MASONIC RECORD
He was raised in Tipton Lodge No. 33, Logansport, Indiana, in July,
1942, and served as Worshipful Master in 1958. He has served on the
Masonic Temple Board (or twenty-five years and has been President of
that Board the last ten years.
He was exalted a Royal Arch Mason in Logan Chapter No. 2, served as
High Priest in 1957 and is presently Secretary.
He was greeled a Royal and Select Mns1cr in Logansporl Council
No. 11, served as 1Jlus1rious Maslcr in 1952, and is prcsen1ly Recorder.
He was created a Knight Templar in St. John Commandery No. 24,
served as Commander in 1958, and is presently Recorder. He received the
Knight Templar Cross of Honor from the Grand Encampment in 1969.
He bec.ame a member of the Knights York Cross of Honour in In-
diana Priory No. 8 in 1958 and is presently a member of that Priory.
He was elected JU. Grand Steward of the Grand Council of Indiana
in 1953, serving as Most Illustrious Grand Master in I 958 and is presently
the R.I. Grand Recorder.
He has served as a member of the Indiana State York Rite Associa-
tion for the past twenty-two years, having served as Chairman or the
Membership Development Committee for eight years and is presently
a member of thnt organization.
He is a member of the Scottish Rite, Valley o( Indianapolis, and was
crowned a 33° Scoteish Rite Mason in Atlaatic City in September, 1974.
He is a member of the Indianapolis Valley 33° Association and is Vice-
Cbairman of the Cass County Membership Development Committee.
He is a member of Murat Temple of the A.A.O.N.M.S. of Indiana-
polis, and a member of the Logansport Shrine Club.
He is a member of St. Basil Conclave, Red Cross of Constantine,

having served as Sovereign in 1968.
He is a member of Gennesaret Tabernacle No. XVIl, Holy Royal Arch
Knight Templar Priests, having served as Preceptor in 1972.
He is a member of the Allied Masonic Degrees of Washington, D.C.,
and served as Master of Grand Masters Council A in 1974.
He is a member of the Mutual Guild.
He is presently a member of the International York Rite Council.
He holds honorary membership in several Councils in Indiana and in
~everal Orand Jurisdiction~.

He served as Chairman of the Finance Committee of the Gen~ral
Grand Council International in the 1963-66 Tricnnium. He was elected
General Grand Principal Conductor of the Work in Porlland, Oregon,
in 1969, elected Deputy General Grand Master in Las Vegas in 1972,
and General Grand Master in Cleveland on October 1, 1975.

APPROVAL OF PROCEEDINGS
The General Grnnd Master announced that the minutes of the Thirly-
First Triennial Assembly had been prin1cd and distributed. On motion
duly made and seconded, the minutes were approved as printed and
distributed.
COMMUNICATIONS
The General Grand Recorder read several communications expressing
regret at 1hcir inability to at1end 1his Triennial Assembly. One wns
signed by M. P. Comp. John M. Littlefield, another by M. P. Comp.
John B. Phelps, and the General Grand Recorder reported a telephone
call from M. P. Comp. Verne M. Mokler. All expressed regret but
wished the General Grand Master well. A letter or good wishes was
read from the president of the National Sojourners. Other communi-
cations were noted as having been received.

INTERIM APPOINTMENTS
February I 4, 1974 - Appointed M.I. Companion Gottfried Ming, Alaska,
Special Representative Abroad of the General Grand
Master to replace the late Companion Edwin Palmer.
DISPENSATIONS GRANTED
On April 14, 1975, I granted spec.ial Dispensation to Rey Salomon
Council No. 5, R. & S.M., Tijuana, Mexico, to take candidates to San
Diego, California, to receive the Degrees in a York Rite Festival being
held there Crorn May 10, through J une 7, 1975.
BY-LAWS APPROVED
On May 8, 1974, I approved an Amendment to tl1e By-Laws of
Honolulu Council No. l, R. & S.M., as requested in a letter by H . George
Conger to General Grand Recorder Brnce H. Hunt, dated April 1.2, 1974.
On Au.g ust 5, 1?74, l approved the Amendments to the By-Laws of
Sankaku Council No. 2, R. & S.M., of Tokyo, Japan, as proposed in a
letter rrom Companion Thomas G. Towles, Illustrious Master of Sankaku
Council No. 2, to the members of that Council dated June 7, 1974. Also
approved is a Special Dispensation as an interim approval of Amendments
to the By-Laws of Sankaku Council No. 2,R. & S.M. by Special Represen-
tative Floyd J. Robertson.
On February 28, 1975, I approved proposed Amendments as re-
quested in letter dated February l'.l, 1975, to Bruce H. Hunt, General
Grand Recorder, from Floyd J. Robertson, Special Representative for

