About Police and Crime
Commissioners
On 6th May, you will be able to vote for your Police and Crime
Commissioner (PCC). The role of the PCC is to be the voice of the
people and hold the police to account. Elections will be taking
place in England and Wales. In London, Greater Manchester
and West Yorkshire, there will be elections at the same time for
Mayors who exercise PCC functions.
PCCs are responsible for the totality of policing in their force area and aim
to cut crime and deliver an effective and efficient police service.
39 PCCs will be elected across England and Wales, of which 4 are also
responsible for overseeing the fire and rescue authority for their area and
are called Police, Fire and Crime Commissioners (PFCC) – these PFCCs
are found in Essex, Staffordshire, North Yorkshire and Northamptonshire).
There will also be 3 Mayors with PCC functions elected in London,
Greater Manchester and West Yorkshire.
PCCs are elected by you and aim to cut crime and hold the force to
account on behalf of the public. PCCs bring a public voice to policing,
and they do this by:
• engaging with the public and victims of crime to help set the policing
priorities for the area and consulting on their Police and Crime plans;
• ensuring the police force budget is spent where it matters most; and
• appointing the Chief Constable, holding them to account for delivery
of their objectives and if necessary, dismissing them.

Work with others


PCCs, PFCCs and Mayors who exercise PCC functions also work with
your council and other organisations to promote and enable joined up
working on community safety and criminal justice.
The PCC, PFCC or Mayor who exercises PCC functions does not ‘run’
the police force or fire service. Chief Constables and Chief Fire Officers
are operationally independent, and they are responsible for the day to day
operations of the police, but they are accountable to the public via the
Police and Crime Commissioner.

PCCs, PFCCs and Mayors who exercise PCC functions are single,
directly elected individuals ensuring the public are protected, providing
greater opportunities for collaboration and more effective scrutiny of
public services.
They ensure that there is an effective policing contribution to national
partnership arrangements to protect the public from other national and
cross-boundary threats.

Represent the entire community


PCCs, PFCCs and Combined Authority Mayors who exercise PCC
functions are required to swear an oath of impartiality when they are
elected to office.
The oath is designed so that they can publicly set out their commitment
to: serve all of the people in their police force area; act with integrity and
diligence; give a voice to the public; act with transparency so that they
may be effectively held to account; and not interfere with the operational
independence of police officers.

Jamie Frank Bennett
Liberal Democrats

Election statement:
Jamie Bennett was born in Brighton, grew up in the
Newhaven area and now serves his local community as a
Councillor in the Rustington area of Arun in West Sussex.

He lives with his wife Jo and their son Elliot in Rustington.


Jamie has 12 years of experience on Rustington Parish
Council, during which time he has served as Chairman and
Vice Chairman of the Council. In 2019, Jamie was elected to
Arun District Council.

Jamie Bennett said, “I want to bring back community


policing, get drugs off our streets by cutting county
lines and deliver a fairer deal for Sussex.”

“Theresa May’s failed PCC experiment has been a


disaster for Sussex policing. We have seen the Police’s
share of our Council Tax bills rocket, yet we have
nothing to show for our money but rising crime, more
drugs and fewer police on our streets.”

“As a Lib Dem Councillor in Arun, I have seen at first


hand the impact of withdrawing community policing
and increasing lawlessness on our streets. These
have been exacerbated by Conservative cuts to youth
services, mental health and road safety at West Sussex
County Council.”

Kahina Suzanna Bouhassane
Green Party Candidate

Election statement:
Despite the hard work of many officers, policing is broken in
Sussex. Over 10 years of Tory leadership and austerity has
left a system that is not working – especially for women, Black
and Minority Ethnic people and rural communities. Crimes are
going uninvestigated and it is our local community that suffers.
I am speaking up for residents that are not being heard.

We need a Police and Crime Commissioner who will stand


up to the Conservative government and demand better for
our residents, one who will not implement government cuts to
vital services without protest. We need tough justice that puts
victims first: Restorative Justice.

I will:

• Integrate police forces more closely with the communities


they serve by creating new community liaison and equality
officers to work on positive relations and by putting more
police on the beat.
• Review hiring practices to ensure a diverse police force,
which reflects the community it serves.
• Take steps to address and correct inequality in the
Sussex police force by listening to the local community on
issues of race, gender and geography and implementing
appropriate measures.

• Invest in youth services and centres, to help turn at-risk
children away from crime.
• Make misogyny a hate crime.
• End the war on drugs, which has trapped hundreds of
thousands of people into lives of crime and treat drug
addiction as a health condition, not a crime.

