A DRAFT report on the Communications and Sequence of

events pertaining Pharmacy Council of Pakistan and Faculty


of Pharmacy, Hamdard University, Main campus (Karachi).

1. Letter sent to Secretary PCP from Dean FOP Prof. Dr. Dilnawaz Shaikh,
dated April 5, 2005, inviting PCP to visit Main campus Karachi for the
recognition of B. Pharm. Program.
2. Visit of PCP inspection team held on August 3, 2005.
3. PCP wrote a letter no. 1-7/2005 – PCP dated August 20, 2005 which is
missing from our records. However, my perception is that through this
letter PCP, communicated us the Pharm. D. regulations, 2005.
4. Dean FOP Prof. Dilnawaz Shaikh wrote a letter to Secretary PCP dated
September 13, 2005, wherein para 3. was acknowledged and asked to share
the report of the visit mentioned in para 2..
5. Secretary PCP wrote a letter no. 1-9/99-PCP dated March 03, 2006, which is
missing from our records. I can recall the contents of the letter where they
have raised serious objections on our program in the light of their visit
mentioned in para 2..
6. In response, Vice Chancellor, HU vide letter no. HU VC 537, dated April
03, 2006 clarified all queries and assured to enhance the quality of Pharmacy
graduates in partnership with PCP.
7. During the Final Examinations 2006, somewhere in November/December
students staged a protest, which was diluted.
8. In early 2007 (date to be confirmed), Hamdard University advertised the
post of Dean FOP having basic degree in Pharmacy
9. In May 2007, Prof. Dr. Waqar Hussein joined FOP, HU as Professor and
Dean FOP.
10.In June/July 2007, PCP inspection team visited FOP HU (relevant
communication/record is missing).
11.Missing record: I think there must be a letter from PCP which may be sent
to Vice Chancellor/ Registrar HU where we have been informed that
B.Pharm. program of FOP is recognized now.

12.SRO 1022(I)/2007 dated October 8, 2007 where FOP HU Karachi campus
has been included in the list of institution whose exams are approved for the
purpose of registration as “Pharmacist” in register A. (step 1 : Recognition
of B. Pharm. )
13.SRO 42(I)/2008 dated October 8, 2007 where FOP HU Karachi campus has
been included in the list of institution whose B.Pharm degree holders are
allowed for registration from respective provincial councils (full recognition
status of B. Pharm. has acheived)
14.PCP inspection team has visited FOP HU on March 13, 2008 to recognize
the Pharm. D. program. (relevant communication is missing from the
record)
15. PCP sent a letter no. 1-11/99 – PCP, dated September 10, 2008 after the
visit of March 13, 2008 in para 14.. They have mentioned various
deficiencies ranging from infrastructure, clinical training senior faculty
members and PhD program. However, they have allowed an annual
admission of 60 students in Pharm. D. program.
16.PCP inspection team has visited FOP HU in May, 2009 to recognize the
Pharm. D. program. (relevant communication is missing from the
record). I can recall that it was on a short notice. The visit was mismanaged
and members of the inspection was not happy.
17.PCP wrote a letter no. 2-11/2004 – PCP dated July 11, 2009, where 7 points
of deficiencies were identified ranging from infrastructure, clinical training
senior faculty members and PhD program. However, they maintained their
permission to grant 60 admission in Pharm. D. in a year. Commentary:
Interestingly, they have used the following phrase :”They admission is
restricted to a batch/shift of maximum of 60 (sixty) students. Almost similar
words were used in PCP letter no. 1-9/99 – PCP, where PCP allowed HU,
Islamabad campus to admit Pharm. D. students. Surprisingly, management
at Islamabad campus interpreted the phrase “batch/shift” as a batch per
shift instead a batch or shift and started to gave 60 + 60 = 120 admissions
in Pharm. D. program in Islamabad, while in Karachi, annual intake of 60
students was being followed in the light of letter of PCP, mentioned in para
15. (above).
18.In response to the letter in para 17., a special committee was constituted by
Vice chancellor under the convenership of Prof. Dr. Dilnawaz Shaikh, Ex
Dean FOP to overcome the shorcomings identified by the PCP members
and to make the next visit successful (relevant record may be retrieved)

