CHAPTER 1

SYSTEM ARCHITECTURE

1.1 Introduction

This document contains the Generic Requirements (GR) of Radio Network (Base Station Sub-
System (BSS)) consisting of Base Station Controller (BSC) and Base Transceiver Station (BTS),
including Operations and Maintenance Centre (OMC) of India Mobile Personal Communication
System (IMPCS), based on Global System for Mobile Communication (GSM), for
BSNL/MTNL. The document covers the technical and general requirements of various
components of the BSS.

The BSS is connected to Mobile Switching Centre (MSC) of Network Switching Sub-system
(NSS) through „A‟ interface.

IMPCS will be used to provide telecommunication services supporting personal mobility,


terminal mobility and service profile management. The objective of IMPCS is to provide voice,
data, and IN services that can be accessed regardless of location, network and time. The
subscribers within the service area shall be able to access the same set of services for which they
are registered.

The IMPCS including its Base Station Sub-System will be used to build up network through
which the services to the subscribers will be provided. The network will be realised using
contiguous radio cells to provide complete coverage of service area. There shall be smooth
integration of this network with IMT-2000 family of third generation systems.

1.2. Network Architecture

BSS provides all the transmission and control functions necessary for radio coverage of the
service area. BSS consists of:

1. Base Transceiver Stations (BTS),


2. Base Station Controller (BSC) & Transcoders, and
3. Operation and Maintenance Centre for Radio network : OMC-R

The BSS shall include functions and meet requirements as follows:

The BSS shall interface and communicate with:

a) The MS over Um radio interface.


b) The MSC over A-interface.
c) The centralised Operation and Maintenance Center (OMC) over the O-interface using
TCP/IP or X.25 protocol.

The transceiver function shall be provided by the BTS and call handling functions, operation,
and maintenance and signaling functions shall be provided by the BSC.

BSS shall be able to perform all measurements and information processing necessary for
handover.

1.2.1 Base Transceiver Stations (BTS)

The BTS contains the actual radio components i.e. transmitters & receivers and are distributed
over the entire service area. Base stations (transceiver) must be located in relatively large
numbers at offices, roof spaces, cellars etc. Equipment must therefore be compact, robust and
capable of full remote-control operation. The control functions are carried out by BSC and
transceiving functions by the BTS. BTS contains all the radio frequency transmit/receive
equipment.

BTS shall include the function related to channel coding /decoding, interleaving, encryption,
frame building, modulation/ demodulation, RF transceiver, antenna diversity, low-noise
amplification etc.

1.2.1.1 Micro BTS

Micro BTS must be applicable for indoor or outdoor usage with a flexible and redundant
configuration to include the following:

i) The maximum output power per carrier measured at the antenna connector after all
stages of combining shall be 8 W which shall be adjustable from 0.25 W to 8 W.
ii) Connection to standard external antennas with optional support for internal diversity
antennas preferred using duplexor antenna couplings equipment,
iii) Support for daisy chaining of Micro BTS on the Abis interface.
iv) Micro BTS shall operate on normal A.C. supply with external battery back up of at least
4 hours. Access point for –48 V supply, for transmission equipment, with required
capacity, shall be provided.
v) Shall have minimum -108 dBm sensitivity without accounting for diversity gain.
vi) Shall meet IEC 60529 IP 55 level protection specifications for outdoor applications
vii) Shall have Receive diversity, Trans diversity may be provided optionally.
viii) Shall support E1 or STM-1 connectivity, for which ADM shall also be provided.
ix) Shall support syntheses frequency hopping.
x) Shall have EDGE functionality with incremental redundancy.
xi) Shall support GSM 900, 1800 and EDGE in the same cabinet/site.

1.2.2 Base Station Controller (BSC)

The BSC controls one or several BTS and acts as a bridge between BTS and MSC. One or more
BSCs are linked to an MSC. There may be one BSC for one or several BTSs. BSC performs the
radio processing functions such as management of the radio resources, radio channel
management, local connection management etc. It also processes information required for
decision on hand over of calls to other radio interfaces. The BSC supports various BSC-BTS
configurations (e.g. star, multi-drop and loop) and has a separate transcoding and rate adoption
unit for speech coding and data rate adaptation that shall be either co-located with MSC for
optimum use of links.

BSC shall be able to perform internal handover, radio resource management and interface

management.

1.2.3 Operations and Maintenance Centre

The OMC allows the centralised operation of the various units in the system and functions
needed to maintain the sub-systems. The OMC provides the dynamic monitoring and controlling
of the network management functions for operation and maintenance. Separate OMC-S and
OMC-R servers or an integrated server for OMC-S and OMC-R with separate clients shall be
provided for NSS and BSS respectively and shall have sophisticated performance measurement
capability

The OMC shall be based on the GSM specifications, series 12, for operations and maintenance,
and series 08 for the relevant RSS layer 3 specifications, together with, Telecommunication
management Network (TMN) principles defined in ITU-T recommendations.

The overall objective of OMC is that neither equipment failure nor human error in the OMC
implementation should render the OMC and /or the part of the IMPCS-BSS it supervises out of
service. The general philosophy of O&M shall be based on ITU-T Recommendation M.20.

The OMC user interface should implement standard GSM terminology, enabling an easier
operation for the OMC operator to immediately recognize the various attribute names.

1.2.3.1 The following management functions shall be carried out through the corresponding
OMCs:

a) O & M data function


b) Configuration management
c) Status report handling
d) Fault report and alarm handling
e) Performance supervision/management
f) Storage of system software and data
g) Security management

1.2.3.2 The OMC shall have Graphical User Interface (GUI) for operation.

1.2.3.3 The OMC GUI shall displays over 30 screens for the following views for effective and
efficient operations:

i) Topological views showing the geographical location of equipment.


ii) Hierarchical views showing object relationships.
iii) Categorical views by objects providing an overview of critical information.
iv) Detailed object view showing state information, alarms, and parameter setting.

1.2.4 OMC database

1.2.4.1 The OMC shall use the relational/object-oriented database to store and hold the
necessary information for the parameters used in the OMC.