AWARDS
l. During this Triennium, the General Grand Council has adopted
a Past Grand Masters Lapel Pin to be presented to each retiring Grand
Master, with a pocket size Life Membership Certificate which designates
him as a pennanent member of the General Grand Council.
We have tried, and in nearly all cases did have, a General Grand
Council Officer present at each Grand Council Annual Assembly to
present this pin and certificate on behalf of the General Grand Council.
2. During this Trieonium, the General Grand Council bas established
a Meritorious Award in the form of a medallion 10 be presented by the
General Grand Council to the man selected by each Grand Council and
each Subordinate Council for outstanding service 10 Cryptic Masonry.
Each Grand Council and each Subordinate Council will select its own
Cryptic Mason of the Year according lo the following rules and regula-
tions:
(a) Only one medal may be awarded annually to a Cryptic Mason
in each affiliated Grand Council.
(b) Only one medal may be awarded triennially to a Cryptic Mason
in each subordinate council of the General Grand Council Royal and
Select Masters International.
(c) Each Grand Council and each subordinate Council shall deter-
mine jt~ own method of selecting the Cryptic Mason of the Year in iis
jurisdktion.
(d) No posthumous awards shall be made.
(e) The award shall be made only for exceptional and meritorious
service to Cryptic Masonry above and beyond the call of duly. WJ1ilc
holding a Grand or General Grand office will not exclude a nominee for
the medal, it is recommended that awards be made to those Companions
who have not held Grand Office. nor who prcscmly hold such office.

shall be decided on its own unusual merits.
(f) The General Grand Recorder shall be given the name of the
selected Cryptic Mason to be engraved on the medal at least thirty days
prior to the date at which it is 10 be awarded. Subordinate Councils

' shall give the nnmc of the selected Cryptic Mason to be engraved upon the
ntedal at lemt six months prior to the next triennial assembly.
(g) The General Grand Recorder shall cause the name of the honoree
to be engraved upon the medal and forwarded to the Grand Recorder,
or Recorder if to subordinate Council, nt the earliest time following the
receipt of the name.
INTERlM APPROPRIATION
RECOMMENDATIONS
( 1) I recommend n Commincc be appointed to study nnd present to this
General Grand Council nn acceptable uniform melhod of extending Cryptic
Grand Honors. Both Public and Private.
(2) I recommend the per capita tax of this General Grand Council be
raised to the extent that it will compensate for the proposed program of
our incoming General Grand Officers.
( 3) I recommend lhe salaries of lhe General Grand Recorder and his
secretary be seriously considered by lhe Finance Committee and increased
to be comparable with the salaries paid for similar services elsewhere.
( 4) I recommend the General Grand Masters Travel Expense be in-
creased to not less lhan $ l 2,000.00.
(5) l recommend the travel expense for the Regional Deputies of the
General Grand Master be substantially increased clue to the greatly in-
creased cost of travel.
VISITATIONS
My visitations have been numerous, mostly in the interest or Cryptic
Masonry. I deeply appreciate the many invitations received. My wife
Margie and I have tried to accept and attend as many or these as were
possible. The many warm friendships formed arc cherished by both or
us, these of course would not have been possible except for your gracious
hospitality.
In my visits and those of my representatives, we have endeavored to
carry a message of good will and purpose from the General Grand Council.
We hope lhat our efforts will have made the task easier for our successor.
A list of these visitations is appended to this summation.

K.Y.C.H. Breakfast and the Banquet given by K.Y.C.H. on the day of
the 14th. It was my pleasure to bring Greetings at these three affairs.

Red Cross of Constantine - New York City, N. Y. Was installed as
Grand Senior General.

March 9-11, By invitation of the Honorable George A. Newbury,
33 ° Sovereign Grand Commander, Northern Masonic Jurisdiction, I
attended the Laying of the Cornerstone of the new Museum and Library
at Lexington, Massachusetts. I placed several mementos pertaining to
Cryptic Masonry in the metal box deposited in the Cornerstone which
will be opened 50 years hence.
March 16, St. Ambrose Conclave, Red Cross of Constantine, Atlanta,
Georgia, for their Traditional Banquet honoring their Ladies with special
Honor Guest, William ). Netherton, K.G.C. Grand Sovereign of the
Grand Imperial Council and his Lady, Susie. On this night, "Fellowship"
was unsurpassed.
March 26, Installed tbe Officers of Woodlawn Commandery No. 31,
K.T., Bicminghmn, Alabama.
March 31-April 4, International Supreme Council Order of DeMolay,
held in Memphis, Tennessee. l was shown every courtesy as your General
Grand Master. Tbe highlight was that of being made an Honorary Member
of this wonderful organization of young men.
April 17-19, Grand Council R. & S.M., Grand Chapter R.A.M.,
and G:rand Commandery K.T. of New Mexico met together in Farming-
ton, N. M. This was a meeting of real experiences for us. While chang-
ing p.l anes in Albuquerque, the plane we were to board experienced
motor trouble and wo were delayed six hours - on arrival al Farmington,
one of our travel cases was misplaced. During the early morning hours I
had an attack of Angina and had to be hospitalized for several hours,
but due to the aid of the motel operator, the emergency squad, the Doctor
and Nurse at the Hospital, Marvin J. Baker, Regional Deputy General
Grand Master and Most IUustrious Grand Master A. L. Fletcher I was
able to attend the Grand Council meeting as scheduled. My "Thanks"
again 10 all concerned.
April 20, Following the close of the York Rite meetings in Farmington,
we accepted the invitation of Past Illustrious Companion Pletcher and
his wife to visit, in their home before continuing on to California. They
showed us much of New Mexico around Albuquerque, which will tong
be remembered by us.
April 27-29, Flew to Oakland, California for a few more days of rest.
April 30-May 2, Entered the Headquarters Hotel for the Grand Council
R. & S.M. Assembly presided over by Most lllustrious Companion George
D. Yale. We were invited to attend the Family Dinner which is held
each year by the Grand Council Grand OCficers, Past Grands, their Ladies
and out ol state guests. This was very interesting and entertaining. At
the Banquet it was my pleasure to present the Past Grand Master's Lapel