19.Vice Chancellor Hamdard University, Prof. Dr. Nasim A. Khan, after the
remedial work of special committee mentioned in para 18., responded vide
HU/VC/FOP/2009/7780, dated October 09, 2009, the letter of PCP
mentioned in para 17.. Worthy Vice Chancellor responded every objection
point wise by sharing all possible measures to fulfill the necessary
requirements for the accreditation of Pharm. D. degree program.
20.PCP vide letter no. 1—7/2005 PCP dated September 19, 2009, revised the
minimum eligibility criteria for admission in Pharm. D. to 60% marks in
Intermediate (Pre-medical). It was received in VC,HU office on November
3, 2009
21.In response of VC’s letter in para 19., an inspection team of PCP, has visited
FOP HU on November 03, 2009 to recognize the Pharm. D. program. Prof.
Mirza Anees Ahmed as Director FOP and then Vice Chancellor Prof. Dr.
Naseem A Khan personaly conducted the visit by PCP team members.
22.PCP sent a letter ref. no. 1-9/99 – PCP, dated January 28, 2010 where in
response of their visits mentioned in para 14., 16. & 21., they have granted
the recognition to Pharm. D program and allowed to admit maximum of
60 students only, in a year.
23.Commentary: Despite the clear letter of PCP mentioned in para 22., Prof.
Dr. Javeid Iqbal who was recently appointed in FOP, HU shared that instead
of giving 60 admissions in a year, you can give 60 admissions in morning
and 60 admissions in evening, as it was decided in an earlier meeting of PCP
held on May 15, 2008. Prof. Dr. Javeid Iqbal later shared the signed minutes
of that meeting with Registrar HU, mentioned in para 29.. On the other hand,
due to the presence of self-explanatory letters of PCP, mentioned in para 15.,
17. & 22., where FOP, HU Karachi campus was categorically permitted an
annual intake of 60 students in Pharm. D., then Director FOP Prof. Mirza
Anees Ahmed (Late) and Prof. Dr. Dilnawaz Shaikh, maintained the due
stance on number of admissions as well as on the newly laid down minimum
eligibility criteria of atleast 60% marks in intermediate (pre-medical). After
some time, apparently on the directives of Vice Chancellor,then Dean Prof.
Dr. Waqar Hussein started to admit 120 students in two batches. No senior
person was willing to sign the admission letters at that time, therefore, either
Prof. Dr. Waqar Hussein himself or Dr. Rubeena Saleem signed the
admission offer letters. In February 2010, Prof. Dr. Javeid Iqbal has been
appointed as Dean FOP and continued to admit 120 admissions in Pharm.
D., moreover, he was lenient on the minimum eligibility criteria of 60%
marks in Intermediate for admissions in Pharm. D. The same practice

continued in admissions of batches 2011 and 2012. (This commentary is
based on my observation, and discussions with the staff of FOP HU at that
time who are now employed somewhere else. No documentary evidence
could be provided)
24.PCP sent a general letter no 1-7/2009 – PCP dated February 20, 2010 to
attend a workshop on the revision of curriculum.
25.PCP sent a letter dated March 5, 2010 where they emphasized that in Pharm.
D program of FOP HU Karachi campus a maximum of 60 students can be
admitted. Moreover, they reiterate that 60% marks in HSC or equivalent is
the minimum eligibility criteria for admission in Pharm. D. program.
26.On May 24, 2010, two SROs i.e, 347(I) 2010 dated May 14, 2010 and 348
(I) 2010 dated May 14, 2010 have been published in the Gazette of Pakistan,
where Pharm. D. program of Hamdard University Karachi campus has been
fully recognized.
27.Dean FOP sent a letter dated June 01, 2010 to Regisrar and requested to
submit a pay order of 300,000 PKR in favour of PCP for their visit in the 3 rd
week of June 2010.
28.PCP sent a general letter no 1-2/2001 – PCP dated June 08, 2010 and asked
the fee details with breakup of all programs i.e, Pharm. D., M.Pharm., M.
Phil. and Ph.D. Its response, if any from our side is missing from our
records.
29.Dean FOP, Prof. Dr. Javeid Iqbal via letter no. HU/Fop/2010/0473, dated
June 11, 2010, to Registrar, HU, put on record the minutes of the meeting of
PCP which was held on May 15, 2008, under his chairmanship. In this
meeting the evening program of Pharm. D. with 60 admissions and morning
program of Pharm. D. with 60 admissions was approved.
30.PCP sent a letter no. 1-9/99 – PCP dated July 7, 2010 to Vice Chancellor,
Hamdard University where they have confirmed the visit of inspection team
on July 14, 2010. This visit was in response to the request of Hamdard
University to increase the seats of the Pharm. D. program from 60 to 120 in
morning and evening each. This letter was received in VC office on July 15,
2010. However, they have also sent the letter via Fax which was received on
July 8, 2010 in VC office with D. number 1875. (D. is probably dispatch )
31.PCP sent a general letter no. 1-22/2009-PCP dated August 31, 2010 and
shared the gazette notification about recognition of Pharm. D. program of
FOP HU.

