Points to be covered,
1. Military action
On the Western front near the Iron Curtain:

All action taken must be acted out with the element of Surprise and the usage of the
Iron curtain to optimum use.
a. The acquisition of the ‘Mysorean rockets’ will act as a tide to turn over the
war and reckon hell towards the lands captured by the Azai-Asakura.
b. The archery towers which have been set up at a regular distance facing the
lands captured by the Azai-Asakura. The Mysorean Rockets which are Iron-
shelled projectiles filled with gun-powder which fall like fire bullets upon the
enemy shall be stationed in each tower in the number of 2 launchers supported
by a number of missiles.
c. At the setting of the sun, on a moonless night, 35,000 troops shall be let into
the enemy territory passing through the wall and attacking the enemy in waves
of 4.
d. The first wave shall include light infantry as well as Russian Heavy armoured
calary who spearhead the Attack formed into Platoon rods.
e. The second wave shall rely and be sent upon as a series of Archers and
grenadiers. The archers shall fire upon from a distance and the grenadiers will
be tasked with the important responsibility of targeting Azai-Asakura rocket

On the front of Ikko-Ikkis:

firm and on the defensive, Anti cavalry spears will be the primary tool
used,
iii. The Tokugawa army will be using high speed lightening warfare
tactics, by using heavy cavalry and focus on routing the enemy army,
In case they are on the defensive, detachments from the army to be sent
in the form of specialized units of 20 people, will be sent attempt
covert assassination operations on the enemy general,
iv. Male and female spies will be funneled into the enemy army, they will
be dressed as injured, they are to attempt to burn food supplies, relay
information and assassination,
v. Finally, when the Tokugawa army causes a rout, they will flank the
army, on the offensive against the 1st army, at this point the Oda army
is to go on the offensive, this pincer attack will overwhelm the
opposition.
k. The following will be the details of how exactly the supply lines will function
for the armies:
i. The factories established, will supply a steady stream of arms, the
government owned factories will do so at a heavily subsidized rate,
ii. Factories will receive tax incentives and debt relief in exchange for
supplying directly to the army, furthermore, this will serve for
extremely speedy acquisition of weapons whereas the Azai-Asakura
relies on import,
iii. Furthermore, the Shinto shrines presided over by the minister of
religion will be used as storage houses, this will prevent against our
supplies being burnt or stolen as they will be on holy grounds,
iv. The Shinto shrines are to be provided with arms from the factories and
food from government and regional taxation, Furthermore, they may
act as shelter.
v. A strategy of flanking will be used wherein, elite squadrons of up to 95
ninjas will remain in the Shinto shrines near the Nobi plains. After
fighting has commenced, they may work as covert assassins and
attempt to camouflage amongst the enemy,
vi. They will primarily focus on destroying the supply lines of the enemy,
with a secondary goal of assassination and gathering information,
l. Naval blockades to be implemented at the ports of Biwa Lake, these blockades
will be carried out with local Wako (pirates) to achieve naval supremacy,
i. The agreement to be made with the Wako
i. In return for agreeing with the operation a fee of
two-dozen Kokus of rice will be provided. This is a hefty fee but will
be provided secretly by the Reserve Rise Brokerage of Japan (RRBJ).
They will be given 13 kokus or rice as a display of goodwill and the
rest after they have implemented naval blockades

ii. The pirates will also be provided with arquebus


rifles for all their men. And Grade 3 wakizashi’s. The pirates will be
giving a percentage of the profits to you. The silver, arms and goods
required to produce arms will be given to you. The pirates may keep all
domestic goods and can negotiate for other goods.

b. They will be given an operations further operation on a case-by-case


basis; however, they will take the following actions against the enemy,

i. The pirates are to levy a tax on all ships that


travel through certain points in the lake. These being the regular routes.
Azai-Asakura ships will most likely take these routes to try to flank our
armies. The pirates are to confiscate goods of value, and other goods
that they wish to take If they put up resistance, the pirates are to sink
the ship using their regular methods.
4. Start negotiations with the Miori to the east this will serve to create a pincer
attack,

a. The request will be for Miori troops to be sent through land to flank the
Azai-Asakura alliance,
b. This will also be a war on 2 fronts that they will need to fight, in return the
Oda clan will agree to make large concessions with regards to territory, it will
agree to give large swarths of fertile land to the Miori,

