1. IN ONE PARAGRAPH, DISUSS THE INTER-RELATIONSHIPS OF THE 3 MAJOR

ACTORS IN GOVERNANCE.

The three major actors in governance includes the State, the Private or Business sector, and the
Civil Society. The State acts in facilitating participation and provide an enabling environment to the
elements of the society. It serves as an enabler in order for the other actors to function properly in
governance. The Private or Business sector serves as the engine of the society as it is responsible for
providing jobs and incomes for the people, and also responsible in the development of the economy.
The Civil Society composed of different citizens and groups that are not affiliated with the
government, however, they work in the public arena. The civil society is crucial in governance
because the people behind it collaborates in achieving a good governance in the society. These three
are prerequisites in governance. For instance, an economic growth is driven by consumer spending
and business investments. Now, the business sector generates the finance through providing jobs and
other services. In order that the business sector will operate more efficiently, the state provides
infrastructure or the environment to create construction jobs and increase productivity. The state will
also cut taxes from the services that the business sector provides. The civil society, on the other hand,
will act as the enabler of people. This means that it make sure that the other two actors does not stain
the dignity of the people working with them. It also empowers the people to participate in economic,
social, and political development of the government. Moreover, it is also the way for people to air
their grievances and issues to the society. These three actors are all necessary in achieving an
effective governance especially if they all work properly and efficiently.

2. IN YOUR OWN PERSPECTIVE, WHAT IS VIEW ON THE ROLE OF GOVERNMENT IN

ANY GOVERNANCE EFFORTS?

To simplify it, governance is what government do. However, it is not something that we expect
because the role of government in governance efforts is to extract as much wealth as possible, and
sometimes more, from those who are productive members of society, to be given to those who run the
government. From all the taxes, the fines, and payments, and the like are all part of the wealth that the
government is taking from the people. And in return, the government provides the appropriate
services and needs of the people. The government is the tax collector, the policeman, the prison
guard, and the hangman. Government, unlike every other institution, sits as the judge in its own case,
and can simply declare anything and everything it does to be legitimate. This is, by definition, a
governance. However, the question whether it is good or not is debatable. But after all, this is what
the government do as its role in governance.
3. WHAT CAN YOU SUGGEST TO THE GOVERNMENT, THE PRIVATE SECTOR AND THE
CIVIL SOCIETY TO FURTHER IMPROVE THEIR SERVICES?

The three actors in governance has their own corresponding role but it is also undeniable that
there is no such thing as flawless governance. However, there is always a room for improvement. The
first thing that is best to improve in the services of the actors of governance is the rule of law. This
means that all the actions of these three must be founded in law and that the people are protected by
it. No one should act bypassing the law in order to have what we call reliability in the process of
governance. Secondly, it is also necessary to have a more transparent and open information systems
in governance in order to prevent any mischiefs that can happen. This will also increase the trust of
the people and boost their participation in economic and social development, as well as political
participation. Thirdly, it is crucial that all of these actors must have the accountability. Being
accountable speaks of going towards the development of more efficient and effective organizations.
This will reflect someone’s performance and makes sure that that person is doing its duty and
mandate in the realms of governance. All of these are characteristics of good governance, however
they must be further emphasize because in order to have a more efficient and good governance, and I
believe that it will increase the economic, social, and political development of the society.