CONCLUSION
To my own Grand Council of Alabama - my sincere thanks for your
faith in me at Boston, Massachusetts in 1966.
To the members of the General Grand Counci l - You h ave allowed
me the privilege of serving as your Oeneml Grand Master for which I
am deeply grateful.
Without the contributions of several individuals the task would have
been much greater. It is appropriate at this time to acknowledge with
deep appreciation the never ending support of my wife Margie, who has
traveled with me at our personal expense and has been my secretary also
at no expense 10 this General Grand Council.
I am indeed thankful for the splendid cooperation of all of our General
Grand Council O[(icers, especially our Regional Deputy General Grand
Masters, who have proven their interest and ability by deeds and actions.
It .has been a privilege and a pleasure to have wo1·ked these past three
years with the General Grand Officers of the General Grand Chapter
Royal Arch Masons and the Grand Orricers o( the Grand Encampment
of Knights Templar. No belier cooperation could be wished for than
we have received and enjoyed with the officers of our contempornry
York Rite Bodies.
For the help and kindly advice of our General Grand Recorder, Bruce
H. Hu.nt, who has been ready and willing to answer every call and to his
ef(icient secretary, Mrs. Wanda Gardner for her gracious assistance, my

REFERENCE
At the conclusion of the address of the General Grand Master, a
standing ovation was accorded Most Puissant Companion 'Hoyt McClendon.
Right Puis.~ant Companion Owen L. Shanteau moved that the Address
of the General Grand Master be received and referred to tbe Committee
on Topical Reference. The motion was duly seconded, put to a vote, and
carried unanimously.

AMENDMENTS
The following amendments were read by the General Grand Recorder
and on motion made and duly seconded were received and referred 10 the
Commiuce on Cryptic Jurisprudence.
RESOLUTION
Be it resolved to ame.nd Article VI, Section I (d)and (e) of the
Constitution by striking om the words, "six (6) months," in the third line
of (d) , and the words, "five (5) months," in the second line of (e),
and insert in lieu thereof "three (3) months," and "two (2) months,"
respectively, so that when amended shall read:
ARTICLE Vl
Section l.
(d) FILED WITH THB GENERAL GRAND .RECORDER. Such
proposed amendments shall be forwarded to the Genen1I
Grand Recorder at least three (3) months prior to the
Triennial Assembly of the General Grand Council.
(c) GENERAL GRAND RECORDER'S DUTY. The Geneml Grand
Recorder shall two (2) months pdor io the date of the
next Triennial Assembly of this General Grand Council,
mail to each of the General Grand 0Cf1cers, Past Grand
Masters, Grand Recorders, and Grand Masters of each
Constituent Grand Council, a copy of all proposed
amendments which shall have been filed with him.

RESOLUTION
WHEREAS we have made every effort to improve the image of
Cryptic Masonry on a limited budget; and
W HER BAS the present day economy has forced curtailment of
several portions o( the proposed Cryptic Program as presented at the last
Triennial; and
WHEREAS we wish to implement additional items in our program;
and
WHEREAS we feel consideration should be given to the Royal
and Select Masters who arc life members; Therefore be it
RESOLVED tbat Section I 2 of the Constitution be amended to
read "Each Grand Council constituent of this General Grand Council will
pay the General Grand Recorder annually fi[tecn ( 15) cents for each
Royal and Select Master in good standing on its rolls except for those
whose <lucs have been remitted."

It bas been a pleasure serving with our Most Puissant Grand Master,
Hoyt McClendon and I hope that I have been able to coniribute something
worlliwhile to The General Grand Council.

