action to implement actionable points of the minutes of meeting;
To inspect ACS /Airport as and when required and to advise/take remedial action
on the shortcomings noticed during inspection;

Exercises financial power as per DOP to accord administrative and expenditure
sanctions to support maintenance of CNS facilities;

(ii) Job Summary: All the CNS operational personnel (Shift duty) work under the
supervision of SSO. SSO shall be the l authority for management of his shift and he will
ensure coverage of positions and channels in accordance with guidelines provided by
concerned unit in charges/DGM/AGM/GM (CNS).
To ensure punctuality and discipline of all employees under his control in various
CNS Units.
To take over in writing all facilities from the predecessors, who will make over in
writing the status of all CNS facilities and perusal activities for already initiated
actions.
To maintain the attendance register for all employees under his control for both
executives and non executives and absentee record shall be made available to the
concerned unit in charges on request.
For facilities which remain unserviceable for more than 30 minutes and requires
NOTAM action, SSO shall take NOTAM action in consultation with the concerned
shift duty personnel. After the NOTAM action SSO shall ensure follow up remedial
action for early restoration of concerned CNS facilities at Airport and subsequent
cancellation of NOTAM.
For facilities which remains unserviceable , for which however no NOTAM action
is required, SSO shall do all coordination work for the same and for U/S period of

more than 2 Hours, the matter should be intimated to the unit incharges, DGM/AGM,
if their intervention required.
To review the status of all unserviceable facilities on duty take over and should
initiate fresh actions if any. This is done with an intention that proper attention is
given to all unserviceable facilities till they are made serviceable.
On taking over charge SSO shall telephonically coordinate with all the CNS Units
and get apprise of the status of man, machine, backlog and pending complaints for his
follow up action. In case, any unserviceability is persisting for a longer duration
necessary intimation should be given to concerned unit incharges and DGM AGMs
for reinforcement for early restoration of the facility.
during closed hours SSO shall inform all unit in charges about VVIP movements
and should monitor the operational requirements till VVIP movements are over. In
case of outstation VVIP movements SSO shall do all coordination with in the Region.
To ensure that all people contribute their assistance to optimize the operational
efficiency and no person should waste his time and/or others time unnecessarily.

For the optimum working of various CNS units SSO shall coordinate with the
Engineering wing (Civil/Electrical) for power supply and Air-conditioning related
problems.
In case of incident of fire in any of the CNS units, SSO shall ensure immediate
assistance from AAI Fire Control Station.
During closed hours and closed holidays SSO shall be responsible for the delivery
of office order/relieving order etc. to the concerned employees.
any employee joining duty after tour/transfer SSO shall obtain the prior
concurrence of the concerned DGM/AGM or GM(CNS). Pending this the joining
will be provisional subject to approval of GM(CNS) on the following day and he shall
apprise the same to the concerned on his joining report in writing.
To coordinate with all Regional Airports for all CNS related operational matters
and initiate NOTAM actions for facilities, if required.
To carry out surprise checks, in any of the CNS units and forward his observations
confidentially in writing to the GM(CNS) on the following working day.
In case of any reported theft by any of the CNS personnel, SSO shall intimate the
same to concerned Unit Incharge/DGM/GM. In coordination with the concerned
personnel he should launch a complaint with the CISF/Local Police station in writing
and a copy of the same should be forwarded to GM(CNS) on the next working day for
further perusal.
To coordinate with the DGCA and Air Safety Department for incident/accident
reports.

In addition to the above, SSO takes additional responsibilities as and when assigned
by GM (CNS) or by appropriate authority.

1. GENERAL
1.1 When a VOR is suitably located in relationship to an
aerodrome, the pre-flight checking of an Aircraft VOR
installation can be facilitated by the provision of suitably
calibrated and marked CHECK-POINTS at convenient
parts of the aerodrome.

Note:- The figure of plus or minus 1.5 degrees has no direct operational
significance in that the observed bearing becomes the published bearing :
however where a larger difference is observed, there is some possibility of poor
stability.