1.2.4.2 The OMC database shall include configuration data, maintenance data and performance /
QoS data.

1.2.4.3 The database in the OMC shall reside in a disk with mirroring capability. It shall be
possible to have remote workstations with the OMC, with complete GUI tools for O & M of the
BSC/BTS at the remote locations. It shall support interface like CORBA, TCP / IP, CMIP etc.,
to enable it to work with a remote NMS.

1.2.4.4 The OMC shall be capable of storage of the generated performance data for a minimum
of 1 years. The methods and capacity of storage provided with the system shall be stated.

1.2.4.5 Provision shall be available for collection of statistical information relating to events in
the network. Collection frequency should be available down to a granularity of 15 minutes.

1.2.4.6The OMC database shall contain the fault history of the whole network under its
command. As a minimum, it shall be possible to search and display data according to the
following criteria:

i) Network elements
ii) Time periods
iii) Active or canceled alarms
iv) Severity class
v) Error type

The BSS shall provide smooth bearer for the features and services supported by the NSS, to
which this radio network shall be connected. The radio network shall not become a bottleneck
for the functionalities that are to be offered by the NSS.

1.3 It shall be possible to restrict the services of the subscriber within the sector, within the
BTS, within a Group of BTSs, within BSC area or location area.

1.4 For all TEC documents and other Standards referred in this GR, only the latest version shall
be applicable.

CHAPTER 2

GENERAL REQUIREMENTS

2.1 General

India Mobile Personal Communication System including BSS provides users a wide range of
voice & non-voice services and facilities The system shall have facilities for automatic roaming,
locating and updating mobile subscribers. The technology shall facilitate smooth evolution
towards third generation systems.

2.1.1 The operation of the equipment shall be in the available frequency band allotted to
BSNL/MTNL out of 900 and 1800 MHz band.

2.1.2 The system shall provide the best efficiency of radio spectrum and shall be able to reuse
radio frequencies.

2.1.3. Details of frequency planning i.e. frequency reuse cell pattern and adjacent channel
operation etc. wherever applicable, shall be indicated.

2.1.4 Expansion techniques of the system shall be economical and modular without any
existing hardware changes. Expansion is required when

- Increase in no. of subscribers in the city.


- Expansion of geographical coverage.

2.1.5 The equipment shall be fully solid state and adopt the state of the art proven technology.
The equipment shall have the following features:

 Low power consumption


 Minimum number of power supplies voltages in the equipment.

2.2 Support of Multiple Equipment Vendors

The system shall support the possibility of using equipment and sub-systems of different
vendors like SMLC, CBC, SGSN, etc and handsets as per the open defined industry standards,
wherever relevant.

2.3 Hardware

2.3.1 The technology used shall be in line with modern state of the art practice.

2.3.2 The system hardware shall be modular in design and shall permit growth in steps. The
arrangement shall be such that failure/ deterioration of service shall not occur when
implementing the growth.

2.3.3 The system shall use fully digital techniques for switching, including the subscriber
stage.

2.3.4 The variety of hardware modules and components used in the system shall be a
minimum.

2.3.5 Design precautions shall be taken to minimise the possibility of equipment damage
arising from the insertion of an electronic package into the wrong connector or the
removal of any package from any connector.

2.3.6 All components shall be rated for continuous operation of the system under the normal
operating conditions. The circuits must also be designed so as to prevent damage to the
other equipment under any condition of operation or any conditions of fault.

2.3.7 The system hardware shall not pose any problem, due to changes in date and time
caused by events such as changeover of leap year etc., in the normal functioning of the
system.

2.4 Processors

2.4.1 The system shall have hot standby redundancy of processors for BTS, BSC, Transcoder,
OMC-R etc.

2.4.2 Adequate backup memory shall be provided. Direct memory access, with suitable
safeguards, is preferred for information flow between the backup memories on the one
hand and the main memories and the input/output devices on the other.

2.4.3 Provision shall be made to prevent the loss/alteration of memory contents due to power
failures, improper operating procedures and the procedure for restoring the system to its
normal state, etc.

2.4.4 Dimensioning standards shall be evolved for the various types of memories used. This
shall also include standards for provisioning of the required spare memory capacity.

2.5 Input-Output devices

2.5.1 The communication facilities provided for exchange of information between the elements
of BSS and the maintenance and operating personnel shall include facilities for a system
test, control and alarm indication.

2.5.2 Input / output terminals shall be capable of transmitting/ receiving characters of a subset
of the ITU-T No.5 alphabet. The printing/display device shall print/display different
graphic symbols for the digit zero and the capital letter O. The input/output terminal shall
have the English Keyboard. Capabilities of visual display terminals shall be as per ITU-T
Recommendation Z.325.

2.5.3 Adequate number of man-machine interfaces shall be available to facilitate various types
of system administration listed at clause 4.19.1.

2.5.4 If provision is made for monitoring from a remote terminal, it shall be ensured that the
data links conform to the ITU-T Recommendations Q.513. Care shall be taken that the
reliability of the data links does not, in any way, affect the reliability of the BSS. Special
provision shall also be made for transmission of a failure signal even when the system is
unable to transmit an output message.

2.5.5 A suitable alarm and display system shall be provided for a continuous indication of the
system status. The alarm system shall also provide an alarm to indicate the failure of
power supply to the alarm circuits. Provision shall be available to extend the alarm

indications to a centralised alarm panel.

2.6 Equipment Practice

2.6.1 All circuits shall be mounted on plug-in PCBs of standard size to facilitate replacement.
All cards of the same type and design shall be interchangeable without necessitating
special adjustments.

2.6.2 All metal parts of frames, supports, etc. shall be mechanically rugged and constructed of
corrosion resistant material or treated with anti-corrosive finish. All equipment shall
have a tropical finish.

2.6.3 Suitable test access points and displays shall be provided for facilitating maintenance.
Test access points shall be located on the front side of the bay. All visual display devices
shall be located in a position attracting immediate attention of the operation and
maintenance personnel. Suitable extension boards shall be provided to facilitate access to
components on a printed card.

2.6.4 All fuses, keys, etc., requiring frequent replacement or operation shall be located at a
convenient height from the ground. Ladders shall be provided, if required.

