In this regard, the Department does not interpose any objection on the proposed measures that seek to

establish a multi-species marine hatchery in various municipalities mentioned in the herein subject
measures.

It is only proper that as an archipelagic country, our country would support the creation of marine
hatcheries that would strengthen the aquaculture industry and support our local fisheries products. It
shall set the directions, objectives, and the operations of many fishing activities in the said province. It
will also engage in technology, research and development in the field of fishery, and streamline all
concerns of fisheries and aquatic sectors of said province.

Further, these marine hatcheries will ensure that the supply of seafoods in their respective localities are
replenished and it will enable our local fishery markets to keep pace with the increasing demand of
these marine products.

Nevertheless, this Department recommends that the proposed measures herein be referred to the
Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA) and the
Biodiversity Management Bureau of the Department of Environment and Natural Resources (BMB-
DENR) as the same is within their competence and mandate.
