PILONGO, Romeo A.

DAY 1- November 3, 2021

SESSION 3: Dr. Lucero Questions
1. Describe the role of organizational leadership in achieving institutional
goals and objectives.
According to Jessica Dihn and her co-authors in 2013 for "The Leadership Quarterly,"

the role of the leader is "to structure the way that the inputs of others are combined to

produce organizational outputs." It means that the main function of a leader in an

organization really means a lot to the whole system. The role of the organizational

leadership is to create a straight path to their subordinates by leading them in a good

way through their strategies in managing the school system. I believe that the qualities

of a leader in an institution create a positive impact in line with the goals and objectives

of the schools which is anchored to the Department of Education Mission, Vision and

Core Values. If the good leader with a heart really leads their subordinates from crafting,

planning and implementing the DepEd mandates in education which all public schools

all over the Philippines follow it, we will create not only a positive feedback in our

stakeholders but the quality of education will prevail. Just like what Secretary Leonor

Magtolis one said, “To provide quality education for all Filipinos. Each of us – from the

non-teaching personnel to mentors; from the field to the Central Office; from DepEd to

the powerful Commission on Appointments – bears this responsibility. As ready as I am

to prove my capacity and tenacity to the esteemed members of this august Appointment

body, I am prepared to fulfill my mandate as Secretary of the Department of Education

with utmost sincerity, accountability, and unflinching determination.

2. What leadership and management skills are needed in transforming
educational reforms in the post pandemic era? Cite concrete practices that
you do in your school.
Based on my observation, if the pandemic and the DepEd decided to have a gradual

face to face implementation, there is a contingency plan that every school will

provide to the Division Office as per the approval of the Schools Division

Superintendent. This plan will serve as a guide for the students, teachers and

stakeholders to prepare and strictly implement it by the guidance of the Local

Government Unit (LGU) with the support of DOH (Department of Health) in

accordance with the guidelines set by the IATF (Inter Agency Task Force) for

COVID-19 response.

In our school, we plan to prepare and present it in our Division Office subject for the

approval. We need the help of the school leaders from crafting, planning and

implementing the policies which the school must do in order for the safety of the

students. With the guidelines also anchored on the shared responsibility framework

by DOH, IATF and DepEd, according to Ma’am Briones, that qualified schools must

still secure the permission and consent of the concerned LGU. Learners who are

qualified according to the guidelines must still provide sign consent from their

parents before being allowed to join the pilot implementation of face to face class. It

is alos adopted in our schools as part of the contingency plan.
