Vision
To establish Uttar Pradesh as a preferred tourism destination in India, and achieve country’s
highest tourist arrival and tourism receipts, and ensuring best visitor experience.
Targets
 To become the most preferred tourist destination in the country by 2023.
 To achieve an annual increase of 15% domestic tourist arrival and 10% foreign tourist arrival,
consistently over the next five years.
 To attract investments with a target of INR 5,000 Crore per year.
 To provide employment to approximately 5,00,000 people per year.
 To impart training to 10,000 tourism service providers, over the next five years.
 To convert 10 heritage buildings (Buildings with heritage value) to heritage hotels per year.
 To attract 1,00,000 tourists to national parks and wildlife sanctuaries in Uttar Pradesh per year.

Mission
To drive a sense of inclusive tourism development in the local community of Uttar Pradesh, and
make optimum use of tourism experiences across vibrant cities, attractions, nature, wildlife,
adventure, food, heritage, religion and culture of Uttar Pradesh.
Targets
 To promote city-wise events and festivals with a predefined calendar, and promoting the same
nationally and internationally.
 To improve local entrepreneurship avenues, through execution of tourism events and festivals like
Deepotsav, International Literature Festival, International Ramayana Conclave, Geeta Mahotsav,
Lucknow Mahotsav and other city based mahotsavs.
 To improve regional connectivity of all religious and cultural attractions within the state, through
road, rail and air.
 To elevate the standards of public service facilities across the state and provide high quality visitor
experience.
 To promote the state as a leading MICE destination in the country.

Encourage private sector participation in strengthening of tourism infrastructure like hotels,


resorts, public utilities, etc.

Investment & Employment

Facilitate creation of hotels, bed & breakfast establishments at various cities of religious/ cultural
importance. Promote CSR initiatives in the tourism sector.

Augmenting Brand Uttar Pradesh

Develop ad films on the folk dance and other cultural offerings of the State. Extensively use
social media platforms like Facebook, Twitter, Instagram, etc.

Promoting Theme Based Tourism

Promote theme based tourism like Cultural, Heritage, Crafts & handloom, Weekend, Eco &
Adventure, etc. by organizing events, fairs & exhibitions.

Focus on Religious/ Spiritual Tourism

Strengthening and up-gradation of civic amenities and facilities at religious tourist destinations
across the state. Creation of tourist facilitation centres to enhance the visitor experience at
religious destinations.

 Wildlife & Eco Tourism : 27 locations like Dudhwa National Park, Pilibhit Tiger Reserve, etc.
 Bundelkhand : 6 locations like Jhansi, Mahoba, Deogarh, Chitrakoot, etc.
 Mahabharata : 10 locations like Hastinapur, Kampil, VidurKuti, etc.
 Shakti Peeth : 21 locations like Vindhyavasini Devi, Lalita Devi, Maa Tarkulha Devi Dham, etc.
 Aadhyatmik : 23 locations like Gorakhpur, Gola Gokarn Nath, Bhrigu Ashram, etc.
 Sufi/ Kabir : 10 locations like Maghar, Kabir Janam Sthali, Salim Chishti Dargah, etc.
 Jain : 14 locations like Parshwanath Digambar Jain Mandir, Baghpat, etc.
 Craft : 26 locations like Jhansi, Bulandsahar, Gorakhpur, Varansi, etc.
 Swatantrata Sangram : 3 locations Meerut, Shahjahanpur, Kakori

2. Interest Subsidy
5% of the loan amount with maximum amount of INR 25 lakh per annum for a period of five

3. Stamp Duty Exemption
100% exemption of stamp duty on sale/lease/transfer of land for the first transaction only.

4. Conversion & Development Charges


100% waiver on land use conversion and development charges for all new tourism units.
5. ICT Enablement
Subsidy upto INR 5 lakh for conducting international & national level conference, exhibitions
and other events in UP for the promotion of usage of ICT in the tourism sector. The Tourist
Service Provider providing audio/video guide will be eligible for one-time assistance for up to

the extent of 25% of the cost of procuring the equipment/content creation or INR 25 Lakh,
whichever is less.
6. Reviving Art & Culture
Subsidy of INR 5 lakh to individual/group involved in reviving the indigenous and scarce art,
music, craft, folk dance and cuisine of Uttar Pradesh.

7. Marketing & Promotion

50% of the space rent actually paid subject to a maximum of INR 30,000 per national event or
INR 60,000 per international event

8. Skill Development

Reimbursement of 100% of hospitality related course fees, for up to INR 10,000 per person
per course, with the course duration of fortnight. Training to local tourist guides with
provision of stipend of INR 5,000.

9. Employment Generation

75% reimbursement (for male worker) & 100% reimbursement (for female workers) of EPF
expenditure (Employer’s contribution) for a period of 5 years for workers who are domicile of
the State, to units employing more than 50 employees.

10. Sustainable Tourism for carrying out Energy Audit

Up to 75% of the cost of carrying out Energy Audit by a recognized institution/consultant,


Water Harvesting/Conservation and Environment-friendly practices like Green Buildings,
Solar and other Renewable Energy measures, to a maximum token amount of INR 50,000 per
unit. Reimbursement of 20% of the capital cost of setting up effluent/sewerage treatment plant
subject to a maximum of INR 20 Lakh.

11. Research in the Tourism/Hospitality Industry

Financial assistance for up to the maximum limit of INR 10 Lakh will be provided to
Recognized Travel Associations/Hotel Associations/Chamber of Commerce/Other Travel &
Hospitality Bodies to carry out market research studies on travel and tourism/hospitality
sector in Uttar Pradesh.

12. Promotion of Innovation

Promotion of technological innovation by providing an incentive to:-

a. Technology introduced for the first time in the state; or


b. Significant leveraging of information technology; or
c. Technology products having negligible carbon footprint

Investment between INR 10-50 crore – INR 10 Lakh

13. Employing Differently Abled

Payroll assistance of INR 500 per month per worker to units employing differently abled
workers, subject to a maximum of five workers in a unit.

14. Support for Eco Tourism

100% reimbursement on achieving the certifications and standards from the Ecotourism
Society of India, for up to an amount of INR 1 Lakh.

Fiscal Incentives – Heritage Properties


Capital Investment Subsidy

25% of the Capital Cost of the project cost or INR 1.5 crore, whichever is less for construction/
expansion of heritage hotels.

Interest Subsidy

5% of the loan amount with maximum amount of INR 25 lakh per annum for a period of five
years.

Stamp Duty Exemption

100% exemption of the payable stamp duty on the transfer deeds of any building and its
appurtenant land purchased for establishing a heritage owner.

Land Use Conversion Charge

100% waiver in conversion charges, if any old properties of heritage value are converted into
heritage hotel.

Excise License Fee

100% waiver in ‘License Fee’ for the first five years to the heritage hotels set up in the rural
areas

Process for availing incentives

Stage I: Registration of Tourism Unit

Submit duly filled application form for registration with requisite documents. Obtain registration
certificate from the Directorate of Tourism, in either of the following cases:-

i. Before start of construction of the unit;


ii. Before start of operations of the unit;
iii. Within 6 months of the start of operations.

Stage II: Sanction of incentives

Post start of commercial operations, submit duly filled application form for availing
subsidy/incentive with requisite documents.
On receipt of application Directorate of Tourism will conduct evaluation of the applications.

Business Entity, Detailed Project Report (DPR), Building Map

Submit at the Regional Tourism Office, the duly filled application form along with requisite
