State-wise COVID-19 Guidelines

Instuonal quaranne
All incoming passengers viz. unvaccinated, parally vaccinated (those who have taken only 1st dose of
COVID vaccine), those who have taken both doses, but have not completed 15 days since the adminis-
traon of 2nd dose and passengers who are found symptomac on arrival at Port Blair irrespecve of
their vaccinaon status are tested with RT-PCR at free of cost at ITF ground and who are tested posi-
ve by RT-PCR conducted at ITF ground, will be instuonal/Home quaranne as per Standard Oper-
ang Procedures (SOPs) in Government facilies or will have the opon to stay in idenfied hotels on
payment basis.

Home quaranne:

COVID test:

the final vaccinaon cerficate issued through the COWIN portal are exempted from mandatory
requirement of carrying a negave RTPCR report to travel to Port Blair from Mainland and also such
passengers will be exempted from undergoing addional RTPCR test on arrival at Port Blair airport.
Such passengers shall also have to produce the ID card / document menoned in the vaccinaon
cerficate, for verificaon.
Passengers who are found symptomac on arrival at Port Blair, irrespecve of their vaccinaon status
shall be subjected to RTPCR / Rapid Angen Test at the airport terminal to aid idenficaon.

administraon of 2nd dose shall MANDATORILY carry RT- PCR negave test report issued from an ICMR
approved Labs, subject to the condion that RT-PCR test should have been taken within 48 Hrs prior to
commencement of journey and produce the Test Result /Report at the originang staon and also at ITF
ground at Port Blair for verificaon with SRF ID No. for validaon.
In addion to the above, the RT-PCR test will be conducted on all incoming passengers viz. unvaccinated,
parally vaccinated (those who have taken only 1st dose of COVID vaccine), those who have taken both
doses, but have not completed 15 days since the administraon of 2nd dose and passengers who are
found symptomac on arrival at Port Blair irrespecve of their vaccinaon status at free of cost at ITF
ground by transporng the passengers to the ITF ground in buses by the administraon.
The report of RT-PCR conducted at ITF ground will be available via phone number provided in
self-declaraon form.

Passenger obligaon:
Arriving Pax –
1) All asymptomac passengers who have been vaccinated with both doses of the COVID 19 vaccine
and 15 days have lapsed since the administraon of second dose of the vaccine and are in
possession of the final vaccinaon cerficate issued through the COWIN portal are exempted
from mandatory requirement of carrying a negave RTPCR report to travel to Port Blair from
Mainland and also such passengers will be exempted from undergoing addional RTPCR test on
arrival at Port Blair airport. Such passengers shall also have to produce the ID card / document

issued from an ICMR approved Labs, subject to the condion that RT-PCR test should have been
taken within 48 Hrs prior to boarding for Port Blair from mainland and produce the Test Result /
Report at the originang staon and also at ITF ground, Port Blair for verificaon with SRF ID No.
for validaon.
4) Self declaraon forms to be filled by passenger which is handed over while de-boarding.
5) In addion to above, the RT-PCR test will be conducted at free of cost on all incoming passengers
viz. unvaccinated, parally vaccinated (those who have taken only 1st dose of COVID vaccine),
those who have taken both doses, but have not completed 15 days since the administraon of
2nd dose and passengers who are found symptomac on arrival at Port Blair irrespecve of their
vaccinaon status by transporng all passengers to ITF ground through buses by administraon
to get tested for RT-PCR.
6) Report of RT-PCR will be available via phone number provided in self-declaraon form.
7) All incoming passengers from mainland undergoing RT-PCR test to undergo compulsory home
quaranne or instuonal quaranne unl the reports of their test on arrival at Port Blair are
found negave. Any person violang the above direcons shall be liable to be fined to the tune

8) Passenger found posive as per the test done on arrival at Port Blair shall be kept under
instuonal/Home quaranne as per Standard Operang Procedures (SOPs) in Government
facilies or will have the opon to stay in idenfied hotels on payment basis.
9) Wearing of masks is mandatory
10) Passengers who are not carrying proper negave RT-PCR report shall not be boarded for Port
Blair flight.
11)All arriving passengers need to co-operate with airline staff and officials verifying the RT-PCR
report at origin boarding points and performing the RT-PCR test at ITF ground.
Deparng Pax - Passengers having safe status in the Arogya Setu app and Only those who are wearing
masks are allowed to board the flight.

