Minutes of the 23rd Meeting of the CUMTA Working Committee on “Infrastructure

and Promotion of Non-Motorized Transport” held under the chairmanship of the


Commissioner, Corporation of Chennai in Commissioners Conference hall on

Confirmation of Minutes of 22nd Working Committee on "Infrastructure and
Promotion of Non-Motorized Transport" Meeting held on 09.02.2015
Minutes of the 22nd CUMTA Working Committee on "Infrastructure and Promotion of
Non-Motorized Transport" meeting has been confirmed.

The points discussed during the 23rd meeting held on 09.03.2015 and the
following decisions are arrived at:

1. Reclaiming of foot-paths on all roads in the city and preventing further


Encroachments in these reclaimed pavement areas.
1.1 . Corporation Road Footpaths
Total no. of Bus Route Roads: 471

1.2 Phase-I:
In North Region 9 nos, Central Region 13 nos and in South Region 4nos taken up
and all the 26 works were completed. In the completed footpath minor rectification works
like disturbed kerbs, missing Bollards, Damaged Ramp, Slotted cover slab to slit catch
pit etc, were identified by AEEs and AEs of Special Projects in all 26 footpaths and will
be handed over to Roads and Bridges Department for rectification to a total completion
on grounds of footpaths. As the work is progressing rectification works is very slowly,
show cause notice sent to the contractor on 30.01.15 to rectify the defects. The rectification
work like chute pipe fixing, slope provision, fixing of disturbed kerb’s etc, are being attended by the
contractors in all 26 footpaths. In the recent survey the following defects were noticed and mail and
letter has been sent to the all 5 Contractors for immediate repair.

The Contractor told that the defects will be rectified within 15 days.

1.2.1 Shifting of Cables. Out off 324 EB boxes identified for removal for 26 footpath
works, 322 EB boxes were removed and 2 are to be removed. 2 nos of EB Boxes not
shifted even after repeated follow ups. 1 No of Transformer not been shifted at the
junction of Shanthi Colony & 5 th Avenue (Near Palamuthir solai). Roads and BRR
Department to expedite by contacting in person the TNEB officials and to complete
the shifting by 15.02.2015. 2nos of EB Boxes not shifted even after repeated follow
ups. 1no of Transformer not been shifted at shanthi colony 5th avenue junction (near
Palamuthir solai). Again a letter has been sent to EB Department on 02.03.2015.
EE/ South / TNEB has assured that 2 nos. of EB boxes and 1 no. of transformer will
be shifted by this week end.
1.3 Phase II
1.3.1 20 footpath works-estimates were prepared and administration sanction were
obtained from council held on 30.09.2014. Tender under packages were called
and due date is 20.02.2015. Tender received and Tender files are put up to
Deputy Commissioner for approval and work order can be issued in one week
anticipating the ratification of council of corporation of Chennai. Financial bid to be
opened. Tenders to be finalized by next week. Work order will be issued at the
earliest.
1.3.2 For 48 footpath works, for 28works Architect have been selected and for 16
works designs were received. Letters were sent to 13 Urban design architects
who are experts in Foot Path design works for empanelled list of Architect for
design of footpath work. As directed by Principal Secretary / Commissioner
empanelment of architect for footpath design has been initiated by BBR
department and till today only 3nos of architect have given their interest, despite
the follow up by BRR with ITDP. By before next CUMTA meeting BRR will be in a
position to finalize the architect and TOR and will off load the remaining roads to
take-up design work by empanelled architect. ITDP has stated that 4 to 5 no. of
architects are willing to get empanelment. Principal Secretary / Commissioner has
requested ITDP to handover the list to BRR Department.

2. Setting Bench Marks:
As a pilot project, it was suggested that the Bench Marks need to be set in
order to assess the impact of improvements on pedestrians in the roads. Chennai
Data Portal (CDP) team were instructed to carry out survey for making Pre and
Post Construction Bench Mark scenario for proposed 20 Footpaths. They survey
work is in progress. CDP have completed the survey of inventories in all the 20
Footpaths. Survey of Pedestrian count and Vehicular speed have to be studied.
Chennai Data Portal and Dashboard team is in the process of surveying for
setting Bench Mark.