' One o( the hardest tasks has been convincing others to make contri-
butions to this paper's content. We have begged and pleaded for articles
o( interest to be used but il seems that in most areas no one is interested
in promoting Cryptic Masonry. There are a few good Companions who
bnve provided articles aud pictures, nnd to these we publicly say thanks.
But most of what has appca1·ccl has been dug out from various sources
by the editor. 1f what has been printed has been of interest and worth-
while - fine. But i! it has not been so to you - then get off your duff
and let us know what you would like 10 see and read in ADVANCE!
The Deputy General Grand Master has prepared nnd has ready for
presentation a pamphlet titled "For the Good of the Order." It is well
written nnd this commiucc wishes to commend Companion Shanteau
on this work. We feel this is another step towards aCfording guidelines to
those interested in promoting Cryptic Masonry. The pnmphlet partially •
fulCills one of the two assignments this commiuce was unable to accom-
plish during chis Trieonium - preparation of brochures, visual aids, pro-
gram suggestions, Officers' Handbooks, nnd tapes to be mndc available
to each jurisdiction. Credit for this accomplishment docs not lie with
this committee but solely with Companion Shanteau. We of(er our
thanks for his work.

ln this hour of memory we read from the scriptures for solace. The
prophet Isaiah stated: "Fear not: for 1 have redeemed thee, I have called
U1ee by thy name; thou art mine. When thou passeth through the waters,
I' will be with thee : and through the rivers, they shall not overflow thee:
when 1hou walkest through the fire. thou shalt not be burned, neither shall
the flame kindle upon thee. For I am the. Lord 1hy Ood, the Holy One
of Israel, thy Savior." (Isaiah 43:1 -3)
To the Mason, death is no stranger, for we are taught that we are but
a house of clay, and we arc building a house which is Eternal and Ever-
lasting. We are taught to build our foundations well, and to use our
working tools of Life well. We arc to walk uprightly in our several sta1ions
of life before God and man, squaring our actions by the square of virtue,
and ever remembering that we are traveling upou the level of time to
"That undiscovered country from whose b-Ourn no 1<aveler returns."
The Mason is a man of faith - faith in what he himself is, faith in
what we should do, faith in those who lead him forward to the Light and
who walks with him in guidance, faith in the handclasp of a brother and
in the companionship in daily living, faith in what he is building and
to wbich be gives himself.
The early· church theologian and writer, Paul, once wrote : " But as it is
written, Eye hath not seen, nor ear heard, neither have entered into the
bea.r t of man, the things which God hath prepared for them that love him.
Bui Ood bath revealed them unto us by His Spirit: for the Spirit scarcheth
all things, yea, the deep things of God." (I Corinlhians 2:9-10)
We thank God for a faith that carries us through the eternities where
our abode is to be forever with H im.

ELECTION OF OFFICERS
Most Puissant Companion Donald D. Boudeman moved that the
following oWcers be elected by acclamation: Owen Louis Shanteau,
Genera l Grnnd Master; John Harris Walls, Deputy General Grand Master;
Charles F. Adams, General Grand Treasurer; and Bruce H. Hunt, General
Grand Recorder. The motion was seconded, put to a vote and carried
unanimously.
The General Grand Master named the (ollowing tellers for the elec-
tion to the office of General Grand Principal Conductor of the Work:
William B. Kraatz, Thomas E. Corathers, Harry Lee Farley, Ernest L.
Welsh, and Thomas W. Mann. 1-(e then called Cor nominations for this
office.
M. I. Comp. Robert H. Bibb placed in nomination the name of M.J.
Comp. Bernard F. Mandlcbaum, Past Grand Master of the Grand Council
of Oklahoma.
M.I. Comp. H. Dwight MeAlister placed in nomination the name
of M.l. Comp. James Dewey Penley, Jr., Past Grand Master of the Grand
Counci'I of South Carolina.
There being no fmlher nominations, the General Grand Master de-
clared the nomination closed, and directed the Companions to cast their
ballots for General Grand Pdncipal Conductor of 1he Work. After the
ballots were collected, 1he eleclion was declared closed, the tellers were
directed to retire, count the ballots, and report their findings.
In due time the tellers reported that there were 236 ballots cast,
making. a total necessary for election of J 19. M.l. Comp. James Dewey
Penley, Jr. received 122, M.I. Comp. Bernard F. Mandlebaum received 113
and one ballot was blank.
The General Grnnd Master declared M.I. Comp. Penley elected and
discharged the tellers with the thanks of the General Grand Council.
other areas they have overcome this objection and it has actually encour-
aged the lesser active local bodies to improve 1hemsclves by organi1.ing
degree teams to confer the work. Where the local body wns incapable or
confcring the degrees, the festivals afforded a means by which their can-
didates could receive lhem.
RECOMMENDATIONS:
1. Your committee reels that much has been accomplished by the Sec-
tional meetings of the General Grand Chapter, General Grand Council
and Grand Encampment and these meetings be continued.
2. That Cryptic Masons, wherever assembled strive to show more Crat-
ernal love and f:riendship to all other Masons regardless of what R ite
or Body he might belong. After all, we arc Blue Lodge Masons Cirst
and tha t gives us the right to receive and the duly to give Respect,
Brotherly Love and Coopcrmlon to and from each other.
3. The accomplishments and effectiveness of this committee has been
very limited due to each member having to assume the expense in-
curred in the performance of his respective duty, we, therefore recom-
mend that an appropriation be made for mileage and per diem for one
member of the committee to attend each Sectional York Rite Conference,
preferably the member residing closest to where the Conference is being
held. This would allow the Committee to assemble information and
learn more of the problems facing each section of the country.

of the meetings and conferences which were attended. Wdtten reports
of these have been submitted to the General Grand Recorder as they
have <>ecurred.
My thanks to the General Gran·d Master for this appointmcn1 and
to the General Grand Recorder for his understanding and assistance.
As I leave this o[fice, it is my wish that my efforts may have been of
some help to the cause of Cryptic Masonry and l pledge my future support
and assistance in any manner that may be needed.
My commendation to all who have been of assistance to me and to
the splendid administration efforts of our General Grand Master.