Airlines obligaon:
1. To make in-flight announcements about the latest order.
2. Display Quaranne guidelines of Port Blair airport at boarding points in origin staons.
3. Self declaraon forms to be handed over to Pax during deboarding and the same need to be
given to doctors at ITF ground.
4. Passengers data in the given format to be shared with District Authories as deputed by DC
South Andaman at the airport.

Airport/State obligaon:
Social distancing to be maintained between passengers.
Transporng of passengers from airport to ITF ground will be done by district authories for conducng
RT-PCR test on all incoming passengers.
Transporng posive tested passengers to IQ centers will be done by district authories
Provision of Facilies and infrastructure as mandated in MOCA Guidelines.
Deployment of Staff from Health Department and technical Staff by District Administraon.
Penalty against passengers and staff who are not wearing masks.

RA test will be carried out for every pax. However those who produce RTPCR Negave report of within
72 Hours shall be exempted from RA TEST. These shall be effecve w.e.f. 01.12.2021 .

RA test will be free of cost .

Darbhanga
72 hours before from travelling me RTPCR test for covid-19 is compulsory for Passengers who are
coming from Mumbai and Chennai. From State Govt. two team deployed to check the Angen and

Instuonal quaranne:
No instuonal quaranne now. Passengers if tested posive will be sent for 14 days home Isolaon
or to be admied in private/government health instuon based on report by Incident Commander
and Home Isolaon Team to be decided at the level of Civil Surgeon Ranchi.
State government may be coordinated for further details and updated guidelines.

Home quaranne:
All domesc travellers shall self-monitor their symptoms for 14 days in case of interstate travel and
shall comply with the guidelines issued by MoHFW. Passengers if tested posive will be sent for 14
days home Isolaon or to be admied in private/government health instuon based on report by
Incident Commander and Home Isolaon Team to be decided at the level of Civil Surgeon Ranchi.
State government may be coordinated for further details and updated guidelines.

Health Screening:
Thermal screening will be done mandatorily for all the arrival and departure passengers.

COVID test:
All passengers coming to the state of Jharkhand need to mandatorily undergo COVID Test (Free of Cost)
at Tesng facility available at the Airport by the state Administraon.
Those Passengers, carrying :-
a) Negave RT-PCR report (within 72 Hrs)
OR
b) Fully Vaccinaon Cerficate with both Doses as well as completed At-least 15 days shall be
exempted from the laer test.

Passenger obligaon:
All the passengers coming to Jharkhand from all other states shall carry RT-PCR test negave report
(Within 72 hrs.) OR Fully Vaccinaon cerficate of both doses (completed at-least 15 days) and
produce the test results/report at Airport.
Passengers not carrying Negave RTPCR Report OR Fully Vaccinaon Cerficate shall have to
mandatorily go through COVID 19 Tesng (Free of Cost) at Airport aer submission of Self Declaraon
online through "JHARKHAND HOME ISOLATION MANAGEMENT SYSTEM, GOJ" web portal.

Passenger obligaon:
1 Passengers should self-monitor their health and travel.
2 All passengers shall follow COVID appropriate behaviour at all mes which includes use of mask/
face cover, hand hygiene and physical distancing of six feet (do gaj ki doori) as far as feasible.
Masks/face covers must be worn properly to cover nose and mouth. Touching the front poron
of mask/face covers to be avoided.
3 Avoid sping in public places during travel.
4 All passengers shall be advised to download Arogya Setu app on their mobile devices.
5 If they develop fever during travel, they shall report to cabin crew/TTE/bus conductor as the
case may be.
6 If they develop symptoms aer reaching their final desnaon, they shall inform the district
Surveillance Officer or the State/Naonal Call Centre (1075).