3. Highways Roads Velachery
3.1. Removal of Encroachments:
In the January meeting Highways department has assured that temporary
encroachment in the footpath will be removed by January end and permanent
encroachment footpath if found it will be removed in phased manner. Highways
has reported that for removal of temporary encroachment in the footpath
Tirumangalam Mugappair road, necessary notices have been issued to the
Vendors and had a joint inspection with Tashildhar concerned. Eviction will be
done shortly.(Ambattur Sub Dn). Regarding removal of Permanent
Encroachments particularly in Velachery area, demarcation of Highways
Boundary is being perused with Revenue Officials. District Collector, Chennai has
been addressed in this regard to take appropriate action (Tambaram Sub Dn). In
the major corridors like GST road, GWT road and IRR, presently revamping of the
Footpath is being carried out .During this work Encroachment on Footpath sides
are being removed.(City Sub Dn).
Highways has informed that for Eviction of vendors in Ambattur Tahsildar it
needs two weeks time. For Velachery area demarcation work is going on.
Principal Secretary / Commissioner has instructed to complete the demarcation
work by this month end. Further Highways has informed that Major corridors like
GST road, GWT road and IRR revamping of the footpath is taking up. Accidents
reports to be received from city police. As per survey conducted 8492 people
crossing the roads per hour. In front of G.H. Road has to be revamped. We have
to integrate traffic in crossing locations like near Iswarya Mahal and Vadapalani in
IRR.
Principal Secretary / Commissioner has instructed to modify the road
designs, by improving the footpath in IRR where METRO work is progressing.
Conduct pedestrian traffic survey on IRR and Redesign the footpath near Metro
Rail Stations.
Additional Commissioner of Police (Traffic) suggested to redesign the road
without reducing carriageway.
Principal Secretary / Commissioner has also instructed High Ways to
follow the MOUD guideless in construction of footpath facilities such as height of
Kerb at 150 mm, level at gate location, Table Top etc.,

3.2 FOOT PATH DESIGN AND CONSTRUCTION:


The Committee recommended that the Highways Department to adopt the
MOUD standards and NMT policy for Urban Roads for the works carried out
within Chennai limit. Further, It was suggested that for redesigning the footpath as
disabled - friendly footpaths, Architect shall be fixed and this shall be done in line
with the disabled - friendly footpaths done by Corporation of Chennai. Highway
Department has reported that suggestion of the CUMTA committee will be
considered in future Highways Department projects in Chennai City and will be
implemented based on the availability of road space.

3.3 Professor K.P.Subramanian (Retd) has pointed out that the Approach
Road to the Velacherry Rly Station MRTS Railway Station from Kai Veli to be
improved. The Highway Department has stated that the points raised by the
Professor K.P.Subramanian (Retd.) are already studied and foot path proposals
for Southern Sector of IRR from Velacherry Junction point and From Kaiveli
Junction to Southern Sector of IRR have also been initiated. The Highways
Department has reported that Administrative sanction has been obtained from the
Government in G.0(M.S)No.23/Highways and Minor Ports Dept,dt.20.02.2015
for the work of Widening end to end and construction of Drain & Footpath in the
newly extended Corporation areas in Chennai City Roads and Thiruvallur
Divisions. Estimates are under preparation and Tenders will be floated shortly.

