PRE-SECTIONS (Whereas statements)


• Dedicated to explaining reasoning behind introducing the subject dedicated to Jose P. Rizal and
his works.
o Especially El Filibusterismo and Noli Me Tangere
• Also dedicated to explaining the role of educational institutions in developing moral character,
personal discipline, civic conscience, and duties of citizenship.
SECTION 1
• Explains about the inclusion of the life, works, and writings of Jose Rizal (esp. Noli and El Fili) in
all curricula of all schools, colleges, and universities (both public and private).
o With added inclusion that original, unexpurgated editions, or English translations shall
be used as basis for basic texts.
• SELF NOTE: This sounds like ground rules for equal footing.
• Also mentions the authorization of the Board of National Education and their responsibility to
adopt measures of implementing and carrying out of the provisions of this section.
o This includes writing and printing of appropriate primers, readers and textbooks.
o They are also responsible for the rules and regulations that will help enforce the act
(including disciplinary rules).
• This also includes regulations regarding exemption of students on the basis of
conflict with religious beliefs

• "from the requirement of the provision contained in the second
part of the first paragraph of this section; but not from taking

SECTION 2
• This section explains the obligation of schools, colleges, and universities to keep copies of
original and unexpurgated editions of Noli and El Fili, as well as Rizal's other works and his
biography.
o The unexpurgated editions of Noli and El Fili, as well as their English counterpart, and
the rest of Rizal's works, must be included in approved books for required reading in all
public and/or private schools, colleges, and universities.
• The Board of Education will determine the adequate number of books, which will depend on
enrolment size of schools, colleges, and universities.

SECTION 3
• This section explains the responsibility of the Board of National Education to the translation of
Rizal's books (esp. Noli me Tangere, and El Filibusterismo, but also includes all his other books)
to English, Tagalog, and principal Philippine dialects.
• It is also their responsibility to print them in cheap, popular edition, and distribute them - free of
charge to persons that are desiring to read them, through Purok organizations, and Barrio
Councils.
o SELF-NOTE:
• I have not personally heard of anyone getting any of Rizal's work from Barrio
Councils or any local organizations. And Im not sure if this section still holds
power to this day.
SECTION 4
• This section states that this republic act does not have the power to amend or repeal section
927 of the Administrative Code.
o This section (ref. 927 Admin. Code) prohibits discussion of religious doctrines by public
school teachers and any other person engaged in a public school.
SECTION 5
• Section states the total budget to be used for the carrying out of this Act.

• This section states that this act will take effect after approval.

PRE-SECTIONS (WHEREAS STATEMENTS)


• Dictates that the civic organization named "Orden de Caballeros de Rizal" (roughly translates to
Knights of Rizal or Order of the Knights of Rizal) is to made into a public organization
• Also defines the purpose of the group and their powers:
o SELF-NOTE:
• The word "powers" is so ridiculous. It sounds like they are talking about a make-
believe superhero team.
• Their purpose are to:
o Create a union with Filipinos to revere the memory of Dr. Jose P. Rizal.
o Promote among the knights the spirit of patriotism and Rizalian chivalry.
o Study and spread Rizal's teachings, to keep his memory and principles alive.
o Organize festivities in his honor.
• The statements also dictate that the knights, if officially recognized and vested "with
appropriate powers", would be convenient in their efforts to teach other people about the
national hero and his ideals, so that people may emulate him.
• Last statement says that the Knights should have their own charter to accord official recognition
so that they may enlarge their powers so that they may effectively accomplish the laudable
purposes for which it was organized.
o SELF-NOTE:
• I interpret the phrase "enlarge their powers" as knighting more members,
rather than collecting more rights and responsibilities - or "powers". I swear this
bill sounds so ridiculous.

SECTION 1 (CHANGE)
• States that the civic organization "Orden de Caballeros de Rizal" are to be converted to a body
corporate and politics with powers.
o Also says that their principal office is in Manila, Philippines.
SECTION 2 (PURPOSE)
• States the purpose of the organization:
o To study the teachings of Dr. Jose Rizal.
o To spread his teachings to all classes of Filipino people.
o To promote the spirit of patriotism and Rizalian Chivalry amongst the Knights.
o Develop a union among Filipinos in revering and honoring the memory of Dr. Jose Rizal.
o To organize and hold programs to commemorate Rizal's nativity and martyrdom.

SECTION 3 (RIGHTS OF THE ORGANIZATION)


• Dictates that the group shall have successors
o They have the power to sue, and can be sued.
o They can hold properties which will be a necessity for their purposes.
o They hold the right to solicit and receive contributions.
o They hold the right to receive gifts, both real and personal, device or bequest.
o They hold the right to have a seal, and to alter the seal.
o They hold the right to have offices and conduct their businesses in their offices
o They hold the right to adopt by-laws, rules and regulations that are not inconsistent
with the rules of the Philippines.
o They hold the right to do acts that may be necessary to carry out the provisions of the
act and promote their purposes.
o The by-laws that the Order has existed in the order so far, so long as they are not
inconsistent with the act, shall remain in force until they are repealed or amended.

SECTION 4 (ADMISSION)
• States the admission requirements of the organization:
o Legal age
o Good moral character
o Reputation
o Must be in sympathy with the purposes of the organization.
• Also states that those that are eligible for active membership, must have a unanimous approval
of the Supreme Council and must be endorsed by two active members of the organization.

SECTION 5 (ADMINISTRATION)
• Administration and directorial duties are to be held by the Supreme Council (Board of Directors)
• SC/BoD holds 9 members.
• They are vested to have full powers and have authority to act to perform the function of the
organization.

SECTION 6 (BRANCHING)
• Any group (5 or more), that are already members of the organization, that reside outside
Manila, are free to form a chapter in their locality, upon approval of their written petition to the
Supreme Council.
• It is then their duty to carry out and promote the purposes of the organization.

SECTION 7 (RIGHTS TO CONTRIBUTIONS - EXPANDED)


• Donations or contributions received by the organization shall only be used to promote the
purposes of the organization.
SECTION 8 (FRAUDULENT KNIGHTS AND DUE PUNISHMENT)
• No one can call themselves a Knight of the Order unless they are legally vested.
• Anyone who does so shall be subject to imprisonment that will not exceed 6 months or a fine
that will not exceed 500 pesos or both, in the discretion of the court.

SECTION 9 (GREENLIGHT AFTER GREENLIT)


• The act will take effect, upon approval.
