Page No. 9—10 10—11 1.1 1.0 COOLING WATER SYSTEM INTRODUCTION :- Interms of quantity of water used by industry, process cooling accounts for a very substantial propo Industrial cooling systems can be classified into three main categories :- 1. Once—through 2. Closed recirculating and 3. Open evaporative recirculating. Guwahati Refinery’s once through cooling water system has been converted into recirculating cooling water system in 1986, Though provision for changeover (from recirculation to once through) will also be there. In recirculating system, the cooling media used for exchange of heat is water and to economise fon the use of water, water is recirculated through @ cooling tower. ‘This cooling tower is induced draft cross low type. The scheme of operation is that hot water from the condenser, exchangers is sprayed across the latticed (Net-work of cross-bars) work in a rectan~ gular cell and an induced draft fan is mounted at the top of each cell. The draft fan induces a draft current from the cell towards the atmosphere and in the process carries away the water vapours. The cooled water collected on the sump is again pumped into the condenser or exchangers to cool the product. ‘These type of cooling towers are more efficient, economic in operation and occupi¢s minimum space. 4.2. DESIGN BASIS OF THE SYSTEM : ‘The unit wise total requirement of cooling water is as follows : SI. Total 95.0 (3.97 %). 1.4 COOLING WATER MAKE-UP REQUIREMENT :— To supplement the loss of water due to blowdown, evaporation and drift, fresh raw water is add- ed to the cooling water sump as make-up. It will be supplied from the existing cooling water system (direct line). 3— In addition to coolers and condensers, cooling water will be used for gland cooling, OMS and units blowdown, Coke cutting. This water is contaminated-and it will not be recirculated but will be discharged to K-line, as is being done at present. This will act as a fixed blowdown from the system. ‘The estimated make-up water requirement of X-201 is 467 M*/br, and X-301 is 95.0 M/br. 1.5 COOLING WATER CONTROL LIMITS The suggested control limits of the circulating Cooling water is a follows :— Cooling water control limits :— Normal : Max. Residual Chlorine level 03 = 06 (Shock dozing of chlorine at regular interval to maintain a residual chlorine level in circulating water in return line between 0.3 to 0.6 ppm). 1,6 SYSTEM DESCRIPTION AND OPERATION 1.6.1 Cooling Tower : Two cooling towers X-21 and X-301 ate provided for units and TPS, Separately. The cell basins are connected to the cooling water sump through a channel. The sump is provided with drain and overflow. Unit cooling tower X.201 is provided with hot water sump and three hot water return pumps. The cooling water return header (C-line & W-line) discharges the hot water into this sump. Attached drawing may be seen. The hot water pumps pump this water to the two cells of X-201, where it is distributed. Sample points are provided in the hot water return, cooling water supply, and raw water make up lines. In case of X-301 (TPS Cooling tower) the hot water from the condensers is directly returned to X-301 top. Refer drawing. Water falls across the path of air flow and gets cooled. Cola water from the compartments flow via the channel to the suction of water recirculation pumps. 1.6.2 Cooling Water Circulating Pumps : For unit cooling tower X-201, there are three cooling water circulation pumps, P-201 A/B/C (two operating, one standby ). These are horizontal, centrifugal, motor driven pumps with a capacity of 1800 M3 /hr. —4— ‘There are three hot water return pumps (two operating, one stand by), P-202 A/B/C for returning the hot water from the sump to X-201. These are vertical motor driven pumps. These have a capacity of 1650 M#/hr. each, with a discharge pressure of 3.0 Kglom*g abs. Vertical pumps are provided in this case to avoid lowering of the pump house which may result in flooding moon-soon season, Hot water Sump: It is a under ground tank which steres return hot cooling water from units. There are two oll skimming gates for skimming oil from sump and skimmed oil is discharged to K-line as shown in drawing No. Ts/P/83/ews/180. For TPS cooling tower X-301, one set of pumps P-301 A/B/C (2 operating one stand by ) are provided to pump* Cooling water to the top of cooling tower through IPS condensers. No separate pumps are provided for return water, as it will call for construction of two sumps which will make the modif- ication on ocbnomical. This is based on the assumption that TPS condensers are designed for shut off pressure of the recirculating pump which will be around 5.0 Kglem*. g. Provision has also been incorporated that any pumps or fans can be started/stopped either from local or remote ive. from control room. 1.7 NORMAL OPERATION OF COOLING TOWER : 1.7.4. Starting Procedure : 1) Check physically the foundation bolts of the fan, gear box and the motor. Check the lattice work is in position 2) Check the oil in cold state and ensure that the oil level in the gauge glass is above ‘ADD’ level if less top it. If dirty, replace it completely with serve system 150. 