York or Maryland; PGHP Charles McGinness of Kansas; PM!GM Al
Bruder of New York; The Gellcral Grand High Priest, Edward Martin
Selby, and his wife, Olive; The Deputy Grand High Priest [Or Interna-
tional Masonic Affairs, Roge1· K. Becker, and his wife, June, from In-
diana; and my favori1c Grand Recorder, R. l. Com panion George R.
Fitez and his wife Frances, of Ohio, and a few others in groups such as
the Grand Firs• Principal of Ontario, M.E. Companion Leo J. Gent, who
brought 168 people 10 West Germany to our Grand Chapter and Grand

These have visited the land of the Beer S1cin and when possible, we
held special meetings for them. I'm sure they enjoyed it and, s11ecifieally,
our Companions thought it was wonderful to li:ive such distinguished
Masonic personages visiting us from, as we call it, The Land o( the Round
Door Knob- or as they also refer to the United Slates in E urope as "The
Land of the Big PX ."
It iakes a lot of pleasure away from us in Germany when you do not
let anyone know that you are coming and going to be in our midst and
don't pan a ke of our Fes1ive Boards. I meniion our festive boards to
you, as it may sound odd to many of you, but Lodge Halls io E urope do
not opera1e on the same strict basis of " No Alcoholic Beverages on the
Premises" as you do here in 1he United Stares . By that J do not mean
"In the Lodge Hall itself" buL for example, my Grand Lodge, T he Grand
Loge Natio nale Francais, in France, has its own bar and lounge on the
ground floor of the new Masonic Temple in Neui lly-Sur-Seinc, just out-
side of Pads. In fact, several Past Grand Masters have visited our Grand
Lodge Meetings and, I' m afraid, did not abstain as much as they would
have bad they been in the United States or so I am Jed 10 believe. Alcohol
is not looked upon in the same light in Europe as it is in the Uni1ed S1a1es.

31 March 1967) and has comioucd under 1he French National Grand
Lodge, as you know it here in the Stales, since 1hn1 time. It serves beer
and wine, and spi rits, i[ you so desire, during recesses and after meetings.
To give you some idea of 1he caliber of Freemasonry in Europe, l would
like to cile an instance that took place lasl June in Bihhoven, T he Neth-
erlands, approximately 8 kms east of Utrecht. Al this particular dinner.
there were two candidates who had just been installed a11d when they
gave their installation speech, due to my presence, being the only American
member 0£ the organization, the speeches were both given in English.
Frankl.y, I thought this was a marvelous gesture on their part. All of
the other members present, of which there were about 30, also speak and
unders tand English so it was no inconve11ience for them.
T he two candidates were 1he Grand Master of the Rose Croix
or J 8th Degree, which is a separate Jurisdiction in The Netherlands, and
the Grand Master of Masons of The Netherlands. Tw6 rather auspicious
candid.ates to say the least. Some of you may have heard of them. They
were M. W. Bro. van dcr Kerk of the Rose Croix and M. W. Bro. van
Wel.el of the Grand Lodge. Two Super Masons, believe me.
So, whenever any of you are planning a sojourn or something else
in Europe. please remember our Grand Secretary and Recorder R.E. and

09123 . He, by the way, is a native son or Ohio having been born in
Malvern and you Ohioans should be mighty proud of David, he's done
a fantastic job. All Army, Navy, and Air Force APO's in E urope begi11

Force Base in the Eifel MOluHains located in Western Germany nearby
Bitbu~g and T rier and only an hour from Luxembourg C ity. David is
an air comroller and was voted the Air Comroller of the Year at Spang-
dahlcrn last year - Quite an honor for a young lad.
Jn German)', we have the York Rite, the Scottish Rite under the Orient
of California, the Order of the Eastern Star for the distaff side of the
house and many Companions (David is also a Past Patron), The R ainbow,
DeMo'lay. Three Red Cross or Constantine Conclaves under the Grand
Imperial Council of Scotland (one in Mannheim, one in Munich, and
one c<lmplctcly German Conclave in Niirmberg). T here arc over 44
Blue Lodges 1ha1 conduct their work in English under tl1e American-
Canad ian Land Grand Lodge which comes under the United Grand
Lodges of Germany known in German as the VGL von Deuischland.
We also have several British Lodges in the Diisscldorr area and although

