1. What is Patrol Plan 2030?

- The PNP PATROL Plan 2030 or PNP Peace and Order Agenda for
Transformation and Upholding of the Rule of Law (PNP PATROL Plan 2030)
is the PNP’s organizational adaptation of the the National Government’s
Performance Governance System (PGS) that is a local adaptation of the
Harvard Business School’s Balanced Scorecard (BSC) as a strategic
management and performance measurement tool to attain its vision of safe
place to live, work and do business.

2. What is the PNP's mantra under the PNP PATROL PLAN 2030?
- “Imploring the aid of the Almighty, by 2030, we shall be a highly capable,
effective and credible police service, working in partnership with a responsive
community towards the attainment of a safer place to live, work and do
business.”

3. What are the function strategies under the PNP PATROL PLAN 2030?
- Specifically, the PNP- ITP has three primary objectives: first, to address the
organizational and systematic dysfunctions; second, to enhance the law
enforcement capabilities of the PNP; and third, to improve the welfare and
benefits of PNP Personnel and their dependents.

4. What are the different stages of PATROL PLAN 2030?


- The PGS has a Governance Pathway divided into four (4) stages, namely: a.
Initiation Stage; b. Compliance Stage; c. Proficiency Stage; and d.
Institutionalization Stage.

5. What are the strategy partners that provided of the PNP that brought significant
contribution to the effective implementation of strategic initiatives and
functionalities?
- In the PSPG, there are three Strategy Partners:
A. Technical Working Group: composed of the Key Personnel of the unit that
reviews and recommends approval of resolutions (policies) that are
recommended by the PSPG Advisory Council. The resolutions are to be
approved by the Director, PSPG
B. PSPG Advisory Council: is a group of people that are not organic member
of the PSPG that are officially invited and took oath to become part of the
council. They act as consultants and provide an outsider’s perspective on the
unit.
C. Police Strategy Management Unit: is the unit responsible for the
management and implementation of the PNP PATROL Plan at the unit level.

6. What changes did the PNP PATROL PLAN 2030 had brought to the organization?
- Plan 2030: the “Peace and Order Agenda for Transformation and Upholding
of the Rule of Law,” the PNP achieved meaningful strides in enhancing the
procurement and budget systems, upgrading skills and capabilities, improving
crime prevention and crime solution, and promoting active community
engagement and partnership.
7. What does the program aims to achieve by 2030?
- Under the transformation agenda known as PNP P.A.T.R.O.L. Plan 2030: the
“Peace and Order Agenda for Transformation and Upholding of the Rule of
Law,” the PNP achieved meaningful strides in enhancing the procurement and
budget systems, upgrading skills and capabilities, improving crime prevention
and crime solution, and promoting active community engagement and
partnership.

8. With this program, how would you compare your PNP in your own municipality
before and today? Specify the significant change today compared to before?
- The PNP in our municipality is way more effective today than it was
previously because of what they do to assist in the prevention of crime and
other obligations that a police officer should perform.

9. In support to PNP PATROL PLAN 2030, how can you be of support and assistance to
the PNP?
- As a young person, I can serve as a role model for others by supporting and
assisting the PNP in all of their endeavors.