Appendix-I
2.8 When a VOR aerodrome checkpoint is established it
shall be indicated by a VOR aerodrome checkpoint
marking and sign. A VOR aerodrome checkpoint
marking shall be centered on the spot at which an aircraft
is to be parked to receive the correct VOR signal. A
VOR aerodrome checkpoint marking shall consists of a
circle 6 meter in diameter and have a line width of 15
cm. as shown below.
Note: - VOR aerodrome checkpoint marking should preferably be white in color but
should differ from the color used for taxiway markings. To provide contrast, marking
may be bordered with black.

2.9 A VOR aerodrome checkpoint sign shall be located as near as possible to the
check point and so that the inscriptions are visible from the cockpit of the
aircraft properly positioned on the VOR aerodrome check-point markings.
Note: A VOR aerodrome check-point sign shall consist of an inscription in black
on a yellow background.
The guidelines mentioned above should be examined for establishing the VOR check
point at your airport.

Appendix-I
As per Annex-11, Para 7.3.1, ATS units shall be kept currently informed of the
operational status of non-visual navigation aids & those visual aids essential for take –
off , departure, approach & landing procedure within their area of responsibility and
those visual & non-visual aids for surface movement.
Annex-11, Para 7.3.2, states that information received on the operational status, and
any changes thereto, of visual and non-visual aids referred to in Annex-11, Para 7.3.1
should be received by the appropriate ATS unit(s) on a timely basis consistent with the
use of aid(s) involved.
The respective functional and operational requirements for the equipments listed above are
discussed below:
1) NDB :
As per Doc. 9426 (Air Traffic Services Manual) Para 3.1.1, NDB transmits
nondirectional signals in the low & medium frequency bands, between 190 to 1750
KHz. With appropriate airborne equipment, the pilot can determine the bearing of the
station or can “home” on the station. The specific identification of NDB is normally
broadcast in Morse code. As per Doc.9426, Para 3.2.1.b, NDBs used in conjunction
with ILS are designated as “Locators”.

As per Annex-10, Vol-I , Para 3.4.8.1 for each NDB suitable means shall be provided to
enable detection of any of the following conditions at an appropriate location :
a) Decrease in radiated carrier power of more than 50 % below that required for the
rated coverage.
Failure of any of the above results in alarm indication in the local / remote unit
installed at appropriate locations.
2) DVOR/ VOR:
As per Doc.9426, Para 2.1.1, the VHF omni-directional radio range (VOR) is an omni
directional (3600 of azimuth) range station which operates in the very high frequency
(VHF) band of the radio spectrum between 108 to 118 MHz , sharing the band from
108 to 112 MHz with the localiser component of ILS. The basic navigation guidance
derived from a VOR is a radial line of position (magnetic) w.r.t. a known geographic
point (the VOR site). The radial line is read in degrees of azimuth from magnetic North
& is technically accurate to within ± 2.00.
Doc.9426, Para 2.1.2 states that the identification of specific VORs is provided by
means of Morse code identifier or by voice recording. VORs can be remotely operated
by means of telephone lines from the control facility. Where standby or dual equipment
is provided, an automatic transfer between the equipment is made whenever the
operating VOR is subject to malfunction.
As per Annex-10, Vol-I, Para 3.3.7.1 , suitable equipment located in the radiation field
shall provide signals for the operation of an automatic monitor . The monitor shall
transmit a warning to a control point , and either remove the identification & navigation
components from the carrier or cause radiation to cease if any one or a combination of
the following deviations from established conditions arises :
Annex-10 , Vol-I Para 3.3.72 states that failure of the monitor itself shall transmit a
warning to a control point & either
a) remove the identification & navigation components from the carrier ; or
b) cause radiation to cease.