2.6.5 The equipment shall have natural cooling arrangement which shall not involve any
forced cooling, such as by using fans etc., either inside or outside the equipment.
However, in case this is unavoidable and the fans are to be used, these shall be DC
operated and shall not impact on the MTBF of the equipment.

2.6.6 It shall be indicated whether printed board connectors are of edge-type or plug-and-
socket type. They shall not be easily damaged during replacements and removals. The
contact particulars as well as life test performance on contact resistance for each type of
connector shall be supplied.

2.6.7 All components and material used in the equipment shall be non inflammable or in
absence of it, self-extinguishable. They shall be fully tropicalised.

2.6.8 The method used for connection of permanent wiring outside the printed cards shall be
indicated.

2.6.9 All cabling to be done at a site shall be completely connectorised by using a straight-
wire plug-in cable.

2.6.10 All points, where major interconnections or strapping may be required, shall be brought
out to suitable interconnection and strapping fields.

2.6.11 Various types of cables and wires used shall be indicated. Detailed particulars of any
special wires and cables like miniaturised optical, co-axial, screened cable; etc. shall be
furnished with their actual usage in the system.

2.6.12 The buses, if any, shall be suitably protected against electrical and magnetic interference
from neighboring systems (like electromechanical systems, fluorescent tubes, motors,
etc).

2.6.13 The different plug-in cards shall have suitable mechanical safeguards to prevent damage

due to accidental interchange of cards.

2.6.14 The requirement at the external interface against induced voltages and currents due to
lightning, high power system, etc. shall be indicated.

2.6.15 The system shall provide for isolation and protection from accidental high voltage power
contact.

2.7 Marking

i) Equipment on the bay, whether fixed or plug-in type, shall be suitably marked. Identification
of a type of card, in its connector, shall be possible without necessitating its removal. Any
plug-in component shall be marked with sufficient information for its complete
identification.

ii) Connecting cables between jacks shall be marked at their extremities with identical
designation as on fixed connecting flanges.

iii) The marking on the equipment and the cables shall be the same as that used on the schematic
drawings, cabling diagrams etc, in the documentation supplied with the equipment.

iv) All instructions, labels, or any other marking on the equipment shall be perfectly legible and
in English language.

v) Colour code used for power feeding bus-bars /cables and earth shall be identical for a given
voltage throughout the equipment.

vi) Fuses shall have a suitable marking for the different ratings to enable easy identification and
replacement.

2.8 Components

2.8.1 All components used shall be of rugged construction and shall be suitably designated by a
label or sign writing.

2.8.2 Components used in the BSS shall, in general, be de-rated as regards both voltage and
power ratings, to ensure a high degree of reliability over the life of the BSS.

2.8.3 All components shall have been in use long enough in industries for establishment of their
reliability.

2.8.4 All components used shall currently be in large-scale production.

2.8.5 The failure of any component/sub-system in the BSS shall not result in the failure of
complete system.

2.9 Quality Requirements

2.9.1 The product design / manufacture shall conform to international / national quality
standards.

2.9.2 The components used should be available from multiple sources with adequate

qualification. Number of proprietary components used shall be minimum. List of such
components shall be indicated.

2.9.3 All the equipment shall have a tropical finish and coated to protect against saline
atmosphere.

2.9.4 Mechanical design and construction of the unit/sub-assembly shall be robust, rigid to
withstand all conditions of operation, adjustment, replacement and the storage.

2.9.5 The equipment when packed for delivery shall be mechanically strong and be capable
of withstanding vibrations and shocks during transportation etc.

2.9.6 Each sub-assembly shall be clearly marked to show its functions and circuit reference so
that its complete description can be located in the instruction manual.

2.9.7 The components shall be marked with their schematic references so that they are
identifiable from the component layout diagram in the manual.

2.10 Software

2.10.1 The software should be written in a High Level Language. The software shall be modular
and structured.

2.10.2 The software shall include the following characteristics:

i) The design of the software shall be such that the system is easy to handle both during
installation and normal operations as well as during extensions.

ii) The functional modularity of the software shall permit introduction of changes wherever
necessary with least impact on other modules.

iii) It shall be open-ended to allow addition of new features.

iv) Adequate flexibility shall be available to easily adopt changes in service features & facilities
and technological evolution in hardware.

v) The design shall be such that propagation of software faults is contained.

vi) The software shall provide sufficient checks to monitor the correct functioning of the
system.

vii) The system software shall not lose complete sanity under any circumstances.

viii)Test programs shall include fault tracing for detection and localization of system faults.

ix) Facilities shall be in-built to ensure automatic system reconfiguration on detection of

(a) Software fault during calls processing.

(b) Software fault during audit checking.

x) The software shall not pose any problem, due to changes in date and time caused by events

such as changeover of leap year etc., in the normal functioning of the system.

2.11 Software Maintenance

2.11.1 All software updates, for a period of seven years shall be supplied on continuing basis.
These updates shall include new features and services and other maintenance updates.

2.11.2 Integration of software updates without posing any problem to the running system shall
be possible.

2.12 Diagnostic programs to localise hardware faults

2.12.1 On a faulty condition, the software shall provide for isolating the faulty sub-system and
then shall automatically bring in the diagnostic programs for diagnostic purposes.

2.12.2 It shall be possible to diagnose to single PCB level in atleast 95% of the types of PCBs.

2.16 Man Machine Communication

Man-Machine Language (MML)

2.16.1 The man-machine language shall be in English. Commands shall be English based and
responses shall be in English.

2.16.2 The MML shall be easy to learn and use, easy to input commands and to interpret
outputs.

2.16.3 The MML shall have an open-ended structure such that any new function or requirement
added will have no influence on the existing ones. The language structure shall be such
that subsets can be created.

2.16.4 The character set used in the MML shall be a sub-set of the ITU-T alphabet No. 5 as per
in ITU-T recommendations Z.314.

2.16.5 The command codes shall be function oriented. There shall be only one command per
function. The codes shall be mnemonic. It is preferred if all the command codes in a
particular application consists of the same number of characters.

2.16.6 The output in response to input commands shall have the same format and use the same
identifiers, codes, and labels, as the corresponding input command.