Greens are the only party providing a real opposition to the


Conservative government. Vote for me, Kahina Bouhassane,
on May 6th, and let’s make Sussex Police a police for
the people.

MY EXPERIENCE
Having served as Sussex Police & Crime Commissioner
since 2012, I have the experience and proven track record to
continue making a difference to policing our county.

As PCC, I have robustly held the police to account on behalf


of residents, successfully supported victims of crime and
invested heavily in frontline policing.

SOME ACHIEVEMENTS SO FAR


• Driven the biggest rise in police officer numbers with more
now than when I was re-elected in 2016
• Restored neighbourhood policing, recruited more PCSOs
• Established a ground-breaking, early-intervention scheme
REBOOT for 11-17 year-olds
• Delivered on rural and business community crime
concerns with a dedicated Rural Crime Team and a
Sussex Safer Business Partnership
• Ensured Sussex Police treat road safety and antisocial
behaviour seriously
• Directed £ millions of pounds to support victims of crime,
divert young people from harm and helped communities
protect themselves

MY SIX-POINT PLAN – “MORE POLICE, SAFER STREETS”
• Continue to cut crime, catch more criminals, fight drugs
gangs, county lines and serious violence and reduce re-
offending – making everyone safer in Sussex
• Further recruitment of officers and PCSOs to increase
frontline policing
• More action on rural crime, including continued investment
into our Rural Crime Team
• Investment in Roads Policing to tackle antisocial driving
and speeding
• Make shops and businesses safer places to work by
establishing a dedicated Business Crime Team
• Support victims of crime, especially our elderly and young,
and protect our most vulnerable from all forms of abuse

This election matters.

The PCC is responsible for setting the £310m budget, has


powers to appoint and dismiss the Chief Constable and must
ensure residents’ views are represented when setting policing
priorities.

We’ve made real progress to deliver – let’s not put that work
at risk now.

Paul Adrian Richards
Labour and Co-operative Party

Election statement:
PAUL RICHARDS is the Labour & Co-operative
candidate for Sussex Police and Crime
Commissioner (PCC).

Paul Richards is contesting this election on three main


policies:

• more rights for witnesses and victims of crime,


enshrined in a new, robust Victims Law, so that more
cases come to court and more criminals are convicted
for their crimes. The criminal justice system must be tilted
towards the citizen not the criminal.
• more police on Sussex streets, reversing recent cuts to
police numbers, and more neighbourhood policing teams
woven into the fabric of local communities, preventing
crime and cracking down on noise, vandalism, graffiti,
and litter.
• investment in the services and facilities that create
a strong society, helping to prevent crime, and giving
young people a better future: more Sure Starts,
Children’s Centres, Youth Clubs, Sports Clubs and
apprenticeships.

Paul Richards will invest in every part of the police family:
civilian support staff, special constables, police community
support officers, and neighbourhood police, as well as
working with local councillors, faith groups, businesses and
the voluntary sector in Sussex to prevent crime.

Paul Richards will open new police stations across


Sussex, and keep our police stations open for longer.

Paul Richards will bring in new systems of restorative


justice, making criminals pay for their crimes and victims feel
that justice has been served.

So if you think it’s time for a change, and you want more
police in your neighbourhood, give your first preference
vote to Labour’s Paul Richards. And if you normally vote

Roy Thomas Williams
Independent

Election statement:
Roy Williams was born in the West
Midlands and has lived in the South of
England since the early 1980’s. Roy is
a retired Metropolitan Police Inspector
with a wealth of operational policing experience gained in
some of the busiest areas of South London. He is concerned
of late at the nature and style of policing being delivered
by all police forces and will seek to bring some common
sense, integrity and proportionality back if elected. Given
the huge demands on the modern police force Roy will seek
to bring clarity to what should be policing priorities and in
which areas police should perhaps be acting in more of an
advisory capacity. He does not believe for example, that the
police should be used as the enforcement arm of the NHS.
He is an English Constitutionalist standing for the people’s
inalienable fundamental constitutional rights: The right to free
assembly and free speech, the right to earn a living and the
right to adequately protect oneself and one’s property without
interference from the State. Imagine how differently things
may have played out if Sarah Everard had been in possession
of a noxious spray to defend herself. Roy is standing as
an independent candidate, free of political party influence,
and he believes that his policing experience will allow for a
much more critical eye to be cast over police activity than
we have seen so far across the country. He is also keen to
take responsibility for and provide oversight over the police
complaints system, which in his experience forces are unable
to adequately manage with integrity. A review of previous
contentious cases may also be considered where appropriate.