Appendix-I
As per Doc. 9426, Para 2.1.6, DME is a useful adjunct to, & is normally colocated
with VOR. In such cases, the VOR is referred to as “VOR/DME”. A DME provides a
continuous digital read out of the slant range distance, in nautical miles, between the
aircraft and the DME site. DME operates in the UHF band between 962 MHz & 1213
MHz.
As per Annex-10 , Vol-I, Para 3.5.4.7.1 , means shall be provided at each transponder
site for the automatic monitoring and control of the transponder in use.
Annex-10 Vol-I Para 3.5.4.7.2.1, states that in the event of any of the conditions specified
below occur, the monitor shall cause following action to take place:
As per Annex-10 , Vol-I , para 3.5.4.7.2.3 , the monitor shall cause the actions
specified in 3.5.4.7.2.1 above if the spacing between first and second pulse of the
transponder reply pulse pair differs from the nominal value by 1μs or more.
As per Annex-10 , Vol-I , Para 3.5.4.7.2.4 , the monitor should also cause a
suitable indication to be given at a control point if any of the following
conditions arise :
d) ILS
As per Doc.9426, Para 5.1.1.1, the ILS is the ICAO standard, non-visual
navigation aid to final approach and landing. Ground equipment consists of two
highly directional transmitting systems and two marker beacons aligned along the
approach. The directional transmitters are known as localiser and glide slope
transmitters. The total landing system of which ILS is an integral part generally
provides the pilot with:
a) guidance information regarding the approach path derived from the localiser and
the glide slope ;
b) range information at significant points along the approach path by marker beacon
or continuous range information from Distance Measuring Equipment (DME) ;
c) visual information in the last phase of flight from approach lights , touch down
and center line lights , runway lights.

Appendix-I
Doc.9426 Para 5.1.1.2 states that at selected locations where the provision of marker
beacons at the defined locations creates difficulties, they may be replaced by a DME
which is associated with ILS.
As per Annex-10 , Vol-I , para 3.1.2.1 the ILS shall comprise the following basic
components :
b) UHF Glide path equipment, associated monitor system, remote control and
indicator equipment ;
c) VHF Marker beacons, associated monitor systems, remote control and indicator
equipment
As per Doc 9426, Para 5.1.1.4 the localiser provides course guidance throughout
the descent path to the runway threshold from a distance of 18 NM from the
antenna between a height of 300 m above the highest terrain along the approach
path and 1350 m above the elevation of the antenna site. Distinct off-course
indications are provided throughout the areas of the operational service as under:
As per Annex-10 Vol-I Para 3.1.3.11.1, of , the automatic monitor system shall
provide a warning to the designated control points and cause one of the following to
occur , within the period specified in Annex-10 , Vol-I, Para 3.1.3.11.3.1, if any of the
conditions stated in Annex-10 Vol-I Para 3.1.3.11.3.2 below persists:
a) radiation to cease ;
b) removal of the navigation & identification components from the carrier ;
c) reversion to a lower category in case of facility performance Categories II & III
localisers where the reversion requirement exists.
As per Annex-10, Vol-I, Para 3.1.3.11.2, the conditions requiring initiation of monitor
action shall be the following:
a) for Facility Performance Category-I localisers , a shift of mean course line from
the runway center line equivalent to more than 10.5 m or the linear equivalent
0.015 DDM , whichever is less , at the ILS reference datum ;
b) for Facility Performance Category-III localisers , a shift of the mean course line
from the runway center line equivalent to more than 6 m at the ILS reference
datum ;
c) in the case of localisers in which the basic functions are provided by the use of a
single -frequency system , a reduction of power output to less than 50% of the
normal ;
d) in the case of localisers in which the basic functions are provided by the use of a
two- frequency system , a reduction of power output for either carrier to less than

