A historian examining critical surveillance mechanisms that have evolved within the
modern Chinese state apparatus.

As a researcher, Dr JM Chris Chang studies the history of modern China. His research
focuses on the bureaucracy, archives, surveillance, and political culture in 20th centu-

ry China. His current project is the history of file-keeping and bureaucratic paperwork
as seen in the dossier system—the socialist institution of comprehensive files on indi-

vidual Chinese subjects. He examines how the dossiers’ paper routines consumed the
bureaucratic profession and became the material for everyday political acts. His re-

Overview
As a mentor, Dr Chang has taught a wide range of courses at
Columbia, including “Introduction to East Asian Civilization”
and “Technology and Power in Modern China.” He has supervised
undergraduate and graduate students on subjects related to
East Asian history and politics.

At Microsoft, Dr Sarkar studies the design of intelligent systems. His research team is responsi-
ble for Calc Intelligence, the technology powering Excel online, and has helped develop Excel
features such as rich data types and dynamic arrays. Dr Sarkar also routinely mentors Microsoft
Research Internship students.

As a policy expert, Dr Sarkar frequently advises the UK government, other national govern-
ments, and regulatory bodies on matters relating to technology, society, automation, and data.

At the University of Cambridge, Dr Sarkar supervised a number


of students’ dissertations and taught undergraduate courses such as
Software and Interface Design, Software Engineering, Introductory
and Advanced Artificial Intelligence, etc. He also co-designed
Interaction with Machine Learning, a course for MPhil in
advanced computer science.

Dr Sarkar obtained his B.A (Hons), M. Eng., and PhD from the
University of Cambridge, where his research focused on visual
data mining, interactive analytics, and interactive machine
learning.

Every applicant for 1-on-1 Mentorship Programme is automatically considered for our
CCIR Merit Scholarship based on funding availability, application materials, and
interview assessment. Should the student being awarded a CCIR Merit Scholarship, it will