3) Keep the electrical circuit healthy. 4) Inspect and remove any algae formed on the distributors or in the cell. 5) Check the performance of the fan for vibration and noise. It is advisable to start the fan with one person near the fan and the other at the panel. This will help in minimising any danger, if mechanically defective. 6) Never operate the fan with one side loading i.e. Always keep both side water valves open. It is a good practice. However if for any emergency, a short time unbalance will be permi- tted on the fan. Stopping Procedure Close the water valve gates to stop hot water flowing through it. ‘Switch off the electric supply and stop the motor, ©. Running Operation : 1) Never overload the towers. Don't exceed from rated capacity. 2) Keep a regulat watch on the oil level and vibration. Top up oil, if necessary. 3) Keep the cooled water temperature under control normally it is kept around 32°C. 4) Check no algae formation in the towers. 5) Keep control on the quality of the water. If alkalinity is high, blow down can be done. 6) Hexameta phosphate is dozed to keep the scale forming salts in suspended form. On an average 15-2 kg solution is dozed in the sump every shift. 7) T.D.S. of the water is controlled by blowing down, 8) To control the bacteriol growth chlorine is fed to the water. The free chlorine in the water is not to excced 0.5 ppm. 9) Once a month a shock doze or at the double the quantity of chi. thus helps in Killing completely bacteriol growth of algae. is dozed in the system Normal Opera’ Starting Procedure of Cold Water Pump : 1. 2 3. 4 5. aL 12. is L 5. 6 L 2 10, Me Starting Procedure of hot water pump: n of Circulating Pumps Check physically the mountings, ‘connections etc, Confirm from the Control room, the electrical, scheme is normal. Check the sump level is normal. Check the suction gate valve is open. Gpen the pump casing deseration cock to remove air and stop it when water starts coming. This will eleminate the air lock in the pump. Make sure that the gland sealing water, bearing cooling water are sufficient and proper. Top up the lube oil to bearing of grease it through grease gun. The cooling towers must be properly running to meet the cooled water requirement. Keep the di charge valve closed. The cookng water temperature is maintained about 32°C. Start the electric motor and ensure that the pumps operate properly, the gland scaling water is full, the load on the motor is steady at 270 amps. Inform electrical operator to switch off space heater. Stopping Procedure : ‘Snitch ‘OFF the pump from panel, by closing the discharge valve, Otherwise the pump will run reverse and drain off the water to sump. Running Operation : Keep the bearing temp, below 65°C If rising, check the bearing, cooling water and noise and rectify it. Mobilux Grease No. 2 of Servogem-2 grease is filled in the Grease cup provided as and when necessary. The grease is checked every day once in a shift. Profuse water through the gland is to be avoided. The gland is to be tightened in running and adjusted to limited flow through it. The discharge pressure of the pump should be 2.5 Kg/om® and if less, stop the pump and check up the impeller. The load current is maintained at 270 amps. If increasing, the cause for the same is analysed and rectified. The changewver of the pump should be done on every Monday in Morning ift. Check physically the mountings, connections etc. Confirm from the Control room, the electrical scheme is normal. Check the sump level in Hot water sump. Ensure the rotor shaft is free. Open the pump casing deaeration ccck to remove ait lock. Make sure that the gland sealing water, beating cooling water are sufficient and proper. Top up the lube oil to bearing upto the required level. Keep the discharge valve closed. Seart the electric motor and’ ensure that the pumps operate properly, the cooling water is full, the load on tlie motor is steady and below 300 amps. Inform electrical operator to switch off space water. Ensure that the all the 4 valves at Cooling Tower top are open. B. Stopping Procedure: 1 2 ‘Switch ‘OFF the pump from panel, by closing the discharge valve. Inform the electrical operator to switch ‘ON’ the space heater. Running Operation : 1, Keep the bearing temp. below 65°C, If rising, check the bearing, cooling water and noise and rectify it, 2, Servo system —68/ Servo system 57 lube oil is filled in the bearing re-using as and when necessary. The level is checked once in each shift. 