Education in the Philippines is administered by three different government agencies, with each non
overlapping function which are directed to produce quality and relevant education for Filipino children. The
Department of Education (R.A 9155), The Technical Education and Skills Development Authority (TESDA) (RA 7796)
and Comission on Higher Education (CHED) (RA 7722), CHED and TESDA comprises the governments’ education
bureaucracy.
According to businessword journal, CHED is primarily responsible over 2,300 higher education institution in
the country, over a million workers, over 31.3 million students and over P600 billion budget in 2018. In 2017 the
National Economic Development Authority framed Philippine Development Plan for 2017-2022, detailing the
aspiration of the country for 5 years that includes Education reforms sought to improve quality education from its
declining standards as reported by UNESCO in its Mid Decade Assessment Report in 2018. According to the report
HEI’s in the Philippines is 10 times more in its neighboring countries but it lags behind in producing researchers,
innovators and other solution providers needed to effectively run the knowledge economy. The bold decision of
President RODRIGO ROA DUTERTE in passing RA 109301 an act providing for Free Tuition and Other School Fees
in State Universities and Colleges, Local Universities and Colleges and State-Run Technical Vocational Institutions,
Establishing the Tertiary Education Subsidy and Student Loan Program, Strengthening the Unified Student Financial
Assistance System for Tertiary Education and Appropriating Funds is a big leap in realising the Philippine
Development Plan. With the onset of RA 109301 doubts like tuition-free education which were accrording to critics
will primarily benefit wealthier students since only 12 percent of students at state institutions come from low-income
households (Magaziner et al, 2018). This will also hurt private HEI’s since nearly all of their funding comes from tuition
fees. As a result, CHED anticipates that approximately 25,000 staff, including faculty and administrators, will lose
their jobs. In the case of passing RA 10533, expanding 10 year basic education to 12 years, HEI’s curriculum will
also be changed, since the previous curriculum compensated for the fact that students entered with only ten years of
secondary education, the revised curriculum will have greatly reduced general education requirements. In an attempt
to boost the country’s research output, the government in 2017 also institutionalized the so-called “Balik (Returning)
Scientist Program,” an initiative that was first created in the 1970s to incentivize highly skilled Filipino researchers
working abroad to return to the Philippines.
The declation of the government placing the whole nation under Health Emergency because of COVID 19
threat became a big challenge for all walks in life. Higher Education Institutions is not exempted, it hampers the
normal delivery of quality education to Filipino youth and hinders the implementation of CHED’s program like few
made mentioned above. Cancellation of normal normalcy for almost 3 months had negatively impacted the
stregntening economy of the Philippines. Being a third world country we cannot to sustain locking down the entire
nation to protect its people from the pandemic. With the IATF recommendation, schools especially HEI’s are advise
to may contunue classess in accordance to Commission on Higher Education guidelines. Such move will therefore
lead us in transition to the new normal.
Thefore strengtening the education economy will channel to strenghtened and resilient Philippine economic
system.