4. Cycle Sharing
Feasibility report, financial model, cost benefit analysis have to be studied
through consultant, consultant to be selected from the empanelled list of
consultancy firm from TNIDB. Letter has been send to TNIDB through MAWS
Dept on 20.11.2014 for taking up the project under PPP mode. Clarification was
sought from TNIDB through MAWS Dept and the clarification was send to MAWS
Dept on 21.01.2015. Remarks from TNIDB is awaited. The file is in process in
TNIDB, It is followed closely and progress is monitored by Special Projects
Department. After getting remarks from TNIDB further action will be taken up. The
file is at finance Department for clearance.
5. Parking Policy
Feasibility report, financial model, cost benefit analysis have to be studied

6. Redesigning streets to give priority to pedestrians – Pilot Projects


6.1 Pedestrian Plaza at Pondy Bazaar
The world bank team has given actions (AIDE MEMORIRE) to be taken
regarding TNSUDP EMSF report, preparatory work procurement of PMC’s and
traffic management plan regarding this project. The consultancy work for
preparing Traffic impact study and Environmental and social impact assessment
have been entrusted to M/s. JLL as per World Bank requirement. The consultancy
work has completed preparing Traffic count and Topo survey Environmental and
social impact assessment to be takenup. The World Bank reviewed the progress
of Consultancy work on 29.01.2015. Preliminary focused group Stake holder
meeting with Pandy Bazaar merchants association was held on 30.01.15.
Objections and comments were raised by the core group of Pandy Bazaar
merchants association. Comments and suggestion received are being studied by
consultant M/s. JLL. World Bank reviewed the progress of Consultancy works on
16.02.15. The consultant is carrying out social impact survey since 26/02/2015.
The consultant proposed to submit the analysis and findings of impact reports
pertaining to Environment, Traffic and Social sector during end of March 2015.

6.2 Heritage walk way around Mylapore Temple Tank


Estimate prepared for Rs.5.65 cr & approval of Council was obtained
during November Council meeting. Tender were floated. Technical bid opened on
09.01.2015. Financial bid to be opened on 20.01.2015. 6 bids received and tender is
under process. Tender placed in Tender Scrutiny Committee for recommendation.
The loan to be availed from external agencies like TNUIFSL , TUFIDCO etc., The
loan application have been send to TIFIDCO and TNUIFSL on 06.03.2015.

7. Junction improvement
TTK road junction and Pantheon road junction improvement to be taken up.
TTK road work was not commenced as the Police have not given permission. A
meeting was conducted on 18.08.2014 along with Joint Commissioner of Police
(S),Chennai Traffic Police and as decided, a mock design are being formed in the
TTK Road junction and approval of police is awaited. The present Additional
Commissioner of Police (Traffic) was approached for permission to carry out mock
study. Two rounds of discussion was held with Police officials regarding the junction
improvement work. They have suggested to work out a suitable plan. Such way that
the carriage way should not be reduced. The consultant for the project has been
instructed accordingly and a revised plan is being prepared. DC Traffic has
suggested that a inspection can be organised along with new Additional
Commissioner Traffic for approval. The Work orders was given to the Footpath
Contractor M/s SM Enterprises, 2 Years back and as police have not given
permission and the work could not be taken till date. However due to Cost escalation
of the material, now the contractor not ready to take up the work, even if the police
permission is given. Hence the new drawing will be prepared in consultation with
ITDP & Police department. The tenders will be called with the new schedule of rate
within one month. On 07.02.2015 D. C works have inspected the site and instructed
to takenup the widening of service road below the flyover and then take up the
footpath work so that the present width of carriageway is maintained. In the meeting it
was suggested that the Junction design or any other Traffic solution shall be wetted
by a team of experts from Anna University/ IIT- Madras/ Traffic Police. ITDP has to
provide a final drawing to BRR to get the clearance from traffic police and once the
drawing is finalized BOQ will be arrived and tender will be floated.

8. Issues with MTC


8.1 Additional Bus Depots
The MTC in consultation with the ITDP had worked out the additional requirement
for new buses as 1500 Nos. and the consequent additional Depots required as 12
Nos. 12 Depots have been identified and the progress of work is given in the Table
below:

8.2. Additional requirements of new buses ie 1500 nos has been sent to
Government. Principal Secretary / Commissioner has instructed MTC to furnish
the requirements to BRR department.

