Memorandum of Understanding

Between Water Action International and Drytera Water Department

This Memorandum of Understanding (MoU) is entered into on <date> between Water Action
International, Drytera National Water Department, and Drytera Refugee Camp Community. All parties
have agreed to the roles and responsibilities outlined in this document to support water supply
activities in Drytera refugee camp.

The programme activities are as follows:


• Provision of 60 boreholes, complete with apron and drainage
• Installation of 60 Asia Mk II handpumps
• Provision of spare parts for Asia Mk II handpumps
• Training of community WASH Committee
• Training of community in handpump maintenance
• Training in collection of user fees and cost recovery for spare parts
• Water quality monitoring.

Under the terms of this agreement the involved parties have the following responsibilities:

Water Action International will:


• Provide 60 boreholes complete with apron and drainage
• Supply, transport and equip 60 Asia Mk II hand pumps within the camp
• Provide technical support for both physical works and for all training activities in conjunction
with the Water Department and the WASH committees
• Train & provide water monitoring equipment.

The Water Department will:


• Provide training for community WASH Committees in conjunction with WAI
• Provide training for community members on O & M of hand pumps jointly with WAI
• Provide an initial stock of hand pump spare parts locally
• Provide training in the collection of user fees and cost recovery for spare parts, and oversee
the process for the first six months after commissioning the hand pumps.

Drytera Refugee Camp WASH Committee will:


• Constitute themselves with equal representation of men and women from the community and
hold regular meetings
• Select men and women from the community to be trained as pump technicians
• Select men and women from the community to be trained as water point attendants
• Collect user fees from those using the water points, keep written records and establish a bank
account
• Regularly purchase spare parts and maintain the water points in good working order.

On completion of the project, Water Action International will hand over the facilities to the
National Water Department and the relevant camp committees.
