TITLE : HANDLING OF HAZARDOUS CHEMICALS


1. Purpose : To define a procedure for storage, handling and usage of hazardous
chemicals or substances without having any / possible injuries as well as
to prevent it’s undue adverse impact on the environment.

2. Scope : This procedure is applicable to Equine Residence Project .

3. Reference : Emergency Preparedness and Response Procedure

4. Responsibility:

4.1 The Site Safety Supervisor (SSS) is responsible for proper storage, handling and disposal
of hazardous chemical or substance.

4.2 The Safety & Health Officer (SHO)/ WSH Committee (SHC) are responsible for regular
monitoring legal requirement.

4.3 The Project Manager (PM) is responsible for identifying the hazardous material to be
used at different construction phases and shall inform SHO/ SHC to take necessary
precaution.

5. Procedure :

5.1 Identification of hazardous materials

5.1.1 The PM shall identify the hazardous chemicals / materials that have to be used at
different construction phases.

5.1.2 If a controlled hazardous substance is to be used, PM shall apply for the relevant
permit from the Ministry of the Environment.

5.1.3 SHO/ SHC shall keep a register for list of chemicals, identify the hazard
associated with the chemicals/ materials, it’s impact on environment from Safety
Data Sheet (SDS/MSDS) and shall summaries it into a table form and
communicate such hazards and impacts to all workers and sub-contractors
through monthly meeting / tool box meeting. A copy of SDS/MSDS shall be
kept for site reference.

5.2 Ordering of hazardous materials

5.2.1 PM shall order the material as per Chemical Requisition Flowchart.

5.2.2 Purchase Officer shall request for SDS/MSDS from the supplier as and when
there is new hazardous material to be ordered for site use. He / She shall keep an
updated list of hazardous materials including SDS/MSDS.

5.3 Management of hazardous materials

5.3.1 The Safety Health Committee members (PM/ SHO/ SHC and representative
from sub-contractors) shall manage the hazardous materials through:-

 Proper selection / procurement


- When possible the project team shall use less harmful materials if
available.

 Proper storage / use / disposal


- Flammable materials shall be stored away from the sources of the
ignition with appropriate warning signs put up.
- Only the experienced personnel should handle toxic materials and all the
precautionary measure have to be taken.
- Chemicals or solvents that will cause irritation and hazard to health will
be used with the necessary protective gloves and facemask when the
need arises.
- Severely toxic materials like pesticide / chemicals used for termite
control should be handled by specialist sub-con / trained certified
worker.
- PM shall ensure that proper storage cabinets/ stores are available for the
proper separation and storage of different types of hazardous substances/
chemicals.
- Labels shall be prominently displayed on the containers that contain
such hazardous substances/ chemicals and safe kept so that only
authorized person is accessible to the materials.
- Incompatible chemicals shall be stored away from each other

 Proper monitoring / control


- If there is any doubt, SHO/ SHC shall stop the work and consult with the
supplier for further action.
- The SS shall constantly monitor the proper usage of PPE on site.

 Proper Training / Education


- SHO/ SHC/ SSS shall train the worker (use Dos & Don’ts) and issue
proper PPE to the worker.
- There should be an appointed person who is trained and has sufficient
knowledge about handling of hazardous material to control the issuance
and use of hazardous material.

- The appointed person should brief about the safety in handling
hazardous material which include:
- MSDS/CSDS
- Safe storage and handling
- Warning labels and signs
- PPE
- Emergency actions to take

 First aid team / Emergency procedure


- In case of spillage the PM/ SHO/ SHC/ SSS shall activate the emergency
rescue team with necessary control measure to protect the worker as well
as environment.

 Proper labeling / Warning sign


- SSS and supervisors shall put up proper warning sign i.e. NO
SMOKING at flammable materials storage area.