we were umder the impression that the Grand Chapter of RAM of Ger-
maoy was a Sovereign and Supreme Organization, the VGL has stated
that it comrols the £irst three degrees of Masonry only and doesn't care how
many Grand Chapters exist in Germany. Therefore, we arc forced to
put up with these existing conditions that allow 1he proposed Grand
Chapter of British RAM to be formed later this year. The main reason
for this circumstance is that the British Ritual differs completely from
ours and consists of only the .Holy Royal Arch Degree. ll1 British
Masonry, t'he Mark Master comes after the Royal Arch and the only
prerequisite is that you be a Master Mason with no Mark Master, Past
Master or Most Excellent Master being required as it is in our jurisdic-
tion. The British wanted to have their own Grand C hapter and are going
ahead wi.th it in order that their Companions will be able to follow their
own British system of the Royal Arch - so they say.
The facilities in Germany we think are excellent although not up
to the standard of what most of you here in the States are accustomed to
and the Masons are wonderful. We have 14 Chapters having lost tJiree
to Austria last December when the Grand Chapter of RAM of Austria
was consecrated by lhe Grand High Priest of Germany, M.E. Companion
William E. Kaloudis, representing the General Grand High Priest. All
of our Chapters meet on a monthly basis as do our 20 Councils. Six of
these Counci ls are in l'laly under the Provincial Grand Council of ltaly
which was approved at our Grand Assembly last May. We also have
a European Shrine Club in Heidelberg that conducts two ceremonials
each year with Moslith and Aahmes Temples sponsoring alternately.
These are held on the 3rd Saturday of April and October of each year
and normally have approximately 100 to I 20 candidates io each Cere-
monial. Last April saw J66 Novices become Nobles under Aahmes
Temple of Oakland, California.
Also, there are numerous l'rincc .Hall Lodges in Germany and for
those of you who know anything about tl1e policies of the Department
of Defense, you know 1hen that the Prince Hall Lodges have forced us
off of every military ins1allation in Europe and have been responsible
for Jhe regular Masonic Lodges being banned from uti lizing all Officers'
and NCO Clubs - yet they are still permitted to use them as DOD states
they are "not a segregated organization." T here is no sense in sayJng
that this has not hurt us because it has. During the Shrinctennial, we had
a total of 1.182 Shriners and wives in the Heidelberg Officers' C lub for
the 'Formal Banquet the night the Imperial Potentate, lmperial Sir Victor
Thornton, was present and Moslah Temple of Fort Worth was the spon-
soring Temple. When we attempted to book the club the next week for the

next year, the board 111rned us down due to this policy and also cancelled
ou r booking for the October Ceremonial. Therefore, we were forced
to ren t a local German gymnasium - hardly suitable but what can you
do except take what is available to you - and we must have a hall to
hold over 600 - 700 people at the minimum for each ceremonial and
Banquet.
Frankly, if anything at all, for the number or people participating in
Masonry, \VC have too many Masonic organizations e.ven to include
"The Order of the Tuflles.'' By the way, "are you a T urtle?" Well,
when you ask a silly question you just can't depend upon the answer
you' ll get. However, we do lack the Grono, the Tall Cedars, the White
Shrine, the Amaranth, the Beauceant and a few others. We do have five
mcmb ers of the Knights of the York Cross of Honour that arc members
of the Lily of the Vnlley Priory No. One in Charlone, North Carolina,
and all! of these members bold at least ono quadrant and three of the five
hold two quadrants.
Now after that explanation of what we have in Germany, you might
think t hat T can't wait to get back - you're right - [can't - as this will be
my last year of 27 years of government service in Europe - 5 in ftaly, J3
in France, 7 in Germany and 2 in The Netherlands and next August, it
will be back to the good ole USA. Sandy, my wife, and I intend, at least,
on reUrement in Florida and if I can be of any service whatsoever 10 the
Grand Bodies there or the General Grand Bodies in any capacity, I'll be
only too glad to make myself available. l'rn .tltf>posed to be a husband
first, I know I'm a Mason second and whatever comes after that, comes
third.
w ·hen I was appointed the General Grand Master's Personal Repre-
sentative for Germany at the Triennial in Las Vegas, 1 accepted the posi-
tion gladly and with the hope that I would be able to do some of the things
the General Grand Master wished of me to his satisfaction. r hope I've
accomplished spme of his expectations during the p11st three years. As
f mentioned previously, A Provincial Grand Council bas been approved
for Italy at the request of the (Lalian Companions, which I think is a won-
derful step forward. Frankly, we have found that many of the Italian
Companions do not wish a Grand Council at this particular time, therefore.
all has settled down very well wiU1 three new additional Councils under
dispensation being formed there and one additional Council in Duisberg,
Germany, Making a total in all of 19 under our Grand Council.
I represented the General Grand Master at the Grand Counci l of
England and Wales in London in April 1972 and 1973 and Past Most