2.16.7 The MML shall provide facilities for editing, cancelling, and stopping, the completion of
commands.

2.16.8 The MML shall provide facilities for inputting the parameters, for a command, in
any sequence and the optional parameters need to be inputted only when they are
required.

2.17 Man-machine dialogue

2.17.1 The MML shall offer the facility for a conversational mode of operation.

2.17.2 The MML shall have facility for restricting the use of certain commands or procedures
to certain staff/terminals.

2.17.3 Where several man-machine terminals are in use on a single system, a mechanism shall
be available to avoid clashes.

2.17.4 The execution of any command shall not result in malfunctioning or/and over loading of
the system. It shall also be ensured that the operator is not locked out by the system.

2.17.5 The MML shall be implemented in such a way that errors in commands or control actions
shall not cause the system to stop or unduly alter the system configuration.

2.17.6 Command errors detected by the system shall be indicated by the output of error
messages.

2.17.7 Possibility of priority messages to interrupt input or output message of lower priority is
desirable.

2.17.8 MML commands shall provide context sensitive help.

2.18 Checks and safeguards

Sufficient checks and safeguards shall be built-in to the implementation of the MML so as to
ensure reliable operation of the system.

2.19 Documentation

2.19.1 All documents to be provided shall be in English language in CD-ROM as well as in hard
copy.

2.19.2.1 System description documents

The following system description documents, wherever applicable, shall be supplied along with
the system:

1. Over-all system specification and description of hardware and software.

2. Installation manuals and testing procedures.

3. Equipment layout drawings.

4. Spare part list.

5. Cabling and wiring diagram.

6. Detailed description of software describing the principle interactions with hardware,
structure of the program and data.

7. Detailed description of each individual software package indicating its functions and
its linkage with the other packages, hardware, and data.

2.19.2.2 System operation documents

The following system operation documents shall be supplied.

1. Operating manual of the system.

2. Maintenance manual.

3. Man-machine language manual.

4. Operation and maintenance manual for all I/O devices and auxiliary equipments.

5. Fault location and trouble shooting instructions including fault dictionary.

6. Test procedures with auxiliary test equipments.

7. Emergency action procedures and alarm dictionary.

2.19.2.3 Training documents

Training manuals and documents necessary for organising training in installation, operation &
maintenance and repair of the system shall be supplied.

CHAPTER 3

SYSTEM RELIABILITY & SERVICE QUALITY STANDARDS

3.1 Introduction

This chapter gives details of requirements about system reliability/ availability and service
quality. System availability refers to system "up time" and requirements given refer to
permissible "down- time". The service quality standards define the quality of service expected
from the elements of BSS.

3.2 System reliability

The downtime experienced during automatic reconfiguration of the system where, (a) only calls
in setting-up stage are lost and, (b) all calls including established calls are lost, shall be
minimized. Frequency of occurrence of such automatic reconfigurations and the downtimes
has to be calculated and indicated. Planned outage shall be excluded from the above availability
figures.

Availability / reliability of the system based on reliability figure and reliability model shall be
furnished.

3.3 Environmental Test Conditions:

As per QM-333 of BSNL

a) Base Station System & OMC-R : Category A


(BSC & Indoor BTS)
Outdoor BTS : Category B1
b) Antenna & Feeders :Category D

3.4 Qualitative Requirements (QR)

3.4.1 The supplier/manufacturer shall conform to ISO 9000 certification. A quality plan
describing the quality assurance system followed by the manufacturer shall be required
to be submitted. Alternatively the equipment shall be manufactured, as per guidelines
issued by Chief General Manager, Quality Assurance wing to BSNL vide document No.
QM205, QM206, QM210 and QM301.

3.4.2 All the components used are to be approved and qualified as per the procedures of the
QA wing of BSNL. Alternatively the supplier may indicate whether the components are
approved by international authority.

3.4.3 The failure of any component/sub-system in the system shall not result in the failure of
complete system.

3.5 Quality of Service

3.5.1 Flexible Service Platform

The system radio interface shall be designed in a flexible manner so that the new services can
easily be implemented. The BSS radio interfaces shall support a flexible service creation and

execution platform allowing operator and user specific services to be easily created.

3.5.2 Voice Band Data Requirements

3.5.2.1 Data

Voice-band data signals supported by the system shall be transmitted with a quality as per ITU-
T Recommendation G.174. An example of voice-band data is Group 3 facsimile (upto 9600
Bps). GPRS shall be provisioned as per TEC GR GR No. GR/GPS-01/01.

3.5.3 Reliability Performance

Reliability performance shall be indicated as per ITU-T Recommendation E.800.

3.5.4 Electromagnetic Compatibility

The equipment shall conform to the EMC requirements as per TEC Standard No. S/EMI
02 with the following standard limits indicated therein:

a) Conducted and radiated emissions: To comply with Class B (Class B for low capacity
(below 34 Mbps data rate) of CISPR 22 (2000)“ Limits and methods of measurement of
radio disturbance characteristics of Information Technology Equipment”. BSC, OMC &
Indoor BTS shall be as per Class A.
b) Fast transients common mode (burst): To comply with IEC 61000-4-4 “Testing and
measurement techniques of electrical fast transients/burst immunity test” under Level 2
(1KV for dc power lines; l KV for signal control lines).
c) Immunity: IEC 61000-4-3 “Radiated RF electromagnetic field immunity test” under Test
level 2 (Test field strength of 3 V/m).
d) Surges common and differential mode: to comply with IEC 61000-4-5 "Test & Measurement
techniques for Surge immunity tests" under test levels of 0.5KV for differential mode and 1
KV for common mode.
e) Radio frequency common mode: To comply with IEC 61000-4-6 "Basic Immunity standard"
under the test level 2 (3V RMS).

Note : For tests for checking compliance to above EMC requirements, the method of
measurement shall be in accordance with TEC standard S/EMI-02 and the references
mentioned therein.

3.5.5 BSS shall meet the following design objective with regard to quality of service -

3.5.5.1 Time to connect call (MS Originated-MS Connection Part)

The maximum time from initiating the call SET-UP command to when this command is passed
to the called network shall be 4 seconds. This shall include the time for authentication, where
required.