32.Dean FoP, who was also the member of PCP at that time, shared the letter of
PCP having ref no. 1-6/2010 – PCP dated September 25, 2010 that a
meeting of PCP will be held on October 1, 2010, where the report of
inspection team who visited FOP HU on July 14, 2010 would be discussed.
33.PCP sent a letter no. 1-9/2009 – PCP dated January 03, 2011, and sought the
information regarding details of admissions given in Pharm. D. in 2007,
2008, 2009 and 2010 and shared a Performa as well.
34.A letter dated January 17, 2011 was sent to PCP from admin officer of FOP
in response of the letter mentioned in para 33.
35.PCP sent 9 reminders of letter no. 1-10/2008 – PCP on January 10, 2010,
March 13, 2010, May 05, 2010, July 05, 2010, August 27, 2010, September
14, 2010, January 18, 2011, February 21, 2011 and February 26, 2011 to
Vice Chancellor HU; some of them bore the full name of then VC. These
reminders stressed the submission of fee on account of enrollment of
students with the central council.
36.Dean FOP vide letter no. HU/FOP/2011/1201 (missing from records) dated
March 03, 2011 submitted the bank draft no. 868397of Rs. 300,000/- on
account of enrolment of Pharm. D. students at FOP with PCP. Complete
details of students was not submitted at that time. On April 25, 2011, Dean
FOP vide letter no.HU/FOP/2011/1372, details of remaining students were
submitted.
37.Dean FOP through a letter no. HU/Dean/FOP/2012/2977 dated December
19, 2012, submitted the details of faculty members to PCP, which was
requested earlier (relevant request is missing from records).
38.PCP sent a letter no. 1-10/2008 – PCP dated July 08, 2013 to Dean FOP HU
where they have acknowledged the receipt of data of 240 students, citing the
letter no. HU/FOP/2011/1201 (see para 36.). They further instructed to re-
submit the data on the attached proforma.
39.PCP sent a general letter no. 1-10/2008 – PCP dated July 11, 2013, where
they have stressed to include the external examiners in professional
examinations.
40.PCP sent a general letter no. 1-17/2009 – PCP dated July 11, 2013, where
they have stressed to adopt and implement the revised curriculum from the
forthcoming session. It was mentioned that the syllabus is “placed on the
Council website i.e,” www.pharmacycouncil.org.pk “