7. All travellers should a. Submit self-declaraon form on the online Air Suvidha portal
(hps://www.newdelhiairport.in/airsuvidha/apho-registraon) before the scheduled
travel, including last 14 days travel details. b. Upload a negave COVID-19 RT-PCR report*. This
test should have been conducted within 72 hrs prior to undertaking the journey. c. Each passenger
shall also submit a declaraon with respect to authencity of the report and will be liable for
criminal prosecuon, if found otherwise.
8. They should also give an undertaking on the portal or otherwise to Ministry of Civil Aviaon,
Government of India, through concerned airlines before they are allowed to undertake the
journey that they would abide by the decision of the appropriate government authority to under
go home/instuonal quaranne/ self-health monitoring, as warranted.
9. Connuing with the earlier approach, travellers from certain specified Countries (based on epide
miological situaon of COVID-19 in those Countries) are idenfied for addional follow up. These
include need for addional measures as detailed in para (xv) below. The lisng of such specified
Countries is a dynamic exercise based on evolving situaon of COVID-19 across the world and will
be made available on the websites of Ministry of Health & Family Welfare, (mohfw.gov.in) and
the link of the same will be available at website of Ministry of External Affairs and Air Suvidha
Portal.
Airline obligaon
10. Digital self-declaraon form which is to be submied by airlines to State Health Authority on
daily basis. Airlines shall make onboard announcement for proper disposal of PPEs in Bio Hazard
bins before leaving the Airport terminal.
11. Passengers originang or transing from at-risk countries shall be informed by the airlines that
they will undergo post arrival tesng, quaranne if tested negave, stringent isolaon protocols
if tested posive etc. as menoned in para (xv). 2 v. Do’s and Don'ts shall be provided along with
cket to the travellers by the airlines/agencies concerned.
12. Airlines to allow boarding by only those passengers who have filled in the Self Declaraon Form
on the Air Suvidha portal, uploaded the negave RT-PCR test report.
13. At the me of boarding the flight, only asymptomac travellers will be allowed to board aer
thermal screening. viii. All passengers shall be advised to download Aarogya Setu app on their
mobile devices.
14. In-flight announcement about COVID-19 including precauonary measures to be followed shall
be made at airports and in flights and during transit. During in-flight crew shall ensure that
COVID appropriate behaviour is followed at all mes. If any passenger reports symptoms of
COVID-19 during flight, he/she shall be isolated as per protocol.

Airport/State obligaon:
15. COVID-19 prevenon social distance to be maintained, wearing mask and precauonary ps are
displayed in FIDs and flex banner and sckers are pasted/placed at different passenger eye contact
points.
16. De-boarding should be done ensuring physical distancing.
17. Thermal screening would be carried out in respect of all the passengers by the health officials
present at the airport. The self-declaraon form filled online shall be shown to the airport health staff .
18. The passengers found to be symptomac during screening shall be immediately isolated and taken
to medical facility as per health protocol. If tested posive, their contacts shall be idenfied and
managed as per laid down protocol.
19. Travellers from specified Countries at risk [as menoned in para
20. Above will follow the protocol as detailed below:
• Submission of sample for post-arrival COVID-19 test* at the point of arrival (self-paid). Such travellers
will be required to wait for their test results at the arrival airport before leaving or taking a connecng flight.
• If tested negave they will follow, home quaranne for 7 days. Re-test on the 8th day of arrival in India*
and if negave, further self-monitor of their health for next 7 days. • However, if such travellers are tested
posive, their samples should be sent for genomic tesng at INSACOG laboratory network. • They shall be
managed at separate isolaon facility and treated as per laid down standard protocol including contact
tracing menoned in para
21. The contacts of such posive case should be kept under instuonal quaranne or at home quaran
ne monitored strictly by the concerned State Government as per laid down protocol. xvi. Travel
lers from Countries excluding those Countries at risk, will be allowed to leave the airport and shall
self-monitor their health for 14 days’ post arrival.
22. sub-secon (2% of the total flight passengers) shall undergo post-arrival tesng at random at the
airport on arrival. a. The 2% of such travellers in each flight shall be idenfied by the concerned
airlines (preferably from different countries).
23. Such travellers shall be escorted by the concerned airlines/MoCA to tesng area on arrival.
24 The cost of tesng of such travellers shall be borne by the travellers idenfied for random tesng
themselves.
25. Laboratories shall priorize tesng of samples from such travellers.
26. If such travellers are tested posive, they shall be managed as per laid down standard protocol and
samples would further send for genomic tesng.
27. If travellers under home quaranne or self-health monitoring, develop signs and symptoms
suggesve of COVID-19 or test posive for COVID-19 on re-tesng, they will immediately self-iso
late and report to their nearest health facility or call Naonal helpline number (1075)/ State Help
line Number.

ENTRY AND EXIT PROTOCOL
1. REGISTRATION:
It is mandatory for all persons entering Meghalaya to register themselves prior to their travel
at hp://meghalayaonline.gov.in/covid/tesng.htm and to download the Arogya Setu App and
the Behavioural Change Management App of Meghalaya from Google play store. However,
Tourists should register on the Meghalaya portal at hps://meghalaya.gov.in to generate
the 'e-invite for Tourists'.
2. TESTING:
(a) RT-PCRTesng at Entry Points is mandatory for all persons vising the State if they have
not been fully vaccinated (both doses) or are not in possession of a RT-PCR Negave Report
that is issued by a recognised laboratory 72 hours before their arrival at the entry Point.
(b) Persons showing symptoms on arrival at the Entry Point will be mandatorily tested by
RT-PCR.
3. EXEMPTION FROM TESTING AT THE ENTRY POINTS:
(a) ) Persons with a valid final cerficate of vaccinaon (both doses) or Negave RT-PCR Report
that is issued by a recognised laboratory 72 hours before their arrival at the entry Point shall be
exempted from tesng.
(b) Government officials / Technical staff / logiscs experts who are engaged to perform dues
related to projects pertaining to the Health & Family Welfare, Power Department, Telecommunicaons
and other agencies providing essenal services to the State as cerfied by Home (Polical)
Department, Government of Meghalaya, shall be exempted from tesng at the Entry Points on
producon of RT-PCR negave cerficate issued 72 hours or RAT negave cerficate issued 48
hours before their arrival at the entry point. However, in case such persons do not possess any
of the above-menoned negave cerficates, they shall be tested by RAT at the entry point.
(C) All persons exempted from tesng at the Entry Points are also exempted from undergoing
quaranne but shall strictly adhere to the protocols.
4. QUARANTINE:
(i) All persons tested by RT-PCRat the entry point should go into home quaranne or paid quaranne
ll the test results are declared. The test results are usually available within 48 hours which shall
be communicated through an SMS or can be checked online at www.coronamegh.in. If tested
posive, SOP for home or instuonal isolaon should be followed. If tested negave, such
individuals can carry on with their daily acvies or work normally.
(ii) Persons showing symptoms on arrival at the Entry Point will have to be mandatorily
tested by RT-PCR even if they belong to category 3(a) and 3(b) above. Such persons shall
proceed to their residence or place of stay and shall undergo home quaranne or paid
quaranne for 7 (seven) days from the date of their arrival regardless of their test results. If
tested posive, SOP for home or instuonal isolaon should be followed.
5. ADVISORY:
i) All persons are advised to take personal health safety measures to protect themselves,
including praccing social or physical distancing, cleaning hands with soap/hand sanizer,
wearing double masks and avoiding crowded areas with poor venlaon. Individuals in public
spaces without a mask may be fined for non-compliance under the Meghalaya Epidemic Diseases,
COVID-19 Regulaons, 2020.
ii) All entrants are to closely monitor their health for 10 days from the date of entry into the
State. Upon development of any symptoms of COVID-19, such individuals should self-report to
the nearest healthcare facility/ANM/ ASHA worker. They can also report their symptoms on
14410 - State Level COVID helpline. Entrants will be monitored on a regular basis through
IVRS calls from the Health Department.

