The creation of the TWG is one of the salient items in the approved Transition Plan by Secretary Rolando Joselito D. Bautista. Once approved, the SLP-NPMO shall cascade this to DSWD FO X and MSSD-BARMM for the issuance of Special Order for their representatives to the TWG. Thank you. RESTITUTO’B. MACUTO Department of Social Welfare and Development Sustainable Livelihood Program TERMS OF REFERENCE OF THE TECHNICAL WORKING GROUP FOR THE TRANSITION OF THE MANAGEMENT OF SLP’s IMPLEMENTATION FOR THE IDPs OF MARAWI SIEGE FROM DSWD FIELD OFFICE X TO BARMM-MSSD Rationale One of the recommendations during the Committee on Mindanao Affairs Meeting of the House of Representatives on 14 July 2020 was for the Department of Social Welfare and Development (DSWD) to ensure full transitioning of the implementation of core programs such as the Sustainable Livelhood Program (SLP) to the Bangsamoro Autonomous Regional of Muslim Mindanao (BARMM) through the Ministry of Social Services and Development (MSSD). The Sustainable Livelihood Program National Program Management Office (SLP-NPMO) supports the call of the HOR though the implementation of SLP in Marawi City has been under the BARMM- MSSD except for the provision of Livelihood Settlement Grants (LSG) to the Internally Displaced Persons (IDPs) of Marawi City which is being managed by DSWS FO X since March 2019. The SLP-NPMO strongly pushes the transitioning of the continuing implementation of the LSG to the IDPs of Marawi Siege from DSWD FO X to the BARMM-MSSD starting January 2021. In support to the above-mentioned initiative, a team of technical staff from the SLP- NPMO,FO X and BARMM-MSSD shall compose a Technical Working Group (TWG) that will ensure that all of the transitioning and post transitioning activities provided in the Transition Plan for the Management of Livelihood Assistance to the IDPs of Marawi Siege by the SLP from DSWD FO X to BARMM-MSSD. With the SLP-BARMM managing the implementation, the SLP-NPMO believes that it will continue the good foundation that DSWD FO X has undertaken towards a longer term and more sustainable livelihood interventions in the coming years. The transitioning activities will happen from July to December of CY 2020 and the full take-over of SLP-BARMM will commence in January 2021. Function of the Technical Working Group The Technical Working Group (TWG) oversees the overall implementation of the Transition Plan’ of the Management of Livelihood Assistance to the IDPs of Marawi Siege by the Sustainable Livelihood Program from DSWD Field Office X to Bangsamoro Autonomous Region of Muslim Mindanao — Ministry of Social Services and Development (BARMM-MSSD) to ensure that the directives, plans and activities are delivered, This includes provision of technical assistance to DSWD Field Office X and BARMM-MSSD, capacity building and orientation of focal persons from 2 The Transition Plan provides @ roadmap for the TWG members from SLP Natlonal Program Management Office (SLP-NPMO), DSWD Field Office X and the BARMM-MSSD for the smooth transition of the management of the Implementation of livelihood assislance to the IDPs of Maraw/ Siege from DSWD FO X to BARMM-MSSD. BARMM-MSSD and turn-over of pertinent documents relevant to the implementation of SLP in Marawi City. A. Transition Phase- The transition phase aims to immerse SLP-BARMM on how the implementation of LSG is being undertaken by DSWD FO X for the former to be prepared for the full take over by January 2021. This phase will be the venue for SLP BARMM to fully understand the context and scope of SLP's work in for the IDPs of Marawi Siege and to be familiarized with the overall processes. During this phase, the TWG shall: 1. Facilitate the timely conduct of all of the activities under this phase in collaboration and coordination with concerned units; 2. Facilitate the engagement of key officials of DSWD Central Office, DSWD FO X, BARMM-MSSD, Marawi City LGU and Task Force Bangon Marawi; and 3. Prepare a monthly report on the transition activities with recommendations for submission to the heads of offices of FO X, SLP- NPMO, BARMM-MSSD and to other OBSUs at the DSWD CO. B. Post-Transition