3. The discharge pressure of the pump should be 2 kg/cm? and if less, stop the pump and check up the impeller. 4, The load current is maintained at 300 amps. If increasing, the cause for the same is analysed and rectified. 5. The changeover of the pump should be done on every Monday in Morning shift. 1.8. PROCEDURE FOR COMMISSIONING COOLING TOWER FROM ONCE THROUGH SYSTEM: Commissioning of TPS cooling Tower from once through system. NOTE Attached drawing No, TS/P/83/CWS/180 may be referred. In once through system Industrial water is received inside refinery at object—I8 direct from WIP which is fed to turbine condensers through valve VI & V4 and its return recuperated water is fed to process units for cooling purposes through booster pumps P-S, P-6 & P-7 by old indus- trial water line and Fresh water is also fed by. New fresh water line through valve V10, V7 & V8 remains closed. Now for commissioning of TPS cooling tower following steps are followed— Change over from Obj -18 pumps to TPS circulating water pump: i) Keep both valves on direct line V7 & V8 closed near Obj-18. If water mixing is required, it can be done through mixed water valve V-21 near Obj-02. fi) Open all the four valves of cooling tower cells. iii) Open all the outlet valves fully on condenser generator air cooler and oil cooler. Maintain the required water flow by controlling the respective inlet valves . iv) Increase opening of condenser inlet valves slightly. Water overflow from the pit will increase. ¥) Throttle the valve on return water header to pit V-24 80 that pit overflow comes to original position. vi) See that sufficient water flow is maintained through oil cooler and generator air cooler (by checking oil & Generator air temperatures). vii) Repeat steps iv). vi, vi) gradully till water starts dropping from cooling tower top. viii) Fillup the cooling tower ccld water sump. ix) Start one circulating water pump. x) Open the discharge valve fully. xi) Open unit side valve on direct line V8 gradually. xii) Close Obj-18 pump discharge valve gradually. xiii) Check that recuperated water header pressure is maintained to original valve. xiv) Pit overflow will increase close valve on return water header to pit so that pit overflow comes to ‘original position. xv) Repeat steps xi), xii), xi) and xiv) gradually till Obj-18 pumps discharge valves are fully closed, Start second C.W pump if required to maintain the recuperated water supply. xvi) Stop Obj-18_ pumps. xvii) Start both TPS cooling tower fans. Precautions: i) Following parameters of TGs are to be closely watched during the changeover period. a) Condenser water flow & vacum. b) Oil temperature, -T- ©) Generator air temperature. fi) Any pressure drop in recuperated water header should be maintained by opening the direct line valve (V7 & V8). iii) W.T.P. reservoir level should be maintained at the maximum, U. Circulatetps water in TPS and supply fresh water to units: i) Close valve VIS on suction header of Obj-18 pumps. ii) Charge the suction header of Obj-18 pumps by fresh water by opening the valve V2. Open valve VII to supply fresh water to units through suction header of Obj-18 pumps. Close valve VIO fully. Reduce fresh water supply pressure by throttling valve VII in Obj-18. Accordingly W.S. Plant CDU and DCU should open their valves to mect the requirement, Reduce the water pressure upto 1.5 Kglem® slowly. Co-ordination of RSM with all units is required for this operation. vi) See that fresh water header and recuperated water header pressures are almost same. vii) Open valve V2l to make fresh water and recuperated water supplies parallel. viii) Open fresh water valve VI1 slowly. ix) Close valve V8_ slowly x) Open valve V38_ connecting circulating water discharge header to TPS supply line slowly. xi) Close valve VI_ slowly. xii) Repeat operations ix), x, xi, xii) in sequence till valves VI1, V38 are fully opened and valves V8 and VI are fully closed. Following parameters are to be monitored during these operations. Pressure and flow of unit water supply. —Pressure and flow of TPS water supply. —TPS cold water sump level. Parameters of TGs inview of increased temperatures of water to TPS. —Control pressure apd flow of water to TG condenseres by controlling the inlet valves. Con- denser pressure shoufd not increase more than 2 Ke/om?, After completing these operations TPS circulating water system is fully in operation and units ‘are being supplied by fresh water. Note :— i) In this step of changeover total co-ordination of units and TPS is required. ii) After completing the changeover, units will be supplied by fresh water of low temperature. Units should control the water consumption accordingly. iii) Chlorinator and