2. Science and technology are naturally linked to development because they have a long history of
bringing advancements that have resulted in healthier, longer, wealthier, and more productive lives, and
they are key ingredients in solutions to the most serious poverty alleviation and economic development
challenges that we currently face and will face in the future. The numerous ways in which science and
technology influence poverty reduction and economic growth across diverse sectors deserve special
consideration.

3. The general government policy goal for science and technology is to integrate it into the culture of
important industries in effort to increase competitiveness in the production of a larger variety of high-
quality goods and services. In addition, to support scientific and technical research and development, to
encourage creativity, and to use scientific knowledge as an effective tool for advancing national
development.
