Scope of Service Mandatory Registration of Milk Plants handling in excess of

10,000 litres per day or milk products containing milk solid

in excess of five hundred tonnes per annum and to

regulate production supply & distribution of quality milk &

milk products.
Eligibility Conditions Existing/any new milk plant handling/propose to handle

milk in excess of 10,000 litres per day or milk products

containing milk solid in excess of five hundred tonnes per

annum are eligible for Registration under MMPO 1992.

Step by step Procedure 1. The application form specified in the Ist Schedule of

MMPO along with requisite registration fee

complete in all respects is submitted to the

competent Registering Authority.

2. Every application for registration or renewal shall

be accompanied by the prescribed fee or as may

be revised from time to time by the Government

and the fee paid by an applicant for registration or

its renewal as the case may be shall be refunded if

no registration certification or its renewal is made.

3. The registration fee for units handling/intend to

handle milk from 10,000 to 1,00,000 LPD is

Rs.1000/- only where as for units handling milk in

excess of one hundred thousand litres of milk/day

shall be Rs. Five thousand Only. The application

for registration upto 1,00,000 LPD are submitted to

 State Registering Authority under MMPO i.e.

Director, Dairy Development Department Punjab,

S.C.O. NO. 1106-07, Sector 22-B, Chandigarh

whereas the application of units handling milk in

excess of 1,00,000 LPD are submitted to Central

Registering Authority under MMPO, Assistant

Commissioner, Department of Animal Husbandry &

Dairying, Ministry of Agriculture, Government of

India,s Krishi Bhawan, New Delhi, with a fee of

Rs.5,000/-. Every application for registration

shall/may be disposed of by the registering

authority within a period of 90 day from the date of

receipt of the complete application in all respect.

(b) if already handling/processing/controlling

or manufacturing milk or milk product, the
annual quantity of each product in the last
three years (Give separately for each year).

(c ) the quantity of each item of milk or milk

product proposed to be handled processed
or manufactured.

5. Branch, including chilling/collection centres.

6. Installed per day capacity of the dairy plant.

7. Total quantities of milk and each of the milk

Products handled or processed or controlled

9. If established after obtaining licence or

making registration under the Industries
(Development and Regulation) Act, 1951
(65 of 1951) furnish photocopy of the licence
or registration including all conditions attached
to it.

10. Milkshed area (sq. km.) with the certified

map showing physical boundaries.

11. Average quantity of milk per day to be used

or handled:-

(a) in lean season

(b) in flush season

1. Geographical area of milkshed.

2. Number of districts and villages in each distt.

3. Number of breed wise milch cows, buffaloes,

Sheapard goat, district wise in the milkshed.

4. District Map showing Taluka/Tehsil

boundaries and major roads/railway roads etc.

5. A brief description about the existing milk

procurement, processing and marketing
facilities.

6. Milk producers, cooperative societies/union

etc. – total and functional the milkshed.

7. Number of dairy plants—public/private in

the milkshed.

8. Any other development programme.

1. Mandatory Registration of Unit/person handling milk
above 10,000LPD or milk solid in excess of five
hundred tonnes per annum. Defaulting units are
liable to be punished under the provision of the
Order. Legal action is taken by the Registering
Authority.
2. Management of Milk Plants should avoid
encroachment in milk shed area of other milk plants
and confine to their own milk shed area.