Hexa meta phosphate dozing system should be commissioned before starting for this step. Ill, Putting Unit Cooling Tower in Operation : i) Changeover fresh water supply to W.S. Plant from original line to newly made line by opening the valve V34 and closing the valve V39, ii) Keep unit cooling tower, in circulation. fii) Keep isolating valve of unit cooling tower V40 opened. iv) Divert $-20 condenser water to hot water sump by closing the w-line sluice gate valve near bj-02. ¥) Start one hot water pump after filling the hot water sump. vi) Open the hot water pump discharge valve slowly maintaining the level in hot water sump fill up cold water sump. vii) Start cold water pump. viii) Open discharge valve of cold water pump slowly maintaining the level of cold water sump. —3— ix) Start both fans of cooling tower. x) Close valve V23 feeding fresh water to refinery header slowly. xi) Close C-line sluice gate slowly near 03 unit wi) Repeat operations vi), vi), x) and xi) in sequence til valve V23 is completely closed. Follo- wing parameters are to be monitored during above operations :— — Level of hot water sump. — Level of cold water sump. Make up water can be used for maintaining the cold water sump level. Pressure of refinery water header. EMtorinetor and Hexameta phosphate dosing system should be commissioned before starting this ster. 19 INSTRUMENTATION AND ALARMS : ‘The following instrumentation and alarms are provided for controlling the operation of the Cooling Tower Unit Cooling Tower (X-201) : 1. Make-up water line - Flow recorder FR 202 Flow meter FQ 202 2, Cooling water supply line i) Low Pressure Alarm PAL—201. ii) Flow meter FQ—201. iii) Flow recorder FR—201. iv) PG-204 (Pressure Gauge) v) TG—201 (Temp. Gauge). 3, Hot water return line to cooling tower— TG—202 (Temp. Gauge). 4, Inhibitor addition line FI—202. 5. Hot water sump— * i) High level alarm—LAH-202. ii) Low level alarm—LAL-202, 6. Cold water sump— i) High level alarm-LAH-201. ii) Low level alarm-LAL-201, TPS Cooling Tower (X-301) :— xiii) 1, Make-up water line FR_ 302/FQ 302. 2. Cooling water supply PAL 301, FQ 301, FR 301 line to TPS. PG 304, TG 301. Hot water retura line TO-302, to cooling tower 4, Inhibitor Addition Line- FI-302. 5. Cooling Tower * LAH-301, LAL-302. * Repeated in main control room in addition to local panel. 14 COOLING WATER TREATMENT SYSTEM For eficient heat transfer and longer life of exchangers, it is essential to chemically treat the cooling water. The main purpose of cooling water treatment is to— a) Prevent scale formation. b) Prevent the growth of algae and other micro organisms in the circulating system. Due to large blow down from the cooling water system, Cycles of concentration only 1.2 for unit cooling tower (X-201) and 1.224 for X-301 respectively. Hence no elaborate treatment will be required, Sulphuric acid dozing will not be required as the total alkalinity in the recirculation water will b= within the limits. Hence the treatment is for scale prevention and corrosion prevention donot arise. Circulating cooling water will be treated with sodium hexameta phosphate for scale prevention and with chlorine to prevent the growth of algae The following control limits are recommended. PH - 10 =12.5 Total phosphate including ortho phosphate $—10 ppm as P04, Chlorine — Shock dozing of chlorine at regular interval to maintain a residual chlorine level on circulating water in return line between 0.3 to 0.6 ppm. 1.10 INHIBITOR DOSING FACILITIES A small concentration of sodium hexameta phosphate is maintained in cooling water. The inhibitor dozing facility consis's of an elevated drum, which is used for dissolving the chemical. This tank is provided with an outlet, avent, a drain, and overflow and a raw water inlet connection for preparing the charge. A motor operated stirrer is provided for dissolving the chemicals. Sodium Hexameta phosphate will be mixed in this tank and a 5% solution will be prepared. Inhibitor solution flows by gravity from the tank to the cooling water channel. A rotameter is Provided for measut'ng the inhibitor addition, Separate inhibitor facilities, are provided for X-201 and X-301. Chlorination Facility :— Shock chlcrination will bz done to prevent the growth of slime, algae and other micro-organisms, For this purpose, chlorination of capacity 21 Kgjhr. and 13 Kgjhr. are provided for cooling towers X-201 and X-301 respectively. Chlorine dozing is expec.ed once a shift, and will be done manually. 