PREFACE
This Manual reflects the requirements and procedures to be observed by the staff carrying
out Aircraft Maintenance Engineer licensing functions in the course of their duties and
responsibilities as employees of the Department of Civil Aviation (DCA) Myanmar.
The Manual has been amended as applicable in this revision 01 and the previous
revision 00 should be destroyed to avoid the using outdated manual.
This Manual is issued under the authority of the Director General (DG) of the DCA Myanmar
and shall be affected from the date of 22nd May 2020.

INTRODUCTION
The Department of Civil Aviation (DCA) Myanmar is authorized, underMyanmar Aircraft
Rules(MAR)and, as such, is empowered to grant, renew, suspend, revoke and cancel Aircraft
Maintenance Engineer Licences (AMEL) granted to individuals that give those individuals
various privileges Aircraft Maintenance Engineer Licences must be endorsed with an Aircraft
Type Rating that further defines the privileges of the holder, subject to any conditions
imposed by legislation, regulation or other means.
DCA has therefore developed and implemented this Procedures Manual for the purpose of
carrying out the functions described above in relation to the AME licences.
PURPOSE
The purpose of this Procedures Manual is to define and describe the actions and procedures
for the granting, or refusal to grant the various categories of AME licences and associated
Aircraft Type Rating and, to define the authorities and responsibilities of the personnel
involved in the AMElicensing process and to provide general procedures for activities
comprising the licensingsystems.

1. SCOPE
1.1 These procedures provides information for those staff who carry out functions
associated with licensing activities and those who have a delegation to issue or renew
licences. That information will enable him or her to issue each category of licences.
1.2 Civil aviation legislation empowers the DCAto issue various personnel licences
categories, subject to the DCA being satisfied that an applicant is a fit and proper
person to hold the licence categories concerned, and is appropriately qualified to act in
the capacity to which the licence categories relates.
1.3 The DCA may issue licences subject to such conditions as it thinks fit.
1.4 The main content of this publication:
(i) Outlines the general procedures for issuing and renewing AME licences.
(ii) Details the specific requirements for each category of licences.
(iii) Provides the procedures for replacing and suspending a licence.
1.5 Annex 1 Personnel Licensing of the Chicago Convention establishes International
Standards and Recommended Practices (SARPS) for States for the licensing of the
Aircraft maintenance (technician/engineer/mechanic):
1.6 Annex 1 establishes SARPS regarding age, knowledge, experience, skills and other
matters for the issue of the AME licences provided for. The DCA as the Licensing
Authority is responsible for ensuring that these standards are met. In doing so, the
DCAconducts examinations in a number of subjects, appropriate to the relevant
licence category. In certain cases, the DCA to conduct only theoretical examinations
and the practical assessment must be conducted by the training organizations.
1.7 An AME Licence issued or extended by the DCA Myanmar can be in the standard of
Licence with Type Rating.
2. TYPE RATINGS
2.1 Type Ratings confer on the holder of an AME licence the privileges and certification
responsibilities in respect of certain aircraft registered in the Republic of the Union of
Myanmar or, in certain cases, foreign registered aircraft operatedby anorganization
domiciled in Myanmar.The type ratings are explained in Appendix 1 to AMC to
MCAR66- Aircraft Maintenance Engineer Licence and the certification responsibilities
are described in Advisory Circular AC-PEL-05.
Note: In certain cases, the privileges and responsibilities may not extend to an aircraft registered in
Myanmarif it is operated by an organization domiciled outside Myanmar.
3.2 The licence issued for a Category is endorsed to reflect the specifictype or group of
aircraft, engine or system for which the holder isqualified to certify maintenance. This
endorsement is referred to as aRating.
3.3 Aircraft types are entered in the MCAR 66 Aircraft Maintenance Engineer License category
B1 or B2 or B3 or C when the applicant is qualified on the particular aircraft type as
specified in MCAR 66, in terms of having completed the particular aircraft type training
course conducted by the manufacturer or MCAR 147 approved training organization.
4. LICENCE APPLICATION
4.1 All applications are to be made using appropriate CA Form (Appendix)with theassociated
receipt attached as evidence that the relevant fee for theAMEL application for grant,
extension, renewal or validation has beenpaid. Although the maintenance experience has
been already filled up in the personal logbook, require maintenance experience must be
written up in CA Form 192 in a manner that the reader has a reasonable understanding of
where, when and what maintenance constitutes the experience.
4.2 Incomplete forms, incorrectly filled forms or the use of outdated formswill not be
accepted by the DCA.
4.3.1 Assessment of the application can be done together with the applicantat the time
of submission by the StaffOfficer.
4.3.2 The criteria used to determine whether to accept or deny an applicationare
outlined in the MCAR Part 66– Aircraft Maintenance Engineer Licence.
4.3.3 An application which does not meet the MCAR Part 66 - Aircraft Maintenance
Engineer Licence criteria will be returned to the applicant by the StaffOfficer who
will inform the applicant either in writing or by telephone the shortfalls identified in
the application.
4.3.4 An application that meets theMCAR Part 66- Aircraft Maintenance Engineer
Licensing criteria will be forwarded to the responsible Licensing Inspectors for
their final review.
4.3.5 The Licensing Inspector may require that further details be submitted to satisfy
the MCAR Part 66 - Aircraft Maintenance Engineer Licensing criteria or the
application is declined. Should this be so, the StaffOfficer will need to obtain the
additional information or advise the applicant and give reasons why the
application has been declined.
4.3.6 Once acceptable, the Licensing Inspector will sign the application andreturn the
(iii) Forward the application with the validation certificate to the Authorized
Inspectors for endorsement.
(iv) Print out Validation Certificate and forward the application with the validation
certificate to the Authorized Inspectors for verification.
(v) After completion the validation process, make photocopies and file all the
documents in the respective files for records.
5.1.4 On receipt the application case forward by SO the Licensing Inspector shall:
(i) Check and verify the validation certificate prepared by the SO using the
check list CA 192E.
(ii) Check that applicant has given approval for verification of details from the
issuing Authority.
(iii) Check with the issuing Authority that the applicant’s licence details are correct.
Without this verification a Certificate of Validation will not be issued by the
DCA. This will normally require:
• Faxing to the issuing Authority the applicant’s approval for their details to
be verified to DCA: and
• Receiving from the issuing Authority confirmation of the details provided
by the applicant.
(iv) Check and verify for evidence of particulars entered on the application
form such as license copies (must submit foreign engineers licence with his
application).
(v) A validation certificate may be issued oncefor a period of six months validity
and it can be renewed to continue the validity 15 days prior to the expired date.
5.1.5 Once acceptable, the Licensing Inspector will return the application to the Staff
Officer who will initiate the arrangement of an exam date. A Notification phone call
will be made as confirmation that the application for validation has been accepted
or rejected;
5.1.6 The validation certificates are granted straight after applicants undergo and passed
Written and Oral Exams for categories appliedfor;
The Foreign Aircraft Maintenance Licence holder who wants to make conversion
Myanmar AME licence shall be compliance with ICAO Annex 1.
5.2.1 On receipt of an application for a Foreign Licence Conversion, the Staff Officer
shall:
(i) Check that the application form is complete and accurate (CA 131C).
(ii) Check that the appropriate statuary fees paid.
(iii) Print out the licence and forward the application with the validation
certificate to the Authorized Inspectors for verification.
(iv) After completion the conversion process, make photocopies and file all the
documents in the respective files for records.
5.2.2 On receipt the application case forward by SO the Licensing Inspector shall:
(i) Check and verify the licence prepared by the SO.
(ii) Check that the applicant has passed the DCA Legislation exam (Mod 10);
(iiii) Check that applicant has given approval for verification of details from the
issuing Authority.
(iv) Check with the issuing Authority that the applicant’s licence details are correct.
Without this verification a Conversion Licence will not be issued by the DCA.
This will normally require:
• Faxing to the issuing Authority the applicant’s approval for their details to
be verified to DCA and
• Receiving from the issuing Authority confirmation of the details provided by
the applicant.
