India has the youngest population in the world and UP being the most populous state comprises largest

youth population in the country. So ideally UP should be one of the prosperous state in the country
given its largest human capital. For Congress to establish at grassroots level it has to address
unemployment, education, health, and basic infrastructure issue among and reach out to youth. But in
the recent years we have seen the development rate of the state is on declination. Rate of
unemployement has increased exponentially and youths are on road protesting and suffering police
atrocities instead of being in a job. Also no step has taken by current BJP government in improving
education infrastructure; number of school and college dropouts has increased in this gov. with
comparison to previous governments. These are the primary issue youths are facing in UP. There is anti-
incumbency factor due to failures of BJP Govt. at every front to address the unemployment issues, rise
in crime against women, atrocities against Dalits and exponential rise in crimes.

UP is a one of the largest state with huge population, it has to make strategies on the basis on region.
Congress should first divide the whole state in small pockets to targets youths, women as well as senior
citizen vote banks. A small geographical division will give a better chance of implementation of
strategies as well as increase the influence of congress in the region.

As Congress is facing up challenges not only from BJP, it is also facing its opponent main regional parties
i.e. BSP, SP and RLD and many smaller parties of the state, which are consolidating their vote banks on
the religion and caste basis. Congress has to comprehensively come up with the new ideas which
counter both current Govt. as well as its other opponent.

If congress use nationalism as a tool in upcoming election in UP, it cannot beat BJP. As BJP has already
created a hyper nationalism sentiments among youths and abled to consolidate youth vote bank on
religion basis in past elections. Congress has to disseminate new ideas among youths to counter hyper
nationalism and division on caste and religion line. It can be countered through the realistic approach
method blending with nationalism and addressing the religious sentiment of the youth. As most of the
youths voters are growing in atmosphere where hyper nationalism, religious sentiment and caste
division are high.

For the time being, to counter religious sentiment and address caste division, it should tie up with small
regional parties of UP whose vote banks majorly depend upon certain caste. It will boost morale of core
youth vote bank of congress and create a positive atmosphere among parties workers who are on the
grounds.