5. 15,000 troops will be deployed under the Commandment of Toyotomi Hideyoshi,


and Oda Noukane will move the Omi province through the Hadaki mountains within
a week and reinforce the first army to infiltrate Nobi plains. Details follow:
1. Troops will be equipped with:
i. Arquebus rifle
ii. Series 9 Teppo (iron cannon)
iii. 12-inch wakizashi
iv. mortars present at headquarters
2. The 15000 troops will be divided into two groups of 7500 each. The first
squad, named “Daitan-gun” will join the First army and a simultaneous attack
will be launched along with the Second army located at the other side of the
plain. The rest 7500 troops, named “Fuujin-gun” will move towards the
Second Army, entirely encircling Nobi,
3. The first Army along with Diatan-gun will infiltrate the ports from the North-
East and the Second Army from the North-west, flooding the port with troops
and completely capturing them, coupled with the wako, the Azai-Asakura will
be completely removed from access to lake Biwa

6. Create and implement a mandatory conscription across the hierarchy,


a. With regards to samurai, there will be a percentage of them that will
need to join the military for the basic minimum of 6 months,
b. Further benefits will be provided to these conscripts, namely the
peasants,
i. Greater social mobility is to be afforded to the
peasants and ashigaru, as veterans will receive subsidized land, as well
as pension and dividend payments.
ii. These will be in the form of 1 koku of rice per
year per family. Furthermore, the children of veterans will have certain
benefits and access to higher education than regular peasants,
3. Provision of the necessary funds required for additional arms and
ammunition as well as other amenities such as food etc. Furthermore,
land redistribution programs will be implemented by the finance
ministry. This will include, conscription incentivization by
guaranteeing a certain percentage of land obtained in the conquest, be
granted to the peasants. Up to 41% of new land may be given to the
peasants. A minimum of 7%. This land will be subsidized and at a
generous rate. Other incentives will be provided such as up to 3 Koku
of rice per peasant family. This will be decided on a merit basis.

2. Collaboration with the Mori


a. The Oda clan invites the Mori to come to the vulnerable Miyoshi homeland
and capture them with our help and support.
b. If the Azai - Asakura, Miyoshi and the Ikko Ikki are allowed to control the
central lands they will become a problem for all surrounding clans, as their
extreme unpredictability will certainly become a problem as they will try to
usurp lands of other clans and instate a hegemony, a proof of their
recklessness is the murder of emperor Ogimachi by their alliance.
c. The Oda clan intends on giving the Mori positions of power in kyoto, such as
the deputy shogun which will effectively be reserved for the representative of
the Mori clan.
d. To strengthen our relationship, the Oda - Tokugawa alliance offers the hand of
Tokugawa Ieyasu’s daughter Kamehime in marriage to the Mori clan as proof
of our trust and loyalty

3. Pirates seizing foreign supply


a. The Pirates as agreed upon shall be provided with all necessary equipment to
look after the idea of “targeted piracy”.
b. What this entails is that the Pirates shall specifically target the ships of foreign
lands of Portugal and China which are carrying aid of any kind and stop the
supplies from reaching the coast of Japan and land up in the Hands of the
Azai-Asakura.
c. These pirates shall keep all resources which they have captured for their use
and development.
d. In relevance of capturing of Military equipment, any military equipment that
has been captured. A ten percent stock of that can be used by the Pirates
although not all weapons are permissible for their use, these weapons must
only include small arms and large arms of any kind, ie Mortar, cannons etc
must be submitted to the Oda clan.

4. Collaboration with Russia


a. Russia will provide the ODA Clan with its artillery and special arms which
only the Tsardom of Russia has at the moment. The guard of Moscow contains
troopers of specialized armoured cavalry. Similar troops of similar kind are
not present in any part of Japan. These cavalry troopers are armoured with a
full body steel armour and iron forged swords which possess great capabilities
in the battle-field. An amount of a minimum of 1,000 of these men will be
supplied through various waves of ships being sent to their waters. All the
artillery that Russia is providing Russia will provide soldiers along with them
so that these artillery can be operated by them as the Japanese don't know how
to use them.
b. These ships will carry grain and other agricultural produce in order to help the
Tsardom which is currently facing a combined famine and drought which shall
be combated with by Japanese aid. Russia will be provided with grains so that
they can store them and use it in the future whenever needed. These grains
will of course be replaced by new grains every month and the old
grains(previous month’s grains) will be used that month and this process will
continue till the time there is no shortage of grains.
c. Russia will also be provided with a lot of gold and silver. Noting that the
Japanese economy is stable and the Russian Economy was not that stable, this
was a trade deal and a gesture of support. These can be used by Russia.

5. Collaboration with Korea


a. Korea will provide the Oda clan with over 5,000 troops entering via sea route.
b. These troops will be assigned to battle the Ikko-Ikki at the Biwa lake coastline,
at the Otsu port.
c. They will also provide an unlimited supply of firearms to the Oda clan.
d. In return, the Oda clan shall form a strong alliance with them and give them
any and all aid if and when needed in Korea.

