INTRODUCTION
Community participation has been acknowledge as the most
important principle in community health services. Since people have a
right and duty to participate individually and collectively in planning
and implementation of their care.
In order to promote active community participation, village
development committee have been established in many developing
country and they serve as the management structures for Primary
health Care at the village. In Nigeria, the goal of management process
in Primary Health Care is to establish and sustain functional
development committee at all levels to achieve health for all Nigerians.
Village development committee’s function is to identify and promote
village needs providing a forum for contact between the villagers and
the politicians and local authorities.

DEFINITION OF TERMS/PHRASES
 COMMUNITY: community is a cluster of people with at least
one common one common characteristics. Example,
geographical location, occupation, ethnicity, housing conditions
e.t.c.
 COMMUNITY DEVELOPMENT: The planned evolution of all
aspects of community wellbeing (economic, social,
environmental, and cultural). It is the process whereby
community members come together to take collective actions
and generate solutions to common problems.

 VILLAGE DEVELOPMENT COMMITTEE (VDC): Is a representative


local committee unanimously selected by villagers to lead and
serve as entry point for all development issues of a particular
village or community.
All caliber of people must be represented. Ladies should be
represented by Ladies president, there should be head of youth, village
health workers, T.B.A, Imams and pastors e.t.c.

COMPOSITION OF VILLAGE DEVELOPMENT COMMITTEE


The village head will appointed as the patron of village development
committee. Members of village development committee will comprise
representatives of various groups in the community such as:
 women groups,
 youth groups
 farmer’s groups,
 representatives of religious groups,
 representatives of Non-Governmental organizations
village development committees are selected through a village
meeting the role and responsibilities of village development committee
clearly explained participation should be voluntary selection process
should be objective and executive should be formed right away.
A respectable person elected by members of the committee will serve
as chairman, an elected literate member will serve as secretary (e.g
primary headmaster) a trusted member of the committee will serve as
treasurer.
Criteria for a well composed village development include:
 At least 20% of the members should be female.
 The committee should have a chairman elected by members.

 The committee should have a secretary elected by members.


 The committee should have a treasurer elected by members.
 Representatives of the different sectors of the community should
be present in the committee e.g health sector, educational sector,
traders, farmers, e.t.c.

FUNCTIONS OF VILLAGE DEVELOPMENT COMMITTEE


 Identification of health related need target e.g poor access to
health facilities, limited number of health practitioners, e.t.c.
 Set achievable local health Plans for welfare of the community.
 Identification of human resources and allocating same as
appropriate for primary health care programs.
 Facilitating and securing more sustainable approaches to services
provision. For example drawing a new or strengthened
relationships to exploit local knowledge and unused or underused
local asset to support local activity and provide a catalyst for suite
of services for communities
 Supervision of developed work plans, determination of exemption
from drug payments and pricing of drugs.
 Selection and supervision of appropriate person within the
community as traditional birth attendants, village health workers
e.t.c.
 To monitor and evaluate the progress of primary health care
activities in the community.
 Mobilize community members for health action.
 Reward village health workers in cash or in kind.
 The Village development committee shall forward local
community health plans to the ward development committees for
implementation.

Criteria for a well functional village development committee


include:
 They should meet at least once a month.
 They should have identified needs in the community.
 Relay their pans and decision to the community at least once a
month
 Mobilize the community for health actions regularly.
 Take minutes during all meetings which should be signed.
 Have up to date financial record.
 Be involved in the essential drug programme of primary health
care facility through it’s drug revolving fund sub-committee.
 Supervise the activities of vivillage health workers or primary
health care workers.
 Send reports of it’s activities on a monthly basis to the next
level of the primary health care managerial system (WDC or
LGA PHC technical committee).
 Be represented in health committee of the primary health
centres.
 Be involved in the health care decision making in the villages.

CONCLUSION
Village development committees will be sustainable when they
continue to contribute to village development. We do collectively
believe and hope that a sustainable village development committee
will take health care delivery system to a greater level, especially in
developing countries like Nigeria.
