PREAMBLE
We, the deaf and hand-of-hearing individual of Isabela, imploring the help of
Divine Providence in order to establish an federation which will truly reflect our
ideals and aspirations, promote our welfare and interest and secure ourselves as an
effective component of the federation, do hereby, ordain and promulgate this
Constitution and By-laws.
PREAMBLE
We, the Deaf and Hard-of-Hearing people of the province of Isabela,

will truly reflect our ideals and aspirations, promote our welfare and interest and
secure ourselves as an effective component of the organization, do hereby, ordain
and promulgate this Constitution and By-laws.

ARTICLE I – NAME AND LOCATION ARTICLE I – NAME AND LOCATION

the rights of PWDs in the municipality as implied in the “MAGNA
CARTA FOR DISABLED PERSONS or R.A. 7277.
e. To give support to the improvement of their total well being
f. To provide a comprehensive health care and rehabilitation system
for IPFD.
g. To promote the growth and development of the association.
SECTION II : ACTIVITIES
The IPFD pursues its aims by:

SECTION 5: Aims. The purposes/objective of the Organization are as follows:

SECTION III : Duties of the Board.

1. The President has the following duties and responsibilities:

a. Presides over all meetings, provincial assembly or special
meetings.
b. Represents the organization in meetings, ceremonies,
conferences. Social events and other functions where his
presence may be necessary.
c. Acts as Chief Executive of the Organization
d. Acts as co-signatory together with the treasurer in all

checks and disbursement vouchers.
e. Prepares and proposes the budget plan to the Board
Member for approval.
f. Perform any additional duties assigned by the Board.
2. The Vice-President shall exercise all power and perform all duties
of the President during the absence or incapacity of the latter, and
shall perform duties that may be assigned by the Board.
3. The Secretary shall be the custodian of all records and pertinent
documents of the Association including, but not limited to, the
following:
a. Constitution and By-Laws of the Association
b. Legal documents of the Association such as SEC and BIR
registration forms
c. Organizational management policies of the Association
d. Preparation and archiving of Minutes of Meetings of the
Board.
e. Perform duties and functions as may be assigned by the
Board.
4. The Treasurer shall be custodian of all funds, assets and properties
of the Association; and shall be responsible in:
a. Depositing and withdrawing funds from the bank account
of the Association.
b. Authorize the disbursement of funds approved by the
Board at budget meetings
c. Submit financial reports regularly to the Board
d. Maintain books of accounts for all transactions of the
Organization
e. Act as co-signatory together with the President on all

 checks, disbursement vouchers and withdrawal slips.
f. To do such other work that the Board may assign.

5. The Public Relation Officer shall be responsible in communicating

and transacting business with other agencies in promotion of the
organization, and maintaining the social media accounts of the
Association.

SECTION IV : Term of Office. The officers will serve for at least 2 years. The officers
are not allowed to be re-elect after he finished his term, unless
he/she will run for a different position.

SECTION V : 1. In the event of a vacancy among the Board of Directors, the

vacancy shall be filled up for the unexpired term of office not later
than 30 days from date of vacancy. Provided, however, that no
replacement shall be made if the unexpired term is less than six (6)
mos.

shall have the following powers and duties:

 SECTION IV : Secretary – shall be the custodian of all records and pertinent

all meetings undertaken by the organization and perform such duties
and functions as may be assigned by the Board.

designated by the Board of Directors
c.) Authorize the disbursement of funds approved by the Board at
budget meetings
d.) Submit financial reports regularly to the Board
e.) Maintain books of accounts for all transactions of the
Organization
f.) Act as co-signatory together with the President on all checks,
disbursement vouchers and withdrawal slips.
g.) To do such other work that the Board may assign.

SECTION VI : Treasurer Assistance – shall maintain monitoring of records in the

disbursement of fund and to maintain regular audit of books of
accounts.

SECTION VII : Public Relation Officer – shall be responsible to communicate and

transact business with other agencies in promotion of the
organization.

ARTICLE VII – ORGANIZATION FEES, DUES AND OTHERS
Membership Fee. Each organization member shall pay a monthly
membership fee. This cost is due annually if the member wishes to
remain a member of the Association. The membership fee policy
will determine the amount of this price.
Members make these decisions about spending their own money on
professional development at the annual general meeting, based on
the project/program for which they are responsible.
The one-time application fee plus, if applicable, the calculated
monthly payment. Calculating and forecasting and predicting cash
flow is a rather straightforward procedure.
Contribution. The organization may raise funds for its activities
through contribution or donation from its members or non-members
either in cash or labor or in kind and through benefit programs
considered ethical and legal.
ARTICLE VIII – DISPOSITION OF ORGANIZATIONAL FUNDS
Funds for Organizations. The Association shall maintain a bank

handled by the President and Treasurer in agreement with the

resourceful programs and activities to inspire a deeper appreciation
and understanding of the lives of diverse Deaf people, including their
language, culture, experiences, and contributions worldwide.