dedicated deployment of senior officials and other assisng staff 24x7 for COVID operaons.
Nanded- Detailed list of arriving passengers, residenal address to be shared with Nodal Officer. If
passenger found symptomac upon arrival, Medical team of Municipal Corporaon will guide the pax
about the further procedure.
Shirdi- Detailed list of arriving passengers with arrival flight, me, mobile number and residenal
address to be shared with Nodal officer. If passenger found symptomac upon arrival, airline shall
handover the passenger to the Medical team for quaranne at passengers cost. "

30.11.2021 and Government of Maharashtra Order dated 02.12.2021 to be followed.
As per the Govt. of Maharashtra Order dated 02.12.2021, in addion to MoHFW guidelines issued ,
the following categories of air passengers shall be declared as "HIGH RISK AIR PASSENGERS" i.e. (i)
Passengers arriving from HIGH RISK COUNTRIES namely South Africa, Botswana and Zimbabwe.
(ii) Air passengers who have vised any of these High Risk Countries" in past 15 days before arrival
in Maharashtra. The restricons apply to these passengers in addion to those imposed by GOI
are : High Risk Air Passengers may be deplaned on prioirty and separate counters will be arranged
by respecve airport management Authories at all Internaonal airports in State of Maharashtra
for their screening and verificaon. Such all High Risk passengers shall have to undergo RTPCR test
immediately on arrival at respecve Internaonal airport and shall undergo manadatory 7 day
'Instuonal Quaranne' with second RTPCR test to be carried out on 7 th day. If any of the test
is found to be posive, then the passenger will be shied to hospital. In case 7th day RTPCR test
comes negave, such High Risk Passengers will have to undergo a further 7 days of home quaranne.

RT-PCR report for the test conducted with in 72 hrs prior to undertaking the journey. Passengers
shall submit self-declaraon form and also submit declaraon with respect to authencity of the
report on online Air Suvidha Portal as per MoHFW guidelines for Internaonal Arrivals dt.
30.11.2021. They shall also give an undertaking on the portal or otherwise to Ministry of Civil Avia-
on, Government of India, through concerned airlines before they are allowed to undertake the
journey that they would abide by the decision of the appropriate Government Authority to under-
go home/ instuonal quaranne/ self health monitoring, as warranted.

Airline obligaon: Airlines to ensure availability of negave RT-PCR report before allowing the trav-
ellers to board.
The passenger found symptomac during screening shall be immediately isolated and taken to
medical facility as per health protocol. If tested posive, their contacts shall be idenfied and man-
aged as per laid down protocol.
Contacts of the suspect case are the co passengers seated in the same row, 3 rows in front and 3
rows behind along with idenfied cabin crew. There details to be shared with State Authories.
As per MoHFW guidelines for Internaonal Arrivals dt. 30.11.2021. Travellers from Non risk coun-
tries A sub secon ( 2% of the total flight passengers) in each flight shall be idenfied by concerned
airlines (prefereably from diffrent countries) shall undergo post arrival tesng at random at the
airport on arrival. The cost of their test will be borne by travellers themselves. If these travellers
tested posive, they shall be managed as per laid down standard protocols.
Mumbai- Airlines to allow boarding only to those passengers who have filled in the Self Declaraon
Form on the Air Suvidha portal and uploaded the negave RT-PCR test report. At the me of board-
ing the flight, only asymptomac travellers will be allowed to board aer thermal screening. All
passengers shall be advised to download Aarogya Setu app on their mobile devices. During board-
ing all possible measures for physical distancing are to be ensured. Suitable announcement about
COVID-19 including precauonary measures to be followed shall be made at airports and in flights
and during transit. While on board the flight, required precauons such as wearing of masks, envi-
ronmental hygiene, respiratory hygiene, hand hygiene etc. are to be observed by airline staff, crew
and all passengers. De-boarding should be done ensuring physical distancing.

Airport or state obligaon: Mumbai, Nagpur, Pune - As per MoHFW guidelines for Internaonal
Arrivals dt. 30.11.2021 and as per GoM Order dated 02-21-2021.

well as test results ,duly following social distancing and provision of temporary Isolaon area for
passenger tesng posive .Ensure seamless sampling, tesng, and waing arrangements.
Provision of well-defined flow for arriving Internaonal passengers leading to the waing area,
ensuring Social Distancing , frequent Sanisaon and announcements.