80% of the normal , except that a greater reduction to between 80% and 50% of
normal may be permitted.
e) change of displacement sensitivity to a value differing by more than 17% from
the nominal value for the localiser facility
As per Annex-10 , Vol-I , Para 3.1.3.11.2.1 , in the case of localisers in which the
basic functions are provided by the use of two – frequency system , the conditions
requiring initiation of monitor action should include the case when the DDM in the
required coverage beyond ± 10 0 from the front course line , except in the back course
sector, decreases below 0.155.
As per Doc. 9426 , Para 5.1.1.5 , the UHF Glide slope transmitter within the
frequency band from 329.15 MHz to 335 MHz radiates its signals only in the
direction of localiser front course .
As per Annex-10 ,Vol-I, Para 3.1.5.7 ,the automatic monitor system shall provide
warning to the designated control points and cause radiation to cease if any of the
following conditions persist :
a) shift of the mean ILS glide path angle equivalent to more than minus 0.075 θ to
plus 1.10 θ from θ ; (Typical value of θ is 30 )
b) in the case of ILS glide paths in which the basic functions are provided by the use
of a single - frequency system , a reduction of power output to less than 50% of
the normal;
c) in the case of ILS glide paths in which the basic functions are provided by the use
of a two - frequency systems , a reduction of power output for either carrier to
less than 80% of the normal , except that a greater reduction to between 80% and
50% of normal may be permitted.
d) for Facility Performance Category I- ILS glide paths , a change of the angle
between the glide path and the line below the glide path (150 Hz predominating)
at which a DDM of 0.0875 is realized by more than ± 0.0375 θ ;
e) for Facility Performance Category III - ILS glide paths , a change of
displacement sensitivity to a value differing more than 25 % from the nominal
value ;
f) lowering of the line beneath the ILS glide path at which a DDM of 0.0875 is
realized to less than 0.7475 θ from horizontal;
g) a reduction of DDM to less than 0.175 within the specified coverage below the
glide path sector.
As per Annex-10 , Vol-I , Para 3.1.7.1.a &b, there shall be two marker beacons in
each installation . When the installation comprises only two marker beacons, the
requirements applicable to the middle marker and to the outer marker shall be
complied with.
Annex-10 , Vol-I Para 3.1.7.1.c of states that the marker beacons shall produce
radiation pattern to indicate predetermined distance from the threshold along the
ILS glide path.

As per Annex-10 , Vol-I , Para 3.1.7.6.2 , the middle marker shall be located so as to
indicate the imminence , in low visibility conditions , of visual approach guidance.
Annex-10 , Vol-I Para 3.1.7.6.3 ,states that outer marker shall be located so as to
provide height , distance and equipment functioning checks to aircraft on
intermediate and final approach.
As per Annex-10, Vol-I Para 3.1.7.7 , suitable equipment shall provide signals for
the operation of automatic monitor . The monitor shall transmit a warning to
control point if either of the following conditions arises:
As per Annex -10 , Vol-I Para 3.1.7.7.2, for each marker beacon , suitable
monitoring equipment should be provided which will indicate at the appropriate
location a decrease of the modulation depth below 50%.

The following requirements are listed in ICAO Annexure 11 Para 2.24, for provision
of time in air traffic services.
3.24.1 Air traffic services units shall use Coordinated Universal Time (UTC) and
shall express the time in hours and minutes and, when required, seconds of
the 24-hour day beginning at midnight.
3.24.2 Air traffic services units shall be equipped with clocks indicating the time in
hours, minutes and seconds, clearly visible from each operating position in
the unit concerned.
3.24.3 Air traffic service unit clocks and other time recording devices shall be
checked as necessary to ensure correct time to within ± 30 seconds of UTC.
Wherever data link communication are utilized by an air traffic services
unit, clocks and other time recording devices shall be checked as necessary
to ensure correct time to within 1 seconds of UTC.
3.24.4 The correct time shall be obtained from a standard time station or, if not
possible, from another unit which has obtained the correct time from such
station.
3.24.5 Aerodrome control towers shall, prior to an aircraft taxiing for take off, provide
the pilot the correct time, unless arrangements have been made for the

pilot to obtain it from other sources. Air Traffic services units, shall in
addition, provide aircraft with the correct time on request. Time checks shall
be given to the nearest half minute.
The above ICAO guidelines are required to be followed strictly in maintaining the
time in different operational units:-
ii) The time of stand alone working positions like RADAR,AMSS,DVTR &
other positions is required to to be synchronized with the time of the master
clock.
iii) The stations where stand alone clocks are provided at working positions, the
time is to be corrected/synchronized with the time signal obtained from All
India Radio OR from a standard time station.
iv) The clocks and other time recording devices shall be checked as necessary to
ensure correct time to be within specified limits.
The compliance report on the provision of time in Air traffic services may be sent to
CHQ at the earliest.