41.In a major reshuffle, during the months of June and July 2013, Vice
Chancellor HU Prof. Dr. Nasim A Khan and Dean FOP, Prof. Dr. Javed
Iqbal were replaced by Prof. Dr. Abdul Hannan and Prof. Dr. Azhar Hussain
respectively.
42.Registrar HU sent a letter no. HU/REG/2013/257 dated August 15, 2013,
where university shared the irregularities in admissions of Pharm. D, M.Phil.
and PhD programs of FOP HU. University held Prof. Dr. Javed Iqbal
responsible for the violation of relevant policies/rules/regulations of PCP
and HEC. (letter is missing from our records).
43.PCP responded the letter of Registrar, HU, mentioned in para 42., vide letter
no. 2-14/2009 – PCP, dated August 30, 2013, maintained the stance that it
was the prime responsibility of Admission office and University
administration to comply the regulations of PCP, therefore an in-house
inquiry should be conducted, fix the responsibility, award the punishment
and report to the council. It was further advised to cancel all admissions
which were conducted in the violation of the regulations.
44.In the light of the PCP letter mentioned in para 43., Hamdard University
constituted an inquiry committee. Its report and whether it was shared with
the PCP or not is missing from records. Commentary: This report may
shed more light on the hidden aspects and may be helpful to understand
our current scenario, regarding PCP.
45.PCP sent a letter no 2-14/2009 – PCP dated December 2, 2014 to Dean FOP
and asked to submit a fee of Rs. 300,000/- in order to have a review visit to
renew the recognition of Pharm. D. program.
46.In an internal communication with Deputy Director Finance HU, vide letter
no. HU/Director/FOP/2015/4335, Director FOP, Karachi campus Prof. Dr.
Dilnawaz Shaikh, returned the bank draft no. 9067093 having the amount of
Rs. 300,000/-. She cited that this bank draft was meant to send to the PCP
for the purpose of renewal visit in the light of their letter in para 45., but then
Dean FOP, Prof. Azhar Hussain advised her to delay the visit due to some
technical matters which he has to discuss with the Secretary PCP. The
reasons are still unknown and may be brought on record.
47.PCP sent a general letter no. 1-1/2015 – PCP dated March 31, 2015 and
allowed all Pharm. D. graduates to use the prefix of “Dr.”, provided that they
will also mention “Pharm. D.” along with their names.
48.Commentary: I have been told that somewhere in January/February 2015,
one faculty member has randomly visited the official website of pharmacy

council of Pakistan at www.pharmacycouncil.org.pk whose ownership was
mentioned in para 40.. Faculty member apprised then Director FOP that on
the website of PCP, 100 seats in morning and 100 seats in evening sessions
of Pharm. D. program has been allocated to Hamdard University Karachi.
The matter was brought into the knowledge of the concerns and admissions
of evening programs was announced in Feb/March 2015. As the admissions
were announced late, therefore, only 23/25 students got admitted. From
2016, admissions were given on the basis of 100 seats in morning and 100
seats in evening.
49.PCP sent a letter vide 2-14/2009 – PCP dated May 02, 2016, alleged that HU
Karachi campus has given admissions in Pharm. D. program to those
students who secured less than 60% marks in Intermediate in January 2010,
which was a shear violation of PCP rules. They further asked to explain the
position within 15 days from the issuance of this letter.
50.Registrar HU vide letter HU/REG//2016/222, dated May 17, 2016responded
the letter of PCP in para 49., and clarified that admission of batch 2010 was
conducted before the PCP has shared the revised eligibility criteria for
admission in Pharm. D. program.
51.PCP, through a letter no. 1-27/2016 – PCP dated June 23, 2016, has shared
an advertisement which Higher Education Commission of Pakistan has
published in different newspapers of Pakistan, to alert the students and
parents regarding the unauthorized degree programmes. In that
advertisement, web link of Pharmacy Council of Pakistan was
www.pharmacycouncil.org.pk.
52. Incharge Academics & Admin FOP, HU Karachi campus, Dr. Aisha Sana,
in letter no. HU/FOP/Director/2018/695 dated June 2018, provided the
details of enrolment fee of Pharm. D. students which was submitted to PCP,
on different occasions in response to the letter of PCP vide 2 - 14/2009 –
PCP, (missing from our records). It was sated that
a. Bank draft no.1070048, dated January 30, 2015 of Rs. 202,000/-,
drawn at Bank Al Habib Ltd., was submitted for 202 students of
Pharm. D. batches 2010, 2011, 2012, 2013 & 2014. (copy of bank
draft is missing)
b. Bank draft no.04815734, dated May 31, 2018 of Rs. 614,000/-, drawn
at Bank Al Habib Ltd., was submitted for 614 students of Pharm. D.
batches 2015, 2016, 2017 & 2018.