3.5.5.2 Call success rate (MS Originated)

The probability that call attempt, made from a mobile within the coverage area (a part of service
area which shall comply the technical requirements as specified in chapter 8), in 90% of cases,
will be successfully signalled to the called network, within the time specified in 'time to connect
call'.

It does not refer to the performance of the called network and does not include the effects of any
congestion on the air interface or within the infrastructure.

Call success rate shall be more than 99%.

3.5.5.3 Time to confirm instruction to connect

The maximum time, from initiating the call SET-UP command to, when this (acceptance or
rejection) is acknowledged to the user, shall be one second. This is concurrent but not additional
to the time to Connect Call; and indicates to the user that the network has received a request. It
does not include the authentication of the caller or any attempt to connect a call.

3.5.5.4 Time to release call (MS originated-MS Connection Part)

The maximum time from initiating the DISCONNECT command to when this command is
passed to the called network shall be 2 seconds.

3.5.5.5 Time to alert MS

The maximum time from when the PLMN receives a call for an MS (Assumed to be within the
coverage) to when the alert is energised shall be 4 sec. This time includes any delay caused by
the use of discontinuous reception and authentication (if required).

3.5.5.6 Call reception success rate (MS Terminated)

The probability of success in calling a mobile station, shall be more than 99%, located in the
coverage area in 90% of cases, within the time specified in "Time to Alert MS". The MS is
switched on and ready to receive a call and that there is no congestion.

The time specified is for the case when the first page is successful. Where this not successful,
further paging will be required.

a) First paging not exceeding 4 seconds

b) Final attempt not exceeding 15 seconds.

3.5.5.7 Duration of interruption of call due to handover

The maximum total interruption to traffic channel (in either or both directions) due to a single
handover shall be as per following time limit (If there are several shorts breaks during this
process, the sum total of these applies):

The time limits apply for:

a) BS to BS hand-over within an MSC area: 150 milliseconds

b) Change of frequency channel on given BS: 100 milliseconds

c) Change of time slot within a channel on a given BS: 100 milliseconds


3.5.5.8 Hand-over success rate

The probability of hand-over being successful, within the IMPCS coverage area, in 90% of
cases, under low traffic conditions, without resorting to the use of call reestablishment shall be
more than 99%.

3.5.5.9 Network Functionality:

The Vender shall provide detailed information on whether the itemised functions are standard
(included) in their equipment in the current stage or in future phases of release, or if
customisation is required, explain how these functions will be met. These functions should
include the following:

(a) Security:

This function protects both the user and system operator against undesirable intrusion of a third
party such as unauthorised service access and against unauthorised monitoring of
communication.

(b) Hand-over:

This function allows continuous communication while a mobile station moves from one cell to
another (Inter-cell hand-over). This function shall also allow intra-cell hand over. While moving
from one cell to another, the switching over to other channel or adjacent base station (hand off)
shall be automatic and without user noticing it. This function shall also apply to any micro or
Pico cell. In addition the system must be prepared for hand-over between bands such as 900,
1800, so that GSM 1800 service may be initiated with additional GSM 1800 BTSs.

The BSC shall support the following types of hand-over per GSM Recommendations 03.09,
03.12, 04.08, 05.08 and 08.08:
 Intra BSC
 Inter BSC
 Inter MSC

(c) Roaming:

This function enables the roaming of mobile station across the boundary of cell site/networks of
different operators to make or receive calls in the Service Area. In other words, roaming facility
permits continuous conversation even when the mobile is moving from one cell/PLMN to
another.

It shall be possible for an MS to roam to the PLMN of another nation or locally within India if
there are roaming agreements with other GSM operators in overseas or India.

(d) Subscriber identity confidentiality:

This function uses a Temporary Mobile Subscriber Identity (TMSI), making it impossible to
identify a specific Mobile subscriber during network signalling.

(e) User data confidentiality:

Ciphering is to be used to protect all information sent over the radio interface from unwanted
eavesdropping.

(f) Overload Control

This function allows the use of flow control of messages

(g) Operation & maintenance functions:

The tender shall furnish full details of the offered Operation and Maintenance functions.

3.6 MTBF/MTTR : The MTBF and MTTR ( predicted and observed values) figures shall
be worked out by the equipment supplier as per QA document QM-115 and based on
these figures, the maintenance spares for three years shall have to be specified by
equipment supplier. The availability figures shall be 99.999% for BSC and 99.9% for
BTS.

3.7 Interference to existing wireless networks: The system shall not cause any interference
to the existing wireless networks (GSM, CDMA or any other wireless system).

CHAPTER 4

OPERATIONAL REQUIREMENTS

4.1 System Compatibility

The system shall be capable of handling the calls to and from all the existing fixed and mobile
networks and from one subscriber to other within GSM PLMN.

4.2 Cell Radius

The GSM radio interface shall support a range of cell sizes like Pico, micro and macro cells. The
system shall be designed in such a way that several of these cell types can be used
simultaneously in the same geographical area.

4.3 Hand-over

The action of switching a call in progress i.e. hand-over from one channel to another channel of
same or adjacent base station and between MSCs shall be automatic and smooth without user
noticing it. Continuous control of call quality shall be maintained automatically to get the
optimum transmission quality.

4.4 Power Adaptability

The system shall be capable of power control between mobile and base station automatically to
get the optimum transmission quality.

4.5 Interference

The system shall not cause harmful interference to other systems and should not get interfered
by man-made noise and other radio systems i.e. the system shall operate satisfactorily in the
existing

4.6 Status Indications

The healthy, faulty and change of status should be indicated by suitable displays.

4.7 Test Points

Testing points with standard connectors shall be provided at convenient place for test and
measurement purposes.

4.8 Supervision

Supervision of complete network shall be both automatic and operator controlled and centralised
at OMC. All base stations shall be supervised for proper operation of base station system,
signalling channel, traffic channel etc. When a fault occurs in the system, alarms (both audio and
visual for critical and audio/visual for non-critical) shall be automatically displayed and
extended.

The OMC should provide the flexibility to forward the alarm triggered by faulty operations to
either a pager, a short message service system, an electronic mail or additional alarm windows
on the OMC interface. The operator should be able to redefine and configure the alarm-
forwarding destination.