It has been observed that regional language and non-standard phraseology is being used
excessively for inter-unit communication for co-ordination and exchange of ATS
messages by the HFRT controllers as well as other ACS units.
The following requirements are listed in Para 2.27.1 & 2.27.2 of Annex 11 of ICAO.
2.27.1 An air traffic services provider shall ensure that air traffic controllers
speak and understand the language(s) used for radiotelephony
communications as specified in Annex 1.
2.27.2 Except when communications between air traffic control units are
conducted in a mutually agreed language, the English language shall
be used for such communications.

Airports Authority of India (AAI) has provided Radar Systems at various Airports
used in provision of the Air Traffic Services (ATS). The systems are being maintained
to provide high level of availability, reliability and integrity of ATS. The requirement
of Para 8.1.1 of ICAO Doc-4444 on radar systems capabilities is given below:-
8.1.1 Radar systems used in the provision of air traffic services shall have a very
high level of reliability, availability and integrity. The possibility of system failure or
significant system degradations which may cause complete or partial interruptions of
service shall be very remote. Back-up facilities shall be provided

systems, the following have been provided in the Radar installation at stations.

2. Standby power supply / battery back up over and above dedicated power
supply.
3. Inherent reliability of equipment
4. Controlled temperature and humidity ( Air conditioning)
5. Installation of fixed targets at known locations and processing the data received
from targets.
6. Adequate test equipment & spares
7. Maintenance schedules as per requirement s of the equipment maintenance.
8. Quality maintenance by trained / skilled personnel.

Surveillance data from Primary and Secondary radar equipment provided at different
airports is being recorded automatically and continuously in the hard disc of computer.
It is required to take back-up of the recorded data files everyday for retention as is
being done in the case of voice recorded tapes.
1. A back-up of the previous day recorded files is to be taken every day on the
prescribed tape, from the Hard disk.
2. The previous day backup is to be taken every day at a fixed time. The day is to be
reckoned from midnight to midnight.
3. The files of the previous day data should be deleted, after backup of the data is
taken on the tape.
4. The recorded tapes are required to be labeled properly with date of recording and
details of the recorded files.
5. The recorded tapes are required to be preserved in the tape library under safe
custody of a designated responsible officer.

7. When the recordings are pertinent to accident and incident investigations, they
should be retained for longer periods until it is evident that they will no longer be
required.
8. Till such time, a stand alone tape replay display position is provided at every radar
station, the recorded tapes, whenever required may be replayed from maintenance
position or from one of the operational position without interrupting the normal
operation, as far as possible.

It has been observed that disposal action is not being taken for a long time for the CNS
Equipment withdrawn from operation. Such inventory continues to be maintained at
the station for a long time, thereby increasing the unnecessary inventory and blocking
the useful space. The dismantled equipment sometimes is stored even in the
operational area / equipment room, which adversely affects the maintenance and
operation of the equipment in use.
In order to avoid such situation, it is advised that the following action on obsolete /
dismantled equipment be taken immediately.
1. The concerned station will initiate the necessary survey report action of all such
equipment, which is replaced, and the new equipment is commissioned
within a month through proper channel to seek CHQ approval in principle.
2. The GM (Com) of the region to monitor that the dismantled / old equipment is
disposed of quickly.
3. A consolidated list of all equipment, which have been withdrawn from
operation more than three years ago in the region and not yet disposed off,
shall be submitted by the GM concerned to CHQ for information and review.
4. The list of dismantled / old equipment stocked at the station shall be submitted
along with six monthly returns.

