Proposal for Kushinagar Heritage Development Plan

Kushinagar is the site of Gautam Buddha’s parinirvana. It consists of several sites like the
Ramabhar Stupa, Parinirvana Stupa, Wat Thai Temple, Matha Kuar Shrine and Buddhist
museum. Kushinagar is part of the Buddhist circuit extending from Nepalese sites like
Lumbini and Kapilavastu to sites in Uttar Pradesh like Shravasti, Kushinagar and Sarnath, and
sites in Bihar like Vaishali, Rajgir and Bodh Gaya.

Recently an airport is to be built at Kushinagar, facilitating ease of travel along the Buddhist
circuit.

Aim:

The aim is to develop Kushinagar taking into account its place in the Buddhist circuit and its
heritage status.

Objectives:

1. Planning for development which is culture-sensitive.


2. Planning for state-of-the-art infrastructure like transportation linkages, solid waste
management and storm-water drainage.
3. Integration of Kushinagar in the Buddhist circuit and planning of the Buddhist circuit
overall.
4. Planning for the airport and its accessibility and place in the Buddhist circuit.