9. Backdrop to Bus Shelters:


ITDP has suggested that design of backdrop to be carried out in which the
common information like the bus route and other details can be incorporated. It was
instructed that EE/ BRR to initiate action to select consultant for the same. It was
instructed to call for fresh tender for selection of consultant for finalizing in the
backdrop to bus shelters. ITDP is in the process of identifying the suitable
consultant in this regard. TOR is being prepared by ITDP. Corporation of Chennai
has taken possession of 500 Bus Shelters from MTC on the direction of Supreme
Court order. The unauthorized advertisements were removed from all the Bus
Shelters and hence these bus shelters presents a skeleton look and hence
maintenance contractors were called to cover these skeleton with flex banner. 200
nos bus shelters were taken up and flex boards were fixed till today. The back-drop
which is also removed is being provided with flex depicting the government three
years achievement. The perfect back drop containing bus routes, timings etc might
take long duration and hence the maintenance contractor will be asked to provide
this sort of back-drops, name board.

Principal Secretary / Commissioner has instructed that BRR Department to


appoint Consultant to arrive at the area of Back drop, side and design work for
advertisement. Further in the back drop display of area map, have to be
incorporated. MTC, ITDP and Corporation officials to sit together and get good
design. Stainless Steel type design to be prepared. Appoint consultant through short
tender and finalise the design . It was suggested to modify the template so that Bus
route number and bus stand name to be written in the backdrop. We will ask the
consultant to put all informations in the bus shelters. Principal Secretary /
Commissioner has suggested that One third portion will be reserved for writing
information in bus shelters and two third for advertisement. Further, Principal
Secretary / Commissioner has instructed to get bus route information’s from MTC
and advertising bid for revenue process should be initiated.

10. As per the recommendations of General Transport Committee


constituted under the Chairmanship of Hon’ble Mrs. Justice Chitra Venkatraman
(Retd.) along with members Thiru R Santhanam, IAS (Retd.) former Transport
Secretary and Thiru K.V.S. Murthy, IPS(Retd) former ADGP . It was informed that 96
busbays and 74 additional Bus shelter were identified in 5 bus routes viz., 6D, 45B,
29C, 23C and 15B.
As per the instruction of Principal Secretary / Commissioner, a steering
committee was constituted to identify the location for proposed Bus shelters & Speed
breakers. MTC has nominated Mr. K.Ramadoss (Asst. Manager) as the member of
the Steering committee. Mr. Senthilnathan (Executive Engineer) of COC was
nominated as the member of Steering committee. DC (Traffic North) was nominated
as the member of steering committee.
The details of existing bus shelters as given by MTC, as surveyed by BRR
engineers were compiled and the abstract is as given below.

Balance bus shelter to be modernized 1397 – 750 = 647
Hence from this table it is observed that 647 Bus Shelters are to be
modernized with stainless steel bus shelters. At present a Council resolution have
been obtain on 27.02.2015 vide number 90/2015 for ascertaining the advertisement
potential of various bus shelters. A letter has been sent to TNIDP to study the
advertisement potential of various bus shelters.
It was instructed to get the administrative sanction for the 647 bus shelter
and call tenders for advertisement. Principal Secretary / Commissioner has
instructed BRR department to take up the upcoming bus shelter projects through
PPP mode. Write a letter to TNIDB and instructed to prepare a minimum scope of
the project.
11. No of Bus bays were identified is 96 Nos and action initiated for land
acquisition and Note were sent to DRO (L & E) for identifying land to be acquired.
As of now Land Acquisition for Bus Bays cannot be proceeded immediately as the
rules are yet to be framed by Government of Tamil Nadu. Further work can be
carried only after clear instruction from the DRO Land & Estate. As the construction
on western side of Kamarajar salai has been taken up, separate action has been
initiated to acquire PWD land for constructing 3 bus bays. DRO / L & E informed
that the formation of rules is under consideration at Government level. Once rules
have been approved, the Land Acquisition work will commenced. Principal
Secretary / Commissioner instructed to prepare LPS for Bus bay. Further instructed
DRO/L&E to write a letter to CMDA regarding possibility of invoking TDR for bus
bay land acquisition or otherwise regular land acquisition process has to be initiated
after the receipt of new rules. (Action: COC)
12. Station area development plan around Metro Rail corridor :
The CMRL has proposed street improvement plans in and around all the 8
elevated Metro Rail Stations. Around these stations 343 roads have been identified
as part of station are development plan.