6. Lobbying public support


Aim: To establish the office of Public relations in order to meet the ultimate goal of
becoming not just a daimyo, but one equivalent to the God. Who his people worship,
and rightly should!

This setup strives to achieve the purposes of, (a) establishing a regular official position which
undertakes the propagation of information for Oda Nobunaga, (b) to establish the figure of
Oda Nobunaga in a pristine light amongst the populous of the Oda clan in a manner that
Nobunaga is someone who is beyond a daimyo, a God of sorts.

This is immensely important considering the situation right now my son. Even if any
powers try to defy us our people will always believe in us and always support us.

My dear Son! I know it has been difficult treading through such lines, having no means of
carrying out our previous plans, maybe the gods were not on our side! Although, this time the
situation sits different, as this time we shall wish to be gods to our people and I entrust you
with that responsibility.
You shall officially be designated as the head of the office of Public Relations for Oda
Nobunaga. This division shall have the most talented of artists, painters, writers, sculptors
and poets. The skills of these men shall be tasked with numerous responsibilities each falling
under different phases of our plan.

These phases of the plan have been arranged in order of specifications of age group and
increase in the amount of administration required for your ease of understanding and for the
goal of phase wise introduction of plans.

Phase 1 - Education

The system of Education in Japan and the territories of the Oda shall be revolutionized for the
greater good of the future of our lands.
1. Starting from the age of 3, any and all children admitted to a local educational
institution shall be introduced to a curriculum revolving around the heroics of
Nobunaga. The chapters of literature shall revolve around the bravery of Nobunaga
and his display of exceptional leadership skills in various phases of life. Any poem
read to a child must be about Nobunaga's heroics, any story and chronicle must
include the experiences of Nobunaga and the exploration of art must be done in
portraits of Nobunaga. These policies shall continue till the child reaches the Age of
10.
2. As the child hits the ages of Puberty and their mental capacity starts to develop, they
must be made aware of the Political beliefs of Nobunaga and the teaching must show
them in a positive light at all times. In addition stories of his heroics and lessons on
his life must continue to be taught
These plans ensure that ever since a human begins to understand and comprehend words,
they are introduced to the heroic and godlike deeds attempted by Nobunaga when he was
their age. These shall develop important skills of soldering, courage and bravery in students
from a young age.

Phase 2 - General Perception

The sentiments of the people living in the territories of Oda must be channelized in a manner
that they consider Nobunaga as a power equivalent to a God.
1. Pillars must be constructed all throughout the territory of the Oda including the
centres of all towns and villages and must read, “The safety, honour and welfare of
your country come first, always and every time. The honour, welfare and comfort of
the men you command come next. Your own ease, comfort and safety come last,
always and every time.” This shall be known to the populous as the Oda code.
2. Skilled sculptors shall be tasked with the establishment of statues of Nobunaga all
through Oda territory. The main statue shall be erected in the centre of Kyoto and
must read in gold lettering, “Oda Nobunaga”. All public institutions such as offices,
standuims, baths must include a Nobunaga statue with gold Lettering
3. The Birthday of Nobunaga every year(21st of June) shall be observed as a clan-wide
holiday with the closure of all public institutions and markets. Sweets shall be
distributed to the children and wine to everyone else.
4. Every house must contain a portrait of Nobunaga which shall be painted upon and
distributed to all houses by the Office of Public Relations.
5. The stories of great valour and acts of courage shall be inscribed upon walls of Public
institutions by painters and artists on a wide scale.
6. The Chronicles of Lord Nobunaga shall be an officially government printed book to
be read and kept in all houses.
7. The name of Nobunaga if written anywhere must be inscribed in gold.

Phase 3 - Representative reforms


We constantly work for the betterment of society as a whole, therefore to intermingle with the
men of my land the following shall be undertaken:
1. Each month, during the second and fourth weekend. Nobunaga shall personally
embark upon a tour of all villages and towns, to hear the concerns of the people,
dance with them, eat with them and intermingle.
2. If anyone wishes to get their issues addressed, village leaders earlier handpicked by
my wife shall approach the court at any time they please and their concerns will be
heard.
3. For those whose business collapses or crops fail, shall be provided with the job in the
Office of Public relations with regular pay and housing for their family.
4. Each year, in Kyoto a festival of “Nobunaga” 2 days after my birthday shall be held in
my court where all village heads will convene and enjoy a day of celebrations with
me.

I task you with the establishment of the following at the earliest. I have also sent for you a
pair of gold chains for you to wear, you must look presentable. You are an office bearer now.
This shall not fail under any circumstance and I trust you with this my son.

The populous must be taught of their great leaders and traditions for this is what makes
Japan!
