Introductory Message
This Self-Learning Module (SLM) is prepared so that you, our dear learners, can
continue your studies and learn while at home. Activities, questions, directions,
exercises, and discussions are carefully stated for you to understand each lesson.

Each SLM is composed of different parts. Each part shall guide you step-by-step as
you discover and understand the lesson prepared for you.

to our facilitators and parents for strategies and reminders on how they can best
help you on your home-based learning.

the instructions carefully before performing each task.

Most Filipinos believe that the number of drug addicts in their area decreased in
2018, pollster Social Weather Stations (SWS) said.
Malacañang said the survey is a "validation of the success of the Duterte
administration's campaign against illegal drugs."
"Our focus and drive remain unwavering in destroying the drug apparatus and
putting behind bars the drug pushers, with strict observance to operational
protocols, until the last day of the President's term of office in 2022," Presidential
Spokesperson Salvador Panelo said in a statement.
Latest government data show that 5,104 drug suspects have died in anti-drug
operations, 167,135 have been arrested, and 316,494 drug users have graduated
from recovery and wellness programs.

The decline may be associated with the government’s intense efforts in combating
drugs. According to Dangerous Drugs Board Chairperson Benjamin Reyes, the
government’s anti-illegal drug campaign should also focus on prevention to “curb
the problem.”

 Operations conducted by different law enforcing agencies like the


Philippine National Police (PNP), National Bureau of Investigation (NBI), Philippine
Drug Enforcement Agency (PDEA), Bureau of Customs and other law enforcers
have helped arrest local and international drug syndicate members, traffickers,
and destroy secret laboratories and warehouses. A news report last October 10,
2019 the Philippine Drug Enforcement Agency – Northern Mindanao (PDEA Region
10 arrested public school teacher in a buy-bust operation in Damulog Bukidnon.

 Strict implementation of policies under the “Dangerous Drugs Act of 2002”


like the compulsory drug test for application of driver’s license, entrance to military
service, application for firearms licensing, and others. A Random Drug Test (RDT)
conducted last January – December 2009 the Northern Mindanao was included in
phase two. The result showed that out of 1,900 schools visited, 31 students were
screened positive and 12 were confirmed positive.

 Actualization of the Dangerous Drugs Board’s programs and projects in


partnership with other agencies like the Department of Education (DepEd),
Department of Social Welfare and Development (DSWD) and other local
government units (LGU) and non-government organizations (NGO). The
department will also reactivate the integration concepts of drug education program
into the regular curriculum via the science, social studies and MAPEH (Music,
Arts, Physical Education, and Health) subjects to instill awareness and advocate
drug use prevention, aside from the regular celebration of Drug Abuse Prevention
Week in all schools.

Drug Scenario in the Philippines


Substance use and abuse perennial problems in the Philippines.According to
the International Narcotics Control Broad (INCB), an international drug monitoring
agency, the Philippines is listed as one of the countries in Southeast Asia where drug
trafficking is growing in numbers.
In the Philippines, drugs and abuse are both social and health concerns.
Poverty has become an increasing cause for involvement in the illegal drug trade.
Foreign drug syndicates take advantage and exploit the poor and use promises of
“easy money” to entice the people to serve as couriers and runners.

According to the 2012 statics available in the Dangerous Drugs Broad


Website, the most common type of substance of abuse among Filipino are
“Methamphetamine Hydrochloride (Shabu) 81.36%, “Cannabis (Marijuana) 33,65%
and “Inhalant” (Solvent) 4.82%.

Summary
The commonly used and abused drugs in the Philippines are the following:
1st-Shabu, 2nd-Marijuana, and 3rd-Inhalant.1st Shabu, 2nd Marijuana and 3rd
Inhalant. The government intense effort in combating drug WAS the primary reason
in the decline of substance use and abuse: Operations conducted by different law
enforcement agencies, strict implementation of policies under “Dangerous Drug Act
of 2002” and implementation of the Dangerous Drug Board’s Programs and Projects.
The law enforcement agencies in Northern Mindanao are seriously implementing the
law, which covers legal operation to combat War on Drug.

Drugs are substance or chemicals, which when consumed, the body could
experience psychological, emotional, and behavioral effects. Drug Abuse is the use
of a substance for non-medicinal purposes, which commonly abused by users. Drug
misuse is the use of a substance incoherent or inconsistent with the prescribed
dosage or frequency of use.