CMRL has requested to form footpath wherever the width of road is wide and also
to provide street signages. Further additional street lights have to be provided in the
approach road to CMRL. Principal Secretary / Commissioner has suggested to provide
lighting below the CMRL conducts. Letters were already sent to the Zonal Officers of
Zone 8, 10, 12 & 13 on 24.02.2015 and also instructed the Zonal Officers not only to
black top the road, but also to improve the roads to International Standards with all
amenities such as street furniture, sign boards, thermo plastic paints, studs & speed
breaker for all wider roads immediately and to report the status to the committee before
the next CUMTA meeting. Police suggested that roads have to be laid wherever CMRL
work completed. (Action: CoC & CMRL)
13. Multi Modal Integration plan around MRTS and Sub-urban Stations:
The CMDA has taken up the study under 4 packages for the 4 rail corridors (each
corridor one package) by engaging 4 consultants.

14. All one way roads list can be put up to the subcommittee to resolve,
evaluate to recommend for promoting pedestrian movement. As suggested by
Professor K.P.Subramanian (Retd) study on one way in Chennai city have to taken
up through Anna University or IIT. Lr has been sent to Anna University and IIT-
Madras on 23.01.2015 requesting to carryout study as research Projects on one
way road in Chennai other than CMRL locations. Letter have been sent to Additional
Commissioner Traffic on 18.02.2015 requesting to provide separate list of one ways
in Chennai separately for CMRL Corridor and for other areas . Mean while, a over all
list of all one way in Chennai obtained from Traffic Police by ITDB was forwarded to
IIT- Madras/Anna university for reference. As a pilot project Anna university is going
to takeup 1.Halda junction and 2.Sterling road junction , IIT madras is going to
takeup 1.Mandaveli-near intersection of RK Mutt road and greenways road and
2.Ashok piller – Udhayam theatre. IIT – Madras informed that traffic data to be
collected from police department such as Accident detail, Speed details and also
FIR details. Police informed that survey regarding accident locations have been
completed and the same can be furnished. (Action:COC)
15. All the speed breakers are to be rectified as per IRC standard.
As of now out of 139 speed breakers were taken up, 40 speed breakers has been
completed & the remaining will be dropped as BRR is going to take up 197 roads
laying work during which the balance Speed breakers will be continued as per the
direction of Principal Secretary/Commissioner. A list of 139 Speed breakers taken
up has been sent to Mr. Sivanandham (DCP Traffic) on 29.01.15

16. ITDP has made a presentation on Namma Chennai Namakke -A
campaign to celebrate Chennai’s Streets. A street event was proposed in Besent
nagar. The Principal Secretary / Commissioner has instructed ITDP to organise the
event by the end of February after getting clearance from all stakeholders. Letter has
been send to MAWS Dept 18.02.2015 seeking permission to organize campaign in
chennai’s streets ITDP has informed that MAWS Department has instructed to
conduct a stakeholders meeting and residents opinion and through articles in News
papers and Internet.

17. Miscellaneous Subjects:


Principal Secretary / Commissioner has informed that High ways is not
only meant for vehicular traffic, but it is also for pedestrians. So Highways have
to provide pedestrian crossing and Speed breaker in Arterial Roads . Further
suggested that the Highways Department to allot more resources for improving
comfortable footpaths and safe Pedestrian crossing
Principal Secretary / Commissioner has instructed Highways to share details
regarding slides on the foot over bridge utilization before and after constructions.

The meeting concluded with the decision to hold the next Committee Meeting on
09.04.2015 at 11.00 a.m. in the Commissioner’s conference hall, Corporation of
Chennai.
