Organizational Profile of MoPT

Name of the Ministry: The Ministry of Post and Telecommunication in Bangladesh


Ministry of Posts and Tele communication is one of the important ministries of the Government
of the People's Republic of Bangladesh. Ministry of Posts and Tele communication is primarily
responsible for providing postal and Tele communication service in the country. This ministry is
concern with policy making for its two attached department.

Establishment: In 1971 after the liberation.

Vision:
The Vision of MoPT is to provide a quick and updated telecom and postal services to the
people of Bangladesh in a transparent and people friendly manner keeping pace with the
advancement of ICT in other developed countries.
Mission:
The Mission of the Ministry is to determine the general policy of the Government and to
encourage the development of the Telecommunication sector in Bangladesh. Under the Ministry
of Post and Telecommunication there are two main head departments, Bangladesh Telegraph &
Telephone Board and Bangladesh Post Office.

Telecommunications
Bangladesh Telegraph & Telephone (T&T) Department was created under the Ministry of Posts
& Telecommunications with a view to run the telecommunication services on commercial basis.
The Bangladesh T & T Department was converted into a corporate body in 1976. In pursuance of
Ordinance No. XII promulgated by the President of the Peoples Republic of Bangladesh on 24th
February, 1979 The Bangladesh Telegraph & Telephone Board (BTTB) came into existence.

Postal Department
Bangladesh Post office is a govt. owned department dedicated to provide wide range of postal
products and public services. It is the premier national postal communication service holding
together a vast country with a large population. Bangladesh Post Office is committed to provide a
speedy, reliable and regular service to the people of all walks of life at a reasonable cost.

History of Website
My honorable course teacher, I did not find any website, webpage or any link about the history of
the website of MoPT even in the internet. I tried to contact with Ministry office by the given
telephone number but no one received the call and no response on E- mail. That’s why I am
unable to give any information about the history of the site MoPT. In the MoPT s’ website the
home page is covered by the speech of Sunil Bose Kanti, secretary of MoPT.

Coverage of Website
The Ministry of Post and Telecommunication has its won website for exchanging its information
about ideas, products, services and the future projects of post and telecommunications taken by
Bangladesh Government. The MoPT website is very well organized and contents useful
information and also various related links and sub-links.

It has some links which include some sub links: Telecommunications, Postal Department,

Accessible ness: In the webpage most of the links are easily accessible but there are some links
like the MoPTs’ organizational structure, Biography, posting records of MoPT, the sub links of
Telecommunications like Teletalk, TSS, Codes of Telecommunications, Service provider are not
accessible.

Feedback Mechanism

The Ministry of Post and Telecommunication has its won website and in its webpage, it has
developed as a sub link about feedback mechanism into its Contact Details link. Bangladesh
postal department also develops its won website and has its feedback link and also has FAQ-
Frequently Asked Questions links.

Weaknesses of website
• Policy Statement: In this website the home page has a scroll box where there are some
components about policy of MoPT but the components do not work and do not open the
link.
• Project: The site has discussed its ongoing, completed and new future without allocation
projects.
• Ministry Budget: Ministry budget is not being mentioned in the website.
• There is no mention about ministry budget in the website.
• Annual Report: The website of MoPT has no annual report itself but in the Website of
Bangladesh Postal Department has mentions the postal annual report which is non
accessible.
• Contact Details: Though the contact option is mentioned and also accessible to the link
but nobody response to the call and even to reply in E-Mail.
• Service Profile: There is some name of service Profile in the website as a sub links but
they are not accessible.
• Table/ year/ figure: As the website has not mentioned its annual report so table, figure
and year could not be found.

Possible measures to improve effectiveness of the website of MoPT
• The ministry may launch some advertisement link in the website like other foreign post
and telecommunication ministry site. Example: Ministry of Communication, Post and
Telegraph of Myanmar.
• The site of MoPT should describe its web history and the name of the web Designer &
Developer in its webpage to give more comfortable information to its users.
• It should include the link of Annual reports of Post and Telecommunications by
mentioning the annual budget for the Ministry.
• It should make its links and sub links more accessible and connectable.
• The officials should response to the call and E-mail that are given in the option as contact
details in the webpage of MoPT.
In comparing with the foreign Ministry of Post and Telecommunication website, the MoPT site
may increase its Effectiveness more by developing and adding those followings and information
for the website users and its customers:

Summery and Conclusions


Our honorable course teacher Dr. Durgadas Bhattachergee has assigned me to prepare an
assignment on the topic of “Website of Ministry of Post and Telecommunication”. At the first the
organizational profile is described which includes the name of the ministry, department head, the
date of establishment, MoPT Act, attached department, missions, vision, telecommunications
department, postal department, and service provider. Website does not provide any information
about the website development date and its history. The webpage coverage have some basic links
and sub links but most of them are non accessible. Feedback mechanism is mentioned. Lastly it
has been finished by finding out the weaknesses and the effective measurements to develop the
site of MoPT.
As we know that, Of many information-driven tools of communications, WEBSITE has excelled
others by dint of its inherent strength of sourcing the most relevant, useful and updated
information to be accessed to, by anyone from anywhere across the globe. In the context of
Bangladesh- a country yet to go a long way towards narrowing down the digital divide with the
developed countries, any efforts, whatsoever, intended for materialization of e-governance can
largely contribute to bridge the ‘divide’ as well. Developing a website of MoPT is a little step in
the giant world networking system. Though the country lately has realized the needs of it, so the
ministry have to face a lots of needs and demands as its weakness from its users and clients to
increase its effectiveness by following the right measurements.