(v) Once acceptable, the Licensing Inspector will return the application to the
Staff Officer who will initiate the arrangement of an exam date. A Notification
phone call will be made as confirmation that the application for conversion has
been accepted or rejected;
(vi) The conversion licences are granted straight after applicants undergo and
passed Exams required for categories applied for;
5.2.3 The following of the Personnel Licensing Staff hold the appropriate delegation to
process/issue Aircraft Maintenance Engineer Licences:
5.3.1 For renewal of validation certificate the foreign engineer shall submit that certificate
to DCA at least 7 days but not more than 30 days prior to the end of validity together
with the application form CA 131B.
5.3.2 The recent experience of three months in the preceding twelve months shall be
ensured.
5.3.3 The foreign engineer shall continue to hold valid visa and passport.

7. REPLACEMENT OF LICENCES
7.1 The holder of a licence may request a replacement licence if they have lost or damaged
their licence.
7.1.1 The request for a replacement licence must be made in writing.
7.1.2 If a licence is lost, the licence holder should report it immediately to the nearest
Police Station. A police report/statement should be presented to DCA together
with a written request for a replacement licence.
7.1.3 A damaged licence should be presented to DCA with a written request for a
replacement licence.
7.1.4 A fee is charged for the replacement of a lost or damaged licence.
8. EXAMINATION
8.1 Types of AME Licence Examinations
8.1.1 The MCAR Part 66-Aircraft Maintenance Engineers Licence outlines the type of
examination conducted for AME Licence. The examination is offered in modules
depending on the type of licence category applied for. Generally the examination is
scheduled and declares to the operator as per Advisory Circular DCA-AC-PEL-01.
The Aircraft Maintenance Engineer Licence examination shall be conducted the
following subjects:
8.1.3 Examinations will be conducted under the control of the Director of Personnel
Licensing Division.All basic examinations are carried out using the multiple-choice
question format to ensure a reasonable consistent standard of knowledge.
Questions are prepared with the use of aviation English.
8.1.4 In addition, there will be a need to set several essay type questions to address the
issues not examined under the multiple-choice question format. The primary purpose
of essay questions is to determine that the candidates can express themselves in a
clear and concise manner and can prepare a concise technical report for the
maintenance record.
8.3.1 Checking the application can be done together with the applicant at the time of
submission by the Staff Officer.
8.3.2 Assessment of the application can be done by the Licensing Inspector as
appropriate to the module applied in accordance with the check list criteria.
8.3.3 An application which does not meet the MCAR Part 66 - Aircraft Maintenance
Engineer Licence examination criteria will be returned to the applicant by the
Staff Officer who will inform the applicant either in writing or by telephone the
shortfalls identified in the application.
8.3.4 The Licensing Inspector may require that further details be submitted to satisfy
the MCAR Part 66 - Aircraft Maintenance Engineer Licensing criteria or the
application is declined. Should this be so, the Staff Officer will need to obtain the
additional information or advise the applicant and give reasons why the application
has been declined. If satisfactory on the application, sign the assessment check
list and forward it to the Assistant Director (AMEL).
8.3.5 The Assistant Director (AMEL) will check the application again and counter sign
the assessment check list if satisfactory and forward it to the Deputy Director
(AMEL).
8.3.6 The Deputy Director (AMEL) will check the overall application and sign the
assessment check list and tip the application form for the accept or not.
8.4.1 Preparation
(i) The Director of Personnel Licensing Division appoints examiners/invigilators
who will be present during all phase of examinations to ensure the integrity of
the examination. The examiner/invigilator shall be at the exam centre in
8.6 Preliminaries
8.6.1 Prior to the exam sitting, carry out the following details administrative
‘preliminaries’ by the Invigilator:
(i) Instruct the candidate to sign in the attendant sheet;
(ii) Instruct the candidate to place all other personal belongings at the front of the
room or in a secure location where these may not be accessed during the
exam sitting;
(iii) Ensure that each candidate is correctly seated at the assigned table;
(iv) Check that each candidate has only the permitted material for the exam.
Permitted documents should be examined for hidden unauthorized material
or notation; this may be carried out before and during the sitting but ensure
that, in the case of the latter, the candidate is not unduly distracted nor
interrupted.
(v) Advise the candidate(s) to pay attention to the instruction reading by the
Invigilator.
