1. Purpose
To create a requirement for all new projects to consider the inclusion of TPWS within their
project scope based on a risk assessment to support the implementation or exclusion of
TPWS as part of the signalling scope.

2. Scope
All new projects affecting the signalling system within the MTM railway network
Infrastructure Lease as defined by the Franchise Agreement as amended.

3. Background
The management of errant metropolitan trains that exceed their limit of movement authority
on the metropolitan network is performed by the mechanical train stop system. It is
required that a similar functionality be provided for regional trains within the metropolitan
railway network where it is assessed by risk analysis that the fitment of the TPWS in
accordance with VRIOGS 012.0.2 will protect against impact between trains.

4. The Issue
The application of TPWS within the metropolitan railway network has only been considered
for implementation based on locations which have been previously identified by risk
assessment overlaid over the existing mechanical train stop system. It has not been
considered to be widely considered for inclusion in project scopes.

5. The Requirement
All new projects to consider the need for the application of TPWS in accordance with
VRIOGS 012.0.2 within their project scopes and provide a risk assessment in accordance
with L0-SQE-PRO-031 to support the implementation or exclusion of TPWS within the
project scope.

6. Responsibilities
Signals & OCS Asset Management to review asset management planning for future
Annual Works Plans for possible inclusion of TPWS in works scopes.
Projects to include TPWS as a potential deliverable for future works.
