JOB DESCRIPTION

The Director, Strategy, Research and Compliance will be responsible for developing and
implementing the Commissions’ strategy, providing leadership in conducting research on
matters on Administrative Justice and Access to Information, monitoring compliance of
public agencies with the Commission’s mandate and providing a framework for
monitoring the Commission’s compliance with other legal and statutory obligations.

Specific duties and responsibilities will entail: -

(i) Coordinate the development, monitoring and evaluation of policies,


procedures, systems and programmes of the Commission;
(ii) Coordinate the development and implementation of the Commission’s
strategic plan and performance contracting obligations;
(iii) Oversee the development and implementation of best practices, policies,
procedures and systems for research on matters of administrative justice
and access to information;
(iv) Carry out research on cases relating to administrative justice and access to
information;

(v) Coordinate research on systemic issues and recommending remedial
measures and proactive action;
(vi) Develop and implement a monitoring and evaluation framework for
reporting on compliance with the Commission’s strategic plan, annual work
plans, budget and other statutory obligations
(vii) Coordinate preparation of statutory reports for the Commission and ensure
timely submission of the reports as per the legally provided time frames
(viii) Establish a modern Resource Centre that is a one stop shop for information
on administrative justice, access to information and other related issues on
governance.
(ix) Monitor and evaluate the status of the various complaints on
maladministration and access to information;
(x) Supervise staff in the department and promote a performance-oriented
culture
(xi) Coordinate all the planning activities of the Commission.
(xii) Any Other Duties as may be assigned from time to time.

JOB SPECIFICATIONS

For appointment to this grade, a candidate must: -

(i) Have relevant experience of eight (8) years in a managerial position


(ii) Have Bachelors degree in any of the following fields: Economics,
Mathematics & Computers, Statistics, Commerce or any other equivalent
qualification from a recognized institution;
(iii) Have Masters degree in any of the following fields: Economics,
Mathematics & Computers, Statistics, Commerce, Strategic Management
or any other equivalent qualification from a recognized institution;
(i) Have a certificate in Governance and/or Strategic
Leadership/Management from a recognized institution;
(iv) Be a member of professional body where applicable and in good standing;
(v) Be proficient in computer application skills;
(vi) Have demonstrated high professional competence and managerial
capability;
(vii) Have good leadership, organisational, interpersonal relations and people
management skills;
(viii) Have thorough understanding of national goals, policies and ability to
relate them to strategy, research and compliance; and
(ix) Meet the requirements of Chapter six (6) of the Constitution on Leadership
and Integrity.

JOB DESCRIPTION
This position is responsible for driving the Commission vehicles as authorised.

MAIN RESPONSIBILITIES
 Driving the vehicle as authorized
 Detecting and reporting vehicle defects on time
 Ensuring vehicle cleanliness
 Ensuring routine service and maintenance of the vehicle
 Ensuring security and safety of the vehicle, passengers and goods on and off the
road
 Maintaining daily work ticket
 Carrying out routine checks on vehicle’s cooling, oil, electrical and brake
systems and tyre pressure
 Timely reporting of accidents and follow up of police abstracts
 Vehicle inspection and keeping up to date insurance documents, and
 Any other duties as may be assigned from time to time.

COMPETENCIES
For appointment to this position, a candidate must have;
 Kenya Certificate of Secondary Education (KCSE) Mean grade D or its
equivalent
 Valid Class BCE Driving License free from any endorsement
 Occupational Trade Test Grade III for drivers
 Passed Suitability Test for drivers
 First – Aid Certificate Course lasting not less than one (I) week from St. John
Ambulance or Kenya Institute of Highways and Building Technology (KIHBT) or
any other recognized Institution
 Certificate of good conduct from the Kenya Police Service
 Attended a refresher course for drivers lasting not less than one (I) week within
every three (3) years at Kenya Institute of Highway and Building Technology
(KIHBT) or any other recognized institution, and

MAIN RESPONSIBILITIES
Duties and responsibilities entail:

Managerial responsibilities: -

 Develop corporate Information Communication Technology (ICT) strategy, policies


and procedures by evaluating the organizational strategic objectives, identifying
challenges, evaluating trends, and anticipating requirements.
 Define standards associated with information management on appropriate
hardware and software and maintain quality service by establishing and enforcing
high-quality in ICT delivery and management.
 Develop ICT budgets in line with the organization’s overall objectives of
government sector audits
 Design and implement the data protection and security strategy to ensure data
security and disaster recovery measures are in place
 Effectively lead business processes automation by conducting automation
feasibility studies, requirements analysis, and cost comparisons & benefit analysis
 Ensure disaster recovery systems are fully operational at all times to assure business
continuity of all digital information in the Commission.
 Ensure staff development and arrange for user training programs to ascertain that
all system users are conversant with the relevant skills necessary to output on
assignments.
 Manage service level agreements and other contracts for the ICT unit in order to
acquire comprehensive service delivery
 Oversee the application and enforcement of the ICT procedures for the efficient
operation of all the Commission’s systems

Operational and Project Management: -

 Design, implement and manage the network infrastructure for local and wide area
networks (LAN/WAN) for the Commission’s communication
 Provide the technical support for maintenance of the Commission’s intranet,
website and other online platforms in support of the communications department
of the Commission
 Assess and carry out proactive market research and recommend on new
technology to be adopted
 Oversee the provision of technical support for all hardware and software by
external suppliers and ensure quality merchandising for the Commission
 Monitor ICT projects by reviewing their progress and evaluate the milestones
achieve.
 Plan, deliver and report regular ICT performance improvement programs and any
ad-hoc changes that may need to be implemented;
 Ensure that the Commission’s I C T s y s t e ms a r e performing effectively, efficiently
and any changes made are in accordance with best practice standards;
 Plan and coordinate the installation and maintenance of efficient and effective
audio and video communication systems linking the Commission’ s headquarters
with the regions;
 Monitor, diagnose and troubleshoot the ICT network, which includes but not
limited to routers, switches, application & database servers and telephony
communication systems for optimal service availability;
 Review and recommend approval for software and solutions requests to assure
compatibility with the technical environment, security and accessibility;
 Ensure proper management of c h a n g e i n u s e o f n e w organizational systems
as guided by best practices and approved change management policy &
procedures;
 Responsible for all systems/data protection in line with approved data protection
procedures and best practice standards;

IT Security and Risk Management


 Preserve t h e Commission’ s information assets by developing and implementing
disaster recovery and assurance procedures as well as information security and
appropriate control structures;
 Provide leadership, direction and guidance in assessing and evaluating information
and data security risks;
 Develop, implement and administer ICT security standards as well as services
and tools to address and mitigate ICT security risks;
 Responsible for day-to-day maintenance of the Data Recovery Plan, ensuring that
any system changes are reflected in the plan;
 Conduct and/or coordinate systems IT audits of new and existing technologies not
limited to vulnerability and penetration testing.

COMPETENCIES
For appointment to this position, a candidate must have: -

 Master’s degree in Information Systems, Information Technology Management,


Computer Science or any other ICT related discipline from a recognized
institution
 A Bachelor’s degree in Computer Science, Information Technology, Information
Systems; or any other ICT related discipline from a recognized institution
 At least 10 years’ experience, 5 years of which must be in a similar role preferably
in management preferably in the public sector
 Microsoft Professional Certification (MCP/MCITP/MCSE/MCSA);
 Cisco Certified Network Professional (CCNP)
 Be a member of a professional IT and /or computing body such as ISACA
 Meet the requirements of Chapter 6 of the Constitution of Kenya 2010.

OTHER KEY SKILLS:

 Knowledge of Cisco Router, switch and firewall configuration in LAN and WAN
environments backed up by relevant professional certifications;
 Knowledge of Windows Server 2008/12 environments and administration;
 Be proficient in Microsoft Office applications;
 Have a proven track record in delivering business application and process
automation projects with key interfaces to other systems within an organizational
setting;
 Have excellent communication, interpersonal and problem-solving skills;
 The job holder must be self- motivated and be able to work with minimal
supervision
