custody. The hearing continues today.

cut off. In the past two weeks, Maori family land, right on the coast, has had 2m high
gates and a fence erected around it, blocking access to the world-class breaks. Surf
breaks at Mangahume and Sky Williams, just south of Opunake, have become the latest
casualties. Mrs Hohaia said she did not want to restrict access to surfers, but wanted to protect
three urupa (cemeteries) on the land. Owners Teresa and Donald Hohaia, of New
Plymouth, said they knew nothing about the gates and fence. I know nothing about it,
she told the . It wasn't done with my knowledge. Surfers say the South Taranaki
District Council should be doing more to secure beach access for the future. Mrs Hohaia
said other family members who did not live in the region were involved with the land, but she could
not provide contact details. I think that it is negligent that they are not doing it, Mr

everyone. The marketing of Surf Highway 45 is a South Taranaki initiative, and they are

are bracing for hundreds of Canterbury University students to defy authorities and
converge on Dunedin in a rogue Undie 500 car rally this weekend. Last year, 69 people
were arrested and charged over rioting in Dunedin streets the following day the rally
arrived in the city. An anonymous Canterbury University student created a dummy
student email address to circulate two emails on Saturday and yesterday, detailing how
this year's unsanctioned event will run. The year before, 25 of the 56 students arrested
for disorderly behaviour over the Undie 500 weekend were from Christchurch. The
anonymous email from the self-styled Undie 500 master said: There will be drinking,
along with theme cars and costumes! An entire Dunedin courtroom was set aside to
deal with students arrested over last year's rioting. Two students intending to go to the
event told they expected the controversial rally to be at least as big as those of the last two years.
This year's event will proceed despite the urging of student and civic leaders, the
university and police. The last of those charged cleared the court system only last week.
It's bad for the city (Dunedin), bad for our reputation and we don't need it. All the
Undie 500 does is cause us a considerable amount of grief, Dunedin and Clutha police
area commander Inspector Dave Campbell said. We believe we're well-prepared.
Police were caught out by events last year and would have a zero tolerance approach to
any more trouble, he said. The Undie 500 was previously organised by the Canterbury
University Engineering Students' Society (Ensoc). We certainly have a significant number
of staff rostered on this weekend. Ensoc and the University of Canterbury Students'
Association (UCSA) tried to organise another event this year but gave up when Dunedin
Mayor Peter Chin refused to support their proposals. Since 1989, students have bought
cars valued under $500, decorated them to a theme and driven to Dunedin, stopping at
designated pubs along the way. Yesterday, Walker said he did not know who was
behind the alternative event and did not support it. In July, when Ensoc president
Graeme Walker formally withdrew support for the event, he warned that an alternative
event would go ahead regardless. This individual has basically organised the event
themselves. We have been working really hard this year to protect the Undie 500 name
and we don't want to compromise that at all, Walker said. It's still our students and we're
trying to make sure they don't go down, Goldstein said. UCSA president Michael
Goldstein said he did not want to talk about the event because we don't want any
publicity given to it . People have just said since this was cancelled, everyone will still

and wellbeing of students and staff are paramount, Richardson said. Meanwhile, the
Students Against Driving Drunk (SADD) group will hold its national street appeal across
the country on Friday, the day the rally begins. SADD regional co-ordinator Jessica
Stringer hoped the students would use sober drivers. We hope the students in the Undie
500 will be responsible in the decisions they make.

A weather bomb has pelted Porirua with hail the size of marbles and knocked out a Radio
New Zealand transmitter at Titahi Bay. A fierce northwest front brought thunder, lightning and hail
to the Wellington region in the past 48 hours and MetService warns that a series of
fronts will bring more rain, thunderstorms and snow to the western parts of both islands
during the weekend. About the same time, hail the size of marbles was reported in
Whitby, Porirua, and a severe hailstorm caused traffic problems on Haywards Hill and in
the Hutt Valley. A suspected lightning strike knocked out the Radio New Zealand
transmitter about 8am yesterday, cutting its AM frequency transmission to the
Wellington region for about six hours. The Mountain Safety Council has issued warnings
of extreme avalanche risks for Arthur's Pass, Mt Cook and Westland National Parks. Later
in the day snow closed several South Island roads - the Haast and Arthur's passes and
State Highway 94 in Milford - and ice closed the Desert Road in the North Island. The
avalanche risk in the Wanaka and Craigieburn ranges was also considerable. Warnings of
high avalanche risk have been placed on ranges in Taranaki, close to Queenstown and on