General
1. Maintenance Schedule shall be followed meticulously.
2. On-line UPS shall be provided for both LLZ and GP. The provision of
the UPS is to be made by respective RHQ.
3. Spares of programmed EPROM’s should be available at site.
Programming of EPROMs is the responsibility of SMU. Stations if not
having the spare EPROMs may demand the same from SMU.
4. All stations should configure the CAT-I ILS to COLD standby mode
instead of HOT standby mode and necessary configuration shall be made
in the system accordingly.
5. No unserviceable card should be kept at station and it should be sent
immediately to SMU for repair, with fault report and observations.
For storing the spares of Normarc ILS 3500 / 7000 series, HUB stations
suggested are as follows:

1. To protect the system from the surge and transients, which are the
major causes for breakdown, the feasibility of operating the facility on
battery or On-Line UPS operation shall be explored and implemented.
3. All steps should be taken for protecting the system from lightening.
The standard lightening arresters shall be provided at all sites and
periodical inspection shall be carried out. If any deviation from
previous reading is found, corrective action shall be initiated.

3.2.3.9.3 The identification signal shall employ the International Morse Code
and consist of two or three letters. It may be preceded by the
International Morse Code signal of the letter “I”, followed by a
short pause where it is necessary to distinguish the ILS facility from
other navigational facilities in the immediate area.
The short pause will be equivalent to interval between letters and shall not be less
than the duration of 3 dots. For details of dots and dashes, their duration and rate of
transmission, refer to Para 3.1.3.9.4 of Annex. 10 Vol. I (amended 04.11.1999).
All ILS stations are to carry out changes in localizer identification code
accordingly, if not done hitherto. De-briefing reports should be taken immediately
after carrying out the changes. A compliance report to this effect may be sent to this
office.

6. Provision of anti-static kit on the working table and anti-static flooring in the
equipment room to avoid the anti-static discharge. This should be mandatory
for all new installations.
7. Provision of “Smoke detectors” at site to auto cut-off the power supply and
warning at Equipment room.
10. Power output of each DVOR other than enroute DVORs may be reduced to 70
Watts to avoid overheating of RF power amplifier. This should be done during
next flight calibration and parameters particularly coverage limits, to confirm

that required coverage requirement is fully met, be checked. If reduction of
power output reduces coverage requirement, the power should be increased
till the coverage is met and proper records should be kept in this regard. This
supersedes the earlier CHQ letter No. 19019/6/99-COM(M) dated 24/07/2001.
11. All stations should immediately send the unserviceable modules/PCBs to the
respective SMU for repair and return.
12. Spare PCBs / modules shall be stocked at four regional centres one in each
region i.e. Kolkata, Delhi, Bangalore & SMU Ahmedabad.
13. Regular interaction between SMU and field stations for efficient and prompt
maintenance support through internet and other means should be done.
All Station-in-Charges should ensure strict compliance of the above for optimum
efficiency of VOR/DVOR/DME (HP) operation.

(ii) Reports and data recordings for last five Flight Inspections shall be
retained. Any special flight inspections, carried out during this period
shall also be retained.

1. INTRODUCTION
1.1 DGCA, CIVIL AVIATION REQUIREMENT (CAR) SECTION 9 -AIR SPACE
AND AIR TRAFFIC MANAGEMENT SERIES '0', PART I ISSUE II -
"Requirements of Maintenance/ inspection of Communication, Navigation,
Landing and other equipment installed at Airports and en-route" lays down the
requirements of maintenance/inspection of Communications, Navigation, Landing
and other equipments installed at airports/en route stations and used for aircraft
operations .•
1.3 These test equipments indicate the performance of the various aspects of
CNS/A TM Automation Facilities, other associated instruments and equipments.
They are also used for inspection, fault analysis, preventive and corrective
maintenance of the facility. Any inaccuracy in test equipment may result in
incorrect operation of the facility. It is, therefore, necessary that such test
equipments and their accessories are checked and calibrated at regular
intervals for their correct functioning and indication. For this purpose, the test
equipments and their accessories require regular maintenance and calibration
against Primary Standards at Laboratories or with the help of test equipments
which are expected to be accurate and error free during their use.
2.2 The interval of maintenance schedule may also be based on the frequency of
the use. The test equipments which are not frequently used may require different
maintenance schedules and checks compared to the test equipments which are
frequently used. Accordingly, the maintenance schedules may be based on either
the calendar period or the hours of operation depending on the amount of work
(use).
2.3 It shall be the responsibility of concerned Unit in Charge and Station CNS in
charge to ensure that only duly serviced/calibrated test equipment in accordance
with manufacturer recommendation and as per provision of Para 3.4 is deployed
for maintenance and operation of facilities. This shall be documented in Station
CNS Manual.