(vi) When all is ready, draw the candidates’ attention to the time, advicethe
finishing time(s) and give a clear instruction to start the examination.
8.7.2 Allow only one candidate to visit toilet at any one time.
Note: Candidates have been known to secrete unauthorized material in toilets, and
view these on visits during the exam period - check the toilet for any such
material.
8.7.3 Ask candidates to leave contents of pockets in your care or ask candidates
to reveal pocket contents before exam.
8.7.4 As Invigilator, you must monitor and control the candidates continuously during the
exam. You must:
(i) ensure examination candidates are separated from each other so that they
cannot read each other's examination papers and they may not speak to any
person other than the examiner/invigilator.
8.11 Cheating
8.11.1 During an examination, candidates may attempt to acquire information illegally
which will be of assistance to them in answering questions. Such attempts may
include:
(i) Openly viewing another candidate’s script;
(ii) Talking or whispering;
(iii) Signaling to each other;
(iv) Note on piece of paper or in pencil cases;
(v) Information deliberately displayed on walls and ceilings;
(vi) Notes written on various parts of the body;
(vii) Notes slipped from one candidate to another;
(viii) Notes left in toilets;
(ix) Covertly recording oral examinations for passing to other candidates;
(x) Bags containing notes or books left open near the desk;
(xi) Removal of notes of questions from the exam room to pass to other
candidates.
8.11.2 Action to be taken by the DCA on cases of Suspected Cheating:
(i) Provide all details pertaining to the candidate and previous examination
record;
(ii) Provide all details pertaining to the examination under question;
(iii) Provide a copy of the conducting officer’s report;
(iv) Provide details of any internal Authority investigation;
(v) Make recommendations to the Director General as to the action the Authority
could take.
8.12 Penalties
(iii) details of any matters that made the particular examination different from
normal in any way are noted in pencil on the candidate’s paper (e.g.
Candidate arrived 15 minutes late and allowed allocated time)
8.16.1 The questions are normally reviewed once per year as minimum. It is required to
ensure minimum of 10% questions are changed every time a question paper is
compiled.The LicensingInspector need to produce a roster of all papers and their
approximate review dates.
8.16.2 Additionally, when there is any change in legislation or standards documents, the
control sheet(s) for that change process are also required to have a section that
calls for a review of Air Law exams as part of the legislation or standards change
process. This is to ensure that no exam has a question that related to law that
hasbeen superseded or revoked.
8.17.1 Question sets shall be maintained in hard copy format as well as electronic
format.The masters of all examination papers are stored in a lockable cabinet
inthe Licensing Office. The Licensing Inspector has primary access to this cabinet,
but a back-up key is available through Director of Personnel Licensing Division.
9.1 Generally the questions for AME licence examination are collected from outsource and in
some cases will be created by the qualified Inspectors/Examiners. The inspectors who
participate in creation question shall have 3 years’ experience in airworthiness or licensing
activities. For the inspector who participates in questions related to aircraft system shall be
completed one of the aircraft type training.
9.2 No specific oral examination questions are created. The questions for oral examination are
based on the written exam questions and the scope of knowledge of the candidate. For one
module normally it will take 60 minutes minimum to one candidate.
9.3 The examination should be prepared as per MCAR 66, Appendix II.
10.2 When the applicant meets the standards of knowledge and experience required by MCAR
66, successfully completed the type training and satisfactory completed theschedule
inspection work sheet CA 192, the Director-General will issue the MCAR 66 Aircraft
Maintenance Engineer Licence to the applicant. The same information shall be kept on DCA
controlled license holder personal file.
10.3 Aircraft types are entered in the MCAR 66 Aircraft Maintenance Engineer Licence category
B1 or B2, B3 or C when the applicant is qualified on the particular aircraft type as specified
in MCAR 66, in terms of having completed the particular aircraft type training course
conducted by the manufacturer or manufacturer approved training organization or MCAR
147 approved training organization.
11.1 An AME licence is renewable every year and requirements for AME licence renewal are
outlined in MCAR 66-Aircraft Maintenance Engineer Licence.