swinging at police. Witnesses said the man, in his mid-20s, was locked inside Loaded
after staff suspected he tried to take a jacket. Several staff locked themselves in a back
room and the man was left in the shop while police waited for back-up. He looked like

middle-aged man while responding to an emergency callout. The victim, who suffered
head and facial injuries, was later reported to be in a stable condition in Christchurch
Hospital.15pm. The ambulance struck the man as he was getting off a bus and crossing
Main North Rd, in northern Christchurch, about 1. It was unclear how fast the
ambulance was travelling. The crew was responding to a callout north of the city, and
had its sirens going and lights flashing. At all times St John has the best interests of

the way for parts of the South Island which have so far escaped some of the deepest falls
in more than a decade. With snow still lying thickly on higher ground in many western
and southern areas yesterday, the MetService issued yet another heavy snow warning
this time for Canterbury, Marlborough, Otago and Southland. One of the party was
buried in the avalanche by 2m of snow but his fellow skiers were able to dig him out.
The warning came as a group of heli-skiers was struck by an avalanche on Temple Peak,
50km north-west of Queenstown, yesterday afternoon. Police later said the man's
condition was satisfactory. The man, a Christchurch resident in his mid-30s, was flown
to hospital with suspected hypothermia. The hardest-hit areas are likely to be Banks
Peninsula and Christchurch's Port Hills, the coastal hills of Otago and Dunedin's hill
suburbs, with 15cm to 20cm of snow predicted down to 300m by 9am tomorrow and
smaller amounts settling to 100m or to sea-level. The MetService says very cold
southerly air is expected to spread north today with the snow level dropping from about
300m this morning to around sea level tonight. It's looking like snow close to sea level
in the east of the South Island, for Christchurch, and that'll be more the evening and
overnight, but Dunedin and Otago will probably be getting close to that during the day.
Severe weather forecaster Ian Miller said last night the polar outbreak would peak
tonight over Canterbury and should be over by the middle of tomorrow, although
conditions would be cold enough that snow from heavy flurries would quickly
accumulate. Clear skies on Wednesday means it'll be pretty icy with snow on the
ground. It's just one burst, so conditions will improve from the south early Tuesday. The
large volume of snow in the South Island's mountains is a skiers' delight but is also
increasing the risk of avalanches. State Highway 94 from Te Anau to Milford Sound was
closed as a result of snow yesterday and State Highway 80 from Pukaki to Mount Cook
was restricted to vehicles with chains. We are strongly advising people not to go on tracks in
Nelson Lakes National Park, and that includes lakeside tracks, due to the avalanche risk,
the weather conditions, and risk of tree fall due to snow, DOC Nelson-Marlborough
technical support manager Martin Heine said. The Department of Conservation said
extreme care was needed in the Nelson, Marlborough and Kaikoura alpine areas and
people were advised to stay away from the Nelson Lakes National Park for the time

investigations on the flat she was last seen visiting. She was last seen alive by
neighbours of a Riccarton flat from which she was picking up a stray cat on Monday night.
Downey, 52, disappeared after 7pm on Monday and her body was found down a bank on a
Port Hills street on Wednesday morning. Police cordoned a large part of the housing
estate, surveyed the area and examined the interior of the flat. The flat, in one of three
large blocks of Housing New Zealand homes in Riccarton Road, was the scene of forensic
investigations yesterday. The occupant of the flat is understood to have called
Downey's workplace, the Cats Protection League, to have a cat taken from the property.
The scene investigation is expected to take several days. The red Suzuki Alto hatchback
was found in Neville Street, off Barrington Street, in Spreydon, a short drive from where
Downey's body was found. Detective Senior Sergeant Grant Wormald said Downey's car
was still a focus of the inquiry, and he appealed for any sightings of it. People in the
neighbourhood are being approached to establish when the car was parked. Wormald
said police wanted to find out when the car was left before it was found at 2am on
Wednesday. Clearly, the car has been driven from Riccarton Road, where Ms Downey was last seen.
This is an important aspect of the inquiry, he said. The car had been removed from
Neville Street and was being examined by police forensics experts. The car could have
been used to travel around the city, so any sightings of it are important. Formal
identification of the body was completed yesterday afternoon. Wormald said an
examination of the area where the body was found in Worsleys Road, Westmorland, had