3.6.2 A risk analysis, therefore, needs to be carried out to determine the extent, of
any remedial action that may be required for facilities that are affected by test
equipment showing out of tolerance calibration results. An out of tolerance action
should include a review of all work carried out using the out of tolerance
equipment and maintaining a record of any re-work, retesting or alignment
required or carried out.
3.7.2 Whenever, any test equipment has been calibrated against secondary
standards as provided in Para 3.3.2 above, the calibration report shall also
indicate above parameters including that of secondary test equipment against
which it has been calibrated.

Appendix-I
5.1 Normally Field stations are getting their test equipments calibration done at
ERTL or other government affiliated calibration laboratories. However, it is
observed that there are delays some times in the calibration process at
government affiliated calibration laboratories, which invites adverse observations
from regulatory authority during their surveillance inspection of CNS/A TM
facilities at field stations. Hence, stations for their test equipment calibration
requirements, where ever possible, may like to enter into any suitable
arrangements with any NABL accredited laboratory by following suitable
procedures like NIQ or any other suitable Codal procedures. A list of such
lab9ratories at various places within country, both Government and other
organisations, which are approved by National Accreditation Board for Testing
and Laboratories (NABL), Department Science and Technology, Government of
India is available at Web site "www.nabl-org".
5.2 Test equipment calibration being a regular and mandatory requirement, action
has been initiated to set up an in house NABL accredited Test equipment
calibration laboratory at Hyderabad. Till such time in house infrastructure is made
available, above guidelines are to be followed by fi5lld. stations for calibration of
test equipments.

8. ASMGCS Serviceability of all servers, workstations, display units and related systems
including UPS and battery backups.
9. AMSS Serviceability of all servers, UPS and related equipments.
10. Outdoor Installation All antenna systems are to be checked physically for any cracks,
dislocation of elements, denting and general cleanliness, mechanical deficiency and
deposition of foreign particles. All antennae, cable and cable connectors exposed to weather
are to be checked for possible and likely moisture accumulation/loose sheathes and
necessary remedial action to be taken. All NAV AIDS signal sensitive antenna must have anti
bird spikes.
11. Indoor equipment All equipment cabinet/ shelter should be examined for probable leakage
of water and accumulation of moisture and all necessary preventive measures to be taken.
12. Electrical system All electrical system including air conditioning, stand by generator, battery
backup are to be checked for the maintenance and working. The standby power supply at all
location should be checked for its functioning and its taking over with in specified time period
in the event of failure of commercial power supply. A very thorough and careful examination
of the mains power supply system to be aforesaid CNS/ATM facilities may be carried out, if
required with the help of executives of Electrical wing. Availability of DG set operators on
round the clock basis may be insured.
13. Protection of remote controll data lines it may be ensured that all remote control units of
CNS systems are properly grounded. All remote control lines and data cables are to be
provided with appropriate spikes and surge suppressor.
14. Foreign object it may be ensured that all equipments and its surroundings are neat and clean.
No foreign object should be allowed around the equipment, especially around the critical
areal sensitive area of NAV AIDS.
15. Flight Inspection if the flight inspection of any NAV AIDS falls during this season, efforts
should be made to get it completed well before fog season.
The information and compliance report to this effect in respect of your station/region may
be forwarded by 15/11/2014 positively.