Illustrious Grnnd Master. and present Grand High Pl'iest for the second
year as my successoc as the next General Grand Master's Personal R ep-
resen1a1ive for Germany, Most .Illustrious Companion William E . Kaloudis,
represented him in 1974 when it was impossible for me to attend and
llill was already visiting in England at tile time. Neither of us were avail-
able this past April as we both have to work occasionally.
As for the Grand Council of Germany itself, the following statistics
are available to those of you who may bavc sufficient interest to jot them
down as we 1hink they show a iremeodous imcrest in Cryptic Masonry in
Germany and the J urisdic1ion we cover.
To go biick five years, on J. J anuary 1969, we started off the calendar
year with but 982 members. By the end of the year. and after deducting
nur losses from our gains in each of 1he following cases, we showed au
increase of IOL new members and ended up with J,082. For 1970, we
increased by 45 10 1.128. In 1971, we showed an incre;ise of 86 to 1,214.
Again in 1972 we forged ahead with an increase of 116 to 1,330; ln
1973, an increase of on ly 33 ending up with l,363; and finally, in 1974.
we added an increase of 37 and reached the 1,400 mark. Wich our five
new Councils, of which three of chese will most likely be consecrated next
May 1976. plu~ the number of members thai have been greeted so far
this year and wi1h the Heidelberg York Rito Festival taking place this
coming weekend, we might easi ly show another increase of over 100
new members providing the suspensions don't °''t up the profits in mem-
bership. We are only a small Grand Council chartered by this Genernl
Grand Council in September 1957 at Sun Valley. Idaho, and wilh less
than 20 years of operations in a foreign land. to go from less than a hun-
dred members to 1,400 members on the roUs, we feel is another step
in che right d irection for Cryptic Masonry when a good number of Grand
Councils are losing members and showing a minus figure for these same
years.
Our biggest problem is suspension for non-payment of dues and this
malady appears to be world wide in our affluent sociccy. l remember in
one of my reports as Grand Recorder, I told our Grand Assembly that
"we arc suspending ourselves right out of business." For a small Grand
Body such as ours. we should not have over 10 to 20 suspensions at the
most in any one year but we have had four and five times that. We have
lost lhrough suspensions over 700 members in the past 10 years. Now.
naturally, we would have expected to lose many of these through demits
if thev had not been suspended but to lose 700 through suspensions is
a drastic situation. Even ir we had half of chose 700, we would be up to
l.750 members today instead of treading water at 1,400. No'~ we rank

around 34tb out of 45 Grand Councils within the General Grand and this
isn't bad in my book for a Foreign Jurisdiction.
T he main reason for this suspension circumstance is 1hat the con-
stituent Recorders are changed too often due to military rotations. Jn
some cases, this happens every ye<1r and sometimes twice a year and these
Recorders just never seem to 1~ealize the importance of getting active
enough to want to do something about retaining our members on ll1e
rolls. They don' t get their dues notices out to their members, and they don't
write letters to delinquents, which I think can be blamed on the passive
society we live in. Very few of our Recorders seem to have that "get in
there and pitch" anitude that one needs to reduce ll1ese suspension figures.
Not au react in this manner - there may be one, two or even three
that do an extremely line job and these are the companions that have been
in the Recorder's job for more than one year and know more about their
work and realize the importance of it. At one time, R.P. Companion
Bruce Hunt requested all Grand Recorders to have a Seminar - I think
this was an>und 1972 if I'm not mistaken. 1 gave all Constituent Councils
two months' notice to appear in Worms, Germany, the seat of Martin
Luiher; but, unfortunately, l guess most of them were oot of the Luiheran
faith :and did not show up. Only llircc of 15 Councils made it that Sun-
day and these were the three that did not need any part of tile Seminar
whatSoevcr. All the rest should have been there and weren't.
On tbe other side of the coin, we must remember that a good number
of these young Companions arc out in the field on exercises most or the
time and when they return to their quarters i1fter from 2 to 7 days on an
exercise and the lllustrious Master calls and asks if those seven letters
were mailed out - The R ecorder just doesn't feel like doing what is re-
quired of him. It's a bad situation but I think that they do as good a
job under the circumstances as they can overall taking everything in to
consideration. But, I feel they could and should do a lot more - However,
we are not goiqg downhill but uphill - but how? Only because in Germany
there is tremendous interest in the Cry11tic Rite. For example, last April
at our Heidelberg York Rite Festival, we had 26 Chapter Candidates,
24 Counci l Candidates, and l think 46 Commandery Candidates. The only
lliing wrong with this, in my opinion. was thut there were far too many
Commandcry Candidates for the size or the hall to portray the Order of
the Temple properly, otherwise, it was a huge success. And should M.
F.min:ent Grand Master rueglc arrive in Germany next spring as planned,
I sincerely hope we don't have too many candidates that day or I'm afra;d
he'll b e disappointed in what the candidates sec and don't sec.

