MEMORANDUM OF UNDERSTANDING BETWEEN THE MINISTRY OF HEALTH OF THE REPUBLIC OF INDONESIA AND THE DEPARTMENT OF HEALTH, HOUSING AND COMMUNITY SERVICES OF AUSTRALIA The Ministry of Health of the Republic of indonesia and the Department of Health Housing and Community Services of Australia (nereinatter referred to as the Parties) taking into account the mutual interest to promote and safeguard public health in general and to strengthen their respective public health services in particular being aware of the importance of international co-operation in the field of public health. HAVE AGREED, on a basis of equality and mutual benefit and in accordance with the rules and regulations prevailing in their respective countries, as toliows: 1. Exchange of information and legisiation The Parties will exchange copies legisiation and other relevant information on public and private health services, in accordance with their respective laws 2. Exchange of experts The Parties will promote contacts and visits of public health experts from both countries, upon conditions, as determined by the Parties, 3. Co-operation between pubiic health institutions/organizations The Parties will promote, subject to their respective laws, co-operation between public health institutions/organizations in both countries on research, technology transfer training and exchange of know-how and experience in public health affairs, ‘Co-operation may include the cooperation with Non Government Organization designated by the Government of indonesia. 4, Training and Education The Parties will provide, on & mutually advantageous besis and within their respective national competences, the creation of training facilities in order to enabie students and experts of both countries to participate in training, study and research, including post-graduate trainiag of health professions, upon conditions as.determined by the Parties 5. Scientific research The Parties will promote co-operation in scientific research and development between scientific research and development institutions in both countries, 6. Impiementation In order to implement this Memorandum of Understanding, the Parties will consult at least annually. To implement the activities as agreed upon in this Memorandum of Understanding, the Parties shall elaborate 2 "Plan of Action" for @ period of three vears which will cover several specific areas Le = health workforce training + substance abuse control (alcoho! and anti tobacco programs) environmental health, water supply and sanitation, health promotion = HIV/AIDS contro! and education - quality assurance in health care - act nt prevention: - health care evaluation and technology evaluation inciuding policy development - quality control and drugs, prescribing issues, jegisiation and traditional medicines - public nealth and medical research including methodology and administration Gf national medical research programs - health care financing = role of communication in health care delivery, inciuding provision of health care in remote areas - health services administration/management - health care of the elderty, prevention and promotion In the "Pian of Action" specific areas of co-operation will be defined together with its financial aspec:s and obligations. 7. Coming into effect, termination and amendment This Memorandum of Understanding shall become effective upon its signature and shail remain in force unless terminated by either Party, giving 90 days notice in writing to the other Party of its intention to terminate. Mutually acceptable amendments may be effected at any time by exchange of letters between the Parties. Termination of this Memorandum of Understanding will not have the effect terminating any other contracts Signed in Jakarta on November 13, 1992 in two originals in the English language.