4.9 Routine Tests

Provision shall exist for routine tests like subscriber line testing, alarm testing etc. on the system
either automatically or manually through man-machine command. For diagnostic tests etc, BTS
tester (with laptop) for 50-60 BTSs in a BSC is to be provided. The BTS tester shall be pre-
loaded with software for diagnostic tools and software required for functionality of BTS.

4.10 Maintenance Aspects

Maintenance philosophy is to replace faulty units/boards, after quick analysis of monitoring and
alarm indication. The actual repair shall be undertaken at a suitable centralised repair centres.
The installation at site shall normally involve simple plug-in connection only. Units/sub-units
shall be easily accessible for maintenance and servicing. The system supplier shall provide
procedure for repair of equipment giving full details of testing instruments.

4.11 Redundancy

Sufficient redundancy (hot swappable) shall be built into the design of the system so that the
failure of a single sub-system does not affect the system reliability.

The system shall support hard disk (in duplicate) of suitable capacity for data storage in
databases such as OMC-R etc.

4.12 Safeguards

All important switches/ controls on front panel shall have suitable safeguards against accidental
operation.

4.13 Fault Localisation

The system shall have diagnostic program to localize faults for easy maintenance. Complete
details shall be provided for the fault localization.

4.14 Test Kits

Test facilities like testing instruments for testing and maintenance of the system shall be
provided.

4.15 Authentication and Security

4.15.1 The system shall not utilise security provisions, which are inherent features of the radio
interface design, so that any radio interface design can be adopted without diminishing the
security and privacy.

4.15.2 It shall be possible from the local I/O terminals to allow access to the system using
passwords and operator identification routines and these actions shall be recorded automatically,
with reference to the operator identification, date and time, of all unsuccessful attempts to access

the System. It shall also be possible to provide different privilege levels for different operators,
allowing them to be able to execute only system commands allowable to them.

4.16 Radio Coverage of the Service Area (geographical area where the GSM service shall
be provided)

The proposed radio network shall be most spectrum efficient and use the latest available
technique in tighter re-use patterns, hierarchical cells, micro and pico cells. The Supplier must
describe his solutions to design high capacity networks in very traffic dense areas.
The system shall be such that it shall be possible to

- Accommodate multiple base stations in the same service area.


- Allow handover from one channel to another between cells, and in the same cell, if
necessary.
- Allow for implementation of small cell sizes taking into account the need for rapid
handover for moving users.
- Allow reuse of the same channel assignment simultaneously by more than one cell and for
more than one communication.
- Be able to start with the fewest cells necessary to meet subscriber demands and grow as
necessary with the possibility of increasing the availability of the equipment for
interconnection along the different system interfaces.
- Provide for adequate coverage to include portable units; outdoors and inside the buildings
both single-story and multistory).
-
Minimise the complexity of any radio network planning, taking into consideration radio
propagation variations in different environments and locations.

4.17 System Radio Operating Environments

The system shall support multiple radio operating environments like

- Indoor and/or outdoor operation


- Outdoor operation in urban, sub-urban, rural, hilly or coastal areas for following applications:

The radio coverage include


- Contiguous coverage
- Island coverage
- Spot coverage

The relative speed between the system base stations and the mobile stations may vary and broad
categories for this relative speed include:

- Stationary (0 km/h)
- Pedestrian (upto 10 km/h)
- Typical vehicular (upto 100 km/h)
- High speed vehicular (upto 140 km/h)

4.18 Alarm Indications

4.18.1 It shall be possible to display or print out the number of calls and occupancy for a given
group of circuits/devices.

4.18.1 Facility shall exist for audio/visual alarm indication of poor network performance (e.g.
under utilisation of BTS, too many blocked call etc.) of any RSS or BTS to enable initiation of
suitable remedial action.

4.18.3 Audio/visual alarm indication shall be given when the processor load exceeds a certain
preset value, to be set by a suitable Man-Machine command.

4.19 System Operation and Management

The system shall be so designed so as to enable economic flexible handling of system


administration, maintenance & supervision, traffic measurements, and routine control.

4.19.1 System administration

The facilities required for system administration may be broadly classified under the following
heads:

(i) Subscribers administration

(ii) Trunk administration

(iii) Routing administration

(iv) Traffic administration

(v) Charging administration, and

(vi) System control operation.

4.19.2 System supervision

4.19.2.1 Provision shall be made for continuous testing of the system to allow both system
qualities check and fault indication as a fault arises.

4.19.2.2 The system shall provide for printouts and visual/audible alarms to assist in efficient
administration. The following minimum printouts/alarms are envisaged:

(i) Audible/ visual alarm on failure of any network entity.

(ii) Printout of congestion condition on junctions, trunks, common control devices, and
processors. An audible/visual alarm shall also be activated to give instant warning of a
developing overload situation.

(iii) Printout of a record of the system configuration at any specified time, designating
equipment which are in service, in stand by mode or out of service. A visual display shall
also be provided to indicate the operating status of the processors.

(iv) Print-out of present status of the system or designated equipment such as trunks free,
busy or blocked, input/output device in use or blocked, etc.

(v) Printout of faults detected with identification of faulty units. The printout shall contain the
date and the time. Details of any other printouts provided in the design for supervision and
efficient management of the system, details of the supervision panel and the control
arrangement shall be furnished.

4.19.2.3 The visual display and the devices for manual control of the different parts of the
system shall be centralised on a supervisory panel. Details of the displays and the control
arrangement shall be provided.

4.19.2.4 In case a fault is detected requiring reloading of the program, this shall be carried out
automatically. In case of manual re-loading, it should be possible to stop and start at any
particular point in the program.

4.20 System and Network Management

4.20.1 The system shall have the capability to monitor its own performance and to detect,
analyse, locate, and report faults.

4.20.2 The equipment design shall be such that any special care and precautions on the part of
the maintenance personnel are kept to an absolute minimum.

4.20.3 Facility shall be available for introduction of centralised maintenance control.

4.20.4 The maintenance spares supplied shall take into account the MTTR. At least one spare of
circuit pack each type shall be supplied.