53.Associate Dean FOP, HU through Registrar HU, via letter no.
HU/FOP/A.Dean/2019/2242, submitted the enrollment fee for 194 students
of batch 2019, to PCP. Bank draft no.06484098, dated July 20, 2019, of Rs.
194,000/-, drawn at Bank Al Habib Ltd., was submitted for 194 students of
Pharm. D. batch 2019.
54.Associate Dean FOP, HU through Registrar HU, via letter no.
HU/FOP/Assoc.Dean/2021/3468, submitted the enrollment fee for 189
students of batch 2019, to PCP. Pay order no.07951816, dated April 06,
2021, of Rs. 189,000/-, drawn at Meezan Bank., was submitted for 189
students of Pharm. D. batch 2020. Commentary: On the basis of our
records FOP HU has submitted the enrollment fee of Rs. 1,499,000/- for
1,499 students, with a breakup of Rs. 300,000/- in para 36., Rs. 202,000/- in
para 52.a., Rs. 614,000/- in para 52.b., Rs. 194,000/- in 53. and Rs.
189,000/-in para 54..
55.A team of PCP has visited FOP, HU Karachi on March 04, 2021 to check
the status of NOC and grant of no. of seats to FOP, HU Karachi.
56.PCP sent a general letter in March 2021, to all provincial council and desired
to stop the registration process in respective councils. (missing from our
records)
57.PCP sent a letter no. 1-4/ 2021 – PCP, dated April 8, 2021, to Registrar HU
and asked to submit the list of pass out batches year wise to Central council.
They further elaborated that Council, after verification and reconciliation,
will send the verified list to the provincial councils concerned for
registration in register A.
58.In May 2021, more than one faculty members reported that on the official
website of PCP, i.e, www.pharmacycouncil.org.pk, no. of admissions in
Pharm. D. program of FOP, HU Karachi, have been changed from 100 in
each morning and evening to 60 in morning only. Associate Dean, FOP,
brought the matter in the knowledge of Vice Chancellor. The Registrar HU
was asked by the competent authority to write a letter to PCP and enquire
about the abrupt change in no. of allocated seats.
59.Registrar HU wrote a letter vide HU/Reg/2021/70, dated June 30, 2021, and
requested to correct the no. of allocated seats to FOP HU Karachi, on their
official website at www.pharmacycouncil.org.pk. No. of seats has been
changed from 100 seats in morning and 100 seats in evening to 60 seats in
morning only. The response is still awaited.

60.Worthy Vice Chancellor, HU, who was keenly observing the matter of PCP
and FOP HU, has retrieved the undeniable, minutes of the meeting of PCP,
which was held on October 01, 2010. In that meeting PCP has granted
FOP, HU Karachi campus to conduct 100 admissions in morning and
100 admissions in evening sessions of Pharm. D.
61.PCP sent a letter vide 2-14/2009 – PCP, dated December 03, 2021, to Dean
FOP and directed to provide the
a. Record pertaining to fee collected by the University from the students
since the commencement of Pharmacy program in Karachi campus.
b. NOCs and relevant records pertaining the permission of PCP for
allocation/enhancement of seats.
62.The record, which was requested in para 61., was submitted on December
15, 2021 to PCP.
63.A subcommittee of PCP in response of para 61. & 62. have visited the FOP,
HU Karachi on January 24, 2022 and January 25, 2022. During the visit they
have requested the following data (since the onsent of Pharmacy program in
FOP HU Karachi i.e, 2002, same day:
a. Copy of prospectus (yearwise)
b. Period wise detail of HODs FOP in terms of Name, CNIC, PCP
registration no., Designation and duration of office.
c. Year wise first year admissions in all programs of FOP
d. Applicable tuition fee in various years
e. 1st year examination results year wise.
f. Year wise admission record on account of Pharm. D., B. Pharm.
Pharmacy Technician and Post Graduate Program.
g. Evidence of submission of enrollment fee to PCP by the Hamdard
University for Karachi campus.
h. Bank challans about tuition fee received from the students.
64.Some required data mentioned in para 63., was provided on the same day i.e,
January 24, 2022 and some on the next day i.e, January 25, 2022.
