Kavaratti Detachment is contracted to UT Of Lakshadeep for Qty. 03 Helicopters from Kavaratti to the various islands
and to Kochi, mainly for Casualty evacuation.

As per CAR SEC 5- AIR SAFETY SERIES F PART 3, ALL OPERATORS SHALL HAVE THE DOCTOR HOLDING MBBS DEGREE/
TRAINED PARAMEDICS/ EMERGENCY MEDICAL TECHNICIAN ON FULL TIME EMPLOYMENT OF THE COMPANY TO
CONDUCT PREFLIGHT BREATH ANALYZER EXAMINATION AT A DESIGNATED PLACE WITHIN THE AIRPORT PREMISES.

In order to meet the said requirement Pawan hans Kavaratti base had one MBBS doctor engaged for the purpose, on
monthly payment basis. Due to the old age and frequent sickness he discontinued the service. And no other private
MBBS doctor was available, hense Medical superintendent of Indira Gandhi Hospital of Kavaratti Which is a Govt.
Hospital and only hospital available in the Island of Kavaratti, was contacted to provide the MBBS doctor. Who provided
the service of MBBS doctor on emergency basis. But Yesterday on date 12/07/2018, as per letter ref no F. no.5/1/2010-
IGH, The Director Health services, UTL intimated about inability to provide the Doctor. In Place he has recommended to
hire services of Paramedics(letter attaached).

Further medical Superintendent, vide his letter no F.No.5/1/2013-IGH dated 13/07/2018 has intimated that he has
trained four Paramedics for the Purpose (letter attaached).

Further out of these four paramedics, Mr. Risvan Javed C P, reg. no. 063864 has agreed to carry out pre flight Breath
Analyzer examination of pilots of this base, on call basis for a consideration of Rs 15000/- (Rupees Fifteen Thousands
only) per month.

Considering the urgency in meeting the regulatory requirement, and uninterupted H/C operation at this base,