4.21 Diagnostic capability

4.21.1 The diagnostic capability of the system shall be such as to minimise the human efforts
required. The diagnostic programs which are normally resident in the on line program shall be
indicated. Details of the off-line diagnostic programs shall be given. The procedure for invoking
such programs shall be described. The procedure for consulting fault dictionary for diagnostic
programs shall be made available.

4.21.2 It shall be possible to obtain a list of equipment out of service/locked/disabled at any


given time.

4.21.3 The system shall provide facility for automatic restart under severe fault conditions.
Where automatic restart fails to restore system sanity, facility shall be provided for manual
restart of the system.

Chapter 5

Interfaces and inter-working Requirements

5.1 Interfaces

5.1.1 BSC shall support A interface with support for multiple E1 links (ports) and E3/STM-I
links. For BSC serving up to 512 TRXs one STM-I port and for more than 512 TRXs
two STM-I port shall be provided. BSC shall contain A, Ater, Abis reference points.

Note: Full Technical details regarding implementation of interfaces (at each standard
reference point) amongst different network elements as well as with other networks shall
be provided by the supplier and no interface (except Abis ) shall be proprietary in nature.

5.1.2 Interface between BSC and MSC (defined as A interfaces): Shall be on E1 links
(2048 Kbps), upgradable to E3/STM-I Links.

5.1.3 Interface between BSC & BTS (at the Abis reference point) : Shall be on E1 links
(2048 Kbps) and E3/STM-I Links. The same link shall be able to support both data and
voice.

5.1.4 Interface between BSC & OMC: Proper interface and interconnection shall be
provided by equipment supplier and details shall be furnished. It shall be possible to
control multiple BSCs through a single OMC. Thus while the physical connection from
the OMC to one BSC may be through LAN connectivity, connection to other remote
BSCs shall be possible through WAN connectivity.

5.1.5 Interface between BTS and MS (at the Um reference point) : Air interface as per
standards.

5.2 Interworking with GPRS

The Gb interface is the interface between the SGSN and the BSS (respectively BSC/PCU).

The Gb interface shall comply with GSM 04.64, GSM 04.65, GSM 08.14, GSM 08.16 and GSM
08.18 standards.

The Gb interface shall

i) be able to connect the BSS via point-to-point connections or via frame relay to the
SGSN. The interface shall support the full bandwidth over 2.048 Mbps lines (E1) and
has to support fractional lines (n*64 kbit/sec).
ii) support atleast 16 number of ports available for physical Gb interfaces on the SGSN
node (maximum number of connections to BSC/PCU).
iii) be able to support X.25 or frame relay protocol as available in network service layer of
BSS.

BSS shall enable following capabilities without affecting the GSM services:

5.2.1 The GPRS system shall communicate with the MSs over the air using radio signals
transmitted from and received by a BSS.

5.2.2 The BSS shall handle the transmission and reception of radio signals for speech/circuit
data and packet data communication. Also the BSS shall be able to separate
speech/circuit data and packet data RF Time slots from each other to let only the packet
data to reach the SGSN.

5.2.3 GPRS shall coexist together with GSM using the air interface physical channel.

5.2.4 BSS shall provide distribution of radio resources requirement for circuit and packet
services and the priority thereby. In case of high loaded cell the priority shall be given to
circuit switched calls.

5.2.5 It shall be possible to dedicate a fixed number of channels in the radio network for
GPRS. It shall also be possible to dynamically convert a voice radio channel in to GPRS
channel.

5.2.6 The BSC shall have the following GPRS-specific functionality:

i) Frame Relay and BSSGP interface to SGSN


ii) Allocation of PDCH in cells
iii) Distributing paging
iv) GPRS system information broadcast
v) RLC/MAC interface to MS
vi) GPRS radio resource handling

5.2.7 The BTS shall have the following GPRS-specific functionality:

i) Support of PDCH
ii) RF interface to MS
iii) Packet Control Unit (PCU): The PCU implementation shall support data on Abis
interface and terminate the PDCHs on the air interfaces. The PCU shall also
perform the function of grooming of data from the air interface and consolidate to
the Gb interface.

5.2.8 The PCU hardware/software shall be either BSC embedded or stand-alone BSC
embedded and it shall be possible to expand, create and modify the PCU related
parameters using OMC-R. The PCU configuration (on Gb resources) shall be dynamic. It
shall be possible to share E1s across the hardware blocks where PCU is implemented. It
shall also be possible to share same PCU by multiple BSCs by establishing semi-
permanent links.

It shall be possible to support following multiple coding schemes using the same PCU hardware/
software. There shall be at least N+1 redundancy for the PCU software.

5.3 Interworking with external CBC Server

5.3.1 CBC to BSC interface: The interface to a BSC shall be via an X.25/TCPIP network.

The CBC functionality shall adhere to the specifications laid in the generic requirements
GR/CBC-01/01.TEC

This interface shall

a) be capable of interfacing with multiple vendors BSCs including all existing vendors.

b) be capable of initiating, co-ordinating and managing connections to multiple BSCs


concurrently, without impacting on the response of the CBC.

c) be capable of responding to a bind request received from a BSC. In normal communications


between the CBC and the BSC, the CBC is the initiator of the association. In situations
where no association exists between the CBC and the BSC, the BSC shall initiate an
association to report errors to the CBC or to request recovery services from the CBC. The
CBC shall be capable of accepting these requests.

5.4 The BSC shall have the X.25 WAN interface with at least 4 ports over E1 on
RS232C/V.35/G. 703 to connect to the either BSC-OMC-Router or additional router.

5.5 The BSC shall interface to only one CBC. A BSC shall interface to several BTSs as
indicated by GSM 08.52. The functionality of BSC is detailed in GSM 3.41 except the
support of DRX which shall be optional.

5.6 Interworking with mobile handset: The system shall support the following category of
Mobile Stations as per GSM TS 02.06 and 02.07 .

- Hand-held
- Portable stations

It shall be possible to interwork with mobile stations as per TEC GR No GR/MSG-01/02.