Australasianbid to build the world's largest radio telescope could be worth tens of
millions of dollars to the Southland economy. Venture Southland enterprise projects
manager Robin McNeill said the region was ideally placed to take advantage of the project,
following news the Government would formally support Australia's push to host the giant next
generation Square Kilometre Array (SKA) radio telescope. If Australia won the bid to
build the $2. The project had the potential for exciting new discoveries on the origins of the
universe and could revolutionise astronomy, physics and many other areas of science, Mr
McNeill said. But such was the scale of the SKA — it would have thousands of antennas
spread over 3000km — that observatory sites in New Zealand would be needed and
would be linked by high-speed data connectivity, Mr McNeill said.6 billion SKA, its centre
would be in Western Australia. Up to 50 satellite dishes could be based in Awarua or on
the south coast of Southland, Mr McNeill said. Southland was ideally placed to be one
of the sites, he said. Early tests suggest that Awarua, which already housed an
international spacecraft tracking station, would be the perfect radio quiet-spot with no
interference, he said. The cost to install and build those dishes would be worth $50
million alone. You can't go any further south without having accommodation and
transport problems. The construction of the tracking station meant Southland had a
track record in the field and its position on the south-eastern fringe of Australasia also
worked in its favour. SKA New Zealand project leader Sergei Gulyaev said sites in
Southland and Northland were likely because they were ideally positioned geometrically
to link into the project. Venture Southland, with the Auckland University of Technology
and the Ministry of Economic Development had undertaken radio noise tests and the
results had been promising. If Australia was successful and Southland was selected as a
site it would see a massive improvement in information technology associated with the
project. Sites in the two areas would extend the range of the antennas from 3000km to
6000km, he said. Mr McNeill said if the project got the green light it would be a major
boost for industrial tourism and employment in Southland. This would include extremely
fast broadband and the use of supercomputers, Mr Gulyaev said.6 billion Square

Neurosurgeon Martin Hunn performed an awake craniotomy on Wayne McNeill (inset).
Wayne McNeill needed a brain tumour like he needed a hole in his head. Mr McNeill, 51,
of Hastings, was the first Wellington Hospital patient to have an awake craniotomy. He
briefly got both - and was awake when surgeons removed the tumour through the hole.
Mr McNeill, a coolstore supervisor for the apple industry, was not worried about being
the first. The hospital's brain surgeons have performed the surgery on two other
patients since his operation a few weeks ago. I knew they would be taking special care of me.
I thought: `Well, they are not going to muck this up'. We are trying to be as aggressive
as we can be within the safety limits, neurosurgeon Martin Hunn said. Operating on
patients who are awake allows surgeons to remove the maximum amount of a tumour
without interfering with critical parts of the brain, because the patient can talk to them.
Mr McNeill started off the operation asleep but was woken up to carry out a series of
verbal tests. In Mr McNeill's case, the area of the brain that controls speech was
particularly vulnerable, but surgeons were not sure exactly how far they could go in
removing the tumour. He did not feel any pain, but knew when they hit a part that affected
speech. While he was doing this, the surgeons stimulated parts of his brain so they could
establish which areas were safe to cut.. I kept on trying hard to say that word but it
wouldn't come . But it wasn't horrible.. The operation required skilful anaesthetists
because the patient had to be able to be woken up and put back to sleep easily. Mr
Hunn said: Luckily for us, the brain doesn't feel pain but the skin does, and the muscles.
He was incredible . Mr McNeill could have chosen to go to sleep while the actual tumour
was removed, but he opted to stay awake, Mr Hunn said... [Neuropsychologist] Kay
Cunningham basically just chatted to him for two hours. [Neuropsychologist] Kay

