Sub: Procurement of Fuel and/ Consumable items for imparting training at Automotive

Mechatronics Research Center - AMRC ( Course entitled Advanced Diploma in Automotive

Mechatronics- ADAM) in G B Pant Institute of Technology, okhla Phase-III, N Delhi-
110020.

1. A highly specialized course of One Year duration titled ‘Advanced Diploma in Automotive
Mechatronics’ (ADAM) is running at GB Pant Institute of Technology (GBPIT), Okhla Phase-III in
collaboration with Mercedes-Benz India Ltd (MBIL), w.e.f. 07/08/2018 (Academic Calendar of the
ADAM course is placed opposite at /C). The course contains Electrical, Mechanical, Electronics/
Embedded system, Vehicle Systems and Soft Skills modules. The training is being imparted in the
areas of Electrical & Electronics Technology, Advanced Automobile Systems / Engineering and its
diagnosis; practical hands on experience on Mercedes-Benz(MB) Car and Engine /Transmission
aggregates.
2. A MB Car is donated by Mercedes-Benz, Pune for imparting training with practical hands on
experiments (ref. MoU para 8 placed opposite at /C).

3. A meeting of advisory committee was held on 06/03/2018, in the chamber of Controller, BTE,
under the Chairmanship of Mr. V K Verma, Principal, G B Pant Institute of Technology
regarding various issues related to Advanced Diploma in Automotive Mechatronics (ADAM).
Refer to para IX (placed opposite at /C), regarding creation of Corpus Fund for purchase of
raw material / consumables, etc : A separate bank account shall be opened in the name of
Automotive Mechatronic Research Centre- ‘AMRC’. The Principal, GBPIT and
Coordinator, ADAM shall be the authorized signatories and will be operating the
account. All fee collected through ADAM / AMRC to be remitted in the account.
4. Subsequent to the approval of Worthy Pr. Secretary (TTE) vide Diary No. 966 dated 24/09/2018,
Joint Working Committee meeting was held on 08-10-2018, under the chairmanship of Mr. V. K
Verma, Principal, GBPIT. Refer to para No. 8 (placed opposite at /C), the fuel is required to be
procured on regular basis to conduct various test and experiment on donated Mercedes-Benz Car.
5. In view of the above, if agreed, a Demand Assessment Committee may be constituted with the
following members regarding ‘Procurement of Fuel’ as under:

Demand Assessment Committee

6. In order to provide a comparable ambience to that of MBIL in-house facility, Fuel is required to
be procured on regular basis to conduct various test and experiment on donated Mercedes-Benz
Car (MB Car). The recommendations as submitted by Demand Assessment Committee, is placed
opposite at ( / C). Demand Assessment Committee members jointly and individually satisfy
that fuel is mandatory for imparting training in MB Car of ADAM course, at Automotive
Mechatronics Research Center (AMRC) in GB Pant institute of Technology, Okhla, phase-III,
New Delhi-110020.

7. The Demand Assessment Committee has submitted the recommendations and hence, if agreed, a
Technical Specification Committee & Cost Estimation Committee may be constituted with the
following members, to determine the specification and the cost to be incurred for procurement of
fuel as under:

Technical Specification Committee & Cost Estimation Committee

8. The Technical Specification Committee, after going through the demand assessment committee
report, has submitted that petrol (premium unleaded gasoline - 91 octane or higher) is required for
imparting training on MB Car in ADAM Course.
9. The Estimate Assessment Committee, after going through GeM, Govt of India Portal, found that
fuel (petrol) is not available in GeM, Govt. of India Portal. However, the Estimate Assessment
Committee estimated the cost of fuel (petrol) from various sources viz., DGS&D, individual
manufacture/supplier portals etc. The recommendations of Technical Specification Committee &
Cost Estimation Committee is placed opposite at /C. Technical Specification Committee &
Cost Estimation Committee, assessed the approximate cost to be incurred in procuring fuel
(petrol) is Rs. 500/- per month; annually Rs. 6000/- (in words, rupees Six Thousand only).
10. The total cost to be incurred towards procurement of fuel (petrol) is Rs . 6000/- (in words
rupees Six Thousand only) per annum. This is pertinent to highlight that as per para IX of
Advisory Committee meeting (placed opposite at /C) - “A separate bank account shall be
opened in the name of Automotive Mechatronic Research Centre- ‘AMRC’. The
Principal, GBPIT and Coordinator, ADAM shall be the authorized signatories and will
be operating the account. All fee collected through ADAM / AMRC to be remitted in the
account.”
11. In view of the above, if agreed & approved, we may request the Competent Authority (TTE) for
Administrative Approval & Expenditure Sanction, amounting to Rs. 6000/- (in word rupees Six
Thousand only), may be granted for procurement of fuel (Petrol), on A/C Head “ Automotive
Mechatronic Research Centre- AMRC” corpus fund, in the current FY 2018-19.
