Dear Mr. Jordan:
‘As requested, attached are three sets of the revised E&S and Restoration plan drawings, 3 copies of the E&S
Module 1, and 3 copies of the revised E&S Restoration plan narrative for Phase 1 approval. We have reviewed
the York County Conservation Districts comments and offer the following responses:
YCCD Comment Response Email dated 12/27/2021,
‘Types, depth, slope, locations and limitations of the soils §102.4(b)(5
1. The soils legend and applicable soils limitations and resolutions have not been provided on
the E&S plan drawings.
Response: Soils imitations and resolutions have been provided on the E&S plan drawings
sheet 8001, 1 of 3.
Narrative description of the location and type of perimeter and onsite BMPs §102.4(b)(5)(vi)
2. YCCD Standard Notes 1-15, 19-22, 24-26, 29, and 30 have not been provided on the E85 plan
drawing.
Response: The general E&S notes and soil limitations and resolution notes have been
provided on the plan drawings sheet 8001, 1 of 3. The Standard notes 14-18 have been
included in the construction sequence notes on sheet 8501, 2 of 3. Stabilization specification
notes have been provided on sheet 8501, 2 of 3. The Maintenance program notes have been
provided on sheet 8501, 2 of 3.
‘Sequence of BMP installation and removal §102.4(b)(5){vil)
3. The construction sequence does not address:
a. Installing the rock construction entrance.
Response: The construction sequence has been updated to include installing the rock
construction entrance on sheet 8501, 2 of 3.NaTwPo0so2 January 4, 2022 Page2

b, The replacement of topsoil and depth of topsoil replacement upon reaching final grade
and prior to permanent seeding and mulching/blanketing,
Response: The construction sequence on sheet 8501, 2 of 3, has been revised. Stage 7
requires the placement of topsoil upon reaching final grade.
Completing the proposed major permit amendment (site build-out) that has been
submitted to the district for review and approval. The NOT should not be submitted
(stage 8) until all project construction has been completed and permanently stabilized.
Response: The construction sequence on sheet 8501, 2 of 3, has been revised.
Submission of a Notice of Termination has been moved to the last stage of the sequence.
‘Supporting calculations and measurements §102.4(b)(5){viil)

4, ‘The topsoil stockpile locations referenced in stage 4 of the construction sequence have not
been identified on the E&S plan drawings.
Response: The location of the topsoil stockpile is shown on the site plan, sheet 8001, 1 of 3.
5. ‘The rock construction entrance construction detail does not provide the underlying
geotextile (see DEP Standard Construction Detail #3-1).
Response: The detail on sheet 8501, 2 of 3, has been updated to match the DEP Standard
Construction Detail #3-1.
6 The proposed filter sock provided on the E&S plan drawings does not identify the
size/diameter (in legend or on plan drawing), not meet slope lengths (for even the largest
diameter (32”) available], and has not been shown on existing level grade downslope of the
proposed access drive. The District suggests the option of utilizing compost filter sock
sediment trap(s) which should maintain a sheet flow discharge to downslope adjacent
properties,
Response: Annotations for the compost filter sock have been provided on sheet 8001, 1 of 3.
Compost filter sock provided has been revised. Compost filter sock sediment traps have been
added to the plan sheet 8003, 1 of 3. A detail has been provided on sheet 8502, 3 of 3.
7. Compost filter sock or other adequate perimeter sediment control BMP has not been
provided along the entire downslope perimeter of the limit of disturbance (ex. west corner
of site, gaps between ends of proposed compost filter sock sections.)
Response: Compost filter sock design has been revised and sediment traps have been added
to the plan sheet 8001, 1 of 3.
8 Compost filter sock Tables 4.1 and 4.2 have not been provided on the E&S plan drawings.
Response: The compost filter sock detail on sheet 8501, 2 of 3, has been updated to include
table 4.1 and table 4.2.NaTwp00s02 January 4, 2022 Page 3

8 ‘broad-based dip or other BMP has not been provided across the rock construction
entrance to prevent sediment-laden runoff from discharging onto Old Trail Road.
Response: A broad based dip has been shown on the Rock Construction Entrance on sheet
8001, 1 of 3, and detail provided on sheet 8501, 2 of 3.
10, The temporary lime and mulch types, permanent seed type and rate, and straw-mulch
anchoring type and rate have not been provided on the E& plan drawings.
Response: Temporary and permanent seeding and mulching rates have been provided on the
&S plan drawings sheet 8502, 3 of 3.
11, The permanent lime rate (in the absence of soil test results) provided is inadequate.
Response: The permanent lime rate has been revised on sheet 8502, 3 of 3, to 6 tons per acre
1s recommended in the absence of soil test results.
