ASSISTANCE TO STUDENTS

Section 51. Government Assistance to Students - The government shall provide financial assistance
to financially disadvantaged and deserving students. Such assistance may be in the form of State
scholarships, grants-in-aid, assistance from the Educational Loan Fund, or subsidized tuition rates in
State colleges and universities.

All the above and similar assistance programs shall provide for reserve quotas for financially needed
but academically qualified students from the national cultural communities.

Republic Act No. 6728 - AN ACT PROVIDING GOVERNMENT ASSISTANCE TO


STUDENTS AND TEACHERS IN PRIVATE EDUCATION- For these purposes, the State
shall provide the mechanisms to improve quality in private education by maximizing the use
of existing resources of private education, recognizing in the process the government
responsibility to provide basic elementary and secondary education as having priority over its
function to provide for higher education.

Section 52. Grant of Scholarship Pursuant to Existing Laws - Educational institutions shall be


encouraged to grant scholarships to students pursuant to the provisions of existing laws and such
scholarship measures as may hereafter be provided for by law.

REPUBLIC ACT NO. 10648- AN ACT PROVIDING SCHOLARSHIP GRANTS TO TOP


GRADUATES OF ALL PUBLIC HIGH SCHOOLS IN STATE UNIVERSITIES AND
COLLEGES AND APPROPRIATING FUNDS.

Example:

“Iskolar ng Bayan Program” for top graduates of public high schools in the country,
subject to the academic standards, application and admission policies and such other
reasonable rules and regulations of state universities and colleges (SUCs).

Study Now, Pay Later Plan“. There is hereby created a special fund to be known as the
Students’ Loan Fund to be administered by the Department of Education, Culture and Sports

● Amounts covering payments for tuition, matriculation and other school fees shall be paid
directly to the school concerned.

● Any loan granted under this Section shall be paid by the student-debtor after he has finished
the course or profession for which the proceeds of the loan was expended, but only after a
period of two (2) years from the time he has acquired an employment:
 Science and Technology scholarships-The Science & Technology (S&T) Undergraduate
Program, under DOST, aims to entice talented Filipino youths to pursue lifelong productive
careers in the field of science and technology.

 CHED Scholarship-The CHED Scholarship Programs shall be accessible to qualified


Filipino students. Eligible students may be awarded full or half scholarships. Under the state
scholarship program (SSP) and private education financial assistance (PESFA).

 Unified Student Financial Assistance System for Tertiary Education (UniFAST)-The


Unified Student Financial Assistance System for Tertiary Education or UniFAST is in charge
of implementing Republic Act 10931, which ensures that deserving Filipinos will have
equitable access to educational opportunities

Section 53. Assistance from the Private Sector - The private sector, especially educational
institutions, business and industry, shall be encouraged to grant financial assistance to students,
especially those undertaking research in the fields of science and technology or in such projects as
may be necessary within the context of national development.

Examples;

● Ayala Foundation Scholarship (AFS) Program-AFS is an educational fund initially offered


to the children of Grepalife employees and sales associates. It later expanded to deserving
Filipino youths belonging to low-income families and cultural minority sectors

● SM College Scholarship-Founded by Henry Sy, Sr. and his wife, Felicidad, the SM College
Scholarship Program aims to support poverty-stricken youth in reaching their full potential
and achieve their dreams through education.

● BPI Foundation-The foundation recently launched its Pagpugay scholarship program,


supporting the next of kin of the medical frontliners who passed away amid the battle against
COVID-19.

● Jollibee Group Foundation (JGF)-JGF under Project ACE aims to support financially
disadvantaged high school graduates, enabling them to pursue a bachelor’s degree. Project
ACE, which means Improving Access, Curriculum, and Employability in Hotel and
Restaurant Management Education, is a combined scholarship and management training
funded offered in any of the JGF stores nationwide.

● Metrobank Foundation-Like every other foundation that believes education is an essential


factor in poverty alleviation, the Metrobank Foundation grants a college scholarship program
to exemplary students.