The original report of the Committee on Time and Place was defeated
as were two amendments and substitute motions. Finally, an acceptable
substitute motion was made and seconded that "The General Grand

R.A.M. Jnternational through its General Grand High Priest, shall instruct
its committee on Time and Place to confer witl1 tl1e companion committee ot
the General Grand Council and mu!Ually agree upon a report and recom-
mendation to be made to eacb parent body, and it is further recommended
that following the Triennial o( '1978 the ehicF responsibility for selecting
the time and place and the making of general arrangements for the con-
ventioD be assigned alternate ly to the presiding officer of these two sov-
ereign bodies of Masonry.
It i.s further recommended that the General Grand Master of the Genc.ral
Grand Council accept this responsibility for 1981 and the General Grand
High Priest for 1984, etc.
It is further recommended that bcgining at this time all (uturc plan-
nlng for Triennial meetings shall be the joim responsibility o[ the titular

On Monday, September 29, the delegates and their ladies were treated
to a Bicentennial Extravaganza or dancing, singing, and acrobatics. The
singing team of Helen and Billy Scon were greatly enjoyed. Gale Gil~
soprnno soloist, with Dick Otto at the piano, entenaincd the ladies and
guests for over one-half hour. The family acrobatic and tumbling group,
billed as The Pisanis, were extraordinary and graceCul in their movements.
The entire program, which was climaxed by The Challengers, was a two
hour extravaganza that would be difficult to equal anywhere any time.
The type of entertainment offered the guests and delegates was the
high level variety which should always be a part or any triennial assembly.

SECTION 8. JuR1so1¢r10N. The General Gra nd Council shall watch over and
protect 1hc interests of Cryptic Masonry in the States, Districts or
Tcrri_torics \vhicb recognize its jurisdiction and where there is no
Grand Council regularly established: and shaU settle all difficulties
\vbich nuty arise and be referred to it, and s hall give such advice
and instruc1ions as may seem n~osl conducive to 1he peace, advance-
ment and perpetuation or Cryptic 1'.fasonry In its original integrity.
(a) OISf'ENSATION AND PER CAPITA. The fees for granting a dis-
pensalion shall be 1wen1y-livc dollars ($25.00). and every
Council holden b}• Dispensation, or ChArter, (ron1 this body
shall pay into the Treasury of the General Grand Council,
the sum of one (I} dollar £or each companion grecred therein,
and fifly ~enl$ ($0.SO) annually for each men1ber, until such

(b) F El!S FOR. CnARTUR AND D£oRees. The General Grand Recorder
sha11 be paid by the pelitio ncrs five (S) dollars for h is services
in grnn1ins a charter. 'The fees in the several Councils under
1hc immediate jurisdic1ion of this General Grand Council, for
the Deg.recs ol Royal Master and Select l\1aster and the
appcndant degree of Super Excelle nt 1'.1aster shall not be less
than ten ( 10) dollars.
S.ecrroN 12. ANNUAL Dues. Each G rand Council constituent of this General
Grand Council .shall pay rhe General Grand Recorder annually,
fifteen ( IS) c:enl.$ for cAch Royal and Select MBster in good standing
on its rolls, except for those whose dues have been ren1itted.
SECTION 13. ANNUAL R ETURNS. The Grand Recorder of each Grand Council
shall be requi_rcd to trunsmil to the General Grand Recorder an
official notice of rhe election of its G rand Ofricers within 1hir1y (30)
dnys lheFeafteF, and also trnnsmil to the General Grand Recorder
two copies of their proceedings as soon a.s 1hc same are printed.
SecrroN I 6. M1LEAGB AND PnR Dn3~1. All eJectivc and appointive General Grand
Council Officers and Past General Grand Masters, together with the
chairmen of nH sta nding committees., shall receive fifteen ( l S) cents

per mile one \vay 1raveling by the s hortcsl route and twenty-five (25)
dollnrs per day for each d3Y consumed in traveling to and from
and two days while in attendance at the ~rriennial Assemblies of

SUBORDINATE COUNCILS
Secr10N I. OFFICERS. A Counc.i l of Royal and Select ~1as1ers under immediBte

of this General Grand Council shall consist of the follo,v·
ing officers: Illustrious ~laster, OepuLy ~iasrer, -Principal Cooduc1or
of 1he \Vork, Treasurer, Recorder, Captain of the Guard. Conductor
of lhc Council, Marshal, Steward, Chaplain, Sentinel and as many
other members as n1ny be convenient for working together.
SECTro~ '2. ANNUAL RETURNS. Every Council under the immediate juri.sdict.ion
of Lhii OcneraJ Grand Council shall annually make a return to the
General Grand Recorder of their name, number, l o~ 1i oo and tin\C
of sut1cd mce1ings \vith a list or office.rs and members, degrees
conferred, companions admitted, died, suspended or expelled in
accordance with the form furnished fron1 1hc office of the General
Grand Recorder.
SECTION' 3. UNOER DISPENSATION. Every Council under dispensation from this
General Grand Council shall nt 1hc close of its period .• return to the

the· vote to be by G rand Councils, and each Grand Council s hall
be ea1itlcd to three (J) vo1es and no more.
(a) HO\Y P'Roroseo. All amendments 10 this Constirution o! the
General Grand Council, Royal and Select Masters mOSL be
proposed in wridng.
(b) CONTE:t-.'1'S. They must contain such section or sub-section thereof
which ic is proposed to nn1end, in its entire Conn, as it is intended
to be after ii is amended.
(c) ADDITIONAL SECTIONS. If desirable, such proposed amendmen1s
may be numbered as additi.onnl sections or sub-sections thereof.