noticed the surgeons were operating. If he started to look around, Ms Cunningham
would remind him to concentrate on talking to her. Once the tumour was removed, he
was left with a cavity in his brain about three centimetres in diameter. If he had not
been awake, it would have been too risky to remove such a large amount, Mr Hunn said.
Previously, the patient would probably have had a biopsy and radiation treatment. He
said awake craniotomy required skilled staff, including anaesthetists, an EEG specialist to
record the brain's electrical activity, the surgeons, the neuropsychologist and a speech
language therapist. The hospital had originally expected to do about six such operations
a year. It's all gone so smoothly that we are probably looking at doing it more often. A
neuropsychologist and a speech-language therapist prepared Wayne McNeill for surgery.
They checked he was psychologically ready, practised relaxation techniques and
rehearsed the tests he would do during surgery. On the day of the operation, Mr
McNeill's head was clamped in a frame and he was given a general anaesthetic. He
started the operation asleep, so he did not have to listen to the sound of his head being
drilled open. That could be distressing, neurosurgeon Martin Hunn says. Once asleep,
Mr McNeill was given a local anaesthetic. Surgeons cut a hole about 7cm by 5cm in the
top of his head. Once his brain was exposed, a special machine mapped the tumour's
boundaries. A human being can't look at a tumour and tell where the edge of it is.
After the machine had finished its mapping, clinicians placed labels on different parts of
the brain to mark the ridges. Electrodes were also attached to record electrical activity
and detect any seizures. Surgeons then stimulated parts of his brain to check his
movement. The general anaesthetic was withdrawn and Mr McNeill soon woke up. The
local anaesthetic protected him from pain. He was given tasks to carry out, including
counting to 20, repeating phrases and identifying pictures. While he was doing this, the
surgeons, Ales Aliashkevich and Mr Hunn, carefully stimulated different parts of his
brain. We put all that information together and decide what can be removed and what

can't. Mr McNeill opted to stay awake while the surgeons removed the tumour. They
then closed his head.

Slaves headquarters in Luxford St, Wellington, yesterday, impounding a Ford Explorer, a
Harley-Davidson motorbike and $2000 worth of electronic goods owned by two gang
members. Detective Sergeant Martin Todd said that, though the pair did not answer the
door, police knew they were inside so used a blowtorch to get past the strengthened
door. One owed about $18,000 in fines and the other $84,000. You will have to pay
your fines even if you are a gang hiding behind fortified doors. We had to use force and
began using a blowtorch but, once one hinge had been blasted off, they decided to open
the door. District court staff asked for police help during the raid because the gang
members were judged to be a risk. It has caught up with them - items have been seized

The family whose lives were forever changed when Karl Edwards was killed on
Wellington's inner-city bypass say the drink-driver's sentence was unacceptable . The
loss of the 28-year-old had left an indelible void in many lives, a spokesman said as the
family expressed disappointment about the 12 months of home detention given to Justine
Mary Schou at Wellington District Court this week. Judge Denys Barry also disqualified
her from driving for three years and ordered her to pay $8000 reparation for emotional
harm to Mr Edwards' partner, Fiona McDiarmid, and his mother, Kay Edwards. Schou,
27, pleaded guilty last month to driving with close toly twice the legal blood-alcohol limit
and crashing into Mr Edwards' car after driving the wrong way up the one-way section of
Willis St last October. Schou, a manager from Foxton, had been drinking at a work
function before the crash at the intersection of Karo Drive and Willis St. There are many,
many people here whose lives have been changed and traumatised by these few
moments of abhorrent inexplicable driving, he said. Mr Edwards died at the scene. She
suffered severe head and back injuries and is still on crutches. The legal limit is 80mg.
Schou admitted driving with an excess level of 140 milligrams of alcohol per 100
millilitres of blood. A tearful Ms McDiarmid told of her daily struggle and overwhelming
grief at losing her boyfriend of four years. About 20 of Mr Edwards' family and friends,
including his mother from Dargaville, attended the court. This is the man I was
supposed to spend the rest of my life with, the 25-year-old teacher said. She had lived with
him in Upper Hutt and planned to marry him and have children. Ms McDiarmid's father,

Wellington-based iwi is expected to be given the opportunity of buying prime real estate,
before leasing it back, when it signs a deed of settlement with the Crown today. As
part of the deal, the iwi grouping, known as the Taranaki Whanui ki Te Upoko o Te Ika, is
also expected to receive a $25. It is understood buildings that are part of the
purchase-lease-back arrangement include Archives New Zealand, the National Library,
the High Court and Wellington Girls College.025 million cash settlement. The group
doing the deal is a collection of Taranaki iwi (Te Atiawa, Taranaki, Ngati Tama, Ngati
Ruanui and Ngati Mutunga) whose ancestors migrated to Wellington in the 1820s and
1830s. The iwi grouping is also expected to be given the opportunity of taking control of
the former air force base at Shelly Bay on Miramar Peninsula. There are 16,500
beneficiaries to the collective. The iwi signed the Port Nicholson Block Deed of Purchase
in 1839, but there was a subsequent failure to set aside 10 per cent of the land for Maori,
as was agreed at the time. The deed of settlement is expected to be signed by Treaty
Negotiations Minister Michael Cullen and Maori Affairs Minister Parekura Horomia for the
Crown. The agreement is also understood to include the transfer of properties of
cultural significance to Taranaki Whanui, including the three islands in Wellington
Harbour, the lake beds of Kohangatera and Kohangapiripiri near Pencarrow Head and
reserve lands such as Wi Tako Scenic Reserve, Upper Hutt. The iwi negotiating team