11.2 AME license will be renewed subject to confirmation that the requirements stated in MCAR
66.40 are met, and the AME licence controlled by DCA has the same endorsements as
contained in the holder's copy of the document and the license holder is not under
investigation for possible revocation, suspension or variation of the AME licence in
accordance with MCAR 66.65 and Myanmar Aircraft Rule.
11.3 The holder of AME license must complete the CA Form 132 and submit it with the holder's
license to the DCA. A license may be renewed provided that the holder is in compliance with
the requirements specified in MCAR 66.40.
11.4 The Licensing Inspector will compare the holder's Aircraft Maintenance Engineer License
with the DCA control copy and verify any pending revocation, suspension or variation action
pursuant to MCAR 66.65. If the documents are identical and no action is pending pursuant
to MCAR 66.55 action, the maintenance experience is satisfied then the license will be
renewed and the control copy held on file will be updated accordingly.
11.5 If the AME license copy control by DCA is different to that held by the license holder, the
Director of Personnel Licensing Division will investigate by the delegation authority from
Director-General the reasons for such differences and act accordingly.
11.6 To act accordingly in the case where the Director of Personnel Licensing Divisionis unable to
establish that the different endorsements were properly obtained to the standard of MCAR
66 means that the Director of Personnel Licensing Division may not renew the MCAR 66
Aircraft Maintenance Engineer License and will inform both the license holder and the
affected MCAR 145 approved maintenance organization of such fact and may need to
consider to take action under MCAR 66.65 to revoke, suspend or vary the license in question.
11.7 Process
11.7.1 Check that the application form is completely filled out;
11.7.2 Check that fees is paid and writes receipt number on the form;
11.7.3 Enter renewed date on the record and on the licence copy;
11.7.4 Submit to Director of Personnel Licensing Division via Licensing Inspector for
signature;
11.7.5 After signature, make copy and keep in the personnel record file.
11.7.6 In the case of the licence holder who date of birth is more than 60 years, the
following additional documents shall be submitted:
(i) The requisition letter mentioned that the licence holder is essential for the
intended operation from CEO or Accountable Manager.
(ii) The letter mentioned that the licence holder is capable to carry out the
maintenance functions cover in the licence privileges from the Quality Manager.
(iii) The letter mentioned that the licence holder is fit for participating in the
maintenance activities from the Aviation Medical Examiner.
12.1 Performance of the licence holder shall be closely monitored by the respective Quality
Assurance Manager. With recommendation letter from Quality Assurance Manager the
licence will be renewed once a year in accordance with Myanmar Aircraft Rule. At that time
the licensing inspector will examine the performance during the last year.
12.2 Every Renewal of C of A the licensing inspector may be participated in the aircraft
surveillance team to ensure that the license holder who participate the certification process
on that aircraft appropriately performed his/her licence privileges related to the category
issued.
12.3 The DCA will prepare the surveillance plan and examine the licence holder as per schedule
required.
12.4 When the AME licence holder found any failure to comply with the relevant requirements
after the oversight function, the licence holder may be taken necessary action as per
subsection 12 of this procedure.
13.1 Myanmar Aircraft Rules 19 empowers the DCA to impose conditions on, suspend or
revoke any licence granted by the DCA. Refer to the Regulation for specific details of
these powers.
13.2 The revocation, suspension or limitation of an AME licence is a decision for the DCA based
upon the recommendation of the supervising Licensing Inspector.
14.1 A licence which has lapsed for less than 2 years will be considered for renewal without
examination of the holder provided that the other requirements specified in MCAR 66 are
met.
14.2 A licence which has lapsed for more than 2 years will not be renewed without examination
of the holder. The amount of recent experience required will depend on the length of time
since the licence lapsed and the nature of employment. Application for the re-issue of the
licence should be made in case by case concept. Examination details appropriate to the
circumstances will be notified by the DCA. The extent of the examination will generally be
dependent on the nature of the holder’s employment since the licence was last renewed
and on the degree to which such employment can be considered by the DCA as
comparable to those privileges for which the licence was valid.

APPENDIX
This appendix specified the list of CA Form and Checklist using in the AME licensing system. The
forms listed here are approved by Director of Personnel Licensing Division and filed and controlled in
the separate document.
