Abstract
The purpose of this study is to criticize the design of community welfare association
system and to find out effective management strategies for operating community
welfare association. Many previous studies have discussed the activation level of
local community welfare association, which heavily depends on the political will of Use in Web of Science

참여자의 역할 분담과 책임성의 모호, 네트워크 거버넌스의 구조적 결함, 협력적
의사소통 및 결정과정의 구체적 지침의 부재, 협의체 평가기제의 실효성 미흡 등
의 제도적 쟁점이 확인되었고, 이를 해소하기 위한 제도적 개선 방향과 관리 방안
을 제시하였다.