5.7 Interworking for Location based services:

The BSC shall interface the Serving MLC at Lb interface and shall be capable of handling of
various positioning procedures. BSS shall have enable both „Mobile Originated‟ and „Mobile
terminated‟ location requests for CGI+TA positioning based location services.

switch room in India. Design should ensure that the normal operation of the GSM system is not
disturbed due to fluorescent lighting. If special lighting is required for working on the
equipment, bay fixtures for bay lighting shall be provided.

7.4 Base station (Dual band, 900 MHz/ 1800 MHz)

7.4.1 Base Station Transmitter

The transmission functions of the radio transmitters shall include functions and meet
requirements as specified in GSM 05 series and GSM 11.2x series.

 Outdoor BTS shall comply with ETS 300 019-1.4E. Without air conditioner options shall be
able to withstand outside temperature from –10 to 50 degree C. Out door BTS shall meet
IEC 60529, IP55 level protection specifications. Efficient use of the transmission link for
multidrop configurations.

 Efficient use of transmission links for LAP-D signalling.

 It shall be possible to combine different BTSs under logical one segment/sector

 BTS shall be capable of loop, chain and star configurations.

CHAPTER-8

Installation, Acceptance Testing, and Validation

8.1 Installation

The supplier shall organise the installation of BSS systems in co-ordination with
BSNL/MTNL personnel.

8.1.1 It shall be ensured that all testers, tools and support required for carrying out the stage by
stage testing of the equipment before final commissioning of the system are supplied
along with the systems.

8.1.2 The installation materials, consumables and spare parts shall be supplied with each
system.

8.1.3 All literature and instructions required for installation of the equipment, testing and
bringing it to service shall be made available in English language with each system
supplied.

8.1.4 The supplier shall be responsible for handing over to BSNL/MTNL, the systems installed
by them complete in all respects and in working order, after proving their performance to
the complete satisfaction of the BSNL/MTNL. The maintenance tools and testers shall
be made over at the time of handing over to BSNL/MTNL. The maintenance spares
supplied shall take into account the MTTR.

8.1.5 For the installations to be carried out by the supplier, the supplier, including the
important milestones of the installation process well before commencing the
installations, shall furnish the time frames.

8.2 Acceptance testing

8.2.1 The BSNL/MTNL shall perform Acceptance Tests on all system installations and certify
their fitness for commissioning before it is taken over by BSNL/MTNL. For these
Acceptance Tests the Schedule will be formulated by the supplier and approved by
BSNL/MTNL.

8.2.2 The Acceptance test schedules shall generally cover the following:

(i) Check on ironwork, cabling and wiring on sample basis.


(ii) Functional tests on sub-systems -100%
(iii) Mixed service quality test
(iv) Test for interworking in the network

8.3 Validation

8.3.1 Validation shall be done only for the first system. The Test Schedule for the first system
shall cover all the tests necessary to validate the system requirements indicated in chapter
1 to chapter 7 and chapter 9 and its capacity to perform satisfactorily in the Indian
network environment described in chapter 3.

8.3.2 The validation tests shall include items by which traffic and call handling capacities can
be checked. To meet this objective software packages may be made available by the
supplier for testing the system under full load conditions and overload conditions by
creation of artificial traffic.

8.3.3 The supplier shall make a list of all the testers, simulators and the tools required for BSS,
OMC-R and coverage testing. These tools shall be supplied to BSNL/MTNL along with
the necessary documentation.

Chapter 9

Sizing and dimensioning requirements

9.1 Coverage requirements: The following coverage shall meet as per requirement for receive
levels measured outside at street.
i) Deep indoor coverage
ii) indoor coverage
iii) in-car coverage
iv) street level coverage
The entire coverage area shall be divided into the following type of sub-areas:

a) Most dense traffic area (MDA): MDA may be defined as the area covered by sites having
peak traffic and traffic density.

b) Dense traffic area (DTA): DTA may be defined as the area covered by sites average peak
traffic and traffic density.

c) Normal traffic area (NTA): Rest of the area other than MDA and DTA as defined above
may be called as NTA.

d) Highways
The entire above sub-areas shall be covered using suitable coverage levels. The exact
requirement for coverage shall be detailed at the time of the tender.

9.2 BSS

9.2.1 The BSS shall be EDGE equipped and WCDMA compatible. It shall be possible to
provide at least one EDGE carrier per sector in the same Base Transceiver Station. In case
of EDGE, both Incremental redundancy and Dynamic Downlink diversity shall be
supported. It shall be possible to use the same Base Transceiver Station to provide at least
one WCDMA carrier with the addition of suitable HW/SW units. The system shall be
upgradeable for handover between GSM and WCDMA handsets.

9.2.3 The BSC shall provide interface together with required software to work with Media
Gateway based on 3GPP R4 and Combined MSC/MSC server.
9.2.4 BSC shall be dimensioned at 6 Erl /TRX so that there is no capacity degradation of BSC
9.2.5 BSC shall have 1+1 redundancy for all critical units
9.2.6 BSc shall have 1+1 hard disc drives for software back and operations.
9.2.7 Processor load shall not increase 60% of nominal load, i.e system shall be designed for a
peak processor load of 60%.

9.2.8.1 No EDGE carrier shall be generally provided for BTS configurations 1/1/1 and 2/2/2.
EDGE shall essentially be provided through additional carriers.
9.2.8.2 Outdoor BTS shall comply with ETS 300 019-1.4E. It shall be able to withstand outside
temperature up to –10 to 50 degree without air-conditioner. Out door BTS shall meet
IEC 60529, IP55 level protection specifications.
9.2.8.3 Indoor BTS shall support up to at least 24 TRXs with sector 8/8/8 in a single cabinet
configuration, and Omni 6 TRX for use in high capacity areas.
9.2.8.4 Micro BTS shall support at least 3 sectors with at least 6 TRX per site and chaining of
cabinets shall be possible to achieve at least 12 TRX per site.
9.2.9 The BSC and XCDR shall support extraction and aggregation of Gb interface data
through establishment of semi-permanent connections on the A-ter link. The purchase
shall have the option of defining the PCUs that shall be co-located in such cases with
transcoder and Gb data from multiple BSCs shall be extended through suitable semi-
permanent connection to the PCU.