Phase - The post-transition phase is a continuing intervention from SLP-NPMO wherein it shall provide needed technical support/assistance to SLP-BARMM in the execution of processes under DSWD's Memorandum Circular 24 series of 2018. Further, this phase will also provide opportunity for DSWD FO X to continuously provide technical assistance in the monitoring activities. During this phase, the TWG shall: 1. Facilitate the conduct of the pre-deployment orientation workshop to ensure that all policies, guidelines, and implementation tools and templates were properly cascaded to the field implementers; 2. Facilitate the engagement of key officials of DSWD Central Office, DSWD FO X, BARMM-MSSD, Marawi City LGU and Task Force Bangon Marawi; 3. Identify recommendations for the enhancement of guidelines to aide in the effective and efficient implementation; 4, Facilitate regular project implementation monitoring activities to check progress vis-a-vis implementation timeline; and 5. Prepare a monthly report on the transition activities with recommendations for submission to the heads of offices of FO X, SLP- NPMO, BARMM-MSSD and to other OBSUs at the DSWD CO. lll. Function of the TWG Members 4. SLP - National Program Management Office (SLP-NPMO) - The representatives from the SLP-NPMO are the Unit Head of the Special Concerns Unit and the Focal Person for the Implementation of SLP in Marawi. The role of the representatives from SLP-NPMO shall: Act as the representatives of the SLP-NPMO in the TWG during meetings, consultations, and other activities indicated in the transition plan; Act as the representatives of the TWG during meetings convened by the Office of the Assistant Secretary for Mindanao Affairs (OASMA), Office of the Assistant Secretary for Specialized Programs (OASSP), and Office of the Undersecretary for Operations Group (OUSOG), among others; Coordinate with the other TWG members and their offices for the regular updating and cascading of directives/guidances; Provide regular updates to the SLP- National Program Manager; Prepare reports on the progress of the transition and draft official communication for submission to OASMA, OASSP, and OUSOG; and Perform other tasks assigned by the SLP -National Program Manager. 2. DSWD Field Office X - The representatives from the SLP-Regional Program Management Office (SLP-RPMO) are the Regional Program Coordinator and the Cluster Head of SLP Marawi Cluster. The roles and responsibilities of the representatives from SLP-RPMO shall: Act as the representatives of the DSWD Field Office X in the TWG; Prepare all the reports related to the implementation of SLP in Marawi for turn-over to BARMM-MSSD; Provides regular updates to the Regional Director of DSWD FP X on the progress of the transition; Facilitate the conduct of field visits/activities of the SLP-BARMM; Coordinate with the Task Force Bangon Marawi and Marawi City LGU on the field visit and immersion activities; Attend regular TWG meetings and other activities indicated in the transition plan; and Perform other tasks assigned by the Regional Director of DSWD FO x. 3. MSSD-BARMM - The representatives from the MSSD-BARMM are the SLP- Regional Program Coordinator and SLP Provincial Coordinator of the Province of Lanao del Sur. The roles and responsibilities of the representatives from SLP-RPMO shall: wr Poo (AS'GREGORY P. PEREZ ALEKEY P. GULLA ‘Act as the representatives of the Minister of Social Services and Development in the TWG; Provide regular updates to the Minister of Social Services and Development on the progress of the transition; Attend to the regular meetings of the TWG and other activities indicated in the transition plan; Ensure full participation to the conduct of field visits/activities in Marawi City and in the SLP Satellite Office in lligan City; Provide recommendations vis-a-vis the guidelines and processes for CY 2021 implementation; Monitor compliance for the pooling of staff required for CY 2021 implementation; Formulate the CY 2021 Work and Financial Plan in coordination with concerned units in MSSD and with SLP-NPMO; and Perform other tasks assigned by the Minister of Social Services and Development.
