The participants will generally address the DSO organisational resilience. The resilience of the
electrical distribution system can be defined considering the capability of the distribution system and
its operators to withstand and recover from high impact and low probability phenomena such as
snowstorms, hurricanes, earthquakes or terrorist attacks.
However organisational resilience implies not only the ability of the system (physical and
technological infrastructures) to withstand and recover from these events, but also how the company
as a whole, including its human resources, contributes to ensure the organisation's success.
Panel members will present how resilience has been studied, developed and implemented in their
organisations.

After years of prototyping and piloting the digital world becomes a more and more important element
to optimize the design and operation of electrical distribution systems. But there is still room to
discuss how control and automation systems of the future look like.
The round table will discuss the experience, the methodologies and the technical development during

14:00 – 15:30hrs RT 14: ROCOF – functional requirements for frequency protection

Rate of change of frequency (ROCOF) is a highly discussed topic in several areas of protection.
International standards like IEC 60255-181 also deal with this issue. On the one hand this protective
function is very important for detecting unwanted islanding in a distribution grid, on the other hand
this function is used to protect the system against loss of stability.
During the round table we will address common hurdles for proper measurement of frequency and
their approaches to solve these issues. We will discuss how to measure frequency even in dynamic
swinging systems with increasing decentralised generation. Furthermore we will talk about the
newest developments in IEC 60255-181.

System flexibility requirements are being explored and implemented in a number of ways including
grid integration of new sources of flexibility and new infrastructure for System Operators (SO) to
manage flexibility. As the overall capacity and the significance of DER continue to grow, attention is
turned to the role and delivery mechanisms for DER flexibility to serve multiple purposes in the local
distribution network and overall system and market.

This round table reviews the current and emerging state-of-the-art in DER flexibility sources and

storage, system flexibility value, compensation methods, customer participation, control
methods, fail-to-safe approaches and security standards).
- Demand side response utilisation for local and system-wide flexibility (potential scale of DSR,

With the continuing fast growth of several DER technologies, local approaches to network
management exploiting the available local DER resource is now subject to extensive research,
demonstration, trial and, in some cases, operational adoption. Various microgrid technical and
business models have emerged in this space and other concepts for local network management have
also emerged.

This round table explores the concepts for local system management and the trial and adoption of the
developed methods. The session will identify and discuss the success stories, remaining challenges
and the outlook for such local network management approaches.
The session scope includes IDNOs, VPPs, resilient DSO zones, operational methods for microgrids,
business models, ownership/control authority issues, control methods, local network/system
balancing, wider system services, commercial/market arrangements andcustomer participation.
