1 Introduction
The EEG 2017 and the FGW guideline TR 10 contain several requirements for turbine operational data and their
analysis. This document describes the different requirements and how these can be handled. EEG 2017 and TR
10 are obligations for the windfarm owner, GE Renewable Energy will assist the owner to fulfill these.

EEG 2017 means Renewable Energy Sources Act (Gesetz für den Ausbau erneuerbarer Energien (Erneuerbare-
Energien-Gesetz - EEG 2017) a law in Germany.

TR 10 stands for Technical Guideline Nr. 10 of the FGW e.V. (Fördergesellschaft Windenergie und andere
Dezentrale Energien).

2 Operating Data to be Maintained


The following list of data is copied from section 2 of TR 10 (TR 10 Rev. 0)

2.1 Plant Parameters


 Wind speed measured by anemometer mounted on the nacelle. If several nacelle anemometers
are installed, the values of the individual anemometers and, if available, the calculated mean value
 Electrical plant output (active power)
 Wind direction indication, consisting of indication of the nacelle direction and, if available, of a
measured relative or absolute wind direction (this requirement is fulfilled by nacelle direction
data)
 Measured value of the outside air temperature at hub height on the WT, or at a specified
measuring height
 Measured value of the air pressure (if available) at hub height on the WT, or at a specified
measuring height (this optional requirement is not fulfilled by the standard)
 Value of the turbine-internal energy meter
 Rotor speed
 Pitch angle

2.2 Wind Turbine Status Information


 Event/status log of the WT with information on the start and end point of the event specified
 Description of the status messages used and event/status log files
 certified assignment lists of status messages for the categories relevant to EEG 2017:
 Intended operation
 Restrictions for reasons related to licenses and/or permits
 Restrictions or unavailable for other reasons
 Restrictions due to feed-in management
 Restrictions due to optimized marketing

2.3 Further Necessary Data


 Documentation of the initial state and changes in plant operation:
 Upgrades or retrofits to the WT which lead to a change in the reference yield to be assessed
 Permit conditions and subsequent amendments of the permits affecting energy yield must be
specified

 Amount of yield and indication of the type and time period that has already been compensated for
in the evaluation period (e.g. billing of feed -in management, direct marketing)
 Feed-in meter data of the relevant point of common coupling in at least monthly resolution;
 Information on each additional generating unit connected to the same meter point:
 Date of commissioning
 Data of the plant-specific feed-in meter for the evaluation period in at least monthly
resolution, if available
 Alternatively, if this feed-in data is unavailable, the billing key according to which the feed-in
energy was allocated to the individual or the sum of the remaining generating units is required

 EEG installation code


 Self-declaration for data backup according to Annex A of TR 10

2.4 GE Scope and Customer Scope


Turbine data as per section 2.1 is collected by the turbine controller. Electrical output is measured with
uncalibrated CTs and VTs installed in each turbine. Turbine status information as per section 2.2 is collected by
the turbine controller and if external requests (e.g. restrictions due to feed-in management) are concerned
initiated by the windfarm WindCONTROL cabinet and captured in the WindSCADA log located on the
WindSCADA server. Necessary data as per section 2.3 is not captured in the SCADA data and needs to be
maintained by the windfarm owner.

3 Classification and Certification of WindSCADA and WindCONTROL


Status Codes
The classification of SCADA and WindCONTROL status codes has been done and shared with a 3rd party for
certification purpose. The certification is expected in Q3 2019.

4 Calculation of Technical Availability


After 5, 10 and 15 years of operation a certificate according to Annex B of TR 10 must be issued by an
accredited institution. Evaluation of technical availability according to TR 10 done by GE might not fulfil the
requirements of the accredited institution and is therefore completely indicative. As of now there are a several
service providers as well as accredited institutions working on the task to process the necessary reporting to
issue reports according to TR 10 requirements but a testing and confirmation of these is still outstanding.

5 Data Storage
The often used windfarm compact SCADA server is not capable to store the necessary data for the periods
required by TR 10. The owner must ensure that data is downloaded and stored on a regular basis.

Data retention capabilities of different SCADA systems are detailed in the WindSCADA technical description
document.

6 Data Protection
EEG Annex 2 section 7.3 mandates that the owner must organize data management in a way that the turbine
operational data can be downloaded by qualified third parties in a way that the data cannot be manipulated
later. According to TR 10 such kind of protection can be reached by use of access rights restrictions.

GE Renewables Energy is evaluating the requirements and plans to offer solutions for customers around data
download, storage and protection against manipulation.
