As a Cebu City Mayor, I will implement 3 programs to aid in the increasing COVID19 cases of

Cebu and these are the following:

 Timely and Effective Vaccination, Testing, and Contact Tracing


As the Mayor, Community Health, Safety, and Security should be my first priority in this
time of pandemic. With that in mind, I will coordinate with all the stakeholders most
especially listen to the advice of professionals to aid me in making regulations amidst the
pandemic, one thing would be promoting vaccination, timely testing, and effective contact
testing to slow down the rate of transmission.
 Unified Information Database and Information Campaign Drives
Information Dissemination should be vital. With this in mind, I will implement a campaign
drive to regularly check in with people about the guidelines, changing rules and regulations,
etc. I will also monitor the social media and news outlet and clear out/ provide essential
information immediately in catering their queries and concerns to avoid spreading of fake
news and misinformation.
 Government Aid and Promote Communal Help
Knowing that a lot of effort and finances would be utilized for the first two programs, I
would seek help and promote the “bayanihan” spirit of my constituents whilst maintaining a
necessary government aid to those who are gravely affected by the pandemic.

For me, electronic communications such as the internet and news or media in general is
used to improve both the policy and decision making process because I personally believe that
it is a tool to reach out to those in need. With the proper use of social media, people can voice
out their concerns and come together to ask for something, be it a minute favor or a life-
changing request.

Based on my solutions in order to lessen the surging cases of COVID 19, along
with the delta variant as a Mayor of Cebu City, here are the steps applied:

STEP 1. Identify and Define the Problem

The problem is the surging cases of COVID 19 and its effects to the economy
and community in general which is encompassing every complexities of the community.
STEP 2. Generate and Evaluate Alternative Courses of Action

Since the city is experiencing real and drastic negative effects from this
Pandemic, I would be taking action and formulate possible aid if not help for the people
and my constituents. Given that, the possible alternative courses of action are (1)
regulate population density, (2) impose stricter policies, (3) closing city borders, (4)
control travels and movement, (5) impose lockdowns and lastly, (6) prioritize the rapid
vaccination, testing, and contact tracing to prevent further rise and contain the virus to
avoid complications.

STEP 3. Choose a Preferred Course of Action

I will be taking first the 6th course of action which is to prioritize the rapid
vaccination, testing, and contact tracing in order to prevent further rise and contain the
virus to avoid complications. I believe that this will be a very big step and game-
changing step since the pandemic is a biological warfare, I need to enhance our
biological defenses

STEP 4. Implement the Decision

To cater needs in implementing the preferred course of action, I will first finance
and prioritize the allocation of funds to the health sector. Coordinating with the National
Government, Non-Government and Community Organizations would be part of the plan.
Information drive campaign and encouraging everyone to achieve Herd Immunity would
be great as well. Basically, I should not be a corrupt Mayor in general and see to it that
my members in the position would do so in order to achieve our goals.

STEP 5. Evaluate Results

I do not know what the results would be but I think that this is really a game-
changer if as a mayor I would treat the issue seriously and attack the problem at its core
which is in a biomedical perspective, hiring professionals to help me and encouraging
people to do so. I think if we shift our attention to the issue at hand and not lose sight of
our goals, no matter what the problems that arise, we can do it!
Framing Error
When someone says a backhanded compliment to me, I tend to focus overly on
the positive affirmations not knowing that there is a bad end goal behind it.
Availability Bias
I tend to discard trying new things based on others’ experience on it without first
knowing the why and how as to each of the events leading to the other.
Representative Bias
I tend to stereotype and cluster people, this clouds my judgment on them and will
affect my relationship and interactions to them as a person.
Anchoring and Adjustment Bias
Being a fan of a certain group is very tiring since it influences every action I take,
that sometimes, I even make it a personality trait.
Confirmation Error
Justifying my actions by rationalizing it and making the story be favorable to me.
This often happens whenever I have to argue someone on some things such as
being late etc.
Escalating Commitment
I tend to give so much effort to a person I like, this escalating commitment is bad
since it exhausts me of my energy, time, and efforts. No matter the intention, I
should try to love and embrace myself first.