1.11 SPECIFICATION: i) At Unit Cooling Tower (X-201). Cold water pumps (P-201) . Pump Type :— 16/20 LONOVANE, HEAD: 25.1 m. Motor Rating : 180 KW, RPM : 984, Volts : 415 V, HZ-S0, Insulation — Class B. Specification Cooling Fan Motor :— Type: LD 280 S. RPM: 1480. Volts: 415m 3 Ph, 4 Connections. AMP : 118, Power~ 67 KW. Insulation — Class. B. —10— At TPS Cooling Tower (X-301) Specification of circulating water pumps (P-301) :— Pump Make : Mather & Platt. Type : 12/14 BLE, Discharge : 1500 M*/hr. Sp. Gravity : 0,995, RPM : 1488. Head : 30.2 M. Motor type : AHW 315 L 4 HI. Volts : 415, HZ-50, 3 PH — Connection, Current : 279 A, Power Factor : 0.85 Power : 220 HP/160 KW. Insulation : Class B, RPM : 1488, 1.12. EMERGENCY OPERATIONS IN COOLING TOWER Power supply to both the cooling known as cooling tower Substation. towers operation. tower has been given from a common 0.4 KV Substation Following Types of emergencies can take place in cooling 1) Interruption due to total power failure. 2) Interruption due to tripping of running transformers of cooling tower Substation. 3) Interruption due to tripping of one running circulating water pumps. 4) Emergency due to tripping of any one fan. Following steps may be followed to handle the various emergencies— 1) In case of total power failure. Action of TPS Cooling .Tower operator. i) Open valve V1 to supply cooling water to TG-condensers. ii) Open valve V-12/V-13/V-14 to supply fresh water to units (Its suction side valves remain open). iii) Close the discharge valve of cold water pumps who were running prior to failure in order 1 avoid passing of water to sump. If power failure continues then once through system can be established but if in the mean time power resumes thea immediately two cold water pumps may be started feeding cooling water to TGS condensers and valve V-I can be closed. iv) On getting information from unit cooling tower operator V-12/V-13/V-14 can be closed slowly, maintaining the pressure. Action of Unit Cooling Tower operator during Total Power Failure: i) Close discharge valve V-40. ii) Open sluice gate V-29 of C- line near Obj-03. iii) Close discharge valve of running Hot water and Cold water pumps. iv) Inform shift’ Engineer. y) In the mean time if power resumes then close C-line sluice gate V-29. vi) Start hot water and cold water pumps. vii) Open discharge valve V-40. viii) Inform TPS cooling tower operator to close valve V-12/13/14. Interruption due to tripping of running transformer of cooling tower transformer In case of tripping of running transformers same above mentioned actions can be taken by both unit cooling tower as well as TPS cooling tower operator. In the mean time electrical operator shift Engineer ean be informed to restore the supply. 3, =i WHEN ONE RUNNING CIRCULATING WATER SUMP TRIPS 1 In normal cases two cold water pumps will run and one will remain as standby. In case of tripp- ing one pump, standby pump can be started immediately but if standby also does not start or if it is also under maintenance, then following steps can be taken At TPS Cooling Tower (X-301) : If standby pump also fails to start or it is also under maintenance—then. i) Open direct line valve V-1 and maintain header pressure as usual. ii) Open overflow line valve V-24 to it to avoid overflowing if cooling tower sump. iii) Mean time if pump becomes healthy then scheme may be normalised. At Unit Cooling Tower X-201) Jn case of tripping of running cold water pump standby pump can be started if it is also under maintenace then. i) Inform TPS cooling tower operator to open any one valve V-12/V-13/V-14 to maintain cit- culating water header pressure. ii) ‘Throttle discharge valve of hot water pump to control the overflow of cooling tower sump. iii) Open slightly the C-line sluice gate V-29 to control hot water sump overflow. iv) In the mean time if cold water pump becomes healthy then it can be started and subsequ: ently V-29 can be closed and V-12/V-13/V-14 cam be cloeed and discharge valve of hot water pump can be normalised. WHEN ONE RUNNING HOT WATER PUMP TRIPS (X-201) In normal cases two hot water pumps will run and one pump will remain is standby. Now in case of tripping one running pump. i) Start standby pump and inform shift Engineer about tripping. But if standby pump fails to start or it is also under maintenance then following action should be taken : fi) Cold water sump level can be maintained by opening the make up water valve V-33 of still level is not being maintained then discharge of cold water pump can be throttled and header pressure can be maintained by opening valve V-12/13/14 at Obj-I8 (by TPS Cooling tower operator) fii) Open slightly C-line sluice-valve V-28 to control the overflow of Hot water sump. In the meantime if hot water pump becomes ready thea it can be started and subsequently V-12/13)14 and V-33 can be closed. WHEN ANY RUNNING FAN TRIPS :— In normal operation both the fans will be kept running But in case of tripping of one running fan rate of cooling will reduce and thus comparatively hot water will be supplied affecting the ‘operation.