former One News sports presenter and host of the Radio Sport breakfast show reportedly
paid Ms Dunne-Powell more than $150,000 following a 2006 incident, which allegedly left
her with four broken vertebrae. While I am shocked and also saddened that it has got
this far in terms of all the allegations and the charges, I am more determined than ever
to fight to clear my name. Veitch said today that he was looking forward to having his

In 2005,Jayant Singh was a struggling young driver, relying on cast-off tyres and doing
his own mechanics to chase his car-racing dream. By late 2006, he had quit his job, his
car was freshly painted, and he was spending freely - always paying in cash. Instead, he
had turned to daylight robbery. The racing fraternity assumed he had sponsorship. On a
sunny Friday morning in August 2006, as three security guards went to fill the Left Bank
cash machine in Cuba St, Singh came up behind them with a knife and gun and said: You
know what to do. Jayant George Singh, 29, of Ngaio, Wellington, admitted yesterday two
aggravated robberies and an aggravated burglary, which together netted him $190,000.
In December, he robbed some security guards again - including one of his victims from
August. They put the money in a bag and he fled with $115,000. The money turned his

fortunes around, but ultimately brought him crashing down. This time, he singled out a
National Bank cash machine in Victoria St and made off with $75,000. Singh, 26, was one of the
quickest drivers in the Formula Ford last season, though he was driving an old car on a

was being touted as a promising driver who regularly beat competitors whose cars
should have been faster than his. The Victoria University science graduate was polite,

expert engineers but again Singh had limited resources and could not even afford new
tyres - he had to use tyres cast off by other teams. It appeared he had found substantial
sponsorship. He had quit his job at a specialist telecommunication equipment firm to
concentrate on racing and was spending freely, paying in cash. Last season Jayant
Singh had a miserable time, under-resourced and running at the back of the field, the
magazine reported. A report in Speed Sport magazine in December 2006, the month he
was arrested, noted his finances seemed to be looking up. Singh's talent on the
racetrack did not, however, extend to aggravated robbery, and he was arrested after an
extensive police investigation that used the gene-carrying molecule dna, CCTV footage,
and a $500 petrol voucher reward for the public's help to find his getaway car to link him
to three offences - a failed burglary in May 2003 and the two robberies. This season he
has found more support, bought new tyres for the first time, quit his job to concentrate
on racing and, after two rounds and consistently good placings, he stands fifth on points.

energy-efficient light bulb, spewing smoke and flames across the ceiling. American
student Andrew Mendes was in the lounge of his Dixon St flat on Friday night when the
fire alarm activated and he rushed outside to see the roof above his door engulfed in
flames. The Fire Service has confirmed that the light fitting contained a spiral
energy-efficient bulb, which had been taken away as part of their investigation. Unable
to use the fire extinguisher, he ran back into his kitchen, returning with pots of water to
put out the fire. There was a lot of smoke but I didn't want my stuff to burn up so I took
care of it. Mr Mendes said he was checked by paramedics for fear he had been exposed to
mercury from the bulb. It makes you wonder if being better for the environment is worth
it when you get fires [like this]. Since then I've heard a lot about these light bulbs. It was
definitely one of those energy-efficient bulbs but it's too early to say if the bulb or the
electrical wiring was at fault, he said. Senior station officer Paul Lyall said firefighters arrived
to find the melted lightbulb lying on the carpet of the second storey foyer, electric wires
hanging from the ceiling and scorch marks around the light fitting. New wiring had been
put in the building only three weeks ago which may have been a contributing factor, he
said. No one was injured and residents evacuated the building after smoke alarms went
off. The revealed last week that Government safety watchdog Energy Safety has asked
the Fire Service to document failures involving energy-efficient bulbs